Recommendations for the development1. Focus on the long-term collaboration:

a) utilizing public and independent researchinstitutions to spread the publicly beneficialinformation

b) testing and piloting as a part ofproductization and operative activities(road authorities as enablers)

c) measurement and assessment of theimpacts as a natural part of the systematicdevelopments

d) risk-revenue sharing2. Innovative project delivery and procurement

methods (e.g., project alliancing)3. Bringing all the views together and combining

skills, services, and public interests in mannerthat delivers maximum benefit-cost ratio

4. The selection of ecosystem stakeholdersshould based on competence, capability, andexpertise

5. The vital role of the road authorities betweenthe service providers and end-customers

6. Funding agencies should provide funding andsupport for agile piloting, best-practicemonitoring tools and innovative procurementmethods
