Letter from the President and the Executive Director
Dear Friends,
Have you ever wondered where your donated dollars went when you contributed to a non-
profit organization?
Do you feel like your donation is faceless – the donor is unknown to the non-profit, the
recipient of the good work is unknown to the donor?
Do you feel like your transaction was a clean one? Had no consequences for you? Didn’t
engage you?
In this annual report we hope to put a face to some of your neighbors that we have helped.
The homeowners in need in our county are often invisible. We don’t realize that the elderly
couple who lives next door is one of these faceless individuals. We forget that it only takes a
blink of the eye for our future to look different – an injury from a fall, an illness that
suddenly wipes out a bank account or makes it impossible to work.
When you give to RTMC, you can be assured that your money is going to help a low-income
homeowner. It may replace a furnace, or buy shingles for a roof, or pay for a plumber to
take care of a broken pipe. For every sponsorship dollar that is donated to us, we are able
to leverage it seven times.
If you volunteer with RTMC, you see the families we help. You have tangible evidence of
your efforts. You get to know your neighbor who needs your help and will see how grateful
they are for your efforts.
So my friends, if you know us, you understand. If you don’t, let us introduce you to our
organization – our recipients, our volunteers, our board and staff. Together we are making
a difference!

The Need Affordable housing is a high priority in our county, and for many, the most affordable
housing available is the owner-occupied home. In Montgomery County, there are over
12,100 very low-income owner occupied households. By making homes safe, RTMC is
preserving this option for our recipients, while also preventing the increased tax burden on
our community that results from those relying on subsidized housing due to the loss of
their home.
RTMC repaired 106 homes last year.
Seniors – there are over 5,761 elderly seniors who are low-income homeowners in the
county. Senior numbers are expected to increase 74% over the next 20 years. The increase
in demand for assistance to address basic living needs will negatively impact the quality of
life for older county residents. Nationally, 92% of seniors wish to remain at home as they
age. Unfortunately, one-third of all seniors will sustain a significant fall this year, and 55%
of those falls will happen in the home. Another 23% will happen near the home. The
average direct cost of each of these falls is $9,400, and for low-income families, that is an
expense that the taxpayers often must bear, as the individual cannot.
There were 96 seniors whose homes were repaired by RTMC last year.
Children – A warm, safe, and dry home is vital for physical health, self-esteem, and a
broader sense of family and community in children. Children of homeowners are 19%
more likely to graduate high school than children of renters. They are 40% less likely to
give birth as an unmarried teenage, and nearly twice as less likely to be idle at age 20 and
to rely on welfare as an adult.
There were 78 children whose homes were repaired by RTMC last year.
The Disabled – There are over 107,000 Montgomery County residents who report a
disability – that’s about one-eighth of the population. Over 30,000 of those are seniors. 23%
report difficulty leaving the home and 7% report difficulty providing self-care. Over 7,000
Montgomery County residents use a wheelchair and an additional 18,000 use a walker or
cane for mobility. For these residents, their families, and their caregivers, the home is often
a challenge to both their safety and independence, and it also impacts their ability to
interact with the rest of the community. For those who are low-income, the options are so
limited that many are literally confined to their homes.

Our Mission
Rebuilding Together Montgomery County works in partnership
with community volunteers to provide home repairs, accessibility
modifications, and links to community resources to keep low-
income homeowners living safely and independently in their
homes.

Our response Utilizing community volunteers and donated materials, we repair the
homes of low-income homeowners at no cost to the recipient. Our
repairs range from the seemingly small – grab bar installations, to the
extensive – a new roof, a furnace replacement, a ramp. We worked on
106 homes this past year. Here are a few of our stories…
Energy Efficiency Repairs -- Rebuilding
Together partnered with API (the American
Petroleum Institute) to make needed repairs
for a family in Gaithersburg in June. RTMC
discovered that the clothes dryer barely
worked, causing them to have it on for a week
at a time just to get one batch of clothes dry.
The dishwasher and sink leaked, and only
one burner on the stove was operational.
RTMC and API volunteers teamed up to
replace four windows, a large sliding glass
door, the washer/dryer, the stove, and the
dishwasher, as well as make significant plumbing and electrical improvements to reduce
the costs and consumption of energy. Energy efficiency modifications are one of many
ways we work on a home.
Home Modifications -- Enthusiastic
volunteers came together to make needed
accessibility modifications for a Potomac
family this April. They replaced a bathtub
with a walk-in shower, installed railings on
the stairs, and improved the walkway
leading to the home. They also took care of
needed yard work that was creating a
tripping hazard. The result - this senior
couple can remain at home, surrounded by
their friends and family, in safety and
independence for years to come.

Structural Repairs – You name it, we’ve probably fixed it:
Leaking roofs
Broken furnaces
Inoperable water heaters
Rotted siding
Drafty windows and doors
Stopped up toilets and sinks
Broken bathroom tiles
Rotten porch steps
Cracked sidewalks
Collapsed retaining walls
Broken locks
Wet basements because of poor outside drainage
Handyman -- The Handyman Program helps elderly and/or disabled low income
homeowners remain safe and secure in their homes by performing minor home repair and
maintenance they cannot perform themselves.
LINKS -- Through the LINK Program, staff and volunteers evaluate the health and social
service needs of each Rebuilding Together applicant. After this assessment, Rebuilding
Together "LINKS" the applicant to health and human service providers throughout
Montgomery County to ensure that the homeowner is able to live in his home with
increased self sufficiency. We made over 1,000 referrals in 2008.
