The purpose of the inspection was to determine if the facility was in compliance with Waste DischargeRequirements (WDRs) Order No. 58-349. The facility is located in the northwest quarter and a portion of thesouthwest quarter of Section 24, T29S, R29E, MDB&M (see attached Rio Bravo Range Quadrangle Map).was accompanied on the inspection by Larry Bright of Valley Waste Disposal Company. Approximately9,000 barrels per day of produced oilfield wastewater is entering the facility from the Valley Waste DisposalCompany Race Track Hill C-Plant in Section 34, T29S, R29E, MDB&M.

~'hotos were taken during the inspection and are included in this report. Also included in the report is a.~eral map of the facility layout showing where the photos were taken.

Photo 1 shows the middle Entry Pond B. The entry ponds were free of oil. Other photos show variousimpoundments that contained wastewater. The impoundments are located in three canyons (South Canyon,

Middle Canyon, and North Canyon) in the W'/2 of Section 24, T29S, R29E, MDB&M. The canyons areshown on the attached quadrangle map. Three entry ponds and 20 of 24 impoundments were in use.

,~e of the Middle Canyon impoundments, particularly Impoundment 10, were running near capacity. Allthe other impoundments with wastewater had adequate freeboard. South Canyon Impoundment 4 containedonly a small amount of wastewater. North Canyon Impoundment 19 contained a small amount of wastewaterand Impoundment 23 appeared to contain mostly rainwater. No odors were evident during the inspection. ABlue Heron was observed in the southwestern corner of South Canyon Impoundment 5.

Brush and tree limbs had been removed and some roads repaired since the last inspection making MiddleCanyon Impoundments 11 and 12 accessible for vehicles. Some of the larger erosion rills on the slopeswest of Impoundments 11 and 12 had been backfilled and vegetation had grown within the smaller erosionrills helping to retard any further erosion. None of the erosion threatened or affected the operation of anyirr~poundment.

No violations were observed during the inspection. The operation of the facility appeared to be incompliance with the WDRs.

the purpose of my inspection was to determine if the facility was in compliance with Waste Dischargerequirements {WDRs) Order No. 92-11037. I was accompanied on the inspection by Larry Bright of ValleyJVaste Disposal Company. Approximately 9,000 barrels per day of produced oilfield wastewater is entering.:he facility. The facility is located in a portion of the southwest quarter of Section 34, T29S, R29E, MDB&M;see attached Edison Quadrangle Nlap).

photos were taken during the inspection and are included in this report. Also included in the report is a~~neral map of the facility layout showing where the photos were taken (see Figure 1 }.

photo 7 shows the facility western entrance gate that was locked as we arrived for the inspection. Labels on:he entrance gate show the facility operator and the current facility phone number. Photo 2 shows the entrypoint oil separation sumps (foreground) that are netted. Photo 3 shows one of the sumps where the oil isskimmed from the entry sumps. The netting around the sumps appeared to be in good condition. Photo 4

shows the shipping pond. The turbine pumps at the tar end of the shipping pond pump the wastewaterapproximately 3.5 miles to Valiey Waste Disposal Company's Edison Race Track Hill Facility located in

~~;~on 24, T29S, R29E, MDB&M, where it is disposed of in surface impoundments. Both pumps were in.,N _ .~tion at the time of the inspection.

1"here was a faint hydrocarbon odor near the incoming wastewater, which was not noticeable outside the~ence line of the facility. The storm water pond shown in Figure 1 contained some runoff water from recentstorm events. No violations were observed during the inspection. The operation of the facility appeared to ben compliance with the WDRs.
