Subject: Guidelines for implementation of revised IS 13340 (Part 1):2012/IEC 60831-1: 2002
1. IS 13340:1993 has been revised and is published in the following two parts:
(a) IS 13340 (Part 1):2012/IEC 60831-1:2002 - Shunt Power Capacitors of the Self-Healing
Type for AC Systems having a Rated Voltage up to and including 1000 V, Part 1 General –
Performance, Testing and Rating – Safety Requirements – Guide for Installation and
Operation.
(b) IS 13340 (Part 2):2012/IEC 60831-2:1995 - Shunt Power Capacitors of the Self-Healing
Type for AC Systems having a Rated Voltage up to and including 1000 V, Part 2 Ageing
Test, Self-Healing Test and Destruction Test.
2. The last date for implementation of the revised IS 13340 (Part 1):2012/IEC 60831-1:2002 is
30 April 2017 after which the old Standard shall stand withdrawn.
3. IS 13340 (Part 2):2012/IEC 60831-2:1995 supersedes IS 13341:1992 (Requirements and
methods for Ageing Test, Self-Healing Test and Destruction Test on Shunt Capacitors of the
Self-Healing Types for AC Power Systems having a Rated Voltage up to and including
1000 V).
4. All BOs may inform the Applicants and Licensees under their jurisdiction about the revised
Standards.
5. The significant changes in the revised IS 13340 (Part 1):2012/IEC 60831-1:2002 listed at
Annexure 1 is given for the purpose of general guidance. BOs shall ensure that the product
conforms to all the requirements, as applicable, as per the revised Standard.
6. Consequent upon the issuance of the revised Standard, existing STI has been revised as
Doc: STI/13340 (Part 1)/1 December 2016.
7. The guidelines for implementation of the revised Standard is given below:
A. For Licensees:
(i) All Licensees shall switchover to the revised Standard by 30 April 2017. BOs shall ensure that
no Licences are under operation as per the old Standard after 30 April 2017.
(ii) Licensees shall confirm conformance to the additional/modified requirements through
In-house/Independent Test Reports or Test Certificates, as applicable. Verification of
additional requirements and facilities, if any, may be done during the next surveillance visit.
(iii) BO may issue endorsement for the revised STI after receipt of STI Acceptance and the
confirmation from the Licensee on implementation of the revised Standard. If the Licensee
fails to complete all actions by 30 April 2017 it shall be dealt with as per OMPC.
B. For Applicants:
(i) Existing Applications may be processed as per the old Standard. However, if the Applicant is
desirous of considering the Application as per the revised Standard, a declaration from the
Applicant may be obtained to that effect and the Application may be processed accordingly.
An undertaking from such Applicants shall also be obtained that if the sample fails in new
test requirements, Licence will not be granted by BIS as per the old version.
(ii) Applications which are recorded henceforth shall be processed only as per the revised
Standard.
(iii) Wherever it is required to submit Test Report along with the Application and the Sample has
been submitted in the Laboratory/Test Report has been issued by the Laboratory as on date of
issue of these guidelines, such Applications shall be accepted as per the version of the
Standard indicated in the Test Report.
(iv) For any Application which are processed as per the old Standard, Applicant shall give a
declaration that they will switch over to the revised Standard by 30 April 2017.
(v) Beyond 30 April 2017 no Licence shall be granted as per the old Standard.
8. The above guidelines come into force with immediate effect.

Significant changes in the revised IS 13340 (Part 1):2012/IEC 60831-1:2002
Clause No: Requirement

the test to be in the range of +5°C to +35°C instead of +10°C to +45°C
5.2 Reference temperature where correction has to be applied is specified as
+20°C instead of 27 ±2°C
5.2 Test frequency specified as 50 Hz or 60 Hz instead of 50 Hz
6.2 Ageing test and Destruction test considered as Type test instead of Special
Test
7.2 Capacitance tolerance specified as –5% to +5% for units and banks above
100 kvar instead of 0 to +10%
7.2 Limit of the ratio of maximum to minimum value of capacitance measured
between any two-line terminals in 3 phase unit has been specified as 1.08
instead of 1.05
8.1 For measurement of the tangent of the loss angle (tan δ) of the capacitor,
frequency range of 0.8 to 1.2 times the rated frequency is specified instead
of measurement at standard rated frequency.
8.2 No specific limit for tan δ prescribed
9.1 Test Voltage Ut = 2.15UN instead of 1.75UN. However, when the unit is
composed of a number of elements, or a group of elements connected in
parallel, and which are tested separately, it is not necessary to repeat the test
on the unit.
9.2 Test Voltage Ut = 2.15UN instead of 1.75UN
10.1 Voltage to be applied for ‘Voltage tests between terminals and container’ is
2UN + 2 kV or 3 kV, whichever is the higher, for 10 s or 20% higher for a
minimum time of 2 s instead of 3 kV for 10 s or 3.6 k V for 2 s. However, if
the units are intended to be connected directly to the aerial power line and by
agreement between the manufacturer and the user, the test shall be performed
with a voltage of 6 kV.
10.2 Voltage to be applied for ‘Voltage tests between terminals and container’ is
2UN + 2 kV or 3 kV, whichever is higher, for 1 min instead of 3 kV for 1 min.
10.2 Test method for outdoor unit specified as per IEC Standard instead of IS
13 Temperature specified for the measurement of the tangent of the loss
angle (tan δ) before and after the thermal stability test is 20 °C instead
of 27 ±2°C.
14.2 No specific limit for tan δ prescribed
15 Impulse test voltage specified as “peak value of 8 kV if the rated voltage
of the capacitor is UN ≤ 690 V or peak value of 12 kV if UN > 690 V”
instead of crest value of 15 kV.
16 Test voltage specified as 2UN for three phase Delta connection and
4UN/√3 for three phase Star connection instead of “ 2 times rated element
voltage”
18 As per IS 13340 (Part 2), Test voltage of Self-Healing test is given as 2.15
UN instead of 1.75UN as given in IS 13341.

SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF
SHUNT POWER CAPACITORS OF THE SELF-HEALING TYPE FOR ac
SYSTEMS HAVING A RATED VOLTAGE UP TO AND INCLUDING 1 000 V
ACCORDING TO IS 13340 (Part 1): 2012/IEC 60831-1: 2002
1. LABORATORY
1.1 A laboratory shall be maintained which shall be suitably equipped and staffed, where
different tests given in the Specification shall be carried out in accordance with the methods
given in the Indian Standard.
1.2 All test equipments shall be periodically checked and calibrated and records of such checks/
calibration shall be maintained.
2. TEST RECORDS
2.1 All records of tests shall be kept in suitable forms approved by BIS.
2.2 Copies of any such records that may be required by BIS shall be made available at any time
on request.
3. QUALITY CONTROL
3.1 It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may
be used for controlling the quality of the product during production as envisaged in this Scheme
[see IS 397 (various parts)].
3.2 In addition, effort should be made to gradually introduce a Quality Management System in
accordance with IS/ISO 9001.
4. STANDARD MARK
4.1 The Standard Mark, as given in Column (1) of the First Schedule of the licence shall be
applied on the rating plate of each capacitor unit, provided always that the capacitor unit to
which the Standard Mark is applied conforms to every requirement of the specification.
5. MARKING
5.1 The marking on the capacitor unit/bank shall be in accordance with Section 5 of IS 13340
(Part 1): 2012/IEC 60831-1: 2002.
6. LEVELS OF CONTROL
6.1 The tests as indicated in Table 1, and at the levels of control specified therein, shall be
carried out on the whole production of the factory covered by this scheme and appropriate
records maintained in accordance with clause 2 above and charts may be maintained as per
clause 3 above. All the production which conforms to the Indian Standard and covered by this
licence shall be marked with Standard Mark.
6.2 On the basis of the test results, decision regarding conformity or otherwise of the production
shall be made as follows:
6.2.1 Every capacitor taken for routine tests shall satisfy the requirements of the specification.

6.2.2 Every capacitor sample to which it is intended to apply the Type test shall first have
withstood satisfactorily the application of all the routine tests.
6.2.3 However, capacitor found defective in any of the routine tests may be suitably modified,
if possible, otherwise rejected. The capacitors, if rectified shall again be tested for all the routine
tests and only those capacitors shall be accepted which are found satisfactory.
6.3 In case of failure of any sample in any of the type tests, the marking shall be suspended and
necessary modification shall be made in the design. Marking shall be resumed only after the
test(s) on five samples taken from modified design are found to be satisfactory. BIS to be kept
informed of such Stoppage and Resumption of Marking.
6.4 In respect of all other clauses of the Specification and at all stages of manufacture, the
factory shall maintain appropriate control and checks to ensure that the product conforms to
various requirements of the Specification.
7. REJECTIONS
7.1 A separate record shall be maintained giving information relating to the rejection of the
production not conforming to the requirements of the Specification and the method of disposal.
Such material shall in no case be stored together with that conforming to the Specification.
8. SAMPLES
8.1 The licensee shall supply, free of charge, the samples required in accordance with the
Bureau of Indian Standards (Certification) Regulations, 1988, as amended from time to time,
from the factory or godown. BIS may draw samples from the open market, if available.
9. REPLACEMENT
9.1 Whenever a complaint is received soon after the goods with Standard Mark have been
purchased and used, and if there is adequate evidence that the goods have not been misused,
defective goods shall be replaced free of cost by the licensee in case the complaint is found to
be genuine and the warranty period (where applicable) has not expired. The final authority to
judge the conformity of the product to the Indian Standard shall be with BIS.
9.2 In the event of any damage caused by the goods bearing the Standard Mark, or any claim
being filed by the consumers against BIS Standard Mark and not “conforming to” the relevant
Indian Standard, entire liability arising out of such non-conforming product shall be of the
licensee and BIS shall not in any way be responsible in such cases.
10 STOP MARKING
10.1 The marking of the product shall be stopped under intimation to BIS if, at any time, there
is some difficulty in maintaining the conformity of their product to the Specification, or the
testing equipment goes out of order. The marking may be resumed as soon as the defects are
removed under intimation to BIS.
10.2 The marking of the product shall be stopped immediately if directed to do so by BIS for
any reason. The marking may then be resumed only after permission by BIS. The information
regarding resumption of marking shall also be sent to BIS.

11 PRODUCTION DATA
The licensee shall send to BIS a statement of quantity produced, marked and exported by him
and the value thereof at the end of each operative year of the licence as per the enclosed
proforma which has to be authenticated by a Chartered Accountant.
