Dear Mr. Neuman:
Psomas is pleased to provide this Tree Inventory Report for the 1001 West Olympic project site, located in downtown Los Angeles. Specifically, this project site is located at 1013–1025 West Olympic Boulevard, 929 and 953 South Georgia Street, and 1000 Ninth Street. The project site is bordered by Ninth Street to the northeast, Georgia Street to the southeast, West Olympic Boulevard to the southwest, and South Bixel Street and the Pasadena Freeway to the west and northwest (Exhibit 1).
Psomas Certified Arborist Trevor Bristle (International Society of Arboriculture Certificate No. WE-10233A) visited the project site on January 23, 2017, to document the type, quantity, and condition of trees that exist at the proposed project. Each tree was individually numbered and the trunk, branches, and foliage were carefully examined. During the site visit, the following data were recorded: tree species, number of trunks, trunk diameter at breast height (dbh), tree height, canopy diameter, and qualitative assessment ratings on aesthetics and health.
PROJECT DESCRIPTION
The project site is currently occupied by an urgent care center with adjacent parking lots. The 1001 West Olympic Project consists of a new mixed-use residential and commercial development composed of three residential towers and a five-story podium. It will include up to 1,367 residential units and up to 40,000 square feet of commercial space, including restaurant, retail, and other commercial uses. The project includes a total of 2,131 parking spaces and a maximum of 1,549 bicycle parking spaces located in 5 subterranean levels and partially within 3 levels of the podium.
REGULATORY AUTHORITY
As a condition of tentative tract map submittals, the City of Los Angeles (City) requires the submittal of a report that identifies the location of the following:
1. Trees that are designated as “protected trees” as defined by Section 17.02 of the Los Angeles Municipal Code (City of Los Angeles 2016). This category includes oak trees (Quercus spp.) that are indigenous to California, southern California black walnut trees (Juglans californica), western sycamore trees (Platanus racemosa), and California bay laurel trees (Umbellularia californica) that have a trunk dbh of at least four inches. At the time of this tree inventory, Mexican elderberry (Sambucus nigra ssp. caerulina) and

toyon (Heteromeles arbutifolia) are under consideration by the City of Los Angeles to be included in the Municipal Code as “protected trees”. These species are considered as “protected trees” for this report in anticipation of their inclusion in Section 17.02 of the Municipal Code.
2. Any non-protected trees that have a trunk dbh of at least eight inches (City of Los Angeles 2008).
RESULTS
The project site contains four trees, all western sycamores, that meet the City’s minimum size threshold for regulation as protected trees. Additionally, the site contains 41 trees that meet the City’s minimum size threshold for regulation as non-protected trees and 18 palms that may be considered as non-protected trees, though palms are often not considered to be true trees.1 Six street trees that are greater than eight inches dbh occur along West Olympic Boulevard, Georgia Street, and Ninth Street (several other trees along Georgia Street are less than eight inches dbh). In all, 69 trees were recorded during the site survey.
All trees and palms that meet the minimum size requirements described above are summarized in Table 1. All collected data are summarized in Attachment A. Tree locations are provided in Exhibit 2 and representative photographs of trees on the project site are provided in Exhibits 3 and 4.

to expand over time. The age of palms is better correlated with tree height rather than trunk diameter. As a result, palms are discussed separately from traditional tree species in this report. Palms are not specifically discussed in City requirements.

DISCUSSION
The trees and palms observed on and adjacent to the proposed project are generally in good health with evidence of recent pruning and no conspicuous signs of stress or decay (e.g., trunk cavities, bleeding sap, signs of defoliation, or general lack of vigor). Evaluation of all trees and palms on or adjacent to the project site was based on a visual assessment from the ground. Because no significant indicators of stress were observed, no samples were taken from the trees, palms, or soil.
The western sycamores have all been planted near the western entrance of the urgent care center and are generally in good health. However, these trees have limited space in which to grow and as they mature and compete for limited growing space, their condition will likely deteriorate. Many other trees on the project occur in planters or cutouts in the pavement that also limit root development.
The urgent care center has an atrium in the center of the building that contains four king palms (Archontophoenix alexandrae) and two queen palms (Syragus romanzoffiana). Though these trees are surrounded by the building, they are rooted in the ground and therefore assumed to be subject to City regulations.
The carrotwood (Cupaniopsis anacardioides) and Indian laurel fig (Ficus microcarpa) street trees (on West Olympic Boulevard and Ninth Street respectively) have outgrown their original planting areas and are impacting the surrounding sidewalks and/or curbs. Impacts consist of significant cracking, lifting, and overgrowth onto the pavement. Removing or repairing the surrounding pavement would be expected to impact the health of the roots and the overall stability of these trees. Therefore their removal is recommended if sidewalk repairs are performed.
RECOMMENDATIONS
The following measures are recommended for the establishment of new trees to be planted on the project site:
1. The largest possible planting basin that the project site can accommodate should be provided for new trees. Larger planting basins are correlated with longer-lived trees, greater tree stability, and less sidewalk damage.
2. Once the new planting basins are constructed, soil samples should be collected from all planting locations and sent to a qualified soil laboratory for analysis. From each sampling location, 1 sample should be collected that represents the top 12 inches of the soil, along with a second sample that represents the soil from 12 to 24 inches deep. Any recommended soil amendments or treatments from the laboratory report should be implemented.
3. Newly planted trees should be allowed to develop as long as possible without pruning any of the branches (at least two years). Young trees need the energy provided by the leaves to help establish a healthy root system for successful establishment.
4. Once planted, a one- to two-inch layer of mulch should be placed within the planting basin of each new tree. Mulch should not be allowed to be placed in contact with the trunk of the tree as this can lead to rot.
