TOWN AND COUNTRY PLANNING DEPARTMENT GOVERNMENT OF PUDUCHERRY
1. OBJECTIVE / MISSION STATEMENT OF THE DEPARTMENT:
Preparation of Development Plans for Planning Areas for balanced growth of the urban
and rural areas in the U.T. of Puducherry.
To advise Government and Semi-Government for usage of land which are identified in
the Comprehensive Development Plan for different usages like residential, commercial,
industrial and agricultural, etc.
To function as the Nodal Agency for the following Centrally Sponsored Urban
Development and Housing schemes:
Pradhan Mantri Awas Yojana.
Formulation of GIS based Master Plan under AMRUT Sub-Scheme.
Nodal / Administrative Department for the following:
Puducherry Slum Clearance Board.
Puducherry Housing Board.
Planning Authorities for Puducherry, Karaikal, Mahe and Yanam.
Puducherry Real Estate Regulatory Authority.
2. STAFF POSITION:
(i) Staff Strength : 75 Nos
(ii) Staff in Position : 55 Nos
(iii) Vacancy : 20 Nos
3. BUDGET OUTLAY (2019-20) (₹ IN LAKHS):
(i) Budget Allocation : 6460.00
(ii) Budget Booked : 3237.61*
(iii) Booking in Percentage : 50.12%
* - Though budget proposals for release of Grants-in-Aid were submitted to Government, due to paucity of fund, GIA to the full budget
allocation was not released by the Government.
4. KEY ACHIEVEMENTS OF THE YEAR (2019-20):
a) Online Building Plan Approval System has been implemented from 21.11.2019 in all the
Planning Authorities. The online software will help the public in submission of
applications for building plan approval, track the status of their application and issue of
approval on line.
b) Puducherry Building Bye-Laws and Zoning Regulations have been amended for the
following:
i. Increasing F.A.R. for projects under Affordable Housing / Redevelopment of
Slums. (Schemes implemented by the Government / Government agencies).
ii. Risk Based Classification of Buildings.
c) Vetting of draft base maps supplied by NRSC, Hyderabad and collection of attribute data
is completed and handed over to NRSC, Hyderabad for generation of finalized base
maps for the preparation of GIS based Master Plan for Karaikal, Mahe and Yanam.
d) 1811 houses have been got approved under the Beneficiary Led Construction
component of Pradhan Mantri Awas Yojana scheme during FY 2019-20. Totally 12912
houses have so far been approved.
e) 1817 houses have been completed during FY 2019-20 under Pradhan Mantri Awas
Yojana scheme.
f) Under Credit Linked Subsidy component of the Pradhan Mantri Awas Yojana scheme,
331 EWS / LIG / MIG Beneficiaries got interest subsidy on Housing Loan during FY 2019-
20.
g) A health camp has been conducted at the Town and Country Planning Department
office complex to the Pradhan Mantri Awas Yojana Women Beneficiaries on
International Women’s Day.
5. BEST PRACTICES TO SHARE WITH THE DEPARTMENTS:
Ward level events conducted covering PMAY beneficiaries regarding Angikaar campaign,
financial literacy and technical aspects on house construction. In addition, door – to – door
need assessment on Angikaar conducted for 1840 beneficiaries.
“Angikaar” campaign was focused to create awareness on best practices on water conservation,
sanitation, energy conservation, environmental protection, waste management, health and
hygiene.
6. GRIEVANCE REDRESSAL MECHANISM:

(ii) RTI Application Received / Disposed : 37/37
(iii) RTI Appeals Received / Disposed : 5/5
7. IT INFRASTRUCTURE IN THE DEPARTMENT:
18 Nos. of Desktop computers along with printers, scanner.
8. KEY GOALS TO BE ACHIEVED IN 2020-21:
A. An IEC initiative of “Foot Soldiers” will be implemented through which Civil Engineering
College students will be engaged to impart technical handholding to the beneficiaries on
house construction. Each student will be assigned 10 beneficiaries each.
B. Approval for reconstruction of dilapidated houses constructed through various Central /
State Government Schemes.
C. Integration of e-DCR software for auto scrutiny of building plan for online building plan
approval.
D. Finalization of GIS based Master Plans for Karaikal, Mahe and Yanam.
E. Full fledged Real Estate Regulatory Authority will be established.

1. OBJECTIVE / MISSION STATEMENT OF THE DEPARTMENT:
“Real Estate Regulatory Authority is established for regulation and promotion of the real estate
sector and to ensure sale of plot, apartment or building, as the case may be, or sale of real
estate project, in an efficient and transparent manner and to protect the interest of consumers
in the real estate sector and to establish an adjudicating mechanism for speedy dispute
redressal and also to establish the Appellate Tribunal to hear appeals from the decisions,
directions or orders of the Real Estate Regulatory Authority and the adjudicating officer and for
matters connected therewith”
2. STAFF POSITION:
(i) Staff Strength : 4 Nos (1 Chairperson, 2 Members, 1 Adjudicating Officer)
(ii) Staff in Position : 1 No (One Member)
(iii) Vacancy : 3 Nos (1 Chairperson, 1 Members, 1 Adjudicating Officer)
3. BUDGET OUTLAY (2019-20) (₹ IN LAKHS):
(i) Budget Allocation : 50.00
(ii) Budget Booked : Nil*
(iii) Booking in Percentage : 0.00%
*Note: Though Government sanctioned an amount of Rs.45.30 Lakhs for release of Grants-in-
Aid, the same was not booked due to paucity of fund.
4. KEY ACHIEVEMENTS OF THE YEAR (2019-20):
i) An office in Puducherry, for the functioning of the Real Estate Regulatory Authority in
the U.T. of Puducherry is established.
ii) During the Period, 50 Layouts, 8 Apartments and 2 Real Estate Agent have been
registered. Totally, 65 layouts 10 Apartments and 3 Real Estate Agent have been
registered by the Puducherry Real Estate Regulatory Authority since its inception from
August 2017.
5. BEST PRACTICES TO SHARE WITH THE DEPARTMENTS:
Registration being carried out as per the provisions contained in Real Estate (Regulation and
Development) Act, 2016 & Puducherry Real Estate (Regulation and Development) (General)
Rules, 2017
6. GRIEVANCE REDRESSAL MECHANISM:
(i) Complaint Received / Action taken : 2/1*
(ii) RTI Application Received / Disposed : 1/1
(iii) RTI Appeals Received & Disposed : Nil
* Action is being taken to dispose the complaint as per Rules of Real Estate Act.

Action is being taken to purchase computers and printers.
8. KEY GOALS TO BE ACHIEVED IN 2020-21:
i) Establishment of office for Puducherry Real Estate Regulatory Authority will be
completed.
ii) Chairman, Member, Adjudicating officer, Skeleton Staff will be recruited.
