Welcome Spring! I’m looking forward to no snow, sun, warmer weather, and gardens filled with tulips,

crocuses, and daffodils. A time for new beginnings as the earth warms up with the spring sun, the rains

fall and the trees blossom, a time for reflecting on a new year filled with the sights and sounds of

revitalization.

Auxiliary members – it is so important that we revitalize our units with the new beginnings of spring.

Our organization depends on our ability to engage and renew our membership in this the Largest

Women’s Patriotic Organization. District Presidents, County Presidents and Unit Presidents – we need

your help in making sure that our organization will be here for our future veterans. It is time to call your

non-renewed members and welcome them with open arms to a new beginning.

Thank you to all the Units and Districts that have invited me to your events to meet and greet the

wonderful members that care about our veterans, our military and their families. There is still time for me

to visit your meeting or events – please fill out a Department President Request Form and either mail or

email it to me and I will try to fit the event or meeting into my schedule.

Plans are underway for the State Convention from July 16-19, 2015 at the Radisson Paper Valley in

Appleton. We will discuss American Legion Auxiliary business, listen to the wonderful Unit activities

from our Department Chairmen, have a little song and dance, and present the Department President’s

Awards of Excellence, determined by the Annual Reports that were received from our Units. In addition,

the Membership Team and I will be dancing for the Legion due to the bet we lost on the percentage of

membership by February 14th.

District Presidents – I hope you have a successful Spring Conference and that you have received an

Impact Report from all the units in your District. I can’t wait to see the numbers on the combined Impact

Report for the Department of Wisconsin.

DEPARTMENT CONVENTION: The 95th American Legion Auxiliary Department

Convention will be held July 17-19, 2015 at the Radisson Paper Valley Hotel in Appleton.

Please review enclosed information for details.

Memorial Service at Department Convention: Deadline: May 1, 2014. For a deceased member to be included in

the 2015 Department Convention Memorial Book, department headquarters must receive the information via a

Member Data Form. Forms are available on the department website.

2016 MEMBERSHIP CARDS: 2016 Membership Packets, including membership cards, rosters, and transmittal

forms, will be mailed after Department Convention. Units may begin submitting 2016 dues to Department after

they receive the packet.

Per the American Legion Auxiliary Unit Handbook, “Units must forward dues at least once per month. An attempt

to hold back dues money raises serious legal questions of the rights of members who do not receive their

membership benefits. Likewise, if the money is lost, serious legal issues arise involving care and custody of the

funds and issues of bonding of individuals who hold the funds. An individual who withholds money that should be

forwarded most likely is in violation of the terms of the bond.”

Attention ALL American Legion Auxiliary Members and Juniors:

As your Department Chaplain, I am requesting your help in making

President Teresa’s Prayer Book one she will treasure always!

I’m accepting prayers, from young and “old.” This is not

just a Unit Chaplain’s responsibility. I’d like to include

prayers for any occasion, inspirational or patriotic thoughts

and/or poems, and hymn verses or songs (MUSIC!). Junior

members are encouraged to send me pictures related to President Teresa’s “Raise Your Voice in Song” theme or their own

original prayers and/or poems.

beautiful entries! This project will be a work of

many…AS WE SHARE OUR LIFE AND LOVE FOR

GOD AND COUNTRY with President Teresa. I hope Unit Chaplains are busy working on their entries for the Prayer Book

Contest. All entries submitted will receive a citation and the best entry will

receive a special gift. Make this a UNIT project! It will mean so much more

to everyone involved!

May Membership Message-Spring Cleaning

This is a perfect time to evaluate your unit to see if you have an inviting atmosphere that would entice

members to be involved. Attendance at your meetings is not mandatory, so you need to make sure that

every member feels like a useful part of the unit. They are worthy of taking the time to inform them

about your meetings and to ask their opinions. They deserve to be accepted just as they are because

they are either a veteran or a member of a veteran’s family. Here is a checklist to see how your unit

rates.

_____1. Do you have clear organization and confident leaders?

Imagine you’re a new member. You’re giving up your time for the unit, only to discover that the

leaders lack clear direction, unit members are late, needed items for the project or meeting are

missing, and people around you are uncertain about their actions and strategies. For some

people, a level of disorganization is acceptable. But you can be sure that your high-capacity

volunteers will get quickly discouraged from participating in your activities, feeling that their

time could be spent more productively somewhere else.

_____2 . Do you recognize their contributions?

Volunteers help you without being paid for it, but that doesn’t mean that they won’t appreciate

some form of recognition. If you fail to reward them and rarely ever recognize the passion and

enthusiasm they bring to your unit, you’re bound to quickly lose their attention. Remember that

being recognized is what ultimately motivates people to go the extra mile. Public relations

articles and “years of continuous membership” citations would do this.

_____ 3. Do you offer training and guidance?

New members do not already know what your unit does or what the programs are about. Invite

them to leadership trainings and County and District meetings. Be sure to offer them a folder

with brochures and information that tells where they can learn about the American Legion

Auxiliary online.

Department Convention

The 95th

Annual Department Convention will be called into session at the Radisson Paper Valley Hotel.

Convention General Session will begin at 10:30 a.m. on Friday, July 17, 2015 in the Empire Room.

Purpose The purpose of the Department Convention is to elect officers for the 2015-2016 year, elect

delegates/alternates to the National Convention, amend the Constitution, Bylaws and Standing Rules as

needed, receive reports of the Department Officers/Chairmen, recognize outstanding Unit achievements

and transact business as may be brought before the convention body.

Representation Representation in the Department Convention shall be by Unit, in accordance with the provisions of the

Department Constitution. Delegates to Department Convention shall be Unit members duly elected for

that purpose. Each Unit shall be entitled to two delegates and two alternates for the Unit itself and an

additional delegate and alternate for each fifty members or major fraction thereof, whose District, State

and National dues have been paid at least thirty days prior to the date of Department Convention. Units

with less than ten paid members or whose District dues have not been paid shall have no representation.

Delegates & Alternates Prior to Department Convention each Unit will receive information showing the total number of paid

members as of June 17, 2015 and advising them of the number of delegates the Unit is allowed. Each

Unit is entitled to alternates equal to the number of delegates allowed. Delegates must attend their

respective District Caucus and all Convention Sessions. It is the responsibility of each delegate and

alternate to attend all the sessions so her District has a full delegation at all times. An alternate shall

have all privileges of the delegate when the delegate is not present.

Delegates-at-Large to Department Convention include the following members: Department President,

Department Officers, National Executive Committeewoman, Alternate National Executive Committee

Woman, Past Department Presidents and current District Presidents, who shall be entitled to one vote at

the Department Convention. Delegates-at-Large shall be listed separately as additional votes and not

included among the Unit’s total allowable delegate/alternate count. Units are to return to Department

Headquarters a list of their delegates-at-large and approved delegate/alternate(s) for voting certification.

NOTE: Newly elected District Presidents (Districts 2, 4, 6, 8, 10, 12) are not delegates-at-large for this

current convention; they do not assume their position until after installation of officers on Sunday at

Department Convention.

Department Convention

Constitution, Article VII Section 1. The Legislative body of the American Legion Auxiliary shall be the Department Convention to

be held annually for the purpose of electing officers, receiving reports, and transacting such other

business as shall properly come before it.

Section 2. The annual Convention shall be composed of delegates and alternates from each Unit. Each

Unit shall be entitled to two delegates and two alternates for the Unit itself, and an additional delegate

and alternate for each fifty members or major fraction thereof which it shall have in excess of fifty

members, whose District dues have been paid, and whose State and National dues have been received

by the Department Executive Secretary-Treasurer at least thirty days prior to the date of the

Convention. No Unit shall be entitled to be represented unless it has at least ten members whose

District, Department and National dues for the current year have been paid.

Section 3. Each delegate shall cast her own vote, the vote to be collected (in case of ballot), counted and

announced, without reference to district, as set forth in the latest edition of ROBERTS RULES OF

ORDER NEWLY REVISED.

1. An alternate shall have all privileges of the delegate when delegate is not present.

2. A quorum shall exist at a Department Convention when there are present seven or more districts,

wholly or partially represented.

3. All Past Department Presidents shall be made delegates-at-large to the annual convention and

entitled to vote.

4. The Executive Secretary-Treasurer, Parliamentarian, Sergeant-at-Arms and Assistant Sergeant-at-

Arms shall be delegates-at-large to the Department Convention and entitled to vote.

5. Members of the Department Executive Board, as defined by the Constitution, Article V,

Section 2, shall be seated as delegates-at-large with vote in the Convention.

6. The Convention Credentials Committee shall be the final judge of qualification of delegates.

7. Proxies shall not be permitted.

Standing Rules: Department and National Conventions, Executive Board Meetings and

National Meetings 17. The delegates and alternates to the Department Convention shall be chosen by a plurality vote of the

members of the Unit who are present at a meeting called for that purpose. If at any time of the

Department Convention, a duly elected delegate and alternate shall not be able to attend, the Unit

President shall have the power to appoint a substitute delegate and alternate.

18. A list of the elected delegates and alternates from each Unit must be filed with the Department

Executive Secretary-Treasurer at least fourteen days before the opening of the Department

Convention except in case of appointment by Unit President as provided in Section 17, and of Units

organized within fourteen days preceding the Convention. Otherwise no representation shall be

allowed.

Annual American Legion Auxiliary Convention

NOMINATIONS OF DEPARTMENT OFFICERS Friday, July 17, 2015

Department Bylaws, Article I, Section 1: The following officers shall be elected annually at the

Department Convention by a majority of the ballots cast. When there is but one candidate for an

office, the nominee can be elected by voice vote or acclamation.

The following officers shall be elected annually at the Department Convention by plurality vote of

the ballots cast. When there is but one candidate, the nominee can be elected by voice vote or

acclamation.

First Vice President, Second Vice President, Historian and Chaplain

NOMINATIONS FOR NATIONAL CONVENTION DELEGATES Friday, July 17

th, 9:00 a.m., District Caucus

National Constitution, Article VI, Section 2: Representation in the National Convention shall be

by Departments. Each Department shall be entitled to delegates based upon the number of members

whose dues are paid up-to-date as provided in the Standing Rules.

National Standing Rules, Section II, Subsection 2: Each Department shall be entitled to five (5)

delegates; and one (1) additional delegate for each fifteen hundred (1,500) members or major

fraction thereof, whose current dues have been received by the National Treasurer thirty (30) days

prior to the meeting of said National Convention, and to one (1) alternate for each delegate. The

delegates and alternates shall be selected not less than two (2) weeks before the National

Convention at Department Conventions or in any manner specified by any Department Constitution.

Department Bylaws, Article III, Section 1, Subsections 7-8: Each of the twelve Districts may

nominate one or two members to create a supplemental list to the National Convention. Nominations

will be held at a caucus called for that purpose at the Department Convention. There shall be no

nominations from the floor. Election to the supplemental list shall be held at a designated time

during Department Convention and shall be named in order of plurality count. No alternates shall

be named to fill vacant positions until all delegates have been selected according to the [priorities

stated in subsections 1 through 6]..

Nominees for the National Convention supplemental list will be chosen at each District

Caucus on Friday, July 17th

at 9:00 a.m.

Candidates for Department Office

Who may run for District President/Department office?

The Counsel General of the American Legion Auxiliary has ruled that anyone may run for any office. This is a right of

membership. However, one should not expect to be elected without some qualifications. The Department Executive

Board is comprised of the Department Officers and District Presidents and has fiduciary, policy and strategic

responsibility for the organization and is responsible for the organization’s adherence to legal standards and ethical norms.

Is serving as District President a prerequisite for Department office?

No, you need not have been a District President to be a department officer. While most candidates for department office

have served as District President, we have had Department Presidents who did not serve in that capacity. District

Presidents need not run for department office immediately upon conclusion of their district service. Many Past

Department Presidents have served Department one or more years after leaving district office.

How do you get started?

The best qualifications are to be an active member, and to gain as much experience and knowledge about the organization

as possible at the unit, county and district levels. Participation in various training programs such as a leadership

workshop, Fall Informational Forum and National Regional Conference is also an indication of your interest in the

organization.

Before you make a decision to run for office, consider time commitments needed to fulfill the office. You will be

required to attend Department Executive Board meetings, Department and National Conventions, the Fall Informational

Forum and such other meetings as the Department President may call. Some of the meetings will be on weekends, but

others, such as conventions, will require time during the week. Do not run for office if you cannot fulfill these

obligations. It is not fair to accept the office if you know that job or family commitments, for example, will prohibit you

from participating fully. Of course it is understood that the unexpected may arise, in which case the Department President

should be notified and you will be excused.

Becoming a candidate.

It is best to make known your intentions to be a candidate as early as possible. It gives you a chance to gather information

regarding procedures for running. The Department office is a valuable resource, as are past Department officers. It is also

helpful to others who may plan to run for office. You may also wish to ask your unit, county or district for an

endorsement of your candidacy, which takes time. If you are uncertain of the office you will seek, you may be endorsed

“for the office of your choice.”

Endorsements are not necessary to run for office. While not necessary, it is nice to have an expression of the endorsing

body that you are highly thought of and competent to perform the duties of the office you seek. However, lack of

endorsements does not prohibit your candidacy or election. At times in the past, candidates have emerged while at the

convention itself, thereby eliminating any opportunity to secure endorsements. And when unexpected vacancies occur

and are filled by appointment, again the endorsements are not available. Therefore, it would be inconsistent to require

endorsements for office at other times, and would be in conflict with the Counsel General’s ruling.

Campaigning not allowed.

Be familiar with Standing Rules regarding elections and campaigns. Campaigning is restricted in the Department of

Wisconsin. However, an announcement of your candidacy may be published in the June issue of the WISCONSIN. You

will be responsible for submitting an article and head-and-shoulder photo to the Department Secretary by May 15th. Later

publication will not be allowed as this is unfair to other candidates.

Nominations.

You will be nominated according to the rules and order of business established by the convention body. The choice of

nominator is up to you. Be sure the name of the person nominating you is provided to the Department Secretary prior to

the opening convention session. You and the nominator should be available to go to the platform quickly when called.

Be ready to respond to the nomination.

RESOLUTIONS - INSTRUCTIONS

A resolution is a main motion, offered as a resolution either because of its importance or because

of its length or complexity. Resolutions for this reason should always be prepared in writing.

Resolutions usually are comprised of two parts, the preamble and the resolved clause(s).

However, a preamble is not required for a resolution to be proper. The preamble explains the

reasons for the motion, and each idea or reason therein begins with “Whereas.” The “Resolved”

clause is the motion itself, and would be written as a motion.

The Bylaws of the Department of Wisconsin American Legion Auxiliary (Article II, Section 1)

require that:

4. The Department President shall, not less than 30 days prior to the annual Department

Convention, appoint a Resolutions Committee consisting of five members chosen from

the delegates.

a. Resolutions presented by an individual member must be approved by the Unit or

District of which she is a member. Resolutions must be received at department by

June 1. Copies of these resolutions shall be transmitted to Units not less than 30

days before Department convention.

b. Any resolution not approved by a Unit or District, or when the District conference

is held after June 1, must be approved by the appropriate Department chairman of

the program to which the resolution pertains. The Department chairman will submit

resolutions that she approves to the Resolutions Committee for consideration.

c. The Resolutions Committee will forward any approved resolutions with a financial

impact to the Finance Committee for their approval.

Once the Resolutions Committee and other appropriate chairmen/committees have acted on all

resolutions, the Resolutions Chairman will report recommendations to the convention delegates.

This is done at the end of each program report.

PROPOSED RULES & ORDER OF BUSINESS

1) A quorum shall exist when there are present seven or more districts, wholly or partially represented.

2) Convention sessions shall be started promptly at the stated time.

3) All delegates must be seated with their districts.

4) A delegate desiring recognition shall go to the nearest microphone, address the chair as “Madam

President,” and upon receiving recognition from the chair, shall give her name, unit number and

district number.

5) A speaker shall be permitted to speak no more than twice on any one question, but cannot make a

second speech so long as any member who has not spoken on that question desires the floor.

6) Before the election, time shall be granted in the regular order of business to nominate the

Department Officers.

7) Nominations will not be called by roll call of each district. The nominators and the candidates will

be called to the stage as a group. Districts with known and endorsed candidates for office will be

called in numerical order. Other nominations will be asked for from the floor

8) There shall be no seconds to nominations.

9) Nomination speeches shall be limited as follows:

a. One (1) candidate for office - two (2) minute limit

b. Two (2) or more candidates for office - three (3) minute limit

c. One (1) candidate for Department President - three (3) minute limit

d. Two (2) or more candidates for Department President - four (4) minute limit

10) Immediately following her nomination, each nominee shall be presented from the stage and shall be

granted one (1) minute for any response or remarks she may wish to make.

11) There shall be no nominations speeches for delegates to the National Convention.

12) All resolutions shall be referred to the proper committee for study and recommendation and shall be

reported back to the convention for adoption or rejection. The resolutions committee shall present

all resolutions.

13) Chairmen, when giving their Reports, shall address the chair as “Madam President,” shall be

allowed three (3) minutes to give their report. Reports may be accepted by general consent of the

convention delegates. If there is an objection, a vote will be taken.

14) Delegates may leave the convention hall only at the end of a speaker’s report. Upon returning, the

delegate will remain at the back of the convention hall until the current speaker has ended.

15) Delegates must attend all convention sessions, including the final session.

16) Roll call of District delegation will be taken daily by the District President.

17) District pages shall be responsible for distributing all convention materials to her District’s

delegates.

18) Guests shall be honored at the convention by applause only.

19) All cell phones will be turned off while Convention is in session.

VOTING PROCEDURE

Convention Delegate Registration will be closed at 8:00 am on Saturday, July 18, 2015.

Delegates and Delegates-at-large will be verified by the Credentials Committee.

The Convention Credentials Committee shall be the final judge of qualification of a Delegate.

The Credentials Committee will give each District President a list of registered Delegates-at-large,

Delegates and Alternates for her respective district.

The Credentials Committee Chairman will give an oral report of total number of Delegates-at-large,

Delegates and Alternates by district that had registered to vote as of 8:00 am, July 18, 2015.

Voting packets will be prepared for each district containing ballots equal to the total number of

Delegates and Delegates-at-large registered and certified at 8:00 am on July 18, 2015.

An Alternate shall have all privileges of the Delegate when Delegate is not present.

All Alternates will be seated in designated section for the convenience of a District President to locate

and expedite a replacement Delegate. Alternates may only replace Delegates from within their own

unit.

Voting will be at 9:00 am on Saturday, July 18, 2015 in the Convention Hall.

Only Delegates and Delegates-at-large shall be seated in their respective District’s delegation at

9:00 am on Saturday, July 18, 2015.

Promptly at 9:00 am, the American Legion Auxiliary’s Convention Hall entrance doors will be closed,

with no one being allowed to enter or exit until the voting process is completed.

Districts will be called in numerical order to pick up their voting packet from the Election Judges.

After all packets have been distributed, Districts will commence the voting process. Delegates must

present their voting credentials to receive a ballot.

Immediately after voting has been declared ended, Tellers, Election Judges and Credentials Chairman

will move to a designated counting room for voting tabulation and convention business will resume.

Each District President shall appoint one Teller from her District to assist with the election and to be

responsible for tabulating votes under the direction of the Judge of Elections.

The Judge of Elections will take results, compare numbers with the Credentials Chairman and provide

a written report to the Department Secretary/Treasurer.

The Judge of Elections will give an oral report of the numerical results of the election and give the

written report to the President.

The President will declare the winners of the election during the Convention Session on Saturday.

Convention Center: The 2015 Department Convention will be held at the Radisson Paper Valley Hotel

(333 W. College Avenue) in Appleton.

Registration: Registration Form is enclosed. All attendees to the 2015 Department Convention must preregister by

returning a registration form and $25.00 per person. Make check payable to The American Legion and mail to P. O.

Box 388, Portage, WI 53901. Deadline for preregistration is July 13, 2015. Registrations after that date will be

$30.00 at the convention.

Housing: Reservations at the Radisson Paper Valley Hotel must be made directly through the hotel. Call 800-333-

3333 (24/7 line) or 920-733-8000 (M-F, 8 am – 4pm) and ask for the WI American Legion Conference block. All

reservations are on a first come first serve basis. The cost is $95.00 plus applicable tax for double occupancy. A list

of alternate hotels is provided in this mailing. This information can also be found on The American Legion website

(www.wilegion.org). Due to many events scheduled in the Fox Valley area the weekend of our convention, hotels

have limited availability and are booking fast. Reserve your hotel room now!

Deceased Members: Names of deceased members that were sent to Department Headquarters via Member Data

Forms by May 1, 2015 will appear in the Joint Memorial Service Program.

Pre-Convention Committee Meeting: All registered members are welcome to attend the Pre-Convention Finance

Committee Meeting on Thursday, July 18th at 1:30 pm in the Empire Room.

District Caucuses: District Caucuses will be Friday, July 17th from 9:00 – 9:45 a.m. Delegates and Alternates are

required to attend their respective District Caucus; however, all registered members are welcome. Room

assignments for District Caucuses will be available at Convention.

Flags: Friday, July 17th at 8:00 am – Units, Counties and Districts participating in the Convention Opening Parade

of Flags should bring flags to rehearsal in the Empire Room. Colors will remain posted until after the close of

general session on Sunday. Any Units or Counties participating in the flag procession must bring their own flag

stands. Stands will be provided for District flags.

Color Bearers should wear white blouse (not sleeveless), navy blue knee-length skirt or navy blue ankle-length

slacks, light nylons, and comfortable dark colored shoes. Auxiliary pin, watch, rings, and small earrings may be

worn. Do not wear convention name badges, nametags or any other type of pin.

Seating: District delegations will be seated in the Convention auditorium according to District Membership

standings 30 days prior to Convention (June 17, 2015).

Guests: Only registered delegates-at-large, delegates, alternates and guests will be allowed on the convention

floor. Alternates and guests will be seated apart from their district delegations and have no voice/no vote during

convention proceedings. Guests attending installation of new officers on Sunday do not have to register.

Voting time and procedure: On Saturday, July 18, 2015, all delegates must be seated with their District by

9:00 am. General Session will be halted, Convention Hall doors will be closed, and voting will take place within

the respective delegations at 9:00 am. District Presidents will be given envelopes containing voting ballots equal to

the number of delegates registered to vote at close of registration on Saturday, July 18th at 8:00 a.m. District

Presidents will distribute and collect ballots. Cast ballots will be sealed in the original envelope and returned to the

tellers. Business will resume upon completion of voting.

Commander Bob Shappell has announced a 3-day motorcycle ride by the American Legion Riders Association

of Wisconsin, June 18-21, 2015, to raise money for The American Legion Legacy Scholarship Fund. An initial

Fundraising goal of $59,000.00 has been set. The ride will culminate at the King Veterans Home to kick off the

annual King Day festivities.

Since Sept 11, 2001, the men and women of our Armed Forces have sacrificed to defend the principles on

which our nation was founded. Many have paid the ultimate price. Many times, however, the forgotten heroes

of this terrific sacrifice are the families - especially the children - of these great Americans. Since that fateful

day in September, some 11,000 children have lost a parent in service to our country. These children are the

innocent casualties of war. The American Legion's Legacy Scholarship Fund was created to ease their burden.

When Mom or Dad has given that last full measure of devotion, the children have also given, and they have no

say in the circumstances that will forever impact their lives.

The total survivor benefit for children of military personnel killed on active duty is slightly more than $26,000,

to be used for a college education. In today's dollars, this benefit will pay little more than half of what a college

education costs in the most affordable situation. This gap widens when considering the cost of a college

education in the future. The most conservative estimate is that costs will increase by 5 percent per year,

meaning that in 16 years, the most affordable college education will be $94,332. Military compensation will

not keep up with these dramatic increases. The American Legion's Legacy Scholarship Fund is designed to help fill the financial gap for these children.

Hello everyone! I hope that you are all well and happy that Spring is right

around the corner. It is time to see green grass and the blooming of all our

flowers. The flowers bring joy and happiness to us and let us know that the

season has changed.

We, the members of the American Legion Auxiliary, are privileged to have

a flower that blooms every day of the year and that flower is our Poppy. Our

Poppy allows us to support our veterans, their families and their communities.

Through the Poppy Program, we offer poppy contests and provide poppy awards.

This program provides information and knowledge to our Auxiliary members and

our communities.

It is hard to believe that one little flower known as the Poppy has supported

veterans since 1919 and will continue to support our veterans. Each year, over

350,000 memorial poppies are distributed in Wisconsin as a tribute to deceased

veterans of all wars.
