1. About city
Haveri is a city in Karnataka, India; it is the administrative headquarters of Haveri District.
The name Haveri is derived from the Kannada words havu and Keri, which means place of
snakes. Haveri is located at 14.8°N 75.4°E.
The Haveri CMC has classified Haveri into 31 wards for administrative purposes. It covers an
area of about 29.75 sq.km. According to the 2011 census, the total population of Haveri was
67,102 and number of properties are 20,160.

2. Existing SWM in Haveri
2.1 Waste generation and collection estimate
The total waste generation as per generator based assessment (sum of waste collected from
Households, Commercial establishments, Markets and street sweeping) 33.5tons per day.
The normative estimate is 33.5tons per day (Total Population * Per Capita waste). The waste
generation of 33.5 tons per day is adopted as a realistic waste generation. An average of
about 28.8 tons per day of waste is collected. The collection efficiency is about 85%.

2.2 Waste generation by generator type
There are various sources of wastes from which waste is generated in Haveri City. Waste
generators were identified for estimating the quantity of waste generated in the city. The
amount of waste generated is estimated as follows.

2.3 Present system of waste management
Estimated waste generation is about 33.5 TPD and about 28.8 TPD of waste collected is with
efficiency of 85%. The Landfill site is about 10 acres located in Gourapur village located at a
distance of about 8 kms from the city centre.

2.3.1 Collection & Transportation
Collection, sweeping and drain cleaning are managed by the CMC through pourakarmikas
and contract labours. Door to door collection of waste is being implemented in all the 23
wards by CMC using 74 Pushcarts and 10 Auto tippers. Waste is collected in residential areas
everyday by pushcart and auto tippers. Waste from pushcart and auto tipper is dumped into
containers and weekly once they transport waste to landfill site by tractor placer. The
domestic waste generated in commercial areas is collected and transported through auto
tipper and tractor directly to the site.
The meat and chicken waste generated in the city is collected by the auto tippers and
dumped in landfill site.
There are 14 marriage halls in the city the waste from the marriage halls are collected in
containers. The containers are carried out by tractor placer. Waste consists of food waste,
organic waste and disposal crockeries. Waste is dumped into container and transported by
tractor placer to landfill site.
The waste is collected through tractor; waste generated usually is food waste, organic waste
and recyclable wastes. Wastes are collected by piggeries.
The street sweeping waste and drain waste is collected by tractor and transported to landfill
site. The market waste is collected by tractor trailer and auto tipper and transported to
landfill site. And the collection efficiency is only about 90%.
The vehicles& equipment used for collection& transportation are pushcarts (74), auto-tipper
(10), mini-tipper (2), tractor placer (2) and tractors (3). About (26) permanent workers and
(91) outsourced workers have been deployed for collection & transportation.
2.3.2 Processing and Disposal
The ULB has identified the landfill site near Gourapur village spread over 10 acres of land
located about 8 kms away from the city bus stand for establishing the MSW Processing and
disposal facility.. The following components have been developed in the site:
a. Watchman shed and office- 9.27*6.84m
b. Storage shed- 9.45*6.41
c. Compound wall – covering full Boundary
d. Windrow-platform-1080Sqm(existing)-2680(required)=1596(to be
constructed)
e. Internal roads- Asphalt Road 262.3m

2.3.3 Bio- medical waste
Bio medical waste from waste generators is being collected by Rio green environs.
The Common treatment facility is under construction near Ganjur in Haveri Taluk.
However currently bio –medical waste is collected by the Rio green environs every
day by Tata Ace vehicle and transported to Dharwad.
2.3.4 Construction & Demolition Waste
As per C & D waste management rule 2016. The construction and demolition waste is
used by the generators for house constructions and leveling of low lying areas. The
ULB collects the waste separately and dump at a private site near Ranebennur road
which is 1km away from the city. The C & D waste is not mixed with other type of
waste. The generators of the waste also using this waste for construction & leveling of
their areas.
2.3.5 E-Waste
The E-waste generated in the city is collected along with the household waste during
primary collection of waste from households. The ULB has separate E-waste
collection centre near Akkamahadevi Honda within the city. E-waste from
commercial and residential is directly stored in the e-waste collection centre.
2.3.6 Cost of waste management
With an objective of making the MSW management activities self-sustainable and to enable
recovery of expenditure incurred to the extent possible, a resolution for collection of user
charges from various generators had been issued by the ULB. The resolution is under
implementation and the collection of user charges from various generators has commenced.
The ULB is collecting about Rs. 28 lakhs/year

3. Proposed Plan for Management of MSW
3.1 Collection & Transportation
It is proposed to ban the littering of waste on the streets by introducing segregation of
waste at the source and storage of segregated waste i.e. wet and dry in two different
bins at the house hold level and at other generator areas.
The wet and dry waste will be collected separately on a daily basis. The wet waste
shall be transported to processing facility and the dry waste shall be transported to
the dry waste collection centres.
The system of door to door collection through containerized pushcarts and Auto-
Tippers shall be implemented in the city.

The wastes from door to door collection through pushcarts and Auto-Tippers. The
wet waste is transferred to the processing site while the dry waste is transferred to the
dry waste collection centres shall be located in the city.
The waste from bulk generators, markets and hotels shall be collected and
transported to the processing facility by tractor trailer
Meat waste generated would be collected in a dedicated tipper.
Street and drain cleaning waste could be collected by Tractor trailer and compactor
and transferred to processing site.
The E-Waste generated at households shall be collected during the primary collection
activities and transported to the dry waste collection centres.
Depending on type and capacity of the vehicle, two to three trips shall be made by
each vehicle in a day depending upon waste quantity generated in the designated
area.

3.2 Processing and Disposal
3.2.1 Technology Selection
Based on the above analysis it is recommended to have aerobic windrow composting based
waste management facility. This would be supported by the recycling of plastics and other
inorganics. This technology proposed is simple and easy to implement with potential to
meet the overall objectives of waste management elucidated above. This is cost effective.
3.2.2 Design requirement for Processing and disposal plan
Projected waste for Haveri city is 43 TPD for the design period 2020 (Five years period). Out
of total waste, the dry waste is directly transported to the dry waste collection centers and
street sweeping waste is disposed off in sanitary landfills.
The processing facilities has a design capacity to cater to the waste generated next five years
i.e. 30 TPD windrow composting plant. A landfill facility of 8579 sqm has been proposed to
handle 20% of rejects for the subsequent five years.

3.2.3 Construction and Demolition Waste
It is the responsibility of any generator of construction and demolition debris to employ
reasonable and practical means, including source reduction, reuse or recycling, in order to
prevent construction and demolition debris from being disposed finally in low lying areas.
The construction debris should be disposed off in low lying areas. The ULB collects the waste
separately and dump at a private site near Ranebennur road which is 1km away from the
city. The C & D waste is not mixed with other type of waste. The existing tractor vehicle in the
CMC shall use for transportation of C & D waste.

4 Objectives The objective of this project is to identify the existing MSWM practices in Haveri in Haveri district, recognize deficiencies/gaps in the present system and propose a comprehensive plan for MSWM including segregation, collection, transportation and processing & scientific disposal of waste in compliance with the MSW Rules 2000.

6 Background Haveri is a town in Karnataka, India; It is the administrative headquarters of Haveri District. The name Haveri is derived from the Kannada words havu and Keri, which means place of snakes. Haveri is famous for its cardamom garlands. Haveri is also famous for marketing Byadagi red chilies, which are well known all over India. Around 25 kilometres away, there is a place called Bada which is the birthplace of the poet Kanakadasa. The Population of Haveri city as per 2001 census is 55,913 and population for 2011 is 67,102. Males constitute 51% of the population and females 49%. Haveri has an average literacy rate of 70%, higher than the national average of 59.5%, male literacy is 76%, and female literacy is 64%. In Haveri, 13% of the population is under 6 years of age.
7 Present Status The total waste generation as per generator based assessment is 33.7tons per day from a population is about 67102 distributed in 31 wards.

Collection, sweeping and drain cleaning are
managed by the CMC through pourakarmikas
and contract labours. Door to door collection
of waste is being implemented in all the 23
wards by CMC using 74 Pushcarts and 10
Auto tippers. Waste is collected in residential
areas everyday by pushcart and auto tippers.
Waste from pushcart and auto tipper is
dumped into containers and weekly once they
transport waste to landfill site by tractor
placer. The domestic waste generated in
commercial areas is collected and transported
through auto tipper and tractor directly to the
site.
The meat and chicken waste generated in the
city is collected by the auto tippers and
dumped in landfill site.
There are 14 marriage halls in the city the
waste from the marriage halls are collected in
containers. The containers are carried out by
tractor placer. Waste consists of food waste,
organic waste and disposal crockeries. Waste
is dumped into container and transported by
tractor placer to landfill site.
The waste is collected through tractor; waste
generated usually is food waste, organic waste
and recyclable wastes. Wastes are collected by
piggeries.
The street sweeping waste and drain waste is
collected by tractor and transported to
landfill site. The market waste is collected by
tractor trailer and auto tipper and
transported to landfill site. And the collection
efficiency is only about 90%.

8 Service level benchmark (as per annexure) before and after the project
9 Need of Project As per the 74th Constitutional Amendment, provision of solid waste services - waste collection, transfer, recycling, resource recovery and disposal, is recognized as a key service to be managed and delivered by Urban Local Bodies (ULBs). Also the MSW Rules 2000 imposes an obligation on all municipalities in India to adopt suitable processes for scientific collection, management, processing and disposal of MSW.
As a part of the Swachha Bharat Mission, District Urban Development Cell, Haveri intends to enhance the existing Solid waste management system and thus improve the health and living standards of its residents in Haveri
