1. Introduction
1.1 Report Layout and General Advice
Serling Consulting (Australia) Pty Ltd (Serling Consulting is providing this preliminary
infrastructure assessment and civil engineering feasibility for the development of old Bellevue
Primary School located at Lot 3 and Lot 15597 Wilkins Street, Bellevue, on behalf of Strategic
Planning Institute Pty Ltd (SPI). Information provided by SPI indicates that the subject
landholding is to yield approximately 72 dwellings (R40) and this forms the basis of the
engineering infrastructure assessment as requested by the client.
The report includes an assessment of the following: -
• Review all available topographical, hydrological, geotechnical, environmental,
WAPC planning and servicing reports relevant to the landholding;
• Review all current available servicing planning from the relevant servicing authorities
with regards to the applicability of the servicing strategies for the proposed
development layouts. Where no such planning is available, we have provided
commentary based on our expectations for services infrastructure based on our
experience; and
• Identify likely requirements for importation of fill across the development zone.
The report is laid out as follows: -

The infrastructure advice provided in this report is preliminary in nature only and subject to
change as the development conditions are ratified through the planning and implementation
phases of the project. We have discussed the upgrade requirements for the subject site in
terms of major infrastructure requirements, including: -
• Sewer – requirements for any external upgrade of services, and infrastructure
required within the subject site for development of land for residential purposes;
• Water – as above for sewer infrastructure;
• Power – refer to separate UPD report;
• Gas – expected connection points, provisional sum allocation for connection and
extension of external gas supplies to the subject site;
• Telecoms – refer to separate UPD report;
• Roads – No consideration for the construction of internal roads has been made
although it is not considered a risk item;

• Stormwater – refer to drainage report (140626 Bellevue Primary School
Redevelopment Drainage Strategy Rev 0) completed by Serling Consulting
• Groundwater – general discussion on groundwater and site soil conditions from the
Perth Groundwater Atlas Maps; and
• Siteworks – general discussion on the likely clearing requirements, and any site
specific earth working requirements including discussion regarding the likely
requirements for site retaining walls.
1.2 Notes Pertaining To This Report This report has been provided as an input to the overall due diligence concerning the expected
infrastructure requirements and the expected engineering issues for mitigation for the
development of the aforementioned landholding. This report will be utilised by the SPI and the
stakeholder team to determine the suitability of development at the subject site.
This study has been completed as a desktop analysis, prior to the commencement of any level
of engineering design.
The following key point should be considered in the usage of this report: -
• Some feedback has been sought from the various regulatory authorities, however
the information received from those authorities is subject to change upon formal
application.
1.3 Basis for Forming the Report (Available Information, Reasoning, Literature)
• Dial Before You Dig Information Received - Serling Consulting have requested
existing infrastructure locations and information through the Dial Before You Dig service.
This information is provided in Appendix C –Dial Before You Dig Information.
• Aerial Imagery (Satellite Photography) – Serling Consulting have reviewed aerial
imagery of the site to determine the vegetation coverage of the area proposed for
development and to determine the extent of buildings and stockpiles over the
landholdings requiring demolition and / or remediation.
• Perth Groundwater Atlas – Serling Consulting have requested landfall geology,
groundwater levels and soil conditions for the subject landholding though the
Department of Water’s Perth Groundwater Atlas. This information is provided in
Appendix D –Perth Groundwater Atlas Information.
• Site Visit – A site visit conducted by Serling Consulting.
1.4 Location and Description of the Landholding
The subject landholding at Wilkins Street is bound by Clayton Street to the north, Pascoe Street
to the east and Roe Highway to the west. The 1.66ha subject landholding is expected to
provide 72 dwellings for SPI.

Using aerial imagery available from Google Earth and the information obtained by Serling
Consulting during a site visit, the old primary school building is still located on site including the
old car parks and facilities are still there as well as a nursery which currently occupies the
southern portion of the subject landholding.
The subject landholding has sections of medium to large tree vegetation across and
surrounding the subject landholding (Refer to Appendix A).

2. Existing Infrastructure & Proposed Requirements
This section documents the locations of existing major services infrastructure pertinent to the
re-development of the subject landholding, or which needs to be considered due to the
proposed works.
Existing services are in immediate proximity of the subject landholdings. These are detailed in
the following sections: -

2.1 Existing Sewerage System & Proposed Requirements
The following information has been obtained through a review of existing services information
available through the Dial Before You Dig and Water Corporation ESINet systems (Refer
Appendix C for more information): -
• 225mm-diameter PVC-U sewer main in Henkin Street; and • 225mm-diameter PVC-U sewer main Clayton Street.
Currently there is no existing sewer connection servicing the subject landholding nor is it within a catchment that has a permanent wastewater pumping station. The closest connection points however do not fall within the same catchment boundaries as the subject landholding. Therefore headworks infrastructure will need to be constructed to provide a connection to the proposed development as a part of the development process. A private wastewater pumping station and pressure main discharging into a nearby wastewater infrastructure may also be a viable alternative, though any maintenance would be by the developer at the developers cost. The Water Corporation was contacted regarding the serviceability of the subject landholding based on the proposed development and they have confirmed the above requirements. Should there be a requirement to upgrade any existing infrastructure; the cost of the upgrades would be fully funded by the developer. Any wastewater pumping station (private or headworks infrastructure) will require careful planning as it will need to be located such that only compatible land uses are placed within the odour buffer for the waste water pumping station. It should be noted that crossing the catchment boundaries and discharging into one of the possible connection points in Clayton Street or Henkin Street may be an option, however this would need to be negotiated with, and require special approval from, the Water Corporation.

2.2 Existing Water Supply & Proposed Requirements
The following information has been obtained by a dial before you dig request (Refer to
Appendix C for more information): -
• 100mm-diameter cast iron water main in running through the subject landholding along the western border of Lot 3;
• 100mm-diameter PVC water main in Clayton Street; • 400mm-diameter steel water main in Clayton Street; • 100mm-diameter cast iron water main in Wilkins Street;
There is an existing water connection to the subject landholding off the 100mm-diameter water
mains in the fronting road reserve of Clayton Street. Serling Consulting does not believe that a
service off this main for the proposed development (72 dwellings) will pose any issues and,
based on discussions with the Water Corporation, this appears to be the case. Refer to
Appendix B – Water Corporation Correspondence for more information. It is expected that as a
part of the redevelopment the water meter will need to be upgraded to a larger meter to cater
for the additional flow requirements. This will form part of the headworks arrangement with the
Water Corporation.
It should be noted that the existing 100mm diameter cast iron main running through the subject
landholding will require an easement and any development plans should take into account the
location of this main.
The Water Corporation was contacted regarding the serviceability of the subject landholding
based on the proposed development and they have confirmed the above requirements though
they did not confirm if there were any requirements to upgrade the existing infrastructure as a
result of the proposed development. Should there be a requirement to upgrade any existing
infrastructure; the cost of the upgrades would be fully funded by the developer.
2.3 Existing Electricity Supply & Proposed Requirements

2.5 Existing Gas Supply & Proposed Requirements
The following information has been obtained by a dial before you dig request (Refer to
Appendix C for more information): -
• 80mm-diameter PVC medium pressure gas reticulation main in Wilkins Street; • 155mm-diameter PVC medium pressure gas reticulation main in Clayton Street;
There is an existing connection off the 155mm diameter gas pipeline which is available in the
fronting road reserve of Clayton Street as well as an 80mm gas pipeline in Wilkins Street is
available to service the landholding (Refer to Appendix C for more information). These mains
should be sufficient to service the proposed development of the subject landholding, however
this will need to be confirmed with ATCO Gas during detailed design.
2.6 Stormwater Drainage Considerations
Refer to Separate Drainage Report (140626 Bellevue Primary School Redevelopment Drainage
Strategy Rev 0) completed by Serling Consulting.
Surface Geology (Perth Groundwater Atlas)
The subject landholdings are relatively flat with a very gentle slope from the north-east to the
south-west ranging from RL17.0 AHD to RL 16.0 AHD. Clearance to groundwater table levels is
expected to be in the order of 5.0m
The subject landholding is expected to feature Alluvium with clay, loam, and sand. (Refer to
Appendix D).
Please not that this advice is general in nature and should be followed up by a detailed
geotechnical report by a suitably qualified consultant.
Generalised Groundwater Salinity (Perth Groundwater Atlas)
The generalised salinity measure is expected to be in the range of 1,500 to 3,000 mg/L TDS.
This is not expected to have any impact on development and the groundwater is not suitable for
garden bore use (Refer to Appendix D).
Risk of Shallow Acid Sulphate Soils (Perth Groundwater Atlas)
Perth Groundwater Atlas indicates that the subject landholding has no known risk of acid
sulphate soils (Refer to Appendix D). This advice however is general in nature and should be
followed up by a detailed geotechnical report by a suitably qualified consultant.
Previous Site Uses
The subject landholding was the previous site of the Bellevue Primary School and the old
school building and facilities are still there as well as a nursery which currently occupies the

southern portion of the subject landholding. Serling Consulting does not believe that this will
preclude the subject landholding from any development.
2.7 Earthworks The extent of earthworks will reflect the expected land use. The required site classification will
impact directly on the quantity of imported fill. Given that the subject landholding is expected to
have Guilford clay as the soil type, a Class A site generally requires 1.8m of clean fill to achieve
this classification, or 1.2m of clean fill should a Class S site be required. The required site
classification will have significant impacts on the cost to develop the site. Imported fill can range
from $20-$30 per cubic metre.

Serling Consulting have completed a preliminary engineering infrastructure assessment of the
nominated subject landholding at Wilkins Street is bound by Clayton Street to the north, Pascoe
Street to the east and Roe Highway to the west. This section highlights the key items to be
considered in this development, if the development was to be considered in isolation of other
landholdings in the area: -
•••• Sewer Reticulation
Currently there is no existing sewer connection servicing the subject landholding nor is it within
a catchment that has a permanent wastewater pumping station. Therefore headworks
infrastructure will need to be constructed or a private wastewater pumping station and pressure
main to provide a connection to the proposed development as a part of the development
process.
•••• Water Reticulation
There is an existing water connection to the subject landholding of the existing water mains in
Clayton Street however it is expected that as a part of the redevelopment this connection will
need to be upgraded to a larger meter to cater for the additional flow requirements which will
form part of the headworks arrangement with the Water Corporation.
• Gas
There is an existing connection off the 155mm diameter gas pipeline is available in the fronting
road reserve of Clayton Street. This main should be sufficient to service the subject
landholding. This will need to be confirmed with ATCO Gas during detailed design.
• Previous Site Uses
There are no expected contaminated site issues due to the previous site uses however this will
need to be confirmed with a suitably qualified consultant.

In regards to your proposal the Water Corporation offers the following comments.
Water Reticulated water is currently available to the subject area. All water main extensions, if required for the development site, must be laid within the existing and proposed road
reserves, on the correct alignment and in accordance with the Utility Providers Code of Practice.
Water mains are located within the subject land near the western boundary. Pressured water mains should not be located in private land and should be located in and protected by Reserves (ie road reserves). The developer is required to fund the full cost of protecting,
relocating or modifying any of the existing infrastructure which may be affected by the above proposal.
Wastewater The subject site is located in a different catchment from the sewers in Henkin Street. There is
no permanent pump station for the catchment the subject site falls within. If a wastewater connection is required the development will require headworks infrastructure to be
constructed. The headworks infrastructure may be required to be constructed as part of the development process of this or other proposed developments in the area. A temporary pump
station may be an option to serve the area. Consideration must be made to the location of any proposed pump station. A pump station will require appropriate land to be provided for the works and the odour buffer that will surround the works. The extent of the buffer should
be determined at the planning/design stage to ensure that only compatible land use is within the buffer. A route for a headworks pressure main will also be required, up to 20 metres
wide. The route should be in the form of a road reserve. General Comments
The principle followed by the Water Corporation for the funding of subdivision or development is one of user pays. The developer is expected to provide all water and sewerage reticulation
if required. A contribution for Water, Sewerage and Drainage headworks may also be required. In addition the developer may be required to fund new works or the upgrading of existing works and protection of all works. Any temporary works needed are required to be
fully funded by the developer. The Corporation may also require land being ceded free of cost for works.
The information provided above is subject to review and may change. If the proposal has not proceeded within the next 6 months, the Corporation should be contacted to confirm if the
information is still valid.
