LIFTING OPERATIONS
These requirements shall ensure that all crane and litingoperations are carried out in a sae manner
Liting operations cannot commence until the ollowing minimum
requirements have been met:
The BP Norge Directive or crane and liting operations has been
read and understood by the parties involved in the work.
No cargo shall be lited above personnel
The lit is planned (what, where, how, who), a risk assessment
has been completed, and the lit method and equipment have
been determined by competent personnel w Limitations that can inuence the operation, including the
liting equipment capacity, weather conditions, landing areas,
blind zones and other limitations as a consequence o the
liting route, are identifed and compensated or
w SJA and/or work permit is prepared and approved where this
is required
w Action has been taken to prevent personnel entering an area
where they might be injured by a alling or shiting load
w Communication orm is agreed and any radio communication
tested
Liting device and equipment have been visually examined (pre use
check) by competent personnel
w Any saety devices installed on liting equipment are operational
w Liting device and equipment have been certifed or use within the
last 12 months
w Temporary liting devices are inspected and approved bycompetent personnel (Rigger)
Rigging o the load is carried out by competent personnel
The weight o the load is known and the load does not exceed
dynamic and/or static capacities o the liting equipment
The operator o liting device is trained and certifed or that
device according to the qualifcation requirements in BP Norge
Directive or crane and liting operations and NORSOK R-003
The Signaller/Slinger is trained and certifed according to the
qualifcation requirements in BP Norge Directive or crane and
liting operations and NORSOK R-003
When the oshore crane is used or an oshore liting operation,
at least three competent persons (crane operator, signaller andslinger) shall carry out the lits

PURPOSE, SCOPE AND STRUCTURE
Purpose Provide requirements and instructions or sae use o liting
equipment in accordance with statutory requirements and BPs
own requirements
Contribute to the establishment, maintenance and urther
development o an acceptable saety level or personnel, the
environment and material assets in the planning and perormance
o liting operations
Scope This directive applies to all BP-operated installations and
contracted installations on the Norwegian continental shel
Contractors o contracted installations who have a system that
satisfes the requirements in this directive may use their own
system provided this has been clarifed upon implementation
Structure
BPNs liting operations directive consists o the ollowing:
1. Purpose, scope and structure

3. NORSOK R-003 Sae use o liting equipment
BPNs additional requirements apply in addition to, or replace, the
requirements stated in NORSOK R- 003. These are operational
requirements, as well as requirements or roles and duties, and
competence.

BPNS REQUIREMENTS ADDITIONAL TO NORSOK
R-003 SAFE USE OF LIFTING EQUIPMENT
Below is an outline o BPNs requirements additional to the ollowing
sections o the NORSOK standard:

The sub-sections below reer to the sections in R-003
Section 4.7 Communication When perorming liting operations in very noisy areas, headset
w/integrated telephone must be used In case o unclear or ailing communication, immediately stop the
liting operation until sae communication has been restored
Section 4.8.2 Signaller and slinger Liting operations with oshore cranes or SIMOPS cranes must
always be carried out with a minimum o three persons/roles
involved: the liting appliance operator, signaller and slinger.
For all other permanent liting appliances (BOP cranes, travelling
cranes, wireline winches, personnel and work winches, etc.)
a risk analysis defning the minimum number o sta required to
perorm liting operations must be available
No liting operations with permanent liting appliances must be
carried out with ewer sta than the pre-defned minimum
number. Whether extra personnel is required in addition to the
minimum number must be considered during the planning o
liting operations.
The signaller and slinger must not change roles during theperormance o a liting operation

Liting
I the liting appliance operator has a good visual overview o the
area, the slinger can, with clearance rom the liting appliance
operator, handle the load when it is under control and below
hip height (1,3m).
Section 6 Additional requirements or dierent liting appliancesAll types o jacking and chain hoists must be secured against overload
by an overload protection system.
Section 6.3 Pipe handling on pipe deck and in the drilling area When pipes are being lited on the pipe deck, the area into and out
o which the liting takes place must be sealed o.
Section 7 Additional requirements or dierent liting gear The liting gear shall satisy the requirements in BPNs Liting
Equipment Manual
The ollowing liting equipment may not be used:
w Plate clips
w Magnetic yoke
w Vacuum yoke
w Barrel liter except or handling barrels into/out o barrel baskets
Section 7.2 Slings
Primarily, steel wire slings shall be used. Fibre slings must not be used or liting operations by oshore crane
Section 7.4 Shackles When choosing a shackle the overall load, including the addition
or working angles, must be considered careully
When shackles are used in a liting lug, the shackles WLL must
be at least as big as the liting lugs working load limit
The load on the shackle must be centered on the shackle pin to
avoid lopside loading on the shackle base
Section 7.5 Eye bolts and eye nuts
Eye bolts must be grade 80 and preerably RUD type in order to
standardize the assortment.
Section 7.11 Load carriers A deviation rom the requirement that oshore containers must
not be stacked on top o each other, can only be made when:
w there is prior approval rom the Business Unit Leader or a
delegated person
w The container is designed or stacking and labelled Godkjent
or stabling (Approved or stacking)
w the container is equipped with a crane pendant and/or liting
yokes that enable hooking up while standing on deck
w stacking is limited to pre-defned areas
w the risk assessment o the liting operation shows that the

risks o liting the container up and down are as low as
practically possible, and lower than the risks associated with
other easible alternatives
w approved work permit level 1, with enclosed risk assessment
and risk-reducing measures
When the container is moved internally, the doors must be closed
with locking devices, incl. spring hooks
Appendix A - Roles and responsibilitiesThe role and responsibility matrix below shows appendix A in NORSOK
R-003. In addition, BPN-speciic roles/responsibilities are indicated in
italics. All reerences are to NORSOK R-003.
Description o roles and responsibilities onshore
The company (Perormance Unit Leader & Head o Country or BPN): implement the NORSOK standard, have the internal expertise
necessary to stipulate requirements or the discipline area, in
accordance with the statutory requirements,
have at its disposition on adequate and qualiied expertise (person)
available,
have at its disposition on adequate and qualiied operational and
technical support available,
carry out veriications in the discipline area.
Have the overall responsibility or ensuring that relevantrequirements and guidelines are implemented into BPNs projects
and relevant contractor companies in order to secure proper risk
control.
Engineering Authority, EA: Responsible or ensuring the availability o appropriate systems in
order to maintain the technical integrity control o the installations
Defne the engineering competence matrix and ensure TAs
competence
Make sure that BPN has an organized enterprise o competence
within liting
Responsible or ensuring that the regulatory requirements regarding
competent control are met and that supervision takes place in
accordance with own and regulatory requirements
Ensure that the organisation has competent personnel in the
positions stated below.
Ensure verifcation that the systems unction (seen to by Compliance
Coordinator)
Technical Authority Liting Equipment (TAL) Compliance Coordinator or liting equipment

Responsible or BPNs directive, procedures, instructions and
specifcations within his discipline and or ensuring that these are in
line with the regulatory requirements
Responsible or giving advice regarding applications or exemptions
and that they are acceptable in relation to specifcations, directives,
procedures and regulatory requirements
Give advice to Operations Support Teams, BPNs projects and
oshore personnel regarding the companys own and regulatory
requirements, and make sure that they are complied with
Internal Discipline Leader, enterprise o competence, liting Responsible or all competent control/certifcations perormed by
BPNs internal enterprise o competence, liting.
Responsible or ensuring that the planned quality level is achievable
and or making sure that necessary specifcations, procedures,instructions and guidelines or the work have been prepared.
Evaluate and reject/approve certifcates
Give advice regarding the companys own and regulatory
requirements, and make sure that these requirements are met by
the external enterprise o competence, liting, as well.
Operations Support Team Leader (OSTL): Overall responsibility or securing sufcient liting personnel and
competence in OST.
Responsible or ensuring that relevant requirements and procedures
are implemented in BPNs operating and maintenance systems and
in relevant contractor companies.
Technical responsible person (mechanical discipline engineer) (seealso Technical responsible person Oshore):
maintain the technical condition o the liting equipment,
make sure the necessary maintenance program is established,
implemented, carried out and maintained in line with the
manuacturers instructions and experience with the use o this type
o equipment. See appendix G regarding maintenance,
make sure that the necessary expert inspections are carried out andollowed up in accordance with appendix H regarding expert
activities,
ensure that the necessary documentation or liting equipment is
available in accordance with appendix E regarding documentation
and marking,
consider the need or and recommend renewal and
modiications o liting equipment in consultation with the
users.

Job Ocer (JO) / Responsible Engineer (RE) Responsible or ensuring that BPNs requirements regarding
liting equipment and operations are communicated to BPNs
suppliers and contractors
Responsible or ensuring that BPNs suppliers and contractors
are inormed o any deviations and need or compensating,
corrective and preventive measures.
Description o roles and responsibilities oshore:The Oshore Installation Manager shall Ensure compliance with this NORSOK R003 and make sure
that all statutory requirements are met.
Establish, implement and mantain installation-speciic
governing documentation
Make sure that there are suicient and qualiied personnel
available to perorm sae liting operations,
Appoint technically and operationally responsible persons or
all liting appliances and liting operations on the installation.
The responsibility shall be linked to a position/positions
onboard the installation
appoint a person with responsibility or loading and unloading
operations with boats as described in OLFs guideline no. 061
make sure the responsible persons have suicient authority

Denition:Drilling-related liting equipment: Liting equipment to be maintained
by the drilling contractor. Consists o pipehandling system, BOP crane,
drawwork, etc. used in connection with drilling. The drilling contractor
is responsible or 1st line maintenance on oshore cranes on the drilling
platorms. The drilling contractor is also responsible or perorming
maintenance on and inspections o all loose liting equipment in the
drilling area.
The operator o the liting appliance shall lead and ensure saety or each lit,
plan each liting operation, see Sec. 4.4 NORSOK R-003,
select the appropriate liting gear,
make sure the liting appliance and the liting gear are in good
working order and in accordance with the manuacturers
instructions, speciications and instructions, make sure the liting appliance is maintained in accordance with
the maintenance programme,
carry out frst line maintenance or ensure that it is carried out in
accordance with the maintenance programme,
carry out a pre-use check o the liting appliance,
take care o necessary alerts or liting operations in progress,
make sure the necessary communication has been set up
between everyone involved in the operation,
coordinate the liting operation with other ongoing activities, operate the liting appliance and liting gear correctly according
to the manuacturers instructions, this NORSOK standard and
the companys governing documents,
ollow instructions and signals given by the signaller, and obey a
stop signal regardless o who is giving it,
operate the equipment in accordance with the capacities and
limitations that apply or the liting appliance,
halt a liting operation i there is any doubt about the saety. Theoperation must not be recommenced beore saety has been
re-established,
not participate in liting operations i he eels physically or mentally unft,
not participate in other activities which might divert his attention
while operating the liting appliance,
carry out a check o the liting appliance ater it has been used,
keep a daily log where this is a requirement,
report any undesirable incidents.
The signaller shall participate in the planning o each liting operation,
clear the liting route and ensure the necessary cordoning o
to keep personnel not involved in the liting operation outside the
exposed area
make sure the slinger is in a sae area when the load is lited and
lowered,

give the start-up signal or and direct the sae movement o the
liting appliance and the hook load in accordance with this
NORSOK standard and the companys governing documents,
communicate in accordance with the requirements o this
NORSOK standard,
inorm everyone involved in the liting operation who the new
signaller is, i a new signaller has to take over. The new
signaller must confrm that he takes over the responsibility
stay in visual and radio contact with the slinger at the begining and
the end o the operation,
supervise the liting operation at all times
not touch the load.
The slinger shall participate in the planning o each liting operation,
select and use liting gear in accordance with the manuacturers
instructions, this NORSOK standard and the companys governing
documents,
check the liting gear beore and ater use,
make sure the load and load carrier are careully prepared and
secured beore the liting operation is started,
hook the straps on and o the load and the crane hook or liting gear,
inorm the signaller when the load is ready or liting and whenthe hook is ree again at the end o the lit,
not touch a load that is swinging or rotating,
not touch a load that is above hip height (above 1.30 m).
The deck operator shall peorm the slinger and/or signallers duties in connection with
liting operations with oshore cranes.
The mentor shall provide instructions and training in accordance with the relevant
training plan or training programme,
consider at all times which tasks the person concerned can
perorm independently and supervise his/her perormance o
these tasks,
be responsible or the crane operation during periods where

new liting appliance operators are undergoing training,
confrm that the training has been carried out in an adequate
manner and veriy that the person concerned has obtained a
competence level which is in line with the relevant training plan
or training programme.
The external examiner shall evaluate and approve new oshore crane operators in connection
with practical tests carried out in accordance with the instructions
available in KOSAR.
The rigger shall approve or use and issue tags or temporary liting appliances
with SWL less than 2 tonnes in line with the procedure in 8.4.
I more than one person takes part in the rigging o a temporaryliting appliance, a responsible rigger shall be appointed.
The navigator on duty (Captain)See OLF guideline no. 06
The seam shall carry out the tasks o the slinger and/or signaller in connection
with liting operations with an oshore crane,
secure the load.
Appendix B. Training requirementsThe ollowing skill requirements apply to the requirement stipulator:

Good relevant technical background
Thorough knowledge o current requirements regarding liting
appliances, including relevant requirements in NORSOK R-003 and
accompanying standards
Knowledge o enterprise o competence and necessary
documentation as described in regulatory requirements, standards
and ederal and local BP documents
Knowledge o maintenance programs and systems used or the
liting appliances
Internal Discipline Leader, enterprise o competence: The Discipline Leader shall have the competence stipulated in
Samordningsradets additional criteria or enterprise o competence

Oshore crane operators, signallers and slingers shall undergo
retraining with a crane simulator every three years
Operators o other types o motorised liting appliances (other than
oshore cranes) shall reresh the installation-specifc training every
three years
Personnel who have not been involved in liting operations the past
12 months shall undergo new internal training beore being able to
work independently
NORSOK R003 SAFE USE OF LIFTINGEQUIPMENT
ForewordThe NORSOK standards are developed by the Norwegian petroleum
industry to ensure adequate saety, value adding and cost eectiveness
or petroleum industry developments and operations.
Furthermore, NORSOK standards are, as ar as possible, intended
to replace oil company speciications and serve as reerences in theauthorities regulations.
The NORSOK standards are normally based on recognised international
standards, adding the provisions deemed necessary to ill the broad
needs o the Norwegian petroleum industry. Where relevant, NORSOK
standards will be used to provide the Norwegian industry input to the
international standardisation process. Subject to development and
publication o international standards, the relevant NORSOK standard
will be withdrawn.
The NORSOK standards are developed according to the consensus
principle generally applicable or most standards work and according to
established procedures deined in NORSOK A-001.
The NORSOK standards are prepared and published with support by
The Norwegian Oil Industry Association (OLF) and Federation o
Norwegian Manuacturing Industries (TBL).
NORSOK standards are administered and published by Standards
Norway.
Annexes A, B, C, D, E, F, G, H, I and K are normative. Annex J is
inormative.
IntroductionThe intention o this NORSOK standard is to provide requirements andguidelines or the sae use o liting equipment.

This NORSOK standard shall help to establish, maintain and urther
develop an acceptable level o saety or personnel, the environment
and material assets in the planning and execution o liting operations.
During the preparation o this NORSOK standard, consideration was
given to Norwegian regulations, European and international standards,
OLF and NR guidelines, and the operator companies and shipowners
internal speciications and procedures relating to the sae use o liting
equipment.
Amendments made to Rev. 1, October 1997 are so extensive that it was
not appropriate to mark them.
This NORSOK standard shall, based on input rom the users, be revised
on an annual basis by a revision group. Improvement proposals shall be
coordinated by the individual company beore being sent to the revisiongroup.
In order to assist learning and experience exchange, the improvement
proposals and the revision groups processing o these shall be made
available.
Standard Norge is secretariat or the revision group.
1. SCOPEThis NORSOK standard embraces the sae use o liting equipment used
in connection with liting operations in the petroleum activities. It does
not include the use o lits and all protection equipment.
NOTE Examples o liting equipment covered by this NORSOK standard
can be ound in Annex J.

4. SAFE USE OF LIFTING EQUIPMENTThis clause describes the individual lit and how the persons involved
shall carry it out. This description applies to all types o liting equipment
used. Subsequent sections state additional requirements that apply or
dierent types o liting equipment.
4.1 Overall requirementsAll use, maintenance, storage, checks, inspection and examination oliting equipment shall comply with the manuacturers instructions or
use, and the requirements in this NORSOK standard with annexes, see
NS-EN 365. The liting equipment shall not be modiied or purposes
other than those stated without the consent o the manuacturer and
enterprise o competence.
Liting equipment shall only be used by personnel who have and can
document competence as described in Annex B.
Responsibilities o the company and personnel who are involved inliting operations are described in Annex A.
4.2 Management
The operational responsible person shall manage all o the activities
with liting appliances within his area o responsibility.
Liting appliance operator is in charge o the individual liting operation.
When considered to be saer, a person other than the liting appliance
operator can be designated to be in charge o the liting operation. I a
signaller is involved in the liting operation, he shall be responsible or
directing the load.
4.3 Risk assessmentAll personnel involved shall assess the need or a pre-job talk, SJA or
use o other risk analysis methods as described in Annex I.
I, during the execution o a liting operation, there is a change in
operational conditions or in the assumptions on which the risk mapping
was based, the operation shall cease and the need or a new riskassessment and implementation o any corrective saety measures shall
be considered.
4.4 PlanningEach liting operation shall be planned in order to ensure sae execution
and that all predictable risks are taken into consideration. The planning
shall be carried out by personnel who have the relevant competence.
For repeated or routine operations, such planning is only necessary
the frst time, provided that an operating procedure is in place or
documented in another way. Periodic revisions shall be carried out to
ensure that no critical actors have changed.
The planning o liting operations shall, as a minimum, ensure that
all personnel involved are amiliar with the task, i.e. what is to be
lited, weight o the load, what liting equipment to use, the travel
path, and the roles o the persons involved in the liting operation,
competent and sufcient personnel are present at all phases othe liting operation,

the travel path is clarifed and any obstacles are removed beore
liting commences,
barriers are in place to prevent personnel rom walking or
standing under suspended load,
method o communication is clarifed,
the liting operation can be executed saely in relation to
simultaneous operations,
liting appliances and liting gear are suitable and will be used in
accordance with the manuacturers instructions or use,
the landing area can accommodate the load in terms o size and weight,
use o tag line is considered,
personnel involved have sufcient competence and knowledge o
the regulations and standards that govern the operation that is to
be executed,
work permit is obtained or critical liting operations,
enterprise o competence is involved in tandem lits where theweight can exceed the liting capacity o one o the liting appliances.
For subsea liting operations, a recognised standard shall be applied,
such as DNV - Rules or planning and execution o marine operations, in
addition to this NORSOK standard
4.5 LimitationsThe liting appliance operator shall map and take into consideration
limitations that can aect the liting operation, including the capacity othe liting equipment, weather conditions, movements, landing areas,
blind zones and other limitations as a result o the travel path.
4.6 User checkUser o liting equipment shall check the liting equipment and make sure
that it is in a sae condition beore and ater use.
The pre-use and post-use checks should include the ollowing: visual check o the liting equipment;
unction test o the equipment in accordance with the
manuacturers recommendations;
unction test o the emergency stop device;
report any aults or deects to the technical responsible person.
Daily check routines o the liting equipment can cover this user check
requirement. Liting appliances shall not be used i saety systems or
parts o saety systems are not unctioning or have been isolated.
4.7 CommunicationAt all times there shall be adequate communication between all
personnel who are involved in the liting operation.
Radio equipment appropriate or the relevant liting operation shall be
used. Radio check shall be carried out prior to the start o the liting
operation. When directing the load, instructions shall be clear and
unambiguous.

The liting appliance operator can repeat the signallers instructions
(conirmatory communication) to avoid any misunderstandings during
liting operations.
When directing the crane in blind zones, transporting personnel
and other liting operations where radio communication is o prime
importance, conirmatory communication shall be used.
In order to help the liting appliance operator, the desired crane
movement can be stated in metres.
Where appropriate, a communication method can be chosen whereby
the signaller gives a continuous signal to continue the movement. The
liting appliance operator shall stop immediately i he does not receive
the signal.
The method o communication to be used shall be agreed as part o the
pre-job talk or SJA.
Unnecessary use o radios shall be avoided.
All unnecessary noise or activity that can distract the liting appliance
operator shall be avoided.
Unless otherwise agreed, communication shall be in Norwegian. Allpersonnel who are involved shall be competent in the language chosen.
When directing the crane, the ollowing instructions shall be used:

4.8 Sae execution
4.8.1 Fundamental saety requirementsThe load and any load carrier shall be properly secured and prepared
beore the liting operation commences.
For transport o bulk loose material, a load carrier shall be used that is
designed such that material cannot all out during loading or unloading
operations. Liquid products shall be transported in sealed
load carriers.
For internal transport, load carriers should be used where practical.
Relevant areas shall be barriered o beore the liting operation
commences.
On installations with signifcant movement, loads shall be secured
against unintentional displacement or overturning. Procedures
describing when and how this shall be carried out shall be available
on each installation, see Annex C. Loads shall not be transported over
personnel.
Personnel shall not walk under suspended load.
All personnel who are involved in the liting operation shall ensure thatthey have an unrestricted escape route in all phases o the operation.
Loads shall be attached to the liting appliance and handled in such a
way that the load remains stable throughout the entire liting operation.
The liting operation shall cease immediately i saety is jeopardised,
when instructions are unclear, or in the event o loss o communication.
Liting appliance operator shall only obey instructions rom the
designated signaller, but shall obey the emergency stop signal at all
times, regardless o who gives this signal.
Liting appliance operator shall not leave the operators cabin or station
with load hanging on the hook.
I a liting appliance is used to hang o a snatch block or similar, the
liting appliance shall be secured against unintentional use.
I a block and tackle/chain hoist is used between the hook on the liting
appliance and the load in order to manoeuvre the load in connection
with assembly or disassembly work, care shall be taken to ensure that
the block and tackle/chain hoist does not become load bearing when the
liting appliance is in motion.
I the assumptions on which the planning and risk assessment were
based change during the operation, the operation shall cease and the
need or a new risk assessment and initiation o any corrective saety
measures shall be considered.

4.8.2 Signaller and slingerAll participants in a liting operation shall, at all times, know who
is the signaller.
Participants in liting operations and their roles can be made
known through the wearing o special clothing, such as a
reective vest, hardhat or similar.
The signaller and slinger shall stand in a sae area at all times
when the crane and/or liting wire is moving. The slinger can
manually guide the empty hook to and rom the load or load
carrier.
I the liting appliance operator has a good visual overview o the
area, the slinger can, with clearance rom the liting appliance
operator, handle/manoeuvre the load when it is under control andbelow shoulder height.
I the liting appliance operator has a good visual overview o the
area, the signaller can carry out the slingers duties, see Annex
A. In such circumstances, the signaller can, with clearance rom
the liting appliance operator, handle/manoeuvre the load when it
is under control and below shoulder height, and manually guide
the empty hook to and rom the load or load carrier.
4.8.3 Blind litsIn connection with blind lits, there shall always be at least two
persons (signaller and slinger) who have visual contact with the load
and each other, and have radio contact with the liting appliance
operator. Any closed circuit television that monitors the work area is
considered to be an aid, and not a replacement or either o these
persons.
I load has to be be pushed or pulled into position manually, a
signaller shall be present by the load or as close to the load such
that he can direct the liting appliance saely and thereby address
the saety o other involved persons.
Where possible, the signaller should place himsel in a position
where he can give the stop signal manually in the event o radio
ailure.
4.8.4 Liting operations through hatches and in shatsFor liting operations through hatches and in shats, the
requirements or blind lits apply, see 4.8.3.
Liting through several levels shall be covered by local
procedures, possibly through an SJA. In particular, the risk o
the load or load carrier snagging on hatch rames should be
assessed.

For crane operations in shats, the liting appliance operator shall
ensure that the liting appliance brake unction is active and that
any unction or automatic overload protection is disconnected
during the operation.
4.8.5 Use o tag lineLiting appliance operator shall assess and approve the use o tag
line.
Tag lines should not be used or liting operations to and rom
vessels. I, however, it is necessary to use tag lines, this shall
be agreed between the vessel and liting appliance operator, and
particular care and attention shall be exercised.
The end o the rope shall be secured against raying, but knots
shall not be used at the ree end o the rope.
For internal movement o load, tag line can be used.
Tag line should be used to keep control o a load, not to gain
control over a load.
I several tag lines are necessary, personnel who are not deck
operators can be involved in the operation. SJA shall then
be carried out, and the personnel shall have undergone thenecessary training related to the use o tag lines.
4.8.6 Transport o scaolding material and boardsWhere practically possible, scaolding material and boards
should be transported in dedicated load carriers. For liting
operations to and rom vessels, scaolding material and boards
shall always be transported in a dedicated load carrier.
When moving scaolding material and boards whereby load
carrier cannot be used, nylon ratchet straps shall be used to
prevent slipping. The slings shall be wrapped round twice and
choked around the load. The slings should be choked in the same
direction.
4.8.7 Radioactive sources, trace elements and explosivesRadioactive sources, trace elements and explosives shall be
placed and handled in accordance with the material saety datasheets, marking on the load carrier and local procedures.
When radioactive sources, trace elements or explosives are sent
ashore rom the installation, the vessel and supply base shall be
notiied.
Receiving o containers or radioactive sources, trace elements
or explosives shall be dealt with by the designated person on the
installation.

4.9 Completion and evaluation
Any undesirable incidents taking place during the liting operation shall
be reported.
Ater the operation is completed, the persons involved shall assess
whether experience transer or improvements to operational procedures
are necessary.
Ater the liting operation is completed, any barriers shall be removed
and the area tidied.
5. ADDITIONAL REQUIREMENTS FOR THELIFTING OF PERSONNEL
Moving personnel with the aid o liting appliance involves a high risk.
Such operations are only permitted when other transport or method is
not possible or appropriate. The intention o the requirements below is
to reduce the use o this type o personnel transport to a minimum, and
to ensure that management on the installations are amiliar with and
ollow up liting o personnel.
5.1 General requirementsAn ongoing assessment shall take place to determine whether routine
work can be carried out more saely through establishing permanentaccess or by identiying other methods o perorming the work tasks.
This assessment shall be implemented in consultation with the saety
delegate service and the operational responsible person.
All liting o personnel with liting appliance can be logged in order
to maintain an overview o the scope o the lit and type o work
operations.
All liting o personnel with liting appliance shall be voluntarily.
The oshore installation manager shall, directly or through elegating,
approve all personnel transport with liting appliance.
The liting appliance operator shall have at least one years experience
as operator o equivalent liting appliances.
Liting equipment shall be approved or the liting o personnel. In thisconnection, approved means the ollowing:
For liting equipment put into operation ater 14.1.98: Type
approved by Notifed Body or personnel transport. This applies
or liting equipment that comes under the scope o DAT
Regulation no. 820, order no. 522.
For liting equipment put into operation beore 14.1.98 and
liting equipment that does not come under the scope o DATRegulation no. 820, order no. 522: Saety in connection with

personnel transport shall be reviewed and ound acceptable by
the company. In this respect, an overall assessment o operational
and technical conditions shall orm the basis. The assessment shall
be documented.
The review shall be perormed based on technological developments.
This means that relevant requirements in DAT Regulation no. 820,
order no. 522, annex 1, and relevant saety standards related to these
regulations shall be taken into consideration.
For mobile installations that are registered in a national ships register,
and that ollow a maritime operating concept, relevant technical
requirements in the Norwegian Maritime Directorates regulations
which, according to the companys assessment provide the same level
o saety as DAT Regulation no. 820, order no. 522, can orm the basis.
Secure locking device shall be used between the crane hook and the
liting gear. This can be done through locking the saety latch or by using
saety wire.
During operations involving the liting o personnel over the sea, lie vest
or survival suit shall be worn. MOB shall be on standby in accordance
with requirements that apply or work over the sea.
Liting appliance operator shall assess whether the operationalconditions (weather, visibility, movements) permit a sae execution o
the operation.
In connection with blind lits, the liting appliance operator shall have eye
contact with the signaller, who in turn shall have eye contact with the
personnel who are being lited.
Radio contact shall be established and maintained between one o thepersons being lited, liting appliance operator and signaller.
A checklist shall be used to ensure that the requirements to liting o
personnel are addressed.
5.2 Use o work basket
When transporting people with liting appliances and work basket,
the liting appliances maximum allowable load shall be at leasttwice the weight o the work basket with maximum load,
all protection equipment shall be used,
tools shall be secured against all,
the area below the work basket shall be barriered o.
Beore using work basket, a SJA shall be carried out.
In connection with welding work rom the work basket, measures shall
be taken to ensure that there is no current leakage through the liting
appliance in order to prevent damage to crane components.

5.3 Transer o personnel between installation and vesselOshore installation manager and captain shall approve the
transer o personnel between the installation and vessel.
Transer shall be logged.
For this type o transer, the ollowing applies:
transer shall take place in good visibility with good lighting,
and only when weather conditions permit a sae transer;
a pre-job talk involving relevant personnel shall be carried out;
liting appliance operator shall be in charge o the transer;
beore the operation commences, the pick-up and lay-down
areas or the personnel transer basket shall be prepared to
ensure adequate room to carry out a sae operation;
duty navigator and liting appliance operator shall maintain
radio contact with each other throughout the entire operation;
raising and lowering o the basket shall insoar as possibletake place over the open sea;
MOB shall be on standby;
the personnel transer basket shall be able to unction as a
temporary lie rat or the number o people it is designed or.
MOB should not be used to transer personnel between the
installation and the vessel.
The traditional personnel net basket should not be used, butreplaced with equipment or personnel transport that satisfed
the requirements in DAT Regulation no. 820, order no. 522.
When using the traditional personnel net basket:
the net basket shall be maintained in good condition. It shall
be tested every six months with a test load twice the
maximum load. The result o the test shall be logged,
the net basket shall be stored together with lie vests ina storage area where it cannot be damaged by equipment or
chemicals,
measures shall be taken to ensure that the crane hook does
not injure anyone using the personnel net basket by using an
appropriate pennant line,
personnel who have not been transerred by personnel net
basket previously shall be accompanied by a person who is
very amiliar with its use,
personnel shall stand on the ring on the outside o ropes on thenet basket, with both hands ree to secure a frm grip on the
ropes.
5.4 Handling o man overboard boat (MOB) with oshore craneWhen using the oshore crane to handle the MOB, the crane,
boat and pennant line shall be approved or such use. The
approval shall reer to the relevant crane and the additional
dynamic load applied by the crane and pennant line on the boat.

Liting
An operating procedure shall be prepared or handling the
MOB with the oshore crane. The procedure shall include,
among other things, descriptions o normal travel path, placing
personnel in the boat, and how the personnel shall be evacuated
in the event o crane stoppage.
An elasticised pennant line or other suitable damping element
should be used between the MOB hook and crane.
During exercises, the MOB shall only be launched in wind
speeds below 13 m/s (25 knots) (at 10 m level) and signifcant
wave height below 2.5 m or allowable movements or the
installation. Each installation shall defne limit values or
maximum allowable movements.
5.5 Handling o man overboard boat (MOB) with davitAn operating procedure shall be prepared or use o davit. The
procedure shall include, among other things, how to place
personnel in the boat, and how the personnel shall be evacuated
in the event o davit ailure.
During exercises, the MOB t shall only be launched in wind
speeds below 13 m/s (25 knots) (at 10 m level) and signifcant
wave height below 2.5 m or allowable movements or the
installation. Each installation shall defne limit values ormaximum allowable movements.
5.6 Use o personnel winch and riding beltFor use o personnel winch, OLF/NR 078 should be used, in
addition to relevant requirements in this NORSOK standard.
Split pin shall be used on shackle nut between riding belt and
winch wire. It shall not be possible or the split pin to all outduring use. Other types o pin shall not be used.
Use, maintenance, storage, check, inspection and examination
o riding belts shall as a minimum comply with manuacturers
instructions or use, see NS-EN 813 and NS-EN 365.
5.7 Use o movable work platormsMovable work platorms shall be considered as liting equipment,
and shall be subject to requirements to saety outitting as otherpersonnel transport equipment.
There is no requirement or one-years experience or operators
o movable work platorms. Operator shall be approved by the
operational responsible person.
Fall protection equipment shall be used in connection with use o
movable work platorm.

Tools shall be secured against all.
The deck area below the work platorm shall be barriered o.
Normal operation o machinery or remotely operated equipment shall
not take place while movable work platorm is being operated in the
area.
Movable work platorms shall be mechanically secured when in the
parked position.
Movable work platorms can be used without signaller or slinger. Work
platorm operator shall carry out relevant parts o the tasks that would
otherwise be carried out by the slinger and signaller.
6. ADDITIONAL REQUIREMENTS FORDIFFERENT LIFTING APPLIANCES
6.1 Oshore crane
6.1.1 Shit handoverThe outgoing shit shall inorm the incoming shit about signiicant
ongoing and planned work relevant to the operation. The outgoing shit
shall also inorm the incoming shit about any incidents.
6.1.2 Necessary personnelThere shall be two deck operators available at all times during
operations with the oshore crane.
The crane operator and deck operators can assess whether the
operation can be carried out saely without the direct involvement o
both deck operators. The one who is not involved shall wear normal
work clothes and be equipped with radio on the crane channel.
There shall be at least two deck operators directly involved in the
operation during
blind lits.
large movements on mobile installations.
narrow landing areas.
heavy lits.
use o tag line.
complex lits such as tandem lits, assembly lit and asymmetric lits.
Each installation shall determine limit values or movements and identiy
landing areas that require the direct involvement o at least two deck
operators in the operation.
In order to address the principle o two saety barriers when liting and
landing, at least two persons shall at all times have the load under visualcontact in the event that the operation has to be stopped.

Liting
I the crane operator or one o the deck operators has a good visual
overview (not via closed circuit television) o the area, the signaller can
carry out the slingers tasks. In such circumstances, there shall
be a clear division between the roles.
Participants in liting operations and their roles can be made known
through the wearing o special clothing, such as a reective vest,
hardhat or similar.
See also requirements in 4.8.2.
6.1.3 Operational limitationsOperations with the oshore crane shall be halted when
the crane operator considers urther operation unsae.
wind speed or wave height exceeds 80 % o the cranes design limit. movements on the mobile installation make it difcult to carry out
the operation in a sae and controlled manner. Each installation shall
determine limit values or movements.
In such circumstances, the operation can only be resumed ater
reviewing the Checklist or liting operations under marginal weather
conditions, see Annex K.
The review shall be carried out by the involved persons, as a minimumthe crane operator, duty navigator on the vessel, deck operator and
operational responsible person. Crew on the vessel can participate via
radio.
6.1.4 Use o liting gearIn order to address additional dynamic loads, a higher saety actor or
liting gear used or lits between the vessel and the installation shall be
applied. Saety actor shall be selected in accordance with requirementsin NORSOK R-CR-002.
Plates shall be transported in baskets or by drilling holes in the plates
to accommodate shackles. Plates can be lited in and out o load carrier
through the use o chain or wire slings. In such circumstances, the lit
shall not exceed shoulder height.
Plate clamps shall not be used in connection with liting with the
oshore crane.
The latch on the main hook and whip-line hook shall always be ftted
with lock-pin to prevent unintentional opening o the latch, or example
by means o a through bolt which is secured with nut or
split pin.
The crane ball or block shall be painted in a colour that is easily visible.
I the crane has two independent liting systems, loose liting gear
should be removed rom the hook that is not in use.

Fixed hook with Clevis connection on chain shall only be used
internally on the installation.
Fibre slings should not be used in liting operations between
the vessel and installation. I use o other liting gear o liting
components is deemed unsae, unsuitable or could damage the
load, fbre slings can be used in liting operations between the
vessel and installation. An SJA shall then be carried out.
Special care shall be exercised when using eye bolts and eye
nuts.
Since it can be difcult to determine material/steel quality
o equipment and machinery, eyebolts/nuts can be used in
accordance with the ollowing principles:
or lits rom vessel to installation, primary load carrier is
used;
or lits in/out o load carriers, use eye bolts and eye nuts in
accordance with suppliers recommendations, where this is
considered to be the saest liting method;
or internal transport with the oshore crane, use suitable
load carrier or slings;
or assembly, use eye bolts and eye nuts in accordance with
suppliers recommendations.
I eyebolts are included as part o the equipment that is intended
or liting with the oshore crane on the installation and to/rom
the vessel, this shall be stated on the certifcate.
6.1.5 Loading and unloading o supply boatDynamic load chart shall be used or all liting operations
involving vessels. Crane operator shall enter relevant signifcantwave height and shall not lit loads that exceed the cranes
nominal capacity (Rn) stated in the dynamic load chart.
For landing load on vessel and how much load area that can
be used, see Annex D. Duty navigator is responsible or sae
positioning o the vessel. This should however be carried out in
consultation with the crane operator.
Everyone who is involved in the loading and unloading operationshall be equipped with a radio, preerably UHF. In order to ensure
communication with vessels that do not have such radios, the
installation can have three extra UHF radios set to the crane
channel or the purpose o loan to the vessel.
Vessel deck crew and deck operators on the installation shall
wear radio with headset and integrated microphone.

Liting
In order to prevent spillage over the vessel, or other discharges
rom interering with vessel operations, an announcement can be
made over the public address and alarm system that the vessel
is laying to the installation.
I discharges rom the installation interere with vessel
operations, the loading and backloading operation hall cease.
Crane operator and duty navigator on the vessel shall carry
out a pre-job talk beore the loading and backloading operation
commences.
The talk should include
a review o the extent o the operation, positioning o load,
backload etc..
bulk delivery, number o hoses that shall be used and needor manned crane.
operational conditions that can create difculties or the
execution o the operation.
any heavy lit or other loads that require special precautions,
e.g. acid, isotopes etc..
any seaastenings.
inormation exchange about personnel under training or other
actors that shall be taken into consideration.
transer o material saety data sheets or loads requiring this.
Beore loading, transport documents shall be transerred
between the installation and vessel. In addition, material saety
data sheets shall accompany loads where this is a requirement.
Beore the operations commence, duty navigator on the vessel
shall ensure that sae zone and escape route are known to the
crew on the vessel and crane operator.
Signal or when to hook on and o shall be agreed beorehand
between crane operator and crews.
Pennant shall be o an adequate length to ensure the saety o
the crew on the vessel at all times. Length o pennant should be
at least 7 m.
Loose pennants that are not in use represent a saety risk tothe crew on the vessel. The number o pennants and allowable
working load shall be appropriate or the load.
During crane operations, the vessel should move as little as
possible and not ollow the movement o the load.
Visibility (not via closed circuit television) shall always be such
that the crane operator can see the deck crew, hook and load on
the vessel deck.

Load shall never be swung over the wheelhouse or crew on the vessel.
Load should be lited and lowered over the sea when possible.
6.1.6 Loading and unloading when using load carriersLoad picking shall not take place. Load picking means taking load
carriers that are positioned in between other loads, and which requires
crew to climb on other load carriers or expose themselves to other
hazard in order to hook on the load. Nor is it allowed to extract load rom
a load carrier on the vessel deck.
Barrel liters and pallet trucks shall only be used to handle load in and
out o load carriers.
General requirements to use o load carriers are described in 7.11.
6.1.7 Loading and unloading o drill pipe and casingWhen preparing to carry out the lit, the slinger shall ensure that
protectors are frmly in place.
When liting tubulars, slings shall be wrapped around twice, choked
and secured. Slings should be choked in the same direction. Due to the
small bend diameter when choking, this area shall be inspected
thoroughly in connection with pre-use check.
To prevent mixing and incorrect use o slings, eorts should be made to
use only one type o sling or all transport o drill pipe and casing to an
installation.
To ease the working o slinging up pipe bundles, the ollowing standard
wire rope can be used:
Wire rope dimension O20 mm, length 8 m, 30 cm sot eyeWire rope type 6 x 36 + 1FCSaety actor 6Choking SWL o the sling shall be reduced by 25 %
when choking.
Locating sling on load Slings shall be placed 1/4 o the pipe lengthrom the end o the load.
Angle Sling angle through the choke shall not exceed120?.
Working angle Working angle should not exceed 45?.Securing Ater the slings are tight, a saety clamp shall be
ftted and tightened.
Guidelines should be prepared or how many tubulars o each type can
be lited in one load.
6.1.8 Receiving and return o bulkSystems or receiving bulk and uid on the installation shall be
ready beore the vessel arrives. This is important in order to avoid

misunderstandings and errors when transerring bulk. Each installation
should use valve diagrams and checklists or this preparation.
Hoses, hose connections and buoyancy elements shall comply with the
requirements in OLF/ NR061 and be colour coded. Hoses that are used
simultaneously should be the same length.
Deck operator shall check buoyancy elements and marking, and make
sure that the hoses are without visible damage that can lead to a leak.
Where appropriate, bulk hoses should be ftted with a swivel between
the hose and the installation.
Prior to loading and unloading, transport documents shall be exchanged
between the installation and vessel. In addition, material saety data
sheets shall be exchanged where this is a requirement.
Throughout the bulk transer operation, continuous radio contact shall
be maintained between the vessel, crane operator and person receiving/
sending bulk on the installation.
Bulk hoses should be vented beore and ater use.
Bulk hoses shall be sent to the vessel by means o the crane. The hose
should normally be hooked on at the end.
Care shall be taken to ensure that bulk hoses do not snag on the
installation structure thereby causing additional strain orce. Two deck
operators should be used when handling bulk hoses.
Crane operator can only leave the crane during the bulk operation i
consent is given rom the duty navigator on the boat.
I bulk transer is carried out under difcult weather conditions, the
crane operator shall remain in the crane until the operation is complete.
In the event o wind speeds exceeding 15 m/s (about 30 knots) and
signifcant wave height over 4 m, the crane should be manned.
As soon as loading or unloading is complete, the crane operator should
retrieve the hose.
6.1.9 Liting in connection with assembly and disassembly workSpecialist personnel with knowledge o the equipment shall be involved
in connection with the planning o the work operation and handling o
own equipment.
In connection with assembly and disassembly lits, a pre-job talk or
SJA shall be completed. Specialist personnel with knowledge o the
equipment to be lited, as well as the crane operator and deck
operators, shall participate.

In connection with assembly and disassembly lits, the
instructions or use rom the equipment supplier shall be
ollowed.
The slinger shall pay particular attention to ensure that the load is
completely ree beore liting commences.
To prevent overloading liting equipment in connection with
disassembly, the weight indicator should be monitored closely
to ensure that it does not exceed the stated or assumed weight
o the load.
6.1.10 Liting operations to and rom the drill foorDuring liting operations on the drill oor, all personnel involved
shall be on the same radio channel.
Beore the hook or load is brought into the drill oor area, the
liting operation shall be cleared with the responsible person on
the drill oor.
6.1.11 Transport o chemical tanksCrane operator and deck operators shall know the contents o
the tank, hazards and material saety data sheets.
Chemical tanks shall be placed and dealt with in accordance withtransport documents and local procedures.
Beore transport, the slinger shall check that covers are in place
on drains and discharge points, that the outside surace o the
load carrier is not contaminated by substances or chemicals, and
that the tank is otherwise ready or the lit.
6.2 Overhead craneI the overhead crane is located in an area with a good overview,and there is no blind lits involved, the liting appliance operator
can carry out the liting operation alone through dealing with the
slinger and signallers tasks.
When operating an overhead crane or bridge crane with
two speeds, the load should be stabilised and secured by
commencing the liting operation at crawl speed.
6.3 Pipe handling on pipe deck and in the drilling areaThis subclause deals with the use o the drawworks or similar
liting equipment or liting o top-driven rotation system in
coordination with other pipe handling equipment.
For requirements to remotely-operated pipe handling, reerence
is made to OLF/NR 081.
Pipe handling in the drilling area to and rom deck shall be carried

out in accordance with local procedures.
Only personnel who are cleared by the operational responsible
person can be present in the drilling area.
When liting tubulars with the claw or magnet, the work area
shall be barriered o and no personnel shall be in the vicinity.
When barrier o the area, special attention shall be given to
the act that tubulars can slip out and represent a hazard or
surrounding areas.
I liting appliances are located in an area with a good overview,
and there is no blind lits involved, the liting appliance operator
can carry out the liting operation alone through dealing with the
slinger and signallers tasks.
A local procedure shall be in place or the number and type o
tubulars that can be lited saely in one bundle.
Beore commencing the lit, the liting appliance operator shall
make sure that the correct gripping arrangement has been
selected and that the claw or magnet is in the correct position
and is correctly secured to the load.
The crane path shall be ree o obstacles and supply cables shallrun reely.
The operator shall ensure that the gripping arrangement is in the
correct position and properly secured.
The operator shall ensure that the liting appliance and guiding
device are coordinated.
6.4 Cargo winch (tugger)
As part o the pre-use check, the winch operator shall check
that the hook and swivel are in order and that nut and split pin
