1991 New Rules were adopted Ø Built in Stable Area – Prime Property Ø Required Daily Cover – Alternate Types Allowed Ø Required Methane Detection and Destruction Systems Ø  Required Leachate Collection Systems Ø Excellent Groundwater Monitoring Systems Ø Required Liners Ø Fees were predicted to exceed $ 100 per ton Ø Average tipping fees were $ 30 per ton Ø Scales Required Ø Large Landfill – Regional Approach Ø Built Pyramidal to maximum height possible

Diversion of Materials Ø The Average Landfill Recycles, Reuses or Diverts

Electricity, Produce Natural Gas, Power their Fleets, Direct heat source projects

Ø Landfills are developing Energy Parks such as solar farms, Algae production for drop in fuels, Gasification of various materials – Yard Trimmings, Woody Waste, Municipal Waste

Ø Recycling Processors, End use Processors Ø Increased End Use Activities to keep the Landfill

generated monies after landfilling is completed
