– A COMPLETE AND
CLEAR OVERVIEW
To ensure the right interpretations and
requirements in compliance with mar-
ket standards and international regula-
tions, DNV has created a dedicated rule
book for self-elevating units. Based on
our renowned DNV Offshore Standards,
these rules provide clear guidance and
an overview of the relevant require-ments for all stakeholders (ref table 1).
The guidance can be recognised in
the rule book’s structure. From Part 1,
introducing classification and design
principles, to Part 7, listing the relevant
requirements and procedures for a unit
in operation, the book leads the reader
through the relevant aspects of class aligned with the asset’s building phase.
Parts 2 to 4 are the most relevant for
the design phase. They discuss the
requirements for the material, structure,
machinery and systems (ref figure 1).
ENHANCED SYSTEMS
Previous offshore incidents have made
the public increasingly aware of the
MOU segment, giving an incentive to
demonstrate a safety level beyond
compliance. DNV has always been at the forefront to improve safety and
reliability and wants to support owners
and yards that aspire to do so. Based
on this ambition, DNV has defined
a new voluntary notation called
Enhanced Systems (ES).
The ES notation is based on our accu-
mulated knowledge and experienceand includes optimal design solutions
that cost-effectively improve safety &
reliability. It provides a clear message to
owners and yards striving for beyond-
compliance safety levels. A valuable
message in today’s competitive market.
From a regulatory point of view, self-elevating units are traditionally covered by Mobile Offshore Unit
regulations and standards. On drilling location, however, they can be regarded as fixed installations. It isimportant that this dual nature is taken into consideration. If not, expensive requirements may be imposedwithout having any positive effect on safety.

INTEGRATED SOFTWARE-
DEPENDENT SYSTEMS
Drilling-control systems on board
typically contain about 500,000 lines
of programming each. In comparison,
an Airbus A380 commercial airplane
has about one million lines of code.
In terms of software, offshore units
tend to be far more complex than
airplanes, yet the software on these
units is not nearly subject to the same
controls and testing as in the aviationindustry.
The system components on board
offshore units are manufactured by
different suppliers and integrated at
the yard. It is typically during this pro-
cess that compatibility issues which
compromise unit performance are
detected, delaying commissioningand operational availability.
To support yards and owners in con-
trolling the above integration risk,
DNV has developed Integrated
Software Dependent Systems (ISDS).
ISDS is based on proven methodology
to ensure software integrity from the
newbuilding process throughout the
unit’s lifetime. Through specific pro-
cess requirements, ISDS helps prevent
software issues that may result in costly
delays at the yard.
QUALITY SURVEY PLAN
The above service connected to the
(voluntary) class notation ISDS does
not imply a heavy burden and intrusive
involvement from classification. This is
a leading principle for our classifica-
tion services in general, and we have
taken this principle further in the
Quality Survey Plan (QSP).
This plan is the result of a pre-project
assessment and forms the basis for
DNV’s involvement during the remain-
ing building phases, including delivery.
This approach aligns the yard’s quality
control, owner representatives’ inspec-
tions and class surveys, thereby pre-
venting overlap while ensuring the
resulting unit meets all expectations,
regulations and standards.
Commissioning and on-time delivery have not become easier over the years. Tight deadlines and strict
contracts that impose penalties on both owner and yards are only one side of the coin. The furtherintegration of different systems and greater dependency on software make meeting deadlines an increasing challenge.

THROUGH
In this phase too, the dedicated rule
book OSS-104 will guide you through
the relevant requirements, ensuring
efficient and effective compliance with
the DNV class standard.
CLASS SERVICES DURING THECONSTRUCTION PHASE
DNV class services cover the following
areas:
Product and supplier
certification
DNV will certify products ordered by
the shipyard as per current require-
ments set out in DNV’s rules. Product
certificates issued by the DNV surveyor
at sub-contractors’ sites will be collected
and verified by DNV’s project manager
at the site. Welders and other special-
ists as well as suppliers will be certified
as per rule requirements.
Newbuilding supervision andverification of tests and trials
A dedicated project team consisting of
surveyors and plan approval specialists
will classify the vessel. The lead surveyor
at the shipyard will be the overall pro-
ject manager.
Well-qualified surveyors will conduct
the survey during construction. Inaddition, specialist surveyors will pro-
vide assistance whenever required.
Issuance of class and statutory
certificates
Upon the successful completion of all
inspections, tests and trials and once
all comments have been responded to,
DNV will issue class and statutory cer-
tificates for the newbuilding at delivery.

DEDICATED RULES, ALIGNED
PROCEDURES
During the operational phase, our
dedicated Self-elevating unit rules
provide you with a clear overview of
the relevant requirements and proce-
dures to stay in compliance.
Our procedures are aimed at carrying
out the necessary inspections with aminimum of interference to your
operations. For example, the spudcan/
leg survey is separate from the bottom
survey. We can thus inspect both these
parts when suitable for your opera-
tional profile (i.e. the bottom when
on station, the spudcan/legs during
a transit) and be sure your asset is in
the right condition and in compliance
with international regulations.
HULL INTEGRITY MANAGEMENT
(HIM)
Continuous control of a self-elevating
unit’s hull condition creates business
advantages for rig owners and charter-
ers. Owners have an increased focus
on the condition of their assets; in
addition the authorities are paying
greater attention to hull integrity.
DNV’s Hull Integrity Management is
a practical concept that has a proven
track record.
Based on DNV’s knowledge and hull
expertise, HIM empowers your rig’s
crew. It teaches them where to look
and what to look for during regular
onboard inspections. Degraded hulls
have caused cost overruns in renewal
surveys. HIM helps detect defects earlyon and deal with problems while they
are still small. HIM is a tool that is
shared by the owner and DNV. The
early identification of degradation
findings (before they become class
critical) allows the condition to be
managed more pro-actively. An in-
service 3D model showing the data
available worldwide allows the opera-
tor, owner, class and subcontractors
to collaborate digitally. The HIM 3D
model provides the right information
when needed.
