3GPP LTE Services and FirstNet The New Paradigm for Emergency Services
John Martyn, Systems Architect
Intrado continues to pioneer network innovations that save lives and improve emergency response.
FirstNet: Why LTE?
Primary Users
Public Safety: Local, Tribal, State and Federal
Why LTE? The 9/11 effect
Addresses the First Responder need for nationwide interoperable broadband radio system built on a commercial costs structure. FirstNet is expected to provide solutions for multi-agency, multi-user, disaster preparedness and response use cases.

Network Requirements
Public Safety
• Universal 700MHz license • Interoperability of users • Global supply chain • Applications eco-system • Revenue neutral network
Commercial
• More Network Capacity • Better products/services • Lower OpEx • Worldwide eco-system • Greater sources of revenue
FirstNet Factors for Success
• One nationwide PLMN (313-100)
• Secondary users are anticipated
• Applications for primary and secondary users
• Roaming and Interoperability:
– FirstNet requirements reflected in international standards
• 3GPP via US Department of Commerce and DHS
• Collaboration efforts: National Public Safety Telecommunications Council, TETRA, Critical Communications Association, ETSI Technical Committee
– Inter PLMN Roaming of data, voice, & video
• IR.65 IMS Roaming and Interworking Guidelines
• IR.88 LTE Roaming Guidelines
• IR.92 IMS Profile for Voice and SMS – QCI=1 marking
• IR.67 DNS/ENUM Guidelines for Service Providers and GRX/IPX
• IR.94 IMS Profile for Conversational Video Service – QCI=1 & 2 marking

FirstNet Mission Critical Services
• Since 2007 Public Safety LTE has been promoted at 3GPP
– NIST is a member of 3GPP
– PSCR represents FirstNet at ATIS
• Public Safety related services tracking at 3GPP
– 3GPP Rel 11 – Public Safety Broadband High Power User Equipment for BC14
– 3GPP Rel 12 – Proximity-based Services Specification (ProSe)
– 3GPP Rel 12 – Group Communication System Enablers for LTE (GCSE_LTE)
• Enhancements for First Responders suggested for 3GPP review
– Very high network availability and resilience of both physical and network layers
– Interworking operation with aerial platforms, e.g. manned and unmanned aircraft
3GPP release compliant systems arrive in the commercial carrier market 1 – 2 years after their “Freeze” date. Release 12 freeze is expected 2Q 2014.

New Paradigm for Emergency Services
FirstNet LTE Interoperability and Public/Private Opportunities
• Scale: 51% of worldwide LTE subscriptions are in North America *Source: Global mobile Suppliers Association 2013
o LTE devices for Local, Tribal, State and Federal agencies
o LTE devices for secondary users, e.g. critical infrastructure entities
• LTE interconnectivity with commercial carriers
o 3GPP supports LTE roaming onto UMTS and GSM networks
o Standardized services eco-system to meet interoperability requirements
• Influence on 3GPP standards
o Aggregating LTE technical needs of FirstNet users
o Fostering unique services within the LTE infrastructure and device supply chain
