American Criminal Justice Association Lambda Alpha Epsilon Region IV Newsletter Volume 44, Issue 1 John Wilt, Editor & Publisher Fall 2008 - Winter 2009 President’s Report I recently had lunch with Nicci Koban (V.P. REGION IV) and a member of COPS (don’t you just love that acronym), Chi Omega Pi Sigma. The topic of our discussion focused on issues involving ACJA in general and Region IV specifically. Our main topic of discussion was the Region IV Conference which will take place the first weekend in November (tentative). Nicci has agreed to take the lead as conference director supported by her chapter and Lamda Omega. The details should be in place by the time we meet in Jacksonville and a presentation will be made at the Region IV caucus. I would urge any chapter that would like to assist to contact Nicci or myself and let us know that you are willing to help. My experience with conferences has helped me to believe that you can never have enough assistance. Your Region IV officers and most advisors are more than willing to help out, so you are never dangling out there all by yourself. There is also the thought that one way to get to know how ACJA works is to get involved, meet people and understand the preparation, work, and fun that goes into hosting a conference. Obviously, when you get involved by helping, you lower your level of anxiety about hosting a conference. My appreciation of this process is meeting new members, watching older members mentor newer ones, and continuing lifelong friendships. By now, everyone should have received their conference packet for the 72 nd National Conference which is taking place in Jacksonville, Florida, April 5 – 0, 2009. I look forward to seeing all of you there. I will be sending all chapter advisors an email to remind them to send me the 2009 “official” proxy form. Advisors or chapter officers can sign their proxies and fax it to me at: 302- 292-3841. The proxy forms are extremely important as the National Business meeting cannot be held if there is not at least 2/3 of the voting membership present to constitute a quorum. Without a quorum, no business can be transacted. This year that would mean there would be no election of national officers and any nominations for awards would not be voted upon. So please mail, fax or email me your forms. The E-Board or what is called the Executive Board is composed of the National Officers, Region Presidents, National Secretary and the National Journal Editor. I know that you all know this because you read the National By-Laws. The reason I explained this is to inform you that the E-Board recently voted to modify the firearms rules. Prior to this conference, if a student member of a chapter was going to shoot, a chapter advisor had to sign off for the member saying that they met the safety qualifications to compete in the firearms competition. This is no longer the standard. I urge all members who are considering competing in the firearms competition to peruse the national website. (ACJALAE.org) and familiarize themselves with the “Statement of Competency and Waiver, Release, Indemnification, Hold Harmless, and Assumption of Risk Agreement.” Essentially (I am not an attorney) the competitor signs a waiver saying they have read and understand the safety rules and competition standards, completed a basic firearms safety course, have reviewed the ACJA power-point presentation, and have achieved a minimum score of 240 according to ACJA Competition Standards. Oh yes, and the competitor assumes the risk of taking part in this competition. I cannot emphasize the importance of being safe during this competition. If you cannot meet these standards, please do not compete until you can meet them. I understand the desire to compete but please practice, practice, and practice some more under safe supervised conditions until you are comfortable with your firearm. Being safe is more important than ego gratification both for you and for the organization. I look forward to seeing you in Jacksonville because we are going to have a really good time. What could be more fun than “Sex, Drugs and Guns?” (Conference theme) Remember to practice your skits for lip sync. Region IV Newsletter Volume 44, Issue 1 John Wilt, Editor & Publisher Fall 2008 - Winter 2009

President’s ReportI recently had lunch with Nicci Koban (V.P.

By now, everyone should have received their conference packet for the 72nd National Conference which is taking place in Jacksonville, Florida, April 5 – 0, 2009. I look forward to seeing all of you there. I will be sending all chapter advisors an email to remind them to send me the 2009 “official” proxy form.

Advisors or chapter officers can sign their proxies and fax it to me at: 302-292-3841.

(ACJALAE.org) and familiarize themselves with the “Statement of Competency and Waiver, Release,

Indemnification, Hold Harmless, and Assumption of Risk Agreement.”

Essentially (I am not an attorney) the competitor signs a waiver saying they have read and understand the safety rules and competition standards, completed a basic firearms safety course, have reviewed the ACJA power-point presentation, and have achieved a minimum score of 240 according to ACJA Competition Standards.

As Steve mentioned, upon having lunch with him recently, COPS agreed to host the Regional Conference in fall 2009. Truth be told, I agreed, and volunteered to rest of my chapter! Upon hearing the news, our members were all very excited and I am confident that with the help of Lambda Omega and President Steve Atchley, this will be an excellent conference! We will do our best to make this conference both educational and fun, and we will keep in mind the economical state of the country, and try to keep prices down. Although, I do not think we could ever top Ferrum’s regional conference! That was by the far the most inexpensive conference I have attended in 8 years, and one of the best. Way to go Dr. Osborne on thinking out of the box and saving us money!

Often when I meet with other members of the National Professional Retention Committee, we discuss more optional training being available at conferences, both for students and professionals (other than the speaker/seminar). Last year’s National in Kansas City did a great job with the

fingerprinting training; training that I was able to take back to my police department, and training that students will be able to use when they reach their careers. I am open to suggestions for the 2009 Regional Conference. If anyone has suggestions or requests please feel free to email me at [email protected]. The conference will most likely be taking place in the southeast Pennsylvania region, just keep in mind the time constraints imposed upon us at a Regional Conference.

At the Regional Conference in Ferrum, VA, it was brought to everyone’s attention that work needs to be done on our regions’ bylaws. After the conference I attempted to contact Region IV chapter advisors in the hopes of building a new and larger bylaws committee. Unfortunately, some emails were found not to be good any longer. Just a reminder to all members and advisors to update your information with National Secretary Karen Campbell so that you can be kept up to date with ACJA/LAE information and mailings. I am actually guilty of this myself and did not realize it until I stopped receiving mailings! I did receive email responses form several members, and hope to get working on the bylaws by the publication of this newsletter. If you are interested in being on the bylaws committee and have not been in touch with me, please email me. It’s never too late to get involved!

3Chi Omega Pi Sigma Members in FerrumAshley and Ryan meet in West Chester

Chi Omega Pi Sigma has had a great year. Our membership has grown in size and our members have grown personally. Members Ashley Goodson and Ryan Wilkins married in the fall, and both shipped off to Navy boot camp a short time after the Regional Conference in Ferrum, VA. Ashley had been a member of Dr. Osborne’s previous chapter in Bristol, VA and Ryan was a member of Sigma Tau Omicron out of West Chester University when they met on the range at the Regional Conference in 2006 in West Chester. Needless to say, sparks flew at the conference and they spent close to a year traveling 8-10 hours to see each other before Ryan finally moved to VA. Both joined Chi Omega Pi Sigma soon after. Now married and in the Navy, both have finished boot camp and have moved on to their new assignments and training. Unfortunately the newlyweds have only been able to see each other once or twice since they shipped off in November. Ashley is currently stationed in Florida and is hoping to make an appearance at the National Conference. I’ve always said that ACJA is good for “networking”!

COPS has hosted many “get togethers” this year, to include our first ever “LAE Softball Game” with members from Lambda Omega and Sigma Tau Omicron. We are happy to report that we only had one injury! (Sorry Megan!). Our 3rd Annual Summer BBQ was a great success, as well as our holiday dinner in December. Members recently attended a trivia night fundraiser for the “Friends for Friends” organization, which donates proceeds to families in need. COPS is hosting an “All Day Crop- Scrap booking Fundraiser” on Sunday, March 22 from 9am-5pm at the Media Borough Community Center. Tickets are $25 and spaces can be reserved by emailing [email protected]. Proceeds will help fund the trip to Jacksonville.

Membership has been growing also. New members this year include Danielle Follosco, Andrew Clauhs, Ashley and Ryan Wilkins, Stephen Crane and Amanda Hayes. Danielle was recently hired on as a patrol officer at the Perryville, MD police dept, and Andrew as a patrol officer at the Upland Borough, PA police dept. Ashley and Ryan both left law enforcement to go into the Navy, but Ashley is hoping to fulfill her dreams in the JAG courts. Stephen is currently in security and interviewing for police jobs. Amanda is working as an Arson Investigator and is our first non-professional member. While in college she was a member of Sigma Tau Omicron and currently competes in the upper division.

One of COPS goals is to keep members involved in ACJA upon graduation and entrance into their careers, and also recruiting professional members into the association. Many members of COPS are also members of the National Professional Retention Committee, and work throughout the year to recruit new members and members who are graduating college either to the COPS chapter, or helping them find other professional chapters in their area. COPS is always accepting new members! You need not be a professional to be a member of our chapter; student members, member’s at large, and professionals are all welcome. If you are interested in membership information, or would like to know how you can stay involved in LAE after graduation, email Nicci at [email protected]. COPS is now on the web at www.acjacops.com and on Facebook and MySpace. Hope to see you all in Jacksonville!

We had 22 attendees at the Awards Banquet and there were 114 registered members in attendance for the conference.

Chapters Represented were: Delaware Tech, COPS, Mountain State University, University of New Haven, Wilmington University, Marshall University, West Chester University, West Virginia State University, Danville Community College, Virginia Union University, Mountain State University, THE Community College of Baltimore, and the host chapter Ferrum College. Joe Davenport, National Vice-President also attended representing the national organization.

We tried a couple of new things at this conference. One was hosting everything on the college campus instead of hosting at a nearby hotel. We had additional budget lodging at the Phoebe Needles Center which is a retreat for an Episcopal church for $0.00 a night and the conference fee included all meals from the beginning to the end in the college dining hall. Additionally, all of the written exams were taken online through Ferrum College’s Angel Course Management system. We had a few technical issues with the computers, but after we all got logged in, it worked pretty smoothly.

I would recommend continuing to use online testing when possible due to the convenience and the savings on paper and the cost of Scantrons. Also, the exams are graded automatically, and that saves considerable time.

If you are thinking of hosting in the future, get all the help you can……Special thanks to Nicci Koban and COPS for their excellent management of the range and to Mike Snow and Sam Dameron for managing a very difficult physical agility competition. Both competitors who were hospitalized were AOK at the end of the day. Thanks to Steve Atchley for manning the computers in the written competition, and I would like to personally thank Chief Debbie Hogan who designed and managed the crime scene, and Dr. Ken McCreedy for his professional photography. Also, kudos to Dr. Christine Stinson and Margaret Drakeford for their technical support of the online testing. I would like to thank Dr. Frederick Torimiro, the Associate Dean of the School of Social Sciences at Ferrum College for his support and to Dr. Jennifer Braaten, President of Ferrum College for encouraging us to host on the Ferrum College campus. Last but not least, thanks to the Ferrum College Chapter, Delta Xi Omega for their dedication to the chapter and to region IV.
