Climate Action Planning Process

What is a Climate Action Plan?

A Climate Action Plan (CAP) outlines steps a city can take to reduce its contribution to climate change.

What is a Climate Action Plan?

Unique characteristics of a city’s economy, resource base, and political structure provide different opportunities for dealing with climate change.

What is a Climate Action Plan?

The best CAPs are designed with input from many different people who live, work and play in the area.

What is in a Climate Action Plan?Cost effective strategies to reduce emissions and benefit the local economy and community well being.

Why Does Antioch Need a CAP?• There are economic and social benefits to creating and implementing a climate action plan

• State legislation requires greenhouse gas reductions

Why Does Antioch Need a CAP?

• Keep money in the local economy• Green jobs• Reduced energy costs• Expanded access to locally grown food• More sustainable transportation options• Thriving local communities

Potential Benefits for Antioch

Global Warming Solutions ActCalifornia Legislation: AB32 Assembly Bill 32 requires we reduce emissions to:• 1990 levels by 2020• 80% below 1990 levels by 2050

Global Warming Solutions Act

Sectors Impacted Most: Energy Construction Transportation Industry Other: Agriculture, forests, waste, water, state and local government

What are Greenhouse Gases?

The major human-produced GHGs that contribute to global warming.

Why Worry About GHGs?

The Greenhouse Effect

1. Solar energy from the sun passes through the atmosphere

2. Some energy is reflected back out to space

3. Earth’s surface is heated by the sun and radiates the heat back out towards space

4. Greenhouse gases in the atmosphere trap some of the heat

How do we create Antioch’s CAP?Greenhouse gas reduction strategies are developed based on the emission footprint of a city.

The City of Antioch has committed to reducing community-wide greenhouse gas emissions by 25% below its baseline by the year 2020 and 80% by 2050.

Total Reduction Needed by 2020 = 75,295 Metric Tons of CO2 e

GHG Footprint Projections

Antioch GHG Footprint

Transportation = 40% of Antioch GHG Footprint

• Commute to work • Commute to school • CA-4 gridlock• Proximity to goods and services

Antioch Transportation GHG Footprint

Antioch Transportation GHG Footprint

Sample transportation strategies:

Create a bike share program with rental stations along the city trails.

Encourage greater residential and commercial densities within walking distance of transit hubssuch as the Hillcrest Station area.

Antioch Residential GHG Footprint

Residential = 23% of Antioch GHG Footprint

• Home heating • Home cooling • Electricity use • Water use

Antioch Residential GHG Footprint

Sample residential strategies:

Provide incentives for smartelectricity meters.

Offer free energy efficiency audits for residences to ensure awareness of cost and resource saving strategies.

Antioch Commercial GHG Footprint

Commercial = 21% of Antioch GHG Footprint• Heating & Cooling • Electricity & Water

Industrial = 5% of Antioch GHG Footprint • Heating & Cooling • Electricity & Water• Chemical processes

Sample commercial & industrial strategies:

Offer energy efficiency technology rebates forlocal businesses that hirelocal contractors.

Provide renewable alternatives to single use items such as plastic bags and polystyrene takeout food containers.
