The organization works to fulfill its mandate by carrying out three keyfunctions:
It functions as a forum for intergovernmental deliberations, supported bydiscussions with experts and exchanges of experience, aimed atconsensus building.
It undertakes research, policy analysis and data collection for thedebates of government representatives and experts.
It provides technical assistance tailored to the specific requirements ofcountries, with special attention to the needs of the least developedcountries and of economies in transition. When appropriate, UNCTADcooperates with other organizations and donor countries in the deliveryof technical assistance

SINGLE WINDOW CONCEPT
Definition:
“A Single Window is a facility enabling the provisionof standardized information with a single body tofulfill all import, export and transit relatedregulatory requirements. If information is electronicthen individual data elements should only besubmitted once.”(UNECE & WCO)
The ASYCUDA Single Window for International Trade
is based on more than 25 years of experience in
Customs modernization and computerization.
.
SINGLE WINDOW CONCEPT
Objectives:
To establish or increase co-operation between
Customs, Other Government Agencies and
border control authorities in order to
electronically share documents (data) and
establish common procedures for processing
and control.
To provide trade and transport operators with a
single submission for trade documents and
information to satisfy all import, export and
transit regulatory requirements.
ASYCUDA SINGLE WINDOW
A new strategy:Research : Specifications
A comprehensive methodology
Multi-facet training classes addressing organizational,
legal, functional and technical concerns
A new technology:Web portal with Single Sign On
Systems inter-operability in heterogeneous
environments
A comprehensive reference database
A robust Customs automation system
Methodology:
Progressive approach
Customs is at the heart of the process
An efficient Customs Computerised System is
required
Institutional reform is as important as the
technical componentSimplification of proceduresNormalisation of documentsData standardisationAutomation of processes
Technical component to be based on ASYCUDA
technology
ASYCUDA SINGLE WINDOW
Beyond applying information technology to trade control processesA comprehensive approach and commitment at all levels

Allocation of appropriate processing channels
• Automated procedures are already in place ortechnically feasible.
• Legal framework more and more adapted.
• Robust and reliable e-documents.
• Electronic signature, Authentication etc..
• Paperless documents, multimedia.
• Several countries are already in the process ofbuilding single window environments forinternational trade based on ASYCUDAWorldsolutions.
ASYCUDA SINGLE WINDOW - CONCLUSIONS
«The most recent Web-based version of ASYCUDAwill allow Customs administrators and traders tohandle most of their transactions via the Internet. The new e-Customs platform, dubbedAsycudaWorld, will be particularly useful todeveloping countries, where poor fixed-linetelecommunications are a major problem for e-government applications. It is also powerful enoughto accommodate the operational and managerialneeds of Customs operations in any developedcountry as well.»
