There is very little detail in the Cabinet Office request. The Cabinet Office intended to provide named data, NCS participants, to the Department for Education for data matching to obtain further data they did not already hold. There was no completed business case in the request form.

In 2017 the NCS was put on a statutory footing.

The bill includes provisions to obtain children’s personal data from HMRC records for marketing the programme to all 15-17 year olds. It is unclear how this purpose is compatible with Data Protection or Human Rights law. [letter to Bill committee Jan 2017]
