Telstra on behalf of the telecommunications industry was required by an Act of Parliament to call for tenders to design, build, operate and manage the large scale highly secure Integrated Public Number Database. Logical Tech Value Chain won this opportunity against major global suppliers in a competitive tender.
Overview of Need
Emergency services and other licensed data users in Australia required a system to manage 24X7 centralised access to the many millions of phone subscriber records created by all telecommunications carriers. This national composite database of all telephone subscribers and numbers in Australia is identified as the Integrated Public Number Database. Its use is highly regulated and critical to emergency services and incident rapid response. Privacy, security and availability are specified at the highest industry standards.
The multi-million dollar tender called for total solution design, build and deployment of IPND in limited time frames. Key issues of system integration and supplier performance were prominent including privacy of data, complex security technologies, communications, reliability, availability over 99.5% and ongoing 24x7 operational and maintenance support.
This SI project required highly complex and sophisticated management of systems to ensure continued availability and connectivity to all existing and new telco’s, and managing and working with specialised facilities management and hardware vendors.
Solution Delivered
As prime contractor for the mission critical Integrated Public Number Database for Australia designed and built IPND several weeks ahead of schedule and for a budget significantly less than competing tenders.
The solution based in Oracle on UNIX platforms adopting secure encrypted frame relay and ISDN communications was one of the largest and most successful SUN based systems in Australia. Clustered disk storage and advanced technologies additionally utilising open source tools and monitoring regimes were integrated to result in a highly reliable 24 x 7 system.
