Minutes of the Last Meeting A motion to approve the Treasurer’s report was made by Danny Bucklen with a second by Doug Krust. The motion carried. Report of Committees Nothing to report Report of Accidents Sickness and Death Scott Downey reported that Norm Stanley passed on April 25, 2008. He was a long standing member and a staunch supporter of APDA. Unfinished Business Bob reported that the National Scholarship Fund has been made data enterable on the website. Doing so should make it easier to complete the scholarship on line. There was some discussion about allowing late applications to be processed. It was decided that making the application data enterable should make it easier to apply in a timely fashion. Late submittals will not be allowed. NEW BUSINESS Frank Harris made a motion that the new officers in the Southeast look at increasing the scholarship amount or increasing the number of scholarships awarded to help with reducing treasury funds by the spring of 2009. The motion was seconded by Robert Williams. Danny Bucklen commented that their task will be to act on this by the fall meeting to allow for the scholarships to be awarded by the spring. The meeting minutes can be sent out to the members to allow them to think about the proposed changes to the scholarship fund awards, before the fall meeting. The motion carried. Robin Podmore generously offered to donate 100 hours of online training towards the SOS NERC Certification course on an annual basis. He mentioned that an individual with no background in the power industry took the course and successfully completed the Reliability Coordinator Certification Exam with an 82% passing grade. This offer is extended to the family. The objective was to get more people into the industry. After some discussion it was decided that this form of scholarship, which will be given to each region, could be provided to a family member or someone that is mentored or sponsored by an APDA member. It will not be restricted to family members. The APDA member will be responsible for making sure that the recipient will remain dedicated to completing the course.

Danny Bucklen stated that Robin and Incremental should be recognized with a round of applause for this generous offer. The group responded with applause. Doug Krust made a motion that Robin and Judy be reimbursed the fees that they paid for attending the Northwest Power Pool training held on Wednesday, May 21, 2008 and for all that they do for APDA. Scott Downey seconded the motion and it carried. Bob stressed that we should take it back to each area to see if a suggestion for implementing Robin’s scholarship. It was suggested that it can be handled differently by each area. There was emphasis on handling the awards properly. Correspondence Bob received correspondence from a company in the southeast requesting that we post job openings on the national website. It was decided that this would be left up to the areas, after discussion among the group. He responded back stating that the national would not be posting job openings and it would be left up to the areas to decide if they would like to post them. He received an email from a small PUD in Washington with a request for membership. He forwarded it to Doug Krust who wrote them back and has not heard anything yet. Total Fund Balance 5/20/2008: $119,395.66 The Treasurer’s Report is attached. A motion to approve the Treasurer’s report was made by Frank Harris with a second by Danny Bucklen. The motion carried.

TRUSTEE’S REPORTS Southeast Danny Bucklen reported that the Southeast Area Spring meeting was held in Kissimmee, Florida on May 6 – 9, 2008 near Disney World. The National office will moved to the Southeast next fall. The fall meeting will be held on November 17 – 20, 2008 in Biloxi, Mississippi, at the Beau Rivage. There will 18 hours of CEH SOS and Tesla helped with sponsoring the event. Nineteen hours of CEH was provided at the meeting. The southeast has 222 paid members and life members are unaccounted for (39 is carried over from fall totals). Northwest Dave Bennett reported that the Northwest Area and National meetings were held in Spokane, WA, September 20-21, 2007 at the Red Lion River Inn, Hosted by Avista Utilities (See attached NW Area Trustee Report) Highlights of training agenda:

• Presentation by Peter McKenny of Gonzaga University, T+D Program • SOS – 4 hours of simulator training @ Gonzaga University – 4 CEH were awarded • Presentation by Crystal Musselman on compliance audits and preparation

The Northwest area currently has 258 Regular paid members, 13 Associates and 107 Life members for a total of 378. Southwest Michelle Wynn reported that since the fall 2007 National meeting, the Southwest Area has hosted two meetings. The fall 2007 Southwest Area meeting was held in beautiful Albuquerque, New Mexico, October 8–11, 2007, during the International Balloon Festival. Twelve hours of NERC CE training was provided by our loyal sponsors:

The Southwest Area Spring 2008 meeting was held in Long Beach, California, March 12-15, 2008. The members were able to enjoy a day in Catalina Island as well as a tour of the Queen Mary. (See attached SW Area Trustee Report) Training was provided by:

• Marcel Martin of the Midwest ISO • Applied Professional Training • SOS International

Use of a simulator on laptops tested all of the members who attended. Continuation hours were earned for the training. SW Area Secretary reported that there are 312 paid members for. Upper Midwest Jane Cocker reported that the Upper Midwest Area Fall meeting was held in Indianapolis, Indiana, September 20-22, 2007. The meeting was hosted by the Midwest ISO. (See attached UMW Area Trustee Report) Technical sessions were expanded for additional CEH opportunities to include a half day on Thursday, in addition to all day Friday and a Saturday morning presentation. (See attached WUM Area Trustee Report) Membership totals for 2007:

170 Life Members Wisconsin and Upper Michigan Dave Hathaway reported that the Wisconsin and Upper Michigan Area has held two meetings, since the last National Meeting. The WUM Area 2007 fall meeting was held in Manitowoc, Wisconsin from September 26-28, 2007. Tesla Load Forecasting helped to sponsor the event. Training and Activities:

• A technical session on NERC Standards was provided by SOS International for 10 CEH • There was a tour of the Manitowoc Public Utilities new fluidized bed generation plant

The WUM Area 2008 spring meeting was held in Madison, Wisconsin from April 30 – May 2, 2008. The Meeting was hosted by Madison Gas & Electric (MGE) with special thanks to OES-NA, American Transmission Company (ATC-LLC) and Tesla Load Forecasting. Training and Activities:

• A technical session on Meeting the Daily Challenge was provided by Pat Everly with OES-NA • There was a tour of MGE’s West Campus Cogen Plant.

The WUM Area currently has 130 Active and 18 Life Members. Report of the Nominating Committee The following slate of nominees were submitted for vote National President Danny Bucklen National Vice President Frank A. Harris National Secretary Bryan Kurtz National Treasurer Karen Mims A motion was made to accept the nominations by Doug Krust. The motion was seconded by Dave Hathaway. The motion carried. A motion was made by Danny Bucklen and seconded by Greg Rahn to award Kevin Conway an Outstanding Service Award Plaque for his work in organizing the National APDA Treasury. Arrangements will be made to give him the award at the next fall meeting. Place and Date of Next Meeting The next National APDA meeting will be held in Biloxi, Mississippi, November 17 – 20, 2008 at the Beau Rivage. ADJOURNMENT Bob Wesselink adjourned the meeting at 11:50.
