The Oklahoma State System of Higher Education The Oklahoma State System of Higher Education was established on March 11, 1941, when the people of the state adopted as amendment to the constitution, Article XIII-A, creating the State System. The amendment provides, “All institutions of higher education supported wholly or in part by direct legislative appropriations shall be integral parts of a unified system to be known as The Oklahoma State System of Higher Education.”

Higher education has been defined in the Oklahoma statutes as “…all education of any kind beyond or in addition to the twelfth grade or its equivalent as that grade is now generally understood and accepted in the public schools of the State of Oklahoma.”

Article XIII-A, in addition to creating the State System, also provides for the Oklahoma State Regents for Higher Education as the “coordinating board of control” of the system. This board is composed of nine members, appointed by the governor and confirmed by the state senate. The State Regents serve nine-year overlapping terms.

The constitution provides the following specific responsibilities of the State Regents:

(1) prescribe standards of higher education applicable to each institution; (2) determine the functions and courses of study at each of the institutions to conform to the standards prescribed;

(3) grant degrees and other forms of academic recognition for completion of the prescribed courses in all of such institutions; (4) recommend to the state legislature the budget allocations for each institution; and (5) recommend to the legislature proposed fees for all of such institutions and any such fees shall be effective only within the limits prescribed by the legislature.

The constitution further provides that the State Regents shall allocate funds to each institution “according to its needs and functions” from lump-sum appropriations made by the Oklahoma Legislature to the State Regents “without reference to any particular institution.”

The constitution also provides that private, denominational and other institutions of higher education in the state may become coordinated with the State System under rules and regulations adopted by the State Regents.

The 1941 Oklahoma Legislature subsequently passed legislation vitalizing the newly adopted amendment to the Constitution and providing for the internal organization of the agency. The law provides for a chairman, vice chairman, secretary, and assistant secretary of the State Regents, all of whom are elected annually by the members of the board. The law also provides for the State Regents, all of whom are elected annually by the members of the board. The law also provides for the State Regents to be provided office space at the State Capitol and provides for a staff for the Regents.

The Chancellor is the chief administrative officer of the State Regents. Responsibilities include:

(1) to see that policies and programs of the State Regents are carried out; (2) to gather information about the State System and make recommendations to the State Regents; and (3) to provide state-level leadership for coordination of activities affecting State System institutions.

A professional staff assists the Chancellor in carrying out the administrative duties of the Regents.

While the State Regents have responsibility for determining the functions and courses of study of each institution, setting standards of education and allocating funds to carry out institutional functions, the governing boards assume responsibility for the operation of the institutions. State System governing boards’ responsibilities include:

(1) determine management policy; (2) employ personnel, fix their salaries and assign their duties; (3) contract for other services needed; (4) have custody of records; (5) acquire and hold title to property; and (6) assume general responsibility for institutional operations.
