2013 BNEO Program Assessment
INITIAL ASSESSMENT RESULTS
Program Assessment Areas
Program Design Content
Learning Strategies
Institutional Arrangements
Assessment AcMviMes Conducted
• A survey was administered to various program stakeholders in late 2015. – 358 respondents – Program Managers, Coaches, ParMcipants, Field Officers
• An iniJal validaJon of survey results was conducted through a workshop – 17 regional program focal persons held on March 17, 2016
PROGRAM DESIGN Survey Findings/Issues SuggesJons/ recommendaJons
Program results framework was not properly communicated & explained to some stakeholders prior to the implementaMon of the program.
Orient all stakeholders, especially program implementers and parMcipants on the program results framework; Framework should be posted shown throughout the BNEO training
Confusion on some elements of the program guidelines
Issue clear for program components; Provide M&E for each component
The strengths and weakness of a parMcular barangay should be assessed first in order to create a design that will suit the needs of a parMcular barangay
Conduct a simplified TNA at the municipal/city level. Use the results to contextualize the content
PROGRAM DESIGN Survey Findings/Issues SuggesJons/ recommendaJons
No generic powerpoint presentaMon (from LGA) on the topics for uniformity of implementaMon in the field
LGA to prepare generic presentaMon materials for uniformity & reference, if possible in local dialects
The successful implementaMon of the program depends on the field officers’ capability
Include retooling/ re-‐orientaMon of C/MLGOOs
Specialized Trainings under Sharpening the Saw not anchored on BNEO results framework Lecturers should be recognized experts at least at the regional level or provincial level; No exisMng uniform mechanism across DILG on how to determine experMse
Set criteria/mechanism for determining topic experts
Rank the barangays according to 2013-‐2016 performance to encourage parMcipaMon in BNEO
CONTENT Survey Findings/Issues SuggesJons/ recommendaJons
Too many topics in a very limited Mme
Topics should be needs based, TNA should be conducted, use local dialect
BD Planning (begin with inventory of barangays with/without BDP) should come aaer the basic orientaMon, BDP being the basic document present in each barangay
Conduct the BNEO a month aaer the assumpMon of the elected officials in order for them to be prepared for their respecMve funcMons
The delay in the implementaMon of the acMvity affects the Mme allocated to each topic
CONTENT Survey Findings/Issues SuggesJons/ recommendaJons
Outputs are relevant and contribuMng to their jobs are locally elected officials but some did not see the relevance of the output
Issuance of direcMves (memorandums, circulars, etc.) Ensure alignment of BDP to CDP & CLUP
Outputs are submided only for compliance
Develop mechanism/system for monitoring of BAGAD implementaMon
ParMcipants didn’t do it themselves Facilitators must be strict and closely supervise the parMcipants for them to accomplish and submit their outputs
Outputs were not shown to the local DILG Field officer
Require parMcipants to submit their outputs to the DILG field officer for comments
Time constraints prevented the parMcipants to produce quality outputs
Extend Mmeframe for workshops and lectures
CONTENT Survey Findings/Issues SuggesJons/ recommendaJons
EducaMonal background of the parMcipants affects the presentaMon of outputs
Insufficient Mme for submission. Timeframe not enough considering the level of understanding and pacing of the parMcipants that the facilitator/coach has to adjust
Provide incenMves to those who submit on-‐Mme; Timing must be reconsidered if we want their output to be useful
Outputs were submided late -‐ Lack of manpower and computers -‐ Late provision of materials
Provide materials on Mme/earlier
Half of the respondents say that the ELAs of ciMes and municipaliMes weren’t considered in the provincial ELA
LEARNING STRATEGIES Survey Findings/Issues SuggesJons/ recommendaJons
Classroom learning method was rated as VERY GOOD by the respondents;
Guidelines from the Central Office on the number of parMcipants per training session; Class sessions should be limited to 40-‐50 parMcipants
More effecMve than Radyo Aralan and Webinar Number of parMcipants for classroom-‐type sessions not suitable for learning; some training clusters have 100 or more parMcipants
There should be a shorter Mme for lectures and longer Mme for workshops
ParMcipants especially those who have adended prior BNEO programs are no longer adenMve Speakers were knowledgeable on the subject mader and were able to present the topics assigned well
Face to face interacMon is more effecMve for barangay officials; Responses of the BNEO parMcipants can be observed
LEARNING STRATEGIES Survey Findings/Issues SuggesJons/ recommendaJons
Radyo Aralan -‐-‐ Not all barangay officials are interested in listening to the radio
UMlizaMon of the classroom type/face to face as it is more effecMve than Radyo Aralan and webinar method Some did not implement this method
Not an effecMve medium unless it is broadcasted thru mainstream local radio staMons
Make the dramaMzaMon realisMc to enMce more listeners
This method promotes one way communicaMon
Must be delivered with clarity Even if its significant, it did not inspire
listeners then the level of learning is sacrificed Radyo Aralan is not successful in achieving full learning process
LEARNING STRATEGIES Survey Findings/Issues SuggesJons/ recommendaJons
Coaching – Set of coaches were well experienced
Most preferred approach, yet on the part of the trainers there must be a simplified and innovaMve approach to facilitate absorpMon of topics
Should include coaching by field officers especially in coming up with their BAGADs and other relevant documents
ParMcipaMon is more personal
Time consuming
Webinar -‐-‐-‐ No internet connecMvity for webinar courses
Adopt a web based/mixed approach for BNEO
LEARNING STRATEGIES
Survey Findings/Issues SuggesJons/ recommendaJons
Best pracMces, SLEs to be incorporated, 15-‐18 minutes sharing of experts on special topics/Galing Pook/LGU Awardees
Tap champions (barangay officials) of different fields to share their experiences
Exams to be given aaer each to gauge learning
LEARNING STRATEGIES
Survey Findings/Issues SuggesJons/ recommendaJons
Some materials need to be updated; Must be more abreast with the recent situaMons
Review materials and update content; include current issues/concerns
Accurate but hardly understandable by the barangay officials
Develop materials wriden in the local dialect for barangay officials
Needs further simplificaMon; Concepts must be simplified
Simplify presentaMon of concepts/topics; provide more concrete examples to reinforce the learning.
Late provision and limited copies of guidebooks; some were not able to receive the printed materials
Provide sufficient copies of updated/ enhanced/ simplified materials for the BNEO parMcipants on Mme
Poor radio signal in localiMes Produce audio-‐CDs
INSTITUTIONAL ARRANGEMENTS
Survey Findings/Issues SuggesJons/ recommendaJons
No available funds for conduct of acMviMes, considering that the guidelines menMoned DILG shall provide funds for the cost of the training
Funding allocaMon for BNEO should be available from the Central Office or Regional Office; Provide clear guidelines on funds allocaMon (per counterpart), DILG & LGU
Non payment of barangays of fees; HesitaMon of LGU officials to provide funds for the training Confusion on which office should receive the training funds • Can LnB collect funds • Fund transfer issues (barangay treasury to
municipal treasury) since DILG does not have OR for the registraMon of the barangay
There should be guidelines on the training fees to be collected and if this is clear with COA regulaMons
Some LCEs and Liga Presidents did not approve inclusion of idenMfied poliMcal opponents/non supporters
INSTITUTIONAL ARRANGEMENTS
Survey Findings/Issues SuggesJons/ recommendaJons
LRI Engagement -‐-‐ Majority of the respondents were not able to tap LRIs in the implementaMon of the BNEO -‐ Lack of ample Mme to invite speaker from the local LRI -‐ No funds for honorarium -‐ No LRIs willing to parMcipate
Absence of MOU/MOA with technical experts on the conduct of the training
Include/highlight the roles of LRIs/ partnership; IdenMfy topics to be discussed vs. experMse CreaMon of MOU & MOA
Harmonizing and Standardizing the DILG Monitoring and
Reporting System
