After attending the webinar, participants will be able to:
• Discuss benchmarking as a mechanism to measure building energy performance and motivate improvements
• Identify the tools available in ENERGY STAR Portfolio Manager
• Interpret utility bill data
• Explain the concept of load disaggregation
• Describe possible next steps for benchmarking policy in the U.S.
Learning Objectives
BASICS OF BUILDING BENCHMARKING
WHAT IS BENCHMARKING?
“Benchmarking is the practice of comparing the measured performance of a device, process, facility, or organization to itself, its peers, or established norms, with the goal of informing and motivating performance improvement. When applied to building energy use, benchmarking serves as a mechanism to measure energy performance of a single building over time, relative to other similar buildings, or to modeled simulations of a reference building built to a specific standard”- US Department of Energy
WHAT IS BENCHMARKING?
● Buildings track and report their energy and water usage on a regular often monthly or annual basis
● Tracking is done through a 3rd party platform● This usually includes all energy use from electricity, natural gas,
fuel oil, district steam, and other sources ● All energy usage on site from space heating and cooling,
operations, mechanical systems, tenant usage, plug loads, lighting, etc, is included
● Building performance of buildings with similar characteristics, types, and usages are then compared
WHY BENCHMARK?
Measure Compare Improve
Better understand how your building uses energy and water.
See how energy and water usage changes over time.
See how your building’s performance measures up to similar buildings.
Better understand market trends in your sector around water and energy usage.
Scope out potential efficiency improvement opportunities.
Quantify efficiency improvements impacts over time.
YOU CAN’T IMPROVE
WHAT YOU DO NOT
MEASURE
HOW TO BENCHMARK
● ENERGY STAR Portfolio Manager○ Developed by the US Environmental Protection Agency○ Free to use○ Industry baseline standard for building benchmarking in the US and
Canada, 270,000 buildings reporting in 2018○ Allows for tracking of energy and water usage down to the daily
basis if data allowing○ Allows for comparisons between buildings of similar types
● Private sector vendors○ There are many companies that do benchmarking through their
own systems on the market○ Often provides more granular data tracking and analysis than
ENERGY STAR

ENERGY STAR SCORES
● ENERGY STAR Portfolio Manager provides scores for certain building types from 0 to 100.
● These scores represent approximate buildings’ performance relative to similar buildings nationwide
● Buildings with a score of 75 or higher are eligible to being ENERGY STAR Certified
BENCHMARKING REQUIREMENT NATIONWIDE
● In 2013, the City of Boston enacted the Building Energy Reporting and Disclosure Ordinance (BERDO).
● The ordinance requires large buildings to report their annual energy and water performance and greenhouse gas emissions to the City.
● After five years, buildings must perform some form of energy assessment or action.
● This requirement is meant to help spur action in Boston’s largest buildings, helping them to lower their greenhouse gas emissions and cut costs.
● This requirement is important for the City in meeting its Carbon Free by 2050 climate goal.
ENERGY ACTION AND ASSESSMENT: PATHWAYS
ACTION HIGHLY EFFICIENT
Complete energy efficiency or renewable energy projects that reduce your building’s energy consumption or greenhouse gas emissions by 15% over five years.
Complete an energy audit by a qualified professional. The audit must provide recommendations to reduce the building’s energy use and greenhouse gas emissions.
ASSESSMENT
Get your building certified as highly efficient through LEED, Energy Star, or zero-net energy certified.
There are three main pathways to meet the energy action and assessment requirement.
WHAT DO CITIES DO WITH BENCHMARKING DATA?
● Cities with mandatory benchmarking requirements like Boston often make this data public
● Disclosing benchmarking data publicly allows for increased market transparency

FUTURE OF BENCHMARKING
● Two U.S. cities to date have adopted building performance standards. These standards rely on mandatory benchmarking data to require buildings improve their energy and emissions performance:
● New York City - Local Law 97 - starting in 2024, buildings are required to meet carbon performance targets based on their use type that escalates over time
● Washington, D.C - Building Energy Performance Standards - starting in 2021, buildings that are below specific energy performance thresholds will be required to improve their energy efficiency over the next 5 years
FUTURE OF BENCHMARKING: BOSTON
“The City of Boston will develop and introduce a performance standard to reduce carbon emissions from Boston’s existing large buildings.
“The standard will require that all buildings larger than a certain threshold meet fixed carbon targets that decrease over time. Performance standards specific to different building typologies will ensure that buildings make steady progress on emissions reductions, while allowing building owners to develop solutions that are cost-effective and appropriate for the building’s use. The new standard will build on the reporting requirement of the Building Energy Reporting and Disclosure Ordinance (BERDO), and replace the current energy action and assessment requirement.”

Multifamily Benchmarking
▪ Resident usage difficult to gather
▪ Individual customer signatures
▪ Owners want to benchmark the property
▪ Sum all meters on property
▪ Separated by who pays: owner vs resident
▪ California - Assembly Bill 802: Requires Commercial Multifamily building owner to benchmark their energy performance annually

What we do with the data
34
▪ Current Energy Use▪ Energy consumption, cost, and GHG
emission info with actionable recommendations. Helps owners understand position within portfolio or compared to an Energy Star building and prioritize next steps.
▪ Average Comparisons▪ National or statewide comparisons with
tailored recommendations, empowering customers to address monthly high usage spikes. TRC can further use this to develop a database for a PG&E specific comparison analysis.
▪ Portfolio Outliers ▪ Identifies outliers and underperforming
buildings as well as systemic issues that impact operational costs. Enables owners to target high impact areas and make improvements.
