Passenger Emergency Preparedness Plan (PTEPP)
Safety Emergency Training/Drills
1) No service change should degrade BNSF’s service to freight customers
2) Schedules and related capital investment are linked. Future schedule changes could require additional capital investments
3) BNSF must be compensated for costs associated with service changes and increased track speeds
4) Capital investments necessary for service additions or changes are the responsibility of the sponsoring public agency
5) Actual operating conditions and costs must be considered in service studies
6) Projected freight growth must also be considered in service studies
7) BNSF must not incur a higher tax burden as a result of a passenger investment
8) BNSF must retain operating control of its rail facilities, dispatching, maintenance and construction
9) Grade crossing warning devices and fencing must be included as part of planned improvements
10) BNSF must be adequately and comprehensively protected through indemnification and insurance for the risks associated with passenger services
