Communal Ownership• Communal rights are mostly blur. It is contrast

among private individual and state

• Blurriness is because of traditional rights are not physically fenced or demarcated.

• To visualize the traditional rights of communal land, we need to find traditional fence and demark by grant a communal title

Principle of communal title• To award a communal

title, we need to find where is boundary of its traditional fence and what type of fence to be built (type of right to be allowed or/and prohibited). Stakeholders and their traditional rights are necessarily identified.
