Dear Pennsylvania Public Utility Commissioners:

Please keep Pennsylvania fair for clean energy. At a time when the rest of the world urgentlyseeks clean energy, it is stunning that Pennsylvania would suggest new rules designed todiscourage and limit private investment in clean energy. These rules, addressed below, arewithout technical basis and fail to consider the benefits of clean energy to all citizens ofPennsylvania.

We urge that you withdraw changes to §75.13(k) giving the Commission authority to approveutility company requests to charge net metered customers special fees. When homeowners andsmall businesses spend their own money to build clean energy sources, we all benefit. Please donot open the door for utilities to discourage and penalize clean energy system owners.

We urge that you withdraw changes to §75.13(a)(3) adding a new 110% generation limit onsystem size. Consumers spend their own money to install a clean energy system. Deciding howmuch to spend and how big the system needs to be is a private matter. This rule would requireevery homeowner and small business owner to convince his or her utility company (somehow)that the system they want to purchase will generate less than 110% of the electricity they use.This is impractical, intrusive and expensive to administer. It is also unneeded. Pennsylvaniaalready has a rule for maximum size—50 kW for a residence and 3 (or 5) MW for a business,period. It’s simple, works fine and is the same for everyone.

There is no legitimate, practical reason tocharge individuals with PV systems a fee togenerate electricity for their own use ... anymore than they should get a surcharge fromthe water company for having a well. This isjust a transparent political tactic that ispromoted by the fossil fuel industry toprevent development of distributed cleanenergy production in the name of corporateprofit. In addition, the limitations and rulesare extremely vague, and consumers do nothave ANY options to switch their energysupplier. Thus, the suppliers effectivelymake the rules, and there is no incentive atall for suppliers to provide a competitiveproduct (e.g. $0 PV or net metering fees).That is what is known as a monopoly, and itis clearly disadvantageous to the welfare ofthe general public. Expect a legal battle...

Go MAREA. Rules proposals §75.13(k) and§75.13(a)(3) smacks of regulatory captureby the utilities. It’s an imperative that thecitizens and it government adopt policiesand take actions that benefit all of us andcoming generations by supportingrenewables, not inhibiting them. One way to fluctuate the Solar PV systemdeployment is to limit the rebates available.If someone wants to install a larger system,they would be paying for it up-front withouttapping into rebates that the state has tomanage and pay for (ie. taxpayer funds).Instead of paying customers the rebate fees,the State of PA can use such funds for morePUC study into why systems such as thevery expensive Smart Meter program atPECO is not really doing anything for thehundreds of millions of dollars that thefederal government has given to PECO toimplement. No new custom rate plans exist,no electric rate plans to help smooth out thedemand curve by load-shifting to off hours,no new support for electric vehicles tocharge at night during the low demandcycle. I suppose a jobs program like this isacceptable but independent powergenerators are a problem for the state.

The small sector of Solar PV customersbeing imposed a fee for generatingelectricity flies in the face of conservationand intelligent energy usage. It just makesthem “pay more” in order to participate andmany will choose not to participate.

We paid for our solar systemout of our own money. The Sunshine RebateProgram was out of funds but we decided tomove ahead with our installation anyway.Not only are we helping to reduce carbonemissions but we provide power beyond ourneeds, on sunny days, to help our utility. Weinvested in the system, we are doing our partto help deal with climate change and nowwe are to be penalized for this. How doesthis move encourage others to want to live,invest, or do their part in helping withoverall climate issues in PA? Pennsylvaniais continuing to disappoint and be behindother more progressive states. And that’s areal shame.

When I purchased my solar photovoltaicsystem, I was helping PPL make theirmandated quota to have 20% renewablegeneration by 2020 (not sure of the year).Now you want to let the utilities punish mefor helping them out.

I know of 5 homeowner systems and all aresized less than 80% of their yearly usage.The 110% cap is not needed.

i can see that the utilities do need somemoney so i can use them as back up powerwhen the sun does not shine or whenever mysystem is not big enough to provide all myneeds. they need to maintain the lines andpower sources. that needed feature is notfree and homes with solar PV should pay forthose services.

we must recongnize that as solar users - wedo use the power lines from the utility andrely on them for power when the sun doesnot shine or when our systems are toosmall. so i expect to pay a service charge toPECO along with any electrons i use. wecan not expect a free ride. - bill
