PURPOSE:
To implement an additional full-time Recreational Facility Operator position to assist current
staffing level.
BACKGROUND:
Challenges SSSR is encountering:
• COVID-19.
• Additional cleaning/disinfecting.
• Recruiting part time or casual employees has been incredibly difficult the past 3
seasons.
• Cost of Training part time/casual staff yearly.
• Staff retention.
• Staff coverage when staff are sick, on vacation or personal reasons.
• Staff burnout.
In addition to the proposed additional staffing requirements at SSSR, I would recommend leasing
out the kitchen and re-purpose the kitchen staff budget dollars to focus solely on the day-to-day
operations of the facility and allow a professional to operate the kitchen seasonally. The SSSR would
ensure the current kitchen access for the community and neighboring schools is not impacted.

BACKGROUND
The October 28, 2021 minutes from the Council Organizational meeting were adopted on November 3, 2021, including the following motion: Resolution 1044 FOOTHILLS REGIONAL SERVICES COMMISSION (LANDFILL AND WASTE TREATMENT)
Moved that Reeve Miller and Deputy Reeve Siewert be appointed as members and Councillor Waldorf and Councillor Castell be appointed as alternate members to the Foothills Regional Services Commission (Landfill and Waste Treatment).

Upon review it was determined that the intent of Council was to appoint Reeve Miller as member and to appoint Deputy Reeve Siewert and Councillor Waldorf as alternate members to the commission.

APPOINTING CO-CHAIRS FOR COMMITTEE
Purpose: For Council to appoint a member of the Okotoks Intermunicipal Committee (IMC) as the Committee Co-chair.

BACKGROUND:
According to Section 7.2 of the Terms of Reference for the Okotoks IMC which was approved by both Councils early in 2021:
Each Council will appoint one nominee each for the positions of Co-Chair and Alternate Co-Chair.
Co-chairs should be acknowledged by the Committee at the first Committee meeting after each municipality holds their respective organizational meetings.
At Foothills County’s recent organizational meeting, the following Council members were appointed to the Okotoks IMC:
• Reeve Miller, Deputy Reeve Siewert and Councillor McHugh as members and
• Councillor Alger and Councillor Oel as alternate members
The co-chairs appointed by each Council should be acknowledged at the next IMC meeting with the Town of Okotoks which is scheduled to be held virtually on November 30th at 9:00am
REQUEST OF COUNCIL:
Council is asked to appoint one Co-Chair and one Alternate Co-Chair from the three
appointed IMC members.

Priddis Greens - Forest Resource Improvement Association of Alberta (FRIAA) FireSmart Grant Application #2 Good Day Council, Priddis Greens is requesting your support of a second FRIAA grant application in the form of a motion of support to accompany their grant submission.
History: FRIAA Grant Application #1 – vegetation/fuel mitigation project In August 2021, Council supported the Priddis Greens FRIAA Grant application by providing a motion of support and a letter of support. The following supporting Motion is excerpted from the August 25, 2021, Foothills County Minutes: “Forest Resource Improvement Association of Alberta FireSmart Grant Application – SE 30-22-03 W5M
841 Moved that Council direct administration to provide support to the Priddis Greens Community Association and the Priddis Greens Services Co-op in their application for the Forest Resource Improvement Association of Alberta (FRIAA) grant through FireSmart Canada for the purpose of completing a fire smart clean up on the municipal property identified as Plan 8611219, Block 2, Lot 14 MR; Ptn. SE 30-22-03 W5M, and authorize Council to issue a letter of support for this purpose. Upon successful receipt of grant funding, Council further authorizes the Priddis Greens Community Association and the Priddis Greens Services Co-op, with direction from the County’s Ag Services and Foothills Fire Departments, to complete necessary clean up of the property to meet current FireSmart guidelines.

The Priddis Greens Community is grateful for the Council motion and letter, which will assist with their grant request for clean-up of the 3.19 acre Municipal Reserve parcel within the Hamlet of Priddis Greens, which they hope to use as a showcase for their community and others.
Next: FRIAA Grant Application #2 – FireSmart education (EOI 2115) While working with the grant administrators, Priddis Greens became aware of an additional grant opportunity to assist with their ideas to conduct further FireSmart education. The success of their next grant application #2 would be greatly aided by a new Motion of Council, specifically noting this additional application and support of their proposed educational initiatives.

The Priddis Greens plan for the Education FRIAA grant consists of the following:
• To have an Open House Event to view the results of the fuel mitigation project on the County’s Municipal Reserve area, which was identified in their first FRIAA grant application
• To set up a PGCA FireSmart Web Portal on their Community website: www.pgca.ca
• To prepare 3 town hall meetings to present FireSmart concepts and plans
• To prepare activities coinciding with Wildfire Community Preparedness Day, on May 7, 2022
• To include a FireSmart section in their monthly newsletters
Proposed Motion for Council’s consideration: Forest Resource Improvement Association of Alberta FireSmart Grant Application – Education (EOI 2115) XXX Moved that Council support the Priddis Greens Community Association and the Priddis Greens Services Co-op in their application for the Forest Resource Improvement Association of Alberta (FRIAA) grant (EOI 2115) through FireSmart Canada for the purpose of completing FireSmart educational initiatives. LOWER HIGHWOOD FLOOD MITIGATION PROGRAM

UPDATE ON MITIGATION PROGRAM
Purpose: to provide Council with an update on the Lower Highwood Flood Mitigation Program.

BACKGROUND:
After the major flood event of 2013, extensive mitigation measures were constructed in the vicinity of the Town of High River to protect the Town from future flood events. This mitigation, while needed, has created a negative impact on landowners in Foothills County downstream from the Town along the Highwood River.
After several years of working with staff from Alberta Environment and Parks (AEP), Foothills County submitted a proposal for Phase 1 of the Lower Highwood Flood Mitigation Program to AEP in January of 2018. Phase 1 of the program contemplates buyouts of properties or moving residences (where the landowner has unimpacted lands on the parcel in question or another parcel) for eligible properties. Eligible properties for Phase 1 are those on the Highwood River downstream from the Town of High River with residences predicted to be impacted by the flood mitigation constructed to protect the Town. Phase 2, which will be submitted subsequent to the completion of Phase 1 will address mitigation or compensation for non-residential parcels and bare land that are predicted to be impacted.
In 2019 the Province approved $2,000,000 which was contemplated as a first installment on the estimated $12.85 million that would be needed to complete Phase 1. Two of the 11 eligible properties were purchased with those funds. County staff have submitted grant applications for subsequent fiscal years, but to date the Province has indicated that they do not have available funds for this project. In 2020 and 2021 AEP suggested that the County should work with the Town of High River to leverage left-over funds on existing grants towards completing this program. AEP staff indicated that the Town could add the Lower Highwood program to the list of activities that their existing grants could be directed to, and that AEP would approve this. It should be noted, that the Town will not have sufficient funds to cover the entire cost to finish Phase 1.
The Town of High River has indicated on a number of occasions that they are willing to transfer left over funds from their grant to the County to be utilized for the Lower Highwood program. However, they are unable to determine the amount that they will have or when it will be available due to an ongoing environmental appeal process regarding their South

West Dike approval. Several County landowners appealed the provincial approval for the dike, and a hearing was completed earlier this year. The Environmental Appeals Board provided their report to the Minister in September, but the Minister has not yet released a decision. It is possible that the Minister will require the Town to undertake additional work that they will require grant funding to complete. It is also possible that subsequent to this appeal being settled, landowners may commence a process to seek compensation. There are a couple of potential avenues this may take, and the time frame required to complete this process cannot be determined.
RECENT ACTIVITIES:
County staff are in the process of sending out letters to both Phase 1 and Phase 2 landowners updating them on the status of the program and assuring them that the County continues to work towards completing it.
The last grant application that was submitted to AEP for this program was in December 2020. The response to that application received from the Minister in January 2021 indicated that the Province did not have funds for the program at that time. Foothills County staff will be submitting an application for the 2021-2022 fiscal year for another installment of funding for this project in the coming days. The uncertainty around the Town’s available funds and the certainty that they will not be sufficient to finish Phase 1 of the program will be highlighted in this application.
Council recently awarded the contract for the mitigation of the two properties purchased in 2019 and it is anticipated that this work will be completed by the end of this year.

PURPOSE OF REQUEST To review the results of the new Foothills County website, SRRUC Website and Foothills Fibre Website RFP and authorize administration to enter into a contract with the successful proponent as outlined below. GRANT FUNDING The cost of these projects will be covered in large part by way of grant funding through the Municipal Stimulus Program (MSP). Initial costs for the website builds and branding will be covered providing they are invoiced and paid prior to the grant deadline which is currently December 31, 2021. We have applied for an extension to this deadline, but are prepared to meet the end of year date should the extension be denied. Monthly and annual fees will not be covered by the grant funding and will have to be budgeted costs moving forward. BACKGROUND An RFP was issued in October, requesting proposals for development of a new Foothills County Website, including branding and any additional features that could be considered beneficial to the County. Included in the RFP was development of a website in support of SRRUC and Foothills Fibre. Eleven proposals were submitted and reviewed by the Legislative Services and IT departments. The proposals were scored based on adherence to RFP instructions, company information, project understanding, vendor software demonstration and proposed costs. Three proponents were chosen for interview and to provide a demonstration of their product: JYZ Design, Box Clever Web Design and Co. and Upanup Website Design and Development. All three companies were based in Canada, which was something we weighted heavily when making our decision. RESULTS JYZ Design is located in Calgary. They have demonstrated a strong background in tourism and local attractions. Their platform appears to be user friendly and their designs are dynamic with attention to relevant branding.

Box Clever Web Design is located in Edmonton. They demonstrated a professional, team oriented approach, being able to problem solve on the fly. They have extensive experience with other municipalities and examples of their websites were considered some of the best that we reviewed. However, their platform is similar to what we are using now which is what we were hoping to get away from. Upanup Website Design and Development is located in Calgary. Their interview included discussions with staff who are responsible for various aspects of the website build, including project management, design and front and back end development. They also have extensive experience with other municipalities. Their websites were easy to navigate, demonstrating simple menus that create a clean appearance and provide a clear path to relevant content. Their platform was customizable and appeared to be very user friendly. Upanup offered two options, the first being use of a custom template and the second being the creation of a custom template, unique to the County. (The additional costs of a custom template are outlined under ‘Extras’ in the fee schedule below. PRICING
