1. ABOUT MSME DEVELOPMENT INSTITUTE, MUMBAI
MSME-DI, Mumbai has been set up at Mumbai in Maharashtra in 1954. At present, it caters the
promotional and developmental needs of MSME Sector of 25 districts of Maharashtra. Rest of the
districts falls under the jurisdiction of MSME-DIs at Nagpur.
MSME-DI, Mumbai is known as the nodal institute for the state of Maharashtra. The institute
maintains a close liaison with the State Industries Department, Financial Institutions/Banks, State
Promotional Agencies, Technical Departments, Universities and Academic Institutions, Engineering
Colleges and Industry Associations. The support of the institute is basically in terms of:
1. Policy promotions measures for MSME Sector.
2. Providing Technical Consultancy to Existing and Prospective Entrepreneurs.
3. Publicizing the Public Procurement Policy and facilitating due share of MSE Sector in
procurements by Government Departments and Public Sector Enterprises.
4. Liasioning with R.B.I. for Monitoring Credit Flow to MSE Sector
5. Disseminating Economic and Statistical Information.
6. Implementation of National Manufacturing Competitiveness Programme (NMCP).
7. Promotion of MSE-Cluster Development Programme.
8. Popularize the schemes like Credit Link Capital Subsidy Scheme and CGTMSE.
9. Organise suitable training programmes and events for prospective and exiting entrepreneurs.
10. Services of Common Facility Workshops to Entrepreneurs (Job work as well as specialized
training).
MSME-DI, Mumbai – Organizational Structure and Services.
The Institute is headed by the Director and supported by Deputy Directors, Assistant Directors,
Investigators and other Staff members. It is the only Institute in the country having the post of an
Industrial Designer. The officers are the experts recruited through Union Public Service Commission.
They have all India transfer liability. The technical officers having expertise in the disciplines like
Mechanical Engineering, Electrical Engineering, Electronics, Chemical, Leather and Footwear, Glass
and Ceramics are available in the institute. There are officers from Management and Training
disciplines. The institute is having potential of giving Techno-economic and Managerial Consultancy
Services to MSME Sector.

II. Vendor Development Programmes
The Institute organizes Vendor Development Programmes (National and State Level) for
Government Departments/ PSUs / Railways / Defence / LSUs with objective of bringing Micro and
Small units and Govt. Departments and PSUs on common platform for business promotion of MSEs.
The creation of database of capable Micro and Small Units and providing their details to Government
Departments/PSUs / Railways / Defence / LSUs has special significance in the context of new policy.
The institute organizes Seminars and Workshops on Public Procurement Policy and brings
awareness about the changes in the Policy. It also supports other organizations in their Buyer Seller
Meets etc.
III. Economic Investigation and Statistical Services
The objective of the Economic investigation and statistical services are:
To conduct Industrial Potential Surveys of different districts and regions
To send recommendations to State and Central Government based on the survey reports
To collect credit flow related information from Banks/Financial Institutions and forward them
to Headquarters for monitoring
To keep liaison with the State Level Banking Committee and Empowered Committee and raise
banking related issues in the forum
To collect information of MSME Units from the Districts and State Directorate of Industries
To collect information related to production of MSME units

IV. Management Development Programmes and Consultancy
Under this activity, the Management Development Programmes are organized with the objective of
improving managerial competence of MSME units. The areas of MDP include Industrial
Management, Marketing Management, Industrial and Commercial Laws, Financial Management,
Export Marketing etc.
The institute is capable of providing management consultancy to individual units.
V. Skill Development Trainings
The Institute is organizing Skill Development Trainings in the Institute as well as in out reached
areas for the benefit of educated unemployed youths. Some of the programmes are exclusively for
SC/ST, Women and Weaker Sections.
The activity includes:–

Entrepreneurship and Skill Development Programmes
Entrepreneurship Development Programmes
Faculty support to NGOs and Academic Institutions
VI. Export Promotion
Under this activity, trainings in Export Marketing, Export Procedure and Documentation and Export
Management are provided to MSME Units. The export-worthy units are also motivated to
participate in international trade fairs and apply for different awards to bring their achievements in
limelight.
VII. National Awards to MSME Units
The Institute gives due publicity for the Scheme of National Awards and invite applications and
places them before State Level Selection Committee for recommending the units from the State to
National Level Selection Committee.
VIII. State Level Advisory Board on MSME
There is a State Level Advisory Board for coordination work of offices working for MSMEs in the
state of Maharashtra. The Secretary (MSE), Govt. of Maharashtra is the Chairman and Director,
MSME-DI, Mumbai is a Member Secretary of the State Level Advisory Board. There are forty other
members representing different Central & State Government departments/organizations including
leading Industry Associations on the Board.

IX. Library
The Library of the institute has more than 3800 books on Technical, Economic and Managerial
subjects. The regular periodicals, journals and project profile are in addition to the books. Every
year new books and periodicals are added in Library. More than 50% books are in Hindi. Library
facility is available free for reference in the library.

3.0 PUBLIC PROCUREMENT POLICY AND VENDOR DEVELOPMENT PROGRAMMES
Govt. of India, Ministry of MSME has announced Public Procurement Policy (PPP) in 2012. The Policy
has become mandatory from 1st April 2015. The provisions like 20% of annual procurement by value
from MSEs by Government Departments and PSUs and 20% of 20% i.e. 4% of total procurement from
SC/ST entrepreneurs is going to provide bigger markets for MSEs. In the light of PPP, the institute has
organized 5 National Level Vendor Development Programmes and 12 State Level Vendor
Development Programmes.

3.3 Special efforts put in by the Institute for achieving targets by Govt.
Departments and PSUs.
Institute has created a data base of nearly 10000 MSE units and circulating tender inquiries among
these units.
The Institute is hosting Tender Inquiries of PSUs on Institute’s Website.
The endeavour has been appreciated by many individual MSE Units and PSUs. It is considered as one
of the illustrative practices by office of DC (MSME), New Delhi.
Support to Government Purchase Programme (Single Point Registration Scheme)
The Institute has inspected 59 units and recommended them under GPP- Single Point Registration
Scheme of NSIC.

4.0 IMPLEMENTATION OF NATIONAL MANUFACTURING COMPETITIVENESS
PROGRAMME (NMCP)
Objective - to support the Small and Medium Enterprises (SMEs) in their endeavour to become
competitive and adjust the competitive pressure caused by liberalization and moderation of tariff
rates. The achievements of the institute in the major areas of NMCP are as follows.
NMCP - Marketing Assistance and Technology Upgradation.
1. Training programme on Packaging for Export organized in Mumbai from 18th to 20th
November, 2015 in which 22 MSE entrepreneurs took benefit of the programme. Indian
Institute of Packaging (IIP, Mumbai) provided technical support for the programme.
2. Reimbursement of ISO 9001:2008 expenses to MSE units.

4.1 NMCP - Technology and Quality Upgradation Support to MSMEs Marketing Support
/ Assistance to MSMEs (Bar Code)
The Ministry of Micro, Small & Medium Enterprises (MSME), Govt. of India recognizes the
contribution of Micro & Small Enterprises (MSEs) in growth of Indian economy, export promotion
and employment generation. In order to enhance the marketing competitiveness of MSEs in domestic
as well as international market, Office of Development Commissioner (MSME), Ministry of MSME,
provides the financial assistance for reimbursement of 75% of one-time registration fee (Under SSI-
MDA Scheme) w.e.f. 1st January, 2002 and 75% of annual recurring fee for first three years (Under
NMCP Scheme) w.e.f. 1st June, 2007 paid by MSEs to GS1 India for using of Bar Coding. The work of
reimbursement has been decentralized and transferred to field offices i.e. MSME-DIs w.e.f. 1st April,
2009 with a view to ensure speedy & timely and extensive implementation of the scheme.

Highlights of Achievements under MSE-CDP Scheme. Total 13 and 1 number of hard and soft
interventions are being implemented in the State of Maharashtra through Cluster Development
Programmes with cost of Rs.194.07 crore and Rs.7.745 lakh respectively.

8.1 Reports/Proposals submitted:
The soft interventions proposals under MSE-CDP identified clusters in the state of Maharashtra,
recommended by DC (Inds), Govt. of Maharashtra for following clusters 1) Printing Cluster, Udgir,
Latur and 2) Printing Cluster, Hadapsar with the recommendations of Director, MSME-DI, Mumbai
have been submitted to AS & DC (MSME), New Delhi.
MSE CDP clusters in the state of Maharashtra – Turmeric Cluster, Sangli and Mango Processing
Cluster, Ratnagiri participated in Global Summit on Food for all organized by AIAI, Mumbai at WTC,
Mumbai.

9.0 EXPORT PROMOTION
9.1 Participation in International Trade Fairs:
O/o.DC (MSME) New Delhi participates in various International Trade Fairs. MSME-DI, Mumbai
motivates eligible export worthy units to participate in these Exhibitions. During the financial year
2015-16, 22 MSE Units participated in various International Trade Fairs. Subsidy of Rs.5,32,432/-
was disbursed to these units during the current financial year. The details of units participated in
various fairs and amount of subsidy reimbursed is given at Annexure- A.
9.2 Deputation of Director to Milan, Italy:
Director was deputed by the O/o DC (MSME), New Delhi for International Trade Fair - AF-L Artigiano
in Fiera - 20th International Crafts Selling Exhibition, Milan (Italy) from December 05-13, 2015
organised by IPTO.

10. STATE LEVEL ADVISORY BOARD MEETING
The State Level Advisory Board Meeting for the State of Maharashtra was held on 5th September,
2015 under the Chairmanship of Dr. Surendra Kumar Bagde, IAS, Secretary (MSI), Government of
Maharashtra.
Representatives from Central & State Government Departments, Industry Associations, Banks &
Financial Institutions & Invitees attended the meeting. Director, MSME-DI, Mumbai is the Member
Secretary of the State Level Advisory Board Meeting.
The approved Minutes of the meeting have been circulated to all the members & invitees, which are
also available on the Institute’s website.

11.0 TRADE RELATED ENTREPRENEURSHIP ASSISTANCE AND DEVELOPMENT
(TREAD) SCHEME FOR WOMEN
The Trade Related Entrepreneurship Assistance and Development (TREAD) Scheme for Women
envisages that the credit will be made available to women applicants through NGOs who would be
capable of handling funds in an appropriate manner. These NGOs will not only handle the
disbursement of such loans needed by women but would also provide them adequate counseling,
training and Assistance in developing markets.
During the financial year 2015-16, MSME-DI, Mumbai has received 08 proposals from NGOs. Out of
which, 05 proposals were approved and forwarded to Banks. 02 proposals were rejected and
clarification was sought from 01 NGO.
The proposal of M/s. Saraswati Bahuddishiya Shikshan Sanstha, Nanded was approved by O/o. DC
(MSME) New Delhi and Loan amount of Rs.30 Lakhs was approved. Out of which, Rs.9 Lakh was GoI
grant. 250 beneficiaries will be benefited through this NGO.
