21 - 23 maggio 2009 Brindisi Italy - OWEMES 2009 - OFFSHORE WIND AND OTHER MARINE RENEWABLE
ENERGIES IN MEDITERRANEAN AND EUROPEAN SEAS
Energy context in Apulia
Apulia Region is involved in energy production from fossil sources and renewable as well;
The present administration is encouraging use of renewable source in respect of Kyoto goals and 2020 target CO2 reductions
Energetic consumption extimated in Apulia is about 9.000 ktep (kilotons to Fuel Oil equivalent)
Energetic production is about 36.000 GWh from mixed source, whose aeolian sources incidence is about 5 %
Apulian region produces more than it consumes

Regione Puglia activities about energy Ecology Department of Regione Puglia is the
territorial administrative institution that is involved in environmental impact statements of energy production plant proposals within his boundaries
Regione Puglia has completely approved about 500 MWs in addition to MWs already installed, and further +2500 MWs has received positive environmental statement from Ecology Department
PEAR (Regional Energetic Environmental Plan) is aiming to a production of 8000 GWh of energy from aeolian resources in next years with an increase of incidence at least to 15 %

Aeolian plants typology proposed
All the environmental statements are about on-shore wind plants and there are no offshore neither installed nor completely approved offshore wind turbines yet
Ecology Department of Regione Puglia is working for filling this gap through a dedicated policy and recruiting a technical Task Force already involved in onshore wind farms proposals evaluation and now involved in offshore proposals evaluation, too

The reasons of delay for off-shore plants installation in Apulia
More availability of onshore expertise, know-how and resources within proposer groups and entrepreneurs
A very wide group of onshore wind farm proposals, presented before other technological typologies to competent administrations, has “congested” their offices
A redundancy of environmental competences between Government Department of the Environment (Ministry- MATTM) and Apulian Ecology Department generated a little “embarrass” at the starting point in Apulia
Regione Puglia avails itself of competences given from the second part of Dlgs 152/2006, as known as Single Text of Environmental laws

These proposals are mostly made dense around Peninsula of Gargano, because of the better wind conditions
At about 2.9 – 3 nmi from the coast and for about 4.000 has of body water occupations (average data) each

A significant proposal from SIBM (Italian Society of Sea Biology) and MATT-M (Ministry of Environment and for Territory and Sea Protection) is about to extend sea-Site of Community Importance (SCI) footprint until the line of depth where most probably marine coral colonies live (around 30 m u.s.l.). Coral colonies are very frequent in Apulian offshores.It means that next off-shore aeolians proposals will take this in account for their layout choises

D P S I RSocial-economic trends of the urban development close to the coast (eg use for tourist purposes, increased anthropic sea spills, fisheries and aquaculture)
Anthropic coastal pressures and urban forecasting (eg urban areas , heavy equipment);
Relationship between sea and inland (eg. mutual plane-volumetric relations)
Noise impact, visual impact, impact for electricity transport infrastructures on the land platform.
Water quality monitoring from accidental spills.
Evolutionary trends of port traffic and possible intensification of the routes. Increasing ranges of waste product fractions related to back-activities of the harbour.
Environmental consequences arising from the activities of bathing and tourism in general.
Indicative parameters of anthropic contamination of water and nutrients concentration.
Global reduction of greenhouse gas emissions for energy production.
Integrated environmental management of cycle-production in off-shore activities, from the first construction step to the decommissioning phase.
Trend of exploitation of energy from fossils.
Alterations induced by fishing during spawning
Presence of protected areas and/or significant flora/fauna communities. Areas of relevance and buffer protection.
Loss of habitat, changes in distribution of species and seabed destruction.Depletion of marine biodiversity.Vulnerability of the animal species near noise sources
Compliance with criteria oriented to the principles of sustainability and environmental compensation
ENVIRONMENTAL PROCESS MATRIX
D P S I RDynamic of tourist-recreational activities (policy oriented to tourism).
Off-shore activities interference on other pre-existing activities
Coastal state in geomorphological features
Growth of the social costs resulting from coastal erosion
Best practices establishing in new activities.
Migration movements of birds along and across the coastes.
Coastal dynamics alterations (erosion or progress of coastal line)
geomorphological seabed condition for foundations installation
Restriction of economic activities related to fishing
Technological Risk evaluation and reduction
State of water quality and integrity of the seabed

Very often it happens that different proposals are geografically very closed to e.o.or ,in some cases, overlapped
It’s no immediate to realize who has rights to stay in proposed site in spite of others
In these cases is necessary an integrated environmental assessment for estimating the synergetic effects of the windfarms
Integrated assessment
OWEMES 21 - 23 maggio 2009 Brindisi Italy - A FRAMEWORK FOR ENVIRONMENTAL EVALUATION OF OFFSHORE WIND FARMS WITHIN TECHNICAL – ADMINISTRATIVE PROCEDURES Speaker: eng. Francesco Corvace
Integrated assessment
Ecology Department of Apulian Region in onshore analogous situations has been promoting the achievement of agreements between proponents, in order to make them aware of the interference pattern and to find solutions
This is just a simulating case

TF is now engaged in “borrowing” methods and framework from on-shore wind farms to off-shore applications in Environmental Impact Assessment, with every peculiarity in approach that marine context needs
Conclusions
It’s possible to implement the same framework (DPSIR) thanks to a very huge amount of gathered data for sensibility cartography representation coming from WEB GIS (http://www.sit.puglia.it/) or other networks from Protected Areas and Parks Office of Apulian Region (http://www.ecologia.puglia.it/)

To Enhance production of energy from renewable resources
In the meantime:- to promote use of best environmental
practices in planning processes;
What Ecology Department of Regione Puglia is making:
- to increase number of Protected Areas for flora /fauna conservation and for healthy living in preserved habitats;
- To encourage in a proactive way the sustainable devolopment
