Dear Citizens of Lincoln,
The dedicated professionals of Lincoln Fire& Rescue (LFR) work every day to protect theresidents of Lincoln. This annual reportprovides an overview of their lifesaving efforts.
In 2011, the men and women of LFRresponded to 2, 297 fire alarms andsuccessfully extinguished 514 fires. They alsoresponded to 15,853 calls for emergencymedical service.
In addition to these emergencies, LFR ishome to Nebraska Task Force 1, a highlytrained Urban Search & Rescue team thatresponds to National emergencies. Lincolnfirefighters have helped fellow Americans inNew Orleans after Hurricane Katrina, in NewYork after the September 11th terrorist attacksand in many other locations in times of naturaland man-made disasters.
LFR helps protect our health and ourenvironment by responding to hazard materialincidents. The Department also providesfire prevention and safety education topeople of all ages.
As you review theaccomplishments of our firefightersand paramedics, I am sure you willshare my pride in the outstandingservice they provide to ourcommunity.

On behalf of the members of Lincoln Fire & Rescue itis my honor to humbly present for review the 2011 AnnualReport.
2011 has been another productive year in providingall risk/all hazard response to this great community. Wewere able to continue providing a high level of servicewhile facilitating targeted goals. Listed below are a fewof those accomplishments:
• Completed a comprehensive analysis of ourmanagement structure and implemented a
command staff reorganization, which willresult in improved management efficiency andservice to our internal and external stakeholders.
• Completed a comprehensive study of currentfire station locations and proposed newlocations to maximize the efficient use ofexisting personnel.
• Received a technology grant from The Assistance to Firefighters Grant (AFG) program toprovide internet based two way video and audio communications to all LF&R facilities toimprove internal organizational training and communications.
• Redefine and improve Inspection Program, focus on quality improvement and publiceducation relationships with businesses. To include planning with other agencies as 911,Building & Safety, etc.
• Placed 6 new ambulances in service to replace vehicles with more than 160,000 miles oneach vehicle. The vehicles were funded solely from ambulance service proceeds.
• Implemented selective dispatching of units in fire stations replacing the past practice of allstations hearing all dispatches city wide.
• Complete Annual Compliance Report and update the Standard of Coverage to maintaindepartment accreditation certification.
Although Lincoln Fire and Rescue is still leaning progressively forward in our commitment toservice in this community, we are still facing several challenges. Some of these challenges arefound in the financial hurdles that most organizations find themselves in today as well as striving toprovide consistent service to a larger population and larger geographical area.
While these challenges are the reality of our contemporary circumstances, I can speak heartilyand enthusiastically on behalf of all the members of Lincoln Fire & Rescue; “It is a privilege andpleasure to be of service to this community.”

On August 25th, 1997 the Commissionof Fire Accreditation International (CFAI)granted accredited agency status tofive fire departments.Representatives from Lincoln,Nebraska; Tempe, Arizona;Greensboro, NorthCarolina; Naperville,Illinois, and Los Alamos,New Mexico received theawards at the InternationalAssociation of Fire Chiefsannual conference in Dallas,Texas. Then Lincoln FireDepartment Fire Chief MikeMerwick accepted the tribute onbehalf of Lincoln citizens and all firedepartment personnel whom he creditedwith making accreditation a reality. ChiefMerwick stated “It is an honor to be one ofthe first fire departments in the world toachieve this status.”
As the accreditation process hasevolved over the years, the process hasgrown even more extensive with a largepart of the process focusing on communityrisk assessment and efficient deploymentof resources. The change of focus reflectsthe change in the fire service from thetraditional role of fire response, to an all-hazards focus. The new process alsoreflects focus on community expectationsboth in terms of response and fiscalefficiency and responsibility.
The most recent accreditation awardoccurred in 2009 under Fire Chief NilesFord. The department underwent anexhaustive evaluation by a third party peerassessment team. The team found the selfassessment completed by the departmentas well as the Standards of ResponseCoverage document to be credible. Duringthis process the assessment team madespecific and strategic recommendations to
improve department facilities, proceduresand processes. Lincoln Fire & Rescue has
accepted these recommendationsand has either accomplished the
recommendations or placedthem in the CapitalImprovement Plan. This thirdparty process is invaluableto the department providinga true and unbiased criticalassessment of the
organization.In 2011 per CPSE, Lincoln
Fire & Rescue submitted anAnnual Compliance Report
delineating continued compliance withthe core competencies as defined byCPSE. In addition, LFR was able to showthat program and processes identifiedduring the site assessment have beenaccepted.
Currently, Lincoln Fire & Rescueremains focused on maintaining thedepartment accreditation status. Thedepartment recognizes the fact that beingan accredited agency is a process that isongoing thus, the department is alreadypreparing for the next required sit visitwhich is scheduled to occur in the fall of2012. The process enables the departmentto identify strengths and weaknesses andencourages ongoing review of the deliveryof services to the community. Lincoln Fire &Rescue utilizes the process to assist in thedevelopment of planning for acute and longterm organizational improvement andultimately the delivery of the best serviceattainable to its customers, the citizens ofLincoln.
Lincoln Fire & Rescue remains one ofthe only 144 accredited fire departmentsworldwide. This is a tremendousaccomplishment for the organization and acompliment to the community.

As an Internationally Accredited Agency, Lincoln Fire &Rescue aligned with the Commission on Fire AccreditationInternational’s (CFAI) response time measurementmethodology. LFR utilizes “fractile” reporting to analyze allresponse performance indicators. Fractile reporting measureseach element of the response cascade against establishedbenchmarks and baselines.
A benchmark is a standard from which something can bejudged. Response time benchmarks are industry “bestpractices” that an agency can strive to meet. The benchmarkresponse time goals for LFR apparatus are compliant withNational Fire Protection Association 1710 standards.
A baseline is a database from which something can bejudged. Apparatus response time baselines should be no lessthan 70% of the associated benchmark. A response timebaseline is viewed as the minimally acceptable response timefor LFR apparatus and is consistent with accreditationstandards.
Medic Unit response time standards are based on LincolnMunicipal Code 7.08.050.
LFR assessment of apparatus response time measurementencompasses three time intervals. The response time intervalsare call processing time, turnout time and apparatus travel time.Each time interval is analyzed separately and then combined tocreate a “Total Response Time Measurement.” By analyzingeach element of the response time cascade individually andthen combining the elements to establish a total response timemeasurement, LFR easily identifies problematic response timecomponents.
Turnout Time - “TurnoutTime” starts when
firefighters are alerted inthe stations and ends
when the firefighters boardthe apparatus and are en
route to the incident.During this time frame, a
firefighter mustacknowledge the call,dress in appropriate
protective gear, board theapparatus and fasten their
seat belt for departure.
Travel Time - “Travel Time”starts when the apparatusor medic unit is en route tothe incident and ends whenthe apparatus arrives at the
scene.
Call Processing Time -“Call Processing” time
starts when a 911 call isanswered and ends when
the apparatus isdispatched to the
incident.

In 2011, the LFR Training Division and afew key adjunct instructors scheduled,
delivered, and documented training on avariety of topics which included:
The Lincoln Fire and Rescue TrainingDivision is committed to all LFR and US&Rpersonnel to ensure that they are prepared tomeet the organizational mission by providingquality emergency services to the citizens,visitors and surrounding communities of Lincolnand the United States. All programs aredeveloped to make certain that it will contain theproper quantity, quality and progressiveness, toenable all LFR personnel and NE-TF1members to provide the highest level of lifesafety and public service. Curriculum isdeveloped and training delivered to meet thecurrent Federal, State and Local requirements.Some of these requirements include; FederalEmergency Management Agency Urban Searchand Rescue, Federal OSHA/EPA HazMat,Federal Health Insurance Portability andAccountability Act (HIPAA), National Registryand State EMS requirements, EMS Inc.Policies and procedures manual, City of Lincolnrules and regulations and LFR organizationalpolicies.
LFR Training Division will continue toresearch trends in training within trade journals,National Fire Protection Association (NFPA),International Association of Fire Fighters(IAFF), International Association of Fire Chiefs(IAFC), United States Fire Administration(USFA) for emergency services that may bemandated or desired to implement that willimprove the knowledge skills and abilities of ourpersonnel.
The LFR Training Division staff and keyadjunct trainers supervised by the TrainingDivision trained or supported the new recruittraining and annual training for 352 emergencyservice and US&R personnel for a grand total of33,546 hours delivered in 2011. Eachemergency service and US&R employeereceived an average of 95 hours of trainingdelivered with four LFR Training Divisiontrainers and two adjunct instructors hired backto provide or support an average of 2,400 hoursof training to accomplish all of the objectiveswithin our annual work plan.

ergency Services
The EmergencyServices Divisioncoordinates all emergencyservices of Lincoln Fire &Rescue. Emergencyservices provided includefire response, emergencymedical response, andhazardous materials andtechnical rescue response.All emergencies areresponded to from 14 firestations located throughoutour city of approximately258,379 citizens in an areaof 90.83 square miles. Inthese 14 stations are 14engine companies, 4 truckcompanies, and 6 medicunits. All engine companiesare staffed with a captain, fire apparatusoperator, firefighter/EMT, and a firefighter/paramedic. Truck companies do not have afirefighter/paramedic but have two firefighter/EMT’s assigned. Medic units are staffed with afirefighter/EMT, and a firefighter/paramedic. In2011, the position of EMS Supervisor, one oneach shift, was created. All personnel inemergency services are emergency medicaltechnician certified with approximately 68 of
these having a NationalRegistered Paramediccertifcation. The city isdivided into 144 responsezones. In 2011, LincolnFire & Rescue respondedto 20,771 fire, hazmat,medical, and technicalrescue responses in thecity. These incidentsinvolved 47,389 unitresponses since manycalls require multiple units.The Emergency ServicesDivision is coordinated bythe assistant chief, sixbattalion chiefs ofsuppression, 3 EMSsupervisors, and three staffmembers. Each morning a
staff meeting is held between the on dutybattalion chiefs and all on duty personnel via aphone conference call to review the activitiesand training that are to take place that day.Anytime during the 24 hour work shift, LincolnFire personnel respond to assist citiizens whencalled upon. An EMS business manager, EMSmanagement support specialist, an accountclerk, and other staff assist with the support ofthe ambulance division.

The administrative division coordinates support services for all divisions of the fire departmentthrough an assistant chief, a logistics and training division chief, and six battalion chiefs, nine staffpersonnel, and community volunteers. Daily operations require providing administrative services,human resource management, physical resource management, and developing and maintainingoperating policies.
During 2011 the administrative division provided coordinated command and control of thedepartment in the ongoing effort to meet the needs of the community with the resources providedby the city. In order to share information and be inclusive of all personnel a number of meetingsand briefings were held. These included weekly administrative staff meetings, monthly commandstaff meetings involving all chief officers of the department, weekly command staff meetingsinvolving the on shift chief officers, shift briefings were conducted with all on duty personnel via theclosed circuit cable TV system and daily conference calls between the on shift battalion chiefs andall on duty supervisors were held. The fire chief met weekly with the city council members in thepre council session and with the mayor in the weekly cabinet meeting.
The administrative division staff made routine updates to the LFR web site for publicinformation, providing daily, weekly and monthly summary reports of department activities. Manyother operational aspects are tracked in the records management system of the department. Inaddition, LFR management policies and reference sources are updated on the city IntraLinc website for employee access to current policy. Minutes from committee meetings and other internalgroups are also available for current employees via the IntraLinc web site.
The routine budget administration activities are conducted by staff and include payroll andemployee record management, invoice review and payment, and internal customer support for thepurchases of equipment and supplies needed for all divisions of the department.
During 2009 the city implemented a new outcome based budget process, which required alldepartments to prioritize and justify all expenditures in an ongoing effort to assure cost effectiveservices.
During 2011, Mayor Beutler appointed Tom Casady as the Public Safety Director responsiblefor Police, Fire, and 911. Director Casady attended many department meetings, met with variouspersonnel, and learned many things about fire and rescue services.

Logistics Division
The Logistics Division isresponsible for a continuouspreventative maintenanceprogram for 60 vehicles toensure cost effective and safeefficient operation. Emergencyvehicles include 14 enginecompanies, 4 aerial pumpercompanies, 11 medic units, 1haz mat vehicle, and 1 mobileair unit. The department has 3reserve engine companies, 1reserve aerial pumper, 1 EMSSupervisor, 20 supportvehicles, 1 fire safety house, 1mass casualty decon trailer, 1tow vehicle, 1 tech rescuetrailer, 1 utility trailer and 1water rescue trailer.
Along with maintainingstation vehicles, the LogisticsDivision maintains allequipment mounted on thevehicles including generators,power saws and rescue tools. The Logistics Division
repairs and certifies 140SCBA’s, 300 face pieces, andthree breathing aircompressors and coordinatesannual pump test of 22apparatus. Coordinatestesting, inventory and repair for40,000 feet of fire hose,coordinates annual aerialtesting and ground laddertesting of 1,650 feet ofladders. Repairs andmaintains 14 lawn mowers, 14snow blowers and snowremoval at 13 fire stations, andshop/training facility.
An average of 600 plusapparatus repair orders aregenerated each year. LFRannual fleet mileage was433,769 miles.
All station repairs,remodels and additions aswell as planning and designwill go through the Chief of
Logistics and he will workclosely with purchasing andvendors. Also, all stationsupplies as well as FF gearalso is coordinated through ourLogistics Division.
Additionally, our driver’s re-certification is to becoordinated by the LogisticsChief. Along with Engine,Truck, and Medic unitsreplacement and purchase.
Logistics Division is alsoresponsible for research anddevelopment of alternate fuelsand vehicles.
The Logistics Divisionpersonnel consists of Chief ofLogistics Kendall Warnock,Apparatus Technicians RobKoranda and Robert Poe, aswell as Office Assistant StaceyBergis

Rescue - NETF1
In 1991, Lincoln Fire &Rescue became the sponsoringagency for Nebraska Task Force1 (NETF1). NETF1 is one of 28Federal EmergencyManagement Agency UrbanSearch & Rescue (FEMA US&R)task forces in the United States.
As a member of the NationalResponse Framework,personnel from Lincoln’s US&Rtask force have responded tomany disasters of national significanceincluding: the Oklahoma City bombing of theAlfred P. Murrah Federal Building in April 1995,the attacks on the World Trade Center towersand the Pentagon following the events ofSeptember 11, 2001to Louisiana andMississippi in the aftermath of HurricanesKatrina and Rita in September of 2005; toKansas to the tornado-devastated town ofGreensburg in 2007; Texas for Hurricane Deanin August 2007; and Georgia and Florida forHurricanes Dolly, Gustav, and Ike in 2008. In2009, NETF1 members assisted FEMA withcoordinating US&R personnel and resourcesfor the Presidential Inauguration in Washington,DC. In 2010 NETF1 members supported theearthquake in Haiti.
Of the approximately 175 NE-TF1 task forcemembers, 120 are Lincoln Fire & Rescueemployees. In 2011, NETF1 members
participated in over 3500 hours oftraining and exercises to enhanceand maintain our task forcereadiness for searching, locating,and rescuing persons reportedmissing as a result of a disasteror tragic incident. Task forceequipment, supplies, and a fleetof response vehicles valued atover $5M are maintained in aconstant state of readiness for
deployment. The task force must beable to deploy to natural of man-made disasterswithin four hours of notification by the FederalEmergency Management Agency.
Lincoln Fire & Rescue’s partnership with thefederal government has provided invaluabletraining and specialized equipment thatotherwise would not have been possible iffunded locally. Since 1991, the City of Lincoln,State of Nebraska, neighboring states andregion are beneficiaries of the knowledge andexperience that Lincoln Fire and Rescuepersonnel have acquired due to ourparticipation in the National Urban Search &Rescue program.
NETF1 looks to 2012 with excitement andanticipation. The team will move to theMunicipal Services Center (MSC) in 2012 andwill operate under the direction of Dan Wright,who was appointed as the ProgramCoordinator in late 2011
