Waitingandloadingrestrictions
TrafficandbusflowonShaftesburyAvenuewouldbeimprovedbypreventingobstructionscausedby loading vehicles. We propose that kerbsideloading no longer be allowed, with loadingpermittedinnewloadingbaysonbothsidesofShaftesburyAvenueandsideroads:
• fourloadingbayssetintothepavementalongShaftesburyAvenueoperationalfrom7amto12noon,withamaximumstayof20minutes.These bays would be at pavement level sothatwhennotinusethespaceisavailableforpedestrians
• one of these bays, on the north side ofShaftesburyAvenue,betweenGreatWindmillStreetandRupertStreet,hasbeendesignedsothatitcanbeusedbycoaches
• twoon-streetloadingbaysinRupertStreetandDeanStreetandoperationalAtAnyTime,withamaximumstayof20minutes
Busstopimprovements
To improve safety and make bus stops moreaccessibleforallusersweproposethefollowingchangestoShaftesburyAvenuebusstops:
• relocationof theVictoria-boundbusstoponthesouthsideofShaftesburyAvenue,westofRupertStreet,10metrestothewesttowardsPiccadillyCircus
• relocation of the Hackney-bound bus stopbetweenWardourStreetandDeanStreet toeastofDeanStreetwithinthebuslanetoavoidconflicts in connection with the Dean Streetpedestriancrossing
Streetenvironmentimprovements
ShaftesburyAvenueisanimportantpedestrianlinkfromPiccadillyCircusandakeystreetintheTheatrelanddistrict.Thisshouldbereflectedbythestreetenvironment.Furthertotheproposedjunction and pedestrian improvements weproposethefollowinganswers:
• treeplantingalongbothsidesofShaftesburyAvenue. The scheme proposal plan onthe previous page indicates potential treelocations. Final tree locations will dependon the water, gas, or electricity supply andcommentsreceivedfromfrontagersandotherinterestedparties
• wideningofpavement,removalofpedestrianrefuge islands.Pedestriansafetywill notbecompromisedbecauseof thenarrower roadandlowerspeeds.Removaloftheseislandswill also make turning at Wardour Streeteasier
ThesemeasureswillaimtoimprovethelookofthestreetandmakeShaftesburyAvenueamuchsaferenvironmentforpedestrians.
The proposed street improvements will bedesignedtocontributetoWestminster’semergingTheatrelandInitiative.
Bus Route 38 currently suffers delays forpassengers, variable journey times and poorinterchangefacilitiesatbusstops.
WehaveidentifiedthefollowingkeyissuestobeaddressedintheShaftesburyAvenuesectionoftheroute:
• significant delays to buses and traffic atthe Dean Street zebra crossing due to highpedestrianflow
• delayscausedbyhighlevelsofloadingactivityandtaxipick-upsanddrop-offs
• trafficqueuingbackfromCambridgeCircus
• inadequatepedestrian facilitiesandahighernumberofaccidentsinvolvingpedestrians

Otherservicestobenefit
OtherbusesusingthissectionofRoute38would also benefit from the proposals. They include:

• substantial alterations are proposed for theRupert Street and Wardour Street junctionswith Shaftesbury Avenue, including thewideningofpavementsonbothsides,risingoftheroadoverthewholeblock(RupertStreettoWardourStreet)andimprovementtothesignaltimings.Thesealterationswouldsignificantlyimprovepedestriansafety,providespaceforloadingactivityandreducedelays
• raise of the entry into Denman Street andGreatWindmillStreetfromShaftesburyAvenueto slow down turning traffic and improvepedestriansafety
• closure of Dean Street to general traffic atShaftesburyAvenue, which will make theoperationofthepelicancrossingmuchsafer
Pedestrianimprovements
LargenumbersofpedestriansuseShaftesburyAvenue,particularlyduringthelunchhourandlateevening.Thefollowingproposalsaredesignedtomeetpedestriansafetyneeds:
• widening the pavement along both sides ofShaftesburyAvenue
• improvements in the traffic signalling at thejunctions with Rupert Street and WardourStreet toallowpedestrians tocross inmoredirections
• replacing the zebra crossing at Dean Streetwithapelicancrossing.Thiswillimprovesafetyandreducedelaystobusesandgeneraltraffic,particularlyforthesecondhalfoftheday
