interventions for LEAs not making sufficient progress toward meeting the statutory goal of 100% of teachers in core academic subject areas being highly qualified.

District Consequences of NOT 100% HQT

The Highly Qualified Teacher Continuous Improvement Plan (HQTCIP) must be completed by December 16, 2014, and be submitted to the Texas Education Agency for review upon request.

The Highly Qualified Teacher Continuous Improvement Plan will be submitted to TEA using a prescribed format.

The strategies and activities identified in the HQTCIP plan must also be incorporated into the LEA’s District Improvement Plan.

District Consequences of NOT 100% HQT

EXCEPTION: Any LEA who has not met the 100% highly qualified teacher requirement, solely due to teachers who are eligible for the multi-subject new special education teacher or multi-subject rural teacher flexibility, will not be required to submit the interventions to the Agency for review.

The interventions will be maintained locally and made available to the Agency upon request.

Campus Consequences of NOT 100% HQT

Campuses that do not report 100% core academic subject area classes taught by highly qualified teachers must complete CIP.

CIP must be kept on file locally.

ASK????????For each assignment that has a non-HQ teacher, ask: Is the teacher’s assignment self-contained or

departmentalized?

What grade level is the teacher’s assignment?

Does the teacher teach special education or general education?

What exactly does the teacher need to do to reach HQ status for this assignment? What is the district doing to support these efforts?

Continuous Improvement Planning Team Required Team Members

Disseminate completed plan to all required team members.

Part I: HQTCIP Seven Objectives Objective 1 – Increase the percentage of highly qualified

core academic subject area teachers on each campus to 100%.

Objective 2 – Increase the percentage of core academic subject area classes taught by highly qualified teachers on each campus to 100%.

Objective 3 – Increase or maintain the percentage of teachers receiving high-quality professional development on each campus to meet 100%

• Objective 4 – Ensure low-income students and minority students are not taught at higher rates than other students groups by inexperienced, out-of-field, or non-highly qualified teachers.

• Objective 5 – Increase the percentage of core academic subject are classes taught by highly qualified teachers on high poverty campuses to 100%.

• Objective 6 – Attract and retain highly qualified teachers

• Objective 7 – Assist teachers not currently highly qualified to meet the highly qualified requirements in a timely manner.

Part II: Address teachers that do not meet the HQ requirements

An LEA must ensure that a campus that has a teacher that does not meet the Highly Qualified requirements does not pay that teacher with Title I, Part A or Title II, Part A funds, and that these teachers are not teaching in a Title I, Part A program.

LEAs with teachers teaching in a Title I, Part A program or whose salaries are paid with federal funds must either make adjustments to come into compliance, or complete a corrective action plan to file with the Agency for the 2014-2015 school year.

Part II: Address teachers that do not meet the HQ requirements

Identify each non-highly qualified teacher submitted in Part 9 of the PR1100 HQ Teacher Compliance Report for all of the LEA’s campuses

What is needed for each teacher to become 100% highly qualified in their subject area assignment(s)?

What is the target date to complete each activity?

Who will be responsible for implementing each strategy/activity?

Paraprofessional Action Plan(PAP)

Who is required to complete the PAP? Any LEA that reported paraprofessionals as not

meeting Highly Qualified requirements on it 2014-2015 Highly Qualified Teacher Compliance Report, Part 7.1.5, must complete the Highly Qualified Paraprofessional Action Plan (PAP).

Paraprofessional Action Plan One form should be completed for each

paraprofessional reported as not Highly Qualified.

The number of forms submitted should match the number of paraprofessionals reported in Part 7.1.5 of the PR1100 for each campus.

Paraprofessionals Not Meeting HQ Requirements All non-qualified paraprofessionals on school-

wide campuses must meet the HQ requirements or be reassigned to a non-served campus.
