Minutes
1) Call to Order and Self Roll Call – President Bob Larson called the meeting to order.
Board members Scott Spence, Subir Mukerjee, Dave Scott, Marilynne Beard, Dawn
Masko, Derek Matheson, Mike Thomas and Steve Taylor were present along with
Secretary/Treasurer Lynn Nordby and Anne Pflug, Joe Gavinski, Adam Lincoln, Regan
Bolli, Mike Rizzitello, Bob Jean, Dave Wilbrecht, Joe Irvin, Dick Zais, Charlie Bush,
Ron Bartels, Jay Covington, Kristi Rowland, Lauren Broudy, Katharine Weiss, Dave
O’Leary, Lloyd Halverson, Dave Mercier, and Kevin Duggan from ICMA, Luann
Hopkins, Peter King and Candace Bock from AWC and Robert Jaworski and Anna
Kowalska from Poland.
2) Approval of Minutes – A motion to approve the Minutes of the January 27, 2016
meeting was made by Derek Matheson, seconded by Marilynne Beard and approved
unanimously.
3) Report of the Secretary-Treasurer
a. Financial Report - Lynn Nordby presented the financial report through February
29, 2016 which showed a cash balance of $113,886. In addition Nordby reported
WCMA had just received a refund from ICMA from 2015 ICMA Host Committee
expenses in the amount of $2,500 which is not reflected.
4) Report of the Executive Board
a. Recommendation for the creation of new Board positions – The proposed
amendment to the WCMA Constitution and Bylaws was approved unanimously
by voice vote. The Nominating Committee will include these two positions for
Associate Members in the slate of candidates for the next elections.
b. Life membership request – Marilynne Beard moved and Mike Thomas seconded a
motion to approve the request from Joe Gavinski for WCMA Life Membership.
The motion was unanimously approved.
c. AWC/MRSC training materials on Council Manager Cities – Marilynne Beard
explained that the Senior Advisors discussed asking AWC to include more
training on council/manager relations in the newly elected officials training
sessions. They also think more could be added to the Councilmembers Handbook
publication where there is only a brief mention. Bob Jean volunteered to assist
and Peter King agreed to update the AWC presentation materials.
d. Recognition of Bob O’Neil – President Larson reported that Andrew Neiditz will
be working on a WCMA presentation to retiring ICMA Executive Director Bob
O’Neil when he comes to our summer conference this year. Kevin Duggan will
coordinate with Andrew.
e. ICMA 2017 Annual Conference Planning Committee—President Larson reported
that WCMA is invited to identify one ICMA member as its official representative
to the Planning Committee. Regan Bolli volunteered.
5) Reports of Committees
a. ICMA Report - Kevin Duggan reported that ICMA will be doing a membership
outreach this year to compare state association and ICMA rosters looking for
potential ICMA members. They don’t want to waste effort on any WCMA
members who clearly don’t want to join ICMA so they will be working with
WCMA to follow up.
b. Membership - Dawn Masko reminded the membership to find potential Associate
Members within their organizations and encourage them to join.
c. Legislative Committee – Peter King and Candace Bock from AWC reported on
the 2016 Legislative Session. A surprise attempt to defund MRSC consumed a lot
of energy but revealed the strong support MRSC has from all over the state. Full
funding was finally restored but other local funds were “swept” by the legislature
as they balanced the budget without addressing any new revenues. Attempts to
merge the Teachers Retirement 1 and Law Enforcement and Firefighters
Retirement 1 systems died but is still being studied. The law enforcement
academy was only partially funded. On the positive side a body camera bill
passed, some improvements in the way medical coverage for incarcerated people
is handled and medical coverage for the homeless got some help.
Peter King stressed that unfortunately the Legislature has the misperception that
cities are coming out of the recession well and the Legislature doesn’t need to do
anything to help because the state has its own fiscal problems. It is up to local
officials to tell their legislators what your needs are.
d. Conference Planning Committee – President Larson recognized Derek Matheson
for the success of this conference program and reminded the members that Derek
will be responsible for the summer conference too. That effort will start very
soon. Marilynne Beard suggested the “Welcome to Washington” program for new
managers (to Washington or to management positions).
e. Communications and Technology Committee - Mike Thomas reported that the
newsletter had gone out just before the conference and thanked Lynn and Holly
Stewart at MRSC for the extra effort to help him get his first issue out.
f. International Committee - Lloyd Halverson reported on the status of our
relationship with local government in Poland. Anna Kowalska thanked WCMA
for the warm welcome and support.
g. Scholarship Committee - Cindy Reents submitted a written update on the WCMA
scholarship program. The deadline for applications will be Friday, May 6.
h. NW Next Gen - Subir Mukerjee reported that he has made several contacts from
young professionals and it has been very rewarding. He encouraged members
interested in mentoring to contact him.
i. Form of Government – Bob Jean reported that he had assisted the new city
manager in Granite Falls with the transition to Council/Manager government and
it seemed to be going positively, however the cities of SeaTac and Spokane
Valley seem to be having issues. Clark County is transitioning to a
council/manager model but old political rifts persist. Kelso, the only “Code” city
with a charter is in the process of charter review and a group opposed to
fluoridation is proposing to change Port Angeles from a “Code” city to a 2nd Class
city. An interesting move since as a 2nd Class city they would lose the option of
initiative and referendum
j. Senior Advisors - Marilynne Beard reported on the status of the new Senior
Advisor policy adopted last year. To start, all current Senior Advisors will be
reappointed officially at the June Board Meeting. The Senior Advisors will also
be an official part of the summer conference. They’re also assisting with
organizing regional meetings around the state.
k. Nominating Committee - David Cline will report at the June meeting.

7) New Business – Evans School - Dick Zais reported on the success of the local
government class he and Bob Jean have taught at the UW. Through the Evans School the
ICMA Student Chapter now has nearly 90 members (about 20% of the students). Next
year a second class will be offered to take a deeper look into local government issues.
Support from active WCMA members has been a valuable contribution.
Cuts to State Auditor’s Office - President Larson presented a DRAFT letter to the
Governor protesting the drastic cuts to the State Auditor’s Office that will eliminate the
Local Government Performance Center that has been a very valuable asset to cities and
counties since inception just a few years ago. Mike Thomas moved and Marilynne Beard
seconded a motion to authorize President Larson to work with AWC on a letter to the
Governor.

MINUTES
1) Call to Order and Self Roll Call - The following members were present: Cindy Reents,
Lloyd Halverson, David Cline, Bob Jean, Marilynne Beard, Dave Scott, Maia Knox,
Tracy Burrows, Subir Mukerjee, Steve Taylor, David Johnston, Scott Spence, Bob
Larson, Dave Zabell, Luann Hopkins, Derek Matheson and Lynn Nordby. Dawn Masko
participated by speakerphone.
2) Approval of Minutes – A motion to approve the minutes of the November 13, 2015
meeting as published was made by Derek Matheson, seconded by David Scott and
approved unanimously.
3) Report of the Secretary-Treasurer
a. Financial Report - Lynn Nordby reported on the reconciliation of 2015 budget to
account for all ICMA Host Committee-related expenses. As of 12/31/15 with all
income and expenses for the ICMA conference accounted for the Association has
an ending cash balance of $51,393. (Full details on file)
He distributed a brief summary of activity since the November meeting.
4) Report of the Executive Board
a. 2016 Amended Budget - A budget amendment is not necessary to reflect the
ICMA Conference Host Committee final expenses and revenues. The Host
Committee final report has been filed which reflects some non-cash transactions,
however, all cash transactions are reconciled to the WCMA balance sheet.
b. ICMA West Coast vice-president nomination process and slate of candidates –
five applicants from the Northwest have been reviewed and recommended to
ICMA for consideration at the West Coast Summit, Jane Christenson, Redmond,
WA, Cindy Reents, Richland, WA, Doug Schulze, Bainbridge Island, WA and
Martha Bryant, Portland Metro and Sherilyn Lombos from Tualatin, OR.
c. Nominating Committee - Marilynne Beard reported that since she will be working with
the Senior Advisors David Cline will assume responsibility for the Nominating
Committee.
d. Board Vacancy - A vacancy has been created with the resignation of Gwen
Voelpel for the balance of her (2014-2017) term. In the past the board has
traditionally appointed the recipient of the next highest number of votes cast in
the most-recent election. President Larson reported that in this particular case the
person with the next highest number of votes is Scott Spence of Lacey.

A motion to appoint Scott Spence to fill the remainder of Gwen’s term was made
by Steve Taylor, seconded by Dave Scott and approved unanimously.
5) Reports of Committees
a. Legislative Committee - David Cline reported that WCMA members are available
to support their individual city priorities and the assist in supporting the AWC
legislative priorities as needed.
b. Conference Committee - Derek Matheson reported that the planning for the 2016
NW Management Spring Conference, March 29-April 1, 2016, Skamania Lodge,
Stevenson, WA was going very well. Sponsorships have exceeded $20,000 with
the “Diamond” sponsorships already taken. The conference theme will be
“Rediscovering Our Purpose: The Human Side of Local Government”.
Presentations will include keynotes on Ethics from ICMA, addressing
homelessness, government performance from the State Auditor’s office and
participation from local government representatives from Poland.
c. Communications and Technology Committee - Mike Thomas agreed to take on
the newsletter following the November board meeting but due to the late start,
year-end county business and the holidays, production has been delayed. Lynn
Nordby and MRSC staff are helping him get started.
d. International Committee - Lloyd Halverson reported that an invitation signed by
himself, Derek Matheson and President Larson to a mayor and a member of the
Forum of Secretaje has been sent for the spring conference. Following the
conference the Polish delegation will also be attending a national conference of
housing officials conference in Washington DC.
Bob Jean also reported that the ICMA International Committee will be meeting in
June in Prague, Czech Republic if anyone is interesting in attending.
e. Scholarship Committee - Cindy Reents reported that the application materials
have all been updated and that they expect even more applications this year.
The committee has surveyed past scholarship recipients about our scholarship and
now has some recommendations:
Increase the amount to $5,000
Add WCMA dues for one or two years
Improve the mentoring connection with an experienced manager.
Continue WCMA Summer Conference support at the present level.
For future consideration the committee suggested increasing the number
of scholarships awarded.
After discussion regarding the ongoing level of expense, our outstanding
commitment to support the OCCMA/ICMA Host Committee, our current cash
balance and a suggestion from Marilynne Beard that we might be able to find a
sponsor to help fund the scholarship(s), a motion was made by David Cline,
seconded by Dave Scott to approve an increase in the scholarship for 2016 to
$5,000 plus up to $500 toward WCMA Summer Conference expenses and one
year WCMA dues was approved unanimously.
f. NW Next Gen

i. President Larson reported that due to the resignation of Gwen Voelpel a
new contact for the mentoring program for western Washington will be
needed. Subir Mukerjee volunteered and his contact information will be
added to the brochure.
ii. President Larson reported on the proposal for adding two associate-
member board positions that was approved at the November meeting.
Lynn Nordby reported that he had drafted the proposed amendatory
language to the WCMA Constitution in accordance with a legal review of
our Constitution provided by MRSC to determine where the language
needed to be amended. Board discussion included a clarification of
“Associate” membership.
WCMA members in attendance at the Northwest Management Conference
will be asked to consider this proposal at the April 1, 2016 board meeting.
g. Form of Government – Lynn Nordby reported that a petition is being circulated to
abandon the council/manager form in Snohomish. Bob Jean reported that an
interim city manager has been appointed in SeaTac following the firing of City
Manager Todd Cutts and the resignation of Assistant City Manager Gwen
Voelpel. The Mayor of Yelm is seeking a city administrator. He also announced
that Ben Yazici is retiring in Sammamish. He reminded members of Arlene
Fisher’s resignation in Mountlake Terrace and the adoption of the
council/manager plan in Granite Falls. He concluded by encouraging members to
be mindful of the unexpected, to take care of our personal and public lives and
supportive of one another.
h. Membership – David Cline reported that dues notices have now gone out and
suggested that board member consider making personal contact with members
(and non-members) in their areas to remind them of the value of WCMA
membership.
i. Senior Advisors - Marilynne Beard announced that she will be meeting with the
Senior Advisors.

a. ASPA Conference – David Cline reported that the American Society for Public
Administration will be meeting in March in Seattle and that J. Paul Blake,
Director of Media and External Relations at the Daniel J. Evans School of Public
Policy & Governance has asked for $1,000 toward the cost of participation by the
Evergreen Chapter of ASPA.
A motion by David Cline, seconded by Subir Mukerjee was unanimously
approved.
b. AWC Report – Luann Hopkins, reported on the new smart phone app available
for assisting in legislative advocacy. It includes tips and AWC priorities and will
be continued beyond this conference as a legislative tool although it doesn’t
include Federal priorities that were recently adopted by the AWC board. She

reported that there will be a follow-up meeting in April from the December
meeting on Homelessness, Health and Human Services.
c. Tracy Burrows reported that MRSC will be hosting another government
performance consortium.

Recommendation for the creation of new Board position(s)
WCMA Full Members,
At the November Board meeting and retreat the Board received a recommendation from the Next Gen
Committee that WCMA consider adding one or more Board positions specifically for the next generation
of city managers. The committee believed that the WCMA Board is the most influential body in the state
when it comes to shaping the direction of the city management profession and that making this addition
to the Board would allow for the next generation to have a seat at the table and add to its diversity.
Details of the recommendation:
Create a new position(s) on the Board rather than displacing current membership
Allow for the position(s) to be at-large, meaning statewide access to the position
Give the member full voting rights, creating parity with other board members
Next Steps: To implement this recommendation would likely require a change to the current
Constitution and Bylaws to allow for an Associate Member (non-city manager or non-assistant city
manager) to participate on the Board as a full voting member.
David Cline moved, seconded by Gwen Voelpel to add two additional WCMA Board positions for
Associate members. The motion was approved unanimously.
The proposed amendment was reviewed by MRSC legal counsel to determine where the necessary
amendatory text was required, drafted by the Secretary Treasurer and presented to the Board at the
January Board meeting. The Board agreed to present it to the membership for ratification by the
members present at the Board meeting to be held April 1 at the NW Spring Conference.
In addition to this amendment two “housekeeping” amendments have been included which state that
WCMA is an ICMA “affiliate” rather than “section” and clarify the terminology of “Executive Board” vs.
“Board of Directors”.

After retiring as City Manager for the City of Moses Lake in April of 2015, after serving in that position for over 36
years, I would like the WCMA Board of Directors to consider granting me a WCMA Life Membership. If there is

Here’s the section from the Constitution and Bylaws pertaining to Life membership:
Section 8.Life Member. Any former Full Member who has retired from active, full-time, permanent
employment, shall be eligible for Life Membership. Eligibility is further dependent upon a minimum of 20
years employment as a Full Member, or its equivalent in this and/or other states, with a minimum of 10
years of such service in the State of Washington. Such designation is subject to action and approval of the
Board of Directors, who may also take into consideration the offices of WCMA and ICMA held during
active service. Life Members are eligible and encouraged to attend all membership activities, shall be
retained on the mailing list for all membership communications. Lifetime members shall pay no dues, hold
no office or vote. Life members shall comply with the ICMA Code of Ethics.
I’m happy Joe has made the request. He certainly meets and exceeds the qualifications. All that’s necessary is
Board approval.

Committee. The committee will plan the association’s 103rd Annual Conference, which will be held in
San Antonio, Texas, October 22–25, 2017.
Each state association is invited to identify one ICMA member as its official representative to the
Planning Committee. ICMA’s President-Elect will also appoint at-large representatives to insure that
small communities, councils of governments, counties, women, minorities, and international members
are adequately represented.

An orientation meeting for the 2017 Conference Planning Committee will take place during the 2016
conference in Kansas City, Missouri. The committee’s main meeting will take place December 2–4, 2016
in San Antonio. Travel and lodging costs are the responsibility of each Planning Committee member.
While attendance is not necessary in order to serve on the committee (each committee member will be
sent details about the meeting and background information to review), we do encourage all members to

Hi Bob,
All of ICMA really appreciate our ongoing membership collaboration with WCMA – thank you! We have
done some broad-based outreach in the past, so we’d like to tap your knowledge and expertise to hone
in on those managers/administrators and assistants in the state who would be most likely to join ICMA
(rather than everyone on the list). A starting point for the conversation for ICMA might be to look at
those serving in communities with populations of 5,000+. We propose to send some kind of mail or
email from ICMA to the targets, and it would be great if WCMA could follow up with a personal
outreach. We do hope we can offer support in recruiting new WCMA members as well – we’d be happy
to make this a joint recruitment effort!
Attached is the updated gap analysis of CAOs and Assistant CAOs in Washington. This reflects the
WCMA membership list Donita had sent towards the end of December, ICMA’s current membership
roster, and some additional scrubbing we did of our local government database, especially looking at
council-manager and ICMA-recognized communities. The report is organized as follows:

2016 Scholarship update
The WCMA Scholarship materials have been updated and are out on the WCMA
Website with the following changes:
The Scholarship amount was changed to $5,000
Notation on complimentary registration and two night’s lodging (not to exceed $500) was noted related to the WCMA Summer Conference
ICMA may offer complimentary membership and discounted attendance to their conference is now a notation, not a bulleted item
Complimentary one year student membership to WCMA was added
The guidelines link directly to the mentoring brochure on the WCMA website under Resources
The application was updated using Adobe forms for improved input
The front page of the scholarship website was updated to reflect these changes.
My staff is working on a confidential ‘Survey Monkey’ interface for committee members
to do the scoring. The anticipated outcome will be:
1. To upload applications to Survey Monkey for review 2. To give each Committee Member a link and password to take the survey to:
a. Score each applicant 3. To receive a report that tallies the scores automatically
To date, we have not received any applications. Typically we see applications come in
closer to the deadline. Deadline is May 6th.
Maia Knox (Snoqualmie) is coordinating a WCMA booth at the upcoming ASPA Public
Service Career Fair in Seattle on March 21. This event should draw in MPA students
from around the state and across the country. In addition to speaking about internship
opportunities and promoting the profession, she thought this might also be a good
opportunity to spread the word among first year MPA students about WCMA
