4 The Way Finding Strategy
This section builds on the potential improvements that were highlighted to provide
pedestrian benefit in Section 3, and considers the way finding strategy for the existing
pedestrian links to key attraction points within the local area.
As previously stated, a site visit was conducted on Tuesday 28th July 2015, for which a
series of walks to and from the site were undertaken to assess the ease of navigation to
the key attraction points within the local area.
The four pedestrian routes were walked, and Figures 3.1 – 3.5 have shown the locations
which would benefit additional signage along the identified routes around Kingswood.
It is noted, that any additional signage should be in keeping with the existing signs
located in and around Kingswood, an example of which is shown in Figure 4.1 below.

5 Conclusions
This Pedestrian Environment Review (PER) has been prepared on behalf of Solum
Regeneration Ltd in relation to the proposed redevelopment of Kingswood Station in
Banstead, Surrey.
The masterplan proposals involve the redevelopment of Land at Kingswood Station in
Kingswood, Surrey to provide 18 residential dwellinghouses (Use Class C3) together
with associated car parking, open space, landscaping and infrastructure works. The
proposals will also reconfigure Station Approach and the railway station car park (north)
and the scheme will provide 61 car parking spaces.
The village of Kingswood is located in the Borough of Reigate and Banstead in Surrey,
England.
This report has set out the findings of the review of the existing pedestrian facilities
surrounding the site, which has been undertaken based upon the methodology of
Transport for London’s Pedestrian Environment Review System (PERS).
For the purpose of the PER, we have considered the pedestrian routes to the following
key attraction points in the local area:
A variety of shops and amenities on the Kingswood High Street (Waterhouse Lane)
A bus stop on Brighton Road
Tadworth Primary School
Heathcote Medical Centre
Various bus stops on/near the Tadworth roundabout
Eyhurst Park
The Legal and General Group offices on St Monica’s Road
In that context, we have considered the following pedestrian links:

Furze Hill

In addition to the identified routes, we have considered the staggered junction of
Waterhouse Lane, Bonsor Drive and Furze Hill in terms of the pedestrian environment
and general pedestrian provisions such as ease and safety of crossing points.
The results of the PER showed that there exists pedestrian links from the site at
Kingswood Station to key attraction points within the local area, but notwithstanding this
we have identified some potential improvements which would provide benefit to the
pedestrian environment for people travelling by foot, which as a result will further
encourage travel by sustainable means.
In summary, the potential proposals identified through the conduction of the PER, to be
considered and implemented by Surrey County Council, are summarised in Table 5.1
below, and illustrated in Figure 5.1 overleaf.

As set out in Section 3, it is considered that the development and surrounding areas
would be provided the most benefit from the improvements highlighted at the
Waterhouse Lane/Furze Hill junction, and is therefore included in the proposals for the
redevelopment of Kingswood Station.

Introduction
1.1 This Briefing Note has been prepared on behalf of Solum Regeneration Ltd in relation to
the proposed redevelopment of Kingswood Station in Banstead, Surrey.
1.2 The village of Kingswood is located in the Borough of Reigate and Banstead in Surrey,
England. The site location is shown in Figure 1.1 below.

1.2 This report considers the existing parking demand for station users, and the possible
future demand, taking into consideration growth.
1.3 There is currently a total of 61 parking spaces at the station, 49 in the northern car park
(including 4 spaces for Blue Badge holders) and 12 in the southern car park. These car
parking areas are shown in Figure 1.2 overleaf.

1.4 A parking accumulation survey was undertaken on Wednesday 8th and Thursday 9th July
2015 using video cameras at the site.
1.5 In this Briefing Note we summarise the findings of the survey, and the raw data is
contained in Appendix A.
Survey Results
Northern Car Park
1.6 The parking accumulation for the northern car park is shown in Table 1.1 and Figure 1.3
and 1.4 overleaf.
1.7 It can be seen that the maximum usage at the station over the two surveyed days is 44
vehicles, or 90% of the total parking available in the Northern Car Park.

1.11 The parking accumulation survey results have shown that the existing overall parking
demand is 52 spaces, which equates to 85% of the existing provision.
1.12 In accordance with the Network Rail’s ‘South East Route: Sussex Area Route Study Draft
for Consultation’, an extract of which is contained in Appendix B, a future year of 2043
has been considered, with an allowance for up to 39% growth. This results in a future
demand of approximately 73 spaces, should parking behaviour and usage at the station
remain unchanged. This is set out in Table 1.3 below.

3.3.1 Conditional outputs from the Market Studies
The London and South East Market Study (2013) established a conditional output to provide sufficient capacity for rail passengers travelling into central London during peak hours, taking into account anticipated growth in the market. Table 3.8 below sets out the level of growth expected on each corridor.

For capacity planning purposes, the Sussex Area Route Study considers the provision of passenger rail services on the London Bridge, London Victoria and London Blackfriars corridor. For services travelling into the Thameslink Core during the weekday morning peak between 0800 and 08593 . This broadly corresponds to the busiest period, although the ‘high-peak’ on longer distance services (journey times greater than 40 minutes) arriving into London occurs slightly earlier.
The morning peak period at these three London stations are typically more pronounced than the evening peak, with a greater number of passengers travelling during the busiest hour, and as a result the overall capacity requirement is slightly higher in the

morning. For the purpose of long term capacity planning, the Route Study assumes that strategies identified to accommodate demand during the morning peak will also be sufficient to accommodate the evening peak.

Introduction
1.1 This Technical Note has been prepared on behalf of Solum Regeneration Ltd in relation to
the proposed redevelopment of Kingswood Station in Banstead, Surrey.
1.2 The proposals involve the redevelopment of the site to provide 18 residential
dwellinghouses (Use Class C3) together with associated car parking, open space,
landscaping and infrastructure works. The proposals will also reconfigure Station
Approach and the railway station car park (north) and the scheme will provide 61 car
parking spaces.
1.3 The village of Kingswood is located in the Borough of Reigate and Banstead in Surrey.
The site location is shown in Figure 1.1 below.

1.4 This report considers the existing parking demand in the roads surrounding the site, for
which a vehicle parking survey undertaken during school term-time on Wednesday 17th –
Saturday 20th September 2015. The survey included the roads listed below and illustrated
in blue in Figure 1.2:
Waterhouse Lane; and
St Monica’s Road.

1.2 All survey data used to inform the conclusions drawn in this report has been included
within Appendix A of this Technical Note, and the survey results are discussed
subsequently.
Survey Results
1.3 As previously stated the surveys were undertaken on three weekdays and one weekend
day Wednesday 17th September – Saturday 20th September.
Waterhouse Lane
1.4 Waterhouse Lane is the High Street for Kingswood and along on both sides of the road
there is restricted parking between 8:00am - 6:30pm Monday to Saturday, with a
maximum stay of 2 hours and no return within 4 hours. The designated parking areas are

not marked as individual spaces, but the on-site observations indicate capacity for 50
vehicles.
1.5 The available parking areas on Waterhouse Lane are shown in Figure 1.3, and Appendix
B contains a drawing showing the extent of parking spaces.
1.6 For the purpose of this assessment, a parking bay size of 5.5m has been assumed.

1.7 The surveys were undertaken on Waterhouse Lane at the following times, in order to
determine the parking accumulation in: the middle of the day during the week; the evening
during the week when the restrictions are not in place; and during a Friday and Saturday
evening when the restrictions are not in place:
Wednesday 11:00am – 10:00pm;
Thursday 11:00am – 10:00pm;
Friday 7:00pm – 10:00pm; and
Saturday 7:00pm – 10:00pm.
1.8 The results of the parking survey are contained in Table 1.1 and 1.2 overleaf.

1.9 It can be seen that on a weekday, the maximum parking accumulation occurs at around
midday, with a maximum usage of 96% or 48 spaces at 1:00pm on Wednesday. On
Wednesday there was also small peak between 7:00 – 8:00pm with 56% of spaces used,
however this drops to just 34% by 9:00pm. The corresponding maximum accumulation for
the Thursday at the same time is just 30%, and it is possible this can be attributed to an
event that is held on a Wednesday evening, which attracts some additional drivers.
1.10 In the end of week/weekend evening periods, it can be seen that the parking on
Waterhouse Lane is busiest on Saturday with a maximum usage of 72% or 36 spaces at
9:00pm. Friday remains quieter with a maximum usage of just 60% or 30 spaces at
10:00pm.
St Monica’s Road
1.11 St Monica’s Road runs towards the south of Kingswood Station, and provides
approximately 27 parking spaces which are restricted by single yellow lines in operation
Monday to Friday 10:00am – 4:00pm. The available parking areas on St Monica’s Road
are shown in Figure 1.4 below, and Appendix B contains a drawing showing the extent
of yellow line space, as well as any unusable length such as driveways.

1.13 The study times used for St Monica’s Road parking survey are as follows:

1.15 It can be seen that during the week the parking is busiest in the late evenings, with usage
increasing once the restriction has ended and peaking at a maximum of 63% or 17 spaces
at 10:00pm on Wednesday.
1.16 On the Saturday it can be seen that usage remained relatively constant throughout the 7
hour study period, with a maximum usage of just 59% or 16 spaces at 8:00 – 10:00pm.

1.17 As previously set out, there are 50 restricted use spaces (Monday to Saturday 8:00am –
6:30pm) on Waterhouse Lane and 28 single yellow line spaces available on St Monica’s
Road outside of the hours of Monday to Friday 10:00am – 4:00pm, giving a total of 78
spaces available in the roads surrounding Kingswood Station throughout the day. Table
1.4 and 1.5 overleaf show the overall usage of the available parking spaces in each study
period.

1.18 It can be seen from Table 1.4 and 1.5 that the only times that the surveyed accumulation
reaches the peak of the available capacity is between 11:00am – 1:00pm during the week,
with a maximum usage of 96% at 1:00pm on Wednesday. After 3:00pm for the mid-week
surveys the maximum parking accumulation was approximately 50%.
1.19 The Friday and Saturday evening surveys demonstrate a maximum usage of 68% at
9:00pm on Saturday, with 36 remaining available spaces.

Conclusions
This Technical Note has demonstrated that:
i) All parking is restricted during the day, meaning there is no scope for long-term
parking on the streets adjacent to the site by residents of the proposed development;
ii) The available parking spaces are used close to capacity for around 3 hours during
the week; and
iii) There is capacity in the evening peak for leisure.

1 Introduction
1.1 This report has been prepared on behalf of Solum Regeneration (Kingswood) LLP to
support the proposed redevelopment of Land at Kingswood Station in Kingswood,
Surrey. The proposals involve the redevelopment of the site to provide 18 residential
dwellinghouses (Use Class C3) together with associated car parking, open space,
landscaping and infrastructure works. The proposals will also reconfigure Station
Approach and the railway station car park (north) and the scheme will provide 61 car
parking spaces.
1.2 The 97 car parking spaces consist of:
61 TOC parking spaces (which includes for 4 disabled spaces and 6 short stay
spaces)
36 Residential parking spaces (which includes for 3 disabled spaces)
1.3 There are also an additional 12 parking spaces in the southern car park, which aren’t
included in the application, and will remain as existing.
1.4 The proposals for the station involve an improvement to the layout of the station car
park, to make it more user friendly for station users.
1.5 The aim of this note is to provide a plan on how the car parking for the development will
be managed. In particular we look at:

1.6 This note sets out to provide details of the proposed car park management plan that
would be implemented at the site following the regeneration of the station and provides
a full detailed explanation of the aspects of the car parking for the development.

2 Parking Provision
2.1 This section of the note sets out the proposed parking allocation for the development,
particularly:
Rail Users
Station Staff
Residential Units
2.2 There are currently 61 car parking spaces on site for all users (station users and staff),
including 4 accessible spaces for Blue Badge holders. At present the 61 spaces are
split between two car parks, involving 49 spaces in the northern car park and 12
spaces in the southern car park. The planning application does not include the 12
space car park to the south of the station. There are also 10 cycle parking spaces
located on site.
2.3 The proposed provision of parking for each of the above is set out below.
Rail Users
2.4 There are 61 parking spaces allocated for rail users (in the norther car park), located
off Furze Hill. The 61 spaces includes the provision of 4 Disabled spaces and 6 short
stay parking spaces. This does not include the 12 spaces in the southern car park. This
brings the available parking for station users to a total of 73 spaces.
2.5 It is anticipated that the station will operate a Pay and Display Parking System, as it
does at present.
Residential
2.6 It is proposed to provide 36 car parking spaces for residents, (including 2 disabled) of
which will be to the north of the station, and will be accessed via Furze Hill. It also
proposed that 18 of the proposed parking spaces will have trickle charging points, in
accordance with SCC standards.
2.7 Figure 2.1 shows the proposed station and residential car park layout.

3 Proposed Car Parking Management
3.1 This Car Park Management Plan will be implemented by or on behalf of the station, in
order to ensure that parking regulations are met and the allocations of the parking
spaces are adhered to.
3.2 As stated in the previous section, the parking allocation is as follows;
Rail users - 61 spaces (including 4 spaces for disabled rail users and 6 short stay
spaces)
Residential Units - 36 spaces (including 2 disabled spaces)
3.3 This section sets out:
The management objectives and enforcement
Car park opening hours and access control
Enforcement and parking allocation
Review and monitoring
3.4 These are discussed in more detail in the following paragraphs.
Management Plan Objectives and Enforcement
3.5 The objective of the parking management is to ensure that vehicles are parking in the
correct place, as allocated, and to ensure that permanent parking is provided for staff
and rail users of the development.
3.6 The station will investigate using a third party to deal with offenders of the parking
system. Appropriate signs will need to be displayed to warn potential offenders of the
consequences of parking without a valid permit or parking ticket.
3.7 Parking will not be permitted outside of marked bays.
Car park opening hours and access control
3.8 Opening times for the car parks will be clearly displayed. There is a requirement for 24
hour access to the car park for the residential units.
Parking Policy
3.9 Any rail staff using the car park will be issued with a parking permit and will be shown
the areas that they can park in.
3.10 It is anticipated that station car park will operate a Pay & Display parking system, which
is how the existing car park operates.

3.11 Occasional parking beats will be undertaken, to ensure that all vehicles have a valid
ticket/ permit on display.
Review and Monitoring
3.12 To ensure that the proposed development at Kingswood Station would not impact the
parking capacity in the surrounding area, it is proposed that annual parking surveys
would be undertaken, for a period of three years, with the first survey being undertaken
12 months from the first occupation, to assess the parking stress in the surrounding
streets. The surveys would follow the same criteria as that which was undertaken for
the purpose of the Transport Assessment.
3.13 If the surveys demonstrate that the development has impacted upon the parking stress
of the area, then a contribution would be provided within the S106 Agreement, to allow
for the implementation of mitigation measures, which may include:
Marking the Bays on Waterhouse Lane as formal bays
The funding of additional enforcement to ensure that the existing 2 hour parking
restriction on Waterhouse Lane is adhered to
The funding of a different system, for the example the provision of parking meters
providing tickets for 2 hours parking

1 Introduction

1.2 The proposed development layout is shown in Figure 1.1.

1.3 In terms of servicing, the requirements relate to residential refuse collection and station
refuse collection. The residential refuse store is located in two positions to the north of
the station. The station refuse collection will take place as it does at present.

1.2 and 1.3.

1.5 As stated previously, this Servicing and Delivery Plan considers the requirements for
the servicing vehicles that will be required for each of the uses of the development and
how it will be effectively managed. Therefore in this note we look at:

2 Servicing Requirements
2.1 In this section we look at the servicing requirements for each of the uses of the
proposed development, which include:

Residential
Station
2.2 It is expected that the railway station will be serviced once to twice per week, in line
with other stations.
Residential
2.3 The primary residential servicing requirement is for refuse collection. The Residential
units will be serviced at the same times as the existing residential units in the
surrounding areas, which take place once per week. Refuse and Recycling are
collected every other week, with a weekly food waste and paper collection. These will
take place from the refuse bin storage spaces along the development access road,
adjacent to the residential units.

3 Conclusions and Management Plan for Servicing
3.1 This report has been prepared on behalf of Solum Regeneration (Kingswood) LLP to
support the proposed redevelopment of Land at Kingswood Station in Kingswood,
Surrey. The proposals involve the redevelopment of the site to provide 18 residential
dwellinghouses (Use Class C3) together with associated car parking, open space,
landscaping and infrastructure works. The proposals will also reconfigure Station
Approach and the railway station car park (north) and the scheme will provide 61 car
parking spaces.
3.2 We have looked at the requirements that are needed for servicing each uses of the
proposed development, which include:

3.3 Table 2.1 has shown that there would be a maximum of 3-4 service vehicles per week
at maximum, approximately 3-4 on a peak day if all servicing was undertaken on the
same day.
Management of the Servicing of the Site
3.4 Due to the nature of the development and the servicing requirements, it is not
considered that any management for servicing the site is required.
