1 Introduction

I have been commissioned by ALDI to provide my opinions with regard to the car parking and traffic implications associated with the proposed rezoning and development of land at 315 – 319 Burwood Highway, Burwood for the purposes of a mixed use development.

In the course of preparing this report, I have reviewed plans for the development, collated and analysed case study data, inspected the site, and reviewed the impact of the proposed development.

Annex A provides a summary of my professional qualifications and experience.

2 Background

2.1 Site, Location & Land Use

The subject site is located on the north west corner of the intersection of Burwood Highway and Mahoneys Road, and is addressed as 315 – 319 Burwood Highway, Burwood East. The site has a frontage of approximately 78 metres to Burwood Road and 77 metres to Mahoneys Road covering an area of approximately 5,300 square metres.

The subject site is currently vacant although previously operated as a bus depot.

Access to the site exists from the Burwood Highway service road, Burwood Highway itself, and from 3 crossovers along Mahoneys Road.

Land uses in the vicinity of the site are mixed in nature with commercial uses operating to the west, residential uses to the north, and the Peter James Centre (medical) across Mahoneys Road to the east. To the south of the site, on the opposite side of Burwood Highway, are the Burwood East Reserve and Nunawading Basketball Stadium.

The locality of the site is shown in Figure 1.

2.2 History

A combined Planning Scheme amendment and Planning Permit Application was lodged with Council on 27 June 2008. The application proposed to amend the schedule to the Mixed Use Zone and to use the land for shops (Aldi Supermarket) and offices.

A traffic impact assessment prepared by O’Brien Traffic was submitted as part of the application.

In March 2009, Council resolved to support the preparation and exhibition of Amendment (C117) to the Whitehorse Planning Scheme and Planning Permit (WH/2008/522), for land at 315 – 319 Burwood Highway, Burwood East, including:

a. Amendments to the schedule to the Mixed Use Zone.

b. A planning permit for the development of an ALDI supermarket, specialty retail tenancies and office uses.

It is noted that as part of the resolution to support the proposal Council’s traffic engineers had no concerns with the level of on-site car parking nor the traffic implications of the development.

Amendment C117 and Planning Application No WH/2008/522 was advertised in August 2009. A number of submissions were received objecting to the proposal citing traffic, car parking and access issues as grounds for objection.

Vic Roads provided a submission, which was generally in support of the application subject to the inclusion of conditions.

3 Proposal

3.1 Amendment C117

Amendment C117 proposes to amend the schedule to the Mixed Use Zone to increase the maximum allowable office floor area from 500 square metres to 4,300 square metres and shop floor area from 240 square metres to 2,500 square metres.

3.2 Planning Application WH/2008/522

3.2.1 General

Planning Application WH/2008/522 proposes the development of the site for a mixed use development, as illustrated on the application plans, comprising of an Aldi Supermarket and speciality retail tenancies on the ground floor, and three levels of office above. A summary of the proposed development components is provided in Table 1.

3.2.2 Car Parking & Access

The development proposes a car parking provision of 259 car spaces, inclusive of five (5) disabled bays. A total of 25 car spaces are provided at-grade fronting Mahoneys Road, with the remaining 234 spaces located within a basement car park. Access to the basement car park will be restricted after hours with the provision of a roller door at the bottom of the ramp.

Car spaces have been designed with a minimum width of 2.6 metres, depth of 4.9 metres, and are accessed from aisles of at least 6.4 metres wide.

Access to the site is proposed from Mahoneys Road via two access points with one located adjacent to the northern boundary of the site, and the second located approximately 25 metres north of the intersection with Burwood Highway. The northern access point is to serve as the primary access to the site providing fully directional access leading to the basement car park and the at grade car park. The secondary access will operate left in, right in, and left out only and provide access directly to the at grade car park.

All redundant crossovers will be reinstated with kerb and channel.

3.2.3 Bicycles

A total of 39 bicycle spaces are proposed on-site, comprising of 12 visitor spaces distributed throughout the forecourt area and 27 secure spaces for staff. The secure spaces are complimented by 4 showers and a change room located in the vicinity of the office lobby.

3.2.4 Loading

A loading area for the Aldi supermarket is proposed adjacent to the western boundary of the site with access to the loading dock provided from the Burwood Highway service road. The loading area has been designed to accommodate commercial vehicles up to the size of 19 metre semi-trailers, and requires minor widening of the service road at the intersection with Burwood Highway.

4 Car Parking Considerations

4.1 Statutory Requirement – Whitehorse Planning Scheme

Clause 52.06 of the Whitehorse Planning Scheme sets out the requirements for the provision of car parking for a variety of land uses. In relation to this application, the Clause requires that 8 parking spaces are provided for each 100 square metres of leasable floor area for shop uses and 3.5 spaces per 100 square metres for office uses.

Application of the above rates to the development components results in a parking requirement for 339 car parking spaces as shown in Table 2.

Clause 52.06-1 of the Whitehorse Planning Scheme specifies that a permit may be granted to reduce the number of spaces required or to waive the requirement, if the responsible authority is satisfied that a reduced provision is justified on the basis of decision guidelines. One such guideline is ‘an empirical assessment of car parking demand’, which is discussed as follows.

4.2 Empirical Assessment

4.2.1 Aldi Supermarket

An Advisory Committee was appointed under delegation from the Minister for Planning to provide advice on car parking issues and to prepare a new Clause 52.06 suitable for inclusion in the Victoria Planning Provisions (VPP).

In August 2007, the Advisory Committee proposed various recommendations regarding car parking issues, including new parking provision rates in Clause 52.06 to better reflect actual car parking demand. The aim of the revised clause is to streamline the planning process to reduce costs and delays, and to ensure car parking provisions are properly aligned to policy.

In the proposed new Clause 52.06, the Advisory Committee recommends a parking provision rate of 5 spaces to each 100 square metres of leasable floor area for supermarkets.

GTA consultants on behalf of ALDI undertook Friday and Saturday car parking demand surveys at a number of existing suburban ALDI supermarkets in 2006. The results of these surveys are summarised in Table 3, and recorded peak parking demands ranging from 3.38 to 4.95 spaces per 100 square metres on Saturdays, with an average peak demand for 3.95 spaces per 100 square metres.

The recorded ALDI data is generally consistent with the advisory committee recommendation and accordingly a rate of 5 spaces per 100 square metres will be adopted as representative for the purposes of this assessment. It is therefore projected that the 1,564 square metre ALDI will generate a peak parking demand for up to 78 car spaces.

4.2.2 Specialty Retail (Shop)

In relation to specialty retail (shop), the Advisory Committee recommends a rate of 4 spaces per 100 square metres for standard sites, and 3.5 spaces per 100 square metres for sites located within Activity Centres. As the site is located within the Tally Ho Major Activity Centre, the rate of 3.5 spaces per 100 square metres is applicable.

This rate is generally consistent with case study data held within my firm and accordingly will be adopted for the purposes of this assessment. Application of this rate to the 895 square metres of shop equates to a projected demand for 31 car spaces.

4.2.3 Office

It is my view that the Planning Scheme rate of 3.5 spaces per 100 square metres is representative of office demands in suburban areas and is consistent with the recommended rate in the Tally Ho Business Park Urban Design Framework. Adoption of this rate results in a projected demand for 142 car spaces for the proposed 4,050 square metres of office.

4.2.4 Total

Based on the above assessment, it is projected that the development will generate a peak parking demand for 251 car spaces, comprising 109 spaces for the retail components (specialty – 31 spaces and Aldi – 78 spaces), and 142 spaces for the office.

4.3 Adequacy of Car Parking

The development plans illustrate a provision of 259 car spaces, which in my view will adequately accommodate the projected demand for 251 car spaces.

4.4 Car Parking Allocation

The application plans show a total of 102 car spaces allocated to the supermarket and retail tenancies and the remaining 157 spaces allocated to the office use with the office.

It is recommended that the plans reduce the office allocation to 142 car spaces, with the remaining spaces available for retail use.

4.5 Car Parking Layout

Review of the car park layout indicates that car spaces have been designed to meet the requirements of the Whitehorse Planning Scheme with spaces a minimum width of 2.6 metres, depth of at least 4.9 metres with access from aisles at least 6.4 metres wide.

In relation to column locations, columns have generally been located in accordance with the requirements of the Australian Standard AS2890.1 with consideration to Planning Scheme dimensions, with the exception of a handful of spaces. Whilst these spaces do not strictly comply, they are still suitably and safely accessible and in my view are adequate for the proposed use, with the majority of the non-compliant spaces allocated to office staff.

In view of the above, I have reviewed the car parking layout and am satisfied that it provides for convenient access to individual spaces and allows for a level of circulation throughout.

5 Bicycle Parking

Clause 52.34 of the Whitehorse Planning Scheme outlines the bicycle parking requirements for a range of uses, with the requirements and application of the recommended rates outlined in Table 4.

The development has a statutory requirement to provide 26 bicycle spaces, inclusive of 19 employee spaces and 7 visitor spaces. It is proposed to provide a total of 39 bicycle spaces which easily satisfies the statutory requirement.

6 Loading Considerations

Clause 52.07 of the Planning Scheme specifies the loading requirements for the proposed development. Specifically, the Clause requires the provision of a loading area of 27.4 square metres for the proposed supermarket and specialty retail components. There is no requirement for office use to provide loading areas. The proposed loading area is significantly larger than the Scheme requirement and hence is adequate.

ALDI typically only receives in the order of 3-4 deliveries per day, inclusive of 1-2 deliveries from semi-trailers. It is envisaged that commercial vehicles will access the site from the Burwood Highway service road before reversing into the loading dock. Upon departure, vehicles will depart the site in a forward direction to Burwood Highway via the service road.

It is noted that Vic Roads’ conditions (Condition 36a of the draft planning permit) require the loading bay to be designed to ensure that delivery vehicles, when undertaking deliveries, do not protrude into the outbound lane of Burwood Highway.

This is possible with a minor modification to the eastern edge of the crossover to the loading area that allows for a 19.0 metre semi-trailer to remain entirely within the service road when reversing into the loading area. Swept paths and this crossover modification are shown in the plan attached as Annex 2.

7 Traffic Considerations

7.1 Road Network

Burwood Highway is an arterial road that is generally aligned east to west from Warrigal Road where it extends further east as Toorak Road through to Monbulk Road in Upper Ferntree Gully.

In the vicinity of the site, Burwood Highway operates with 3 traffic lanes in each direction separated by a central median, which accommodates a tram reservation. Within the eastbound carriageway the kerbside lane operates as a shared through and left turn lane with the other lanes operating as dedicated through lanes. A service road is effectively provided between Sevenoaks Road and Mahoneys Road operating one-way eastbound.

A posted speed limit of 80 kilometres per hour applies to Burwood Highway along the frontage of the site.

Figure 2 provides a view of Burwood Highway in the vicinity of the site.

A median break facilitated by an auxiliary turn lane located at Mahoneys Road allows for right and U-turn manoeuvres to the Nunawading Basketball Centre and to the west along Burwood Highway respectively.

Mahoneys Road is a Collector Road aligned north to south from Canterbury Road through to Burwood Highway. In the vicinity of the site, Mahoneys Road provides for a single traffic lane in each direction in addition to unrestricted kerbside parking adjacent to both kerbs, within a pavement width of approximately 13 metres.

At its intersection with Burwood Highway, Mahoneys Road is restricted to left-in, left-out, and right in manoeuvres only with a median break allowing westbound motorists access to Mahoneys Road, facilitated by an auxiliary turn lane. Motorists turning right are required to give way to trams, while ‘Keep Clear’ linemarking within Burwood Highway has been provided to assist right turning vehicles.

7.2 Public Transport

The subject site has excellent access to public transport with a tram and bus service operating along the frontage of the site on Burwood Highway. Stops associated with these facilities are situated within 200 metres of the subject site. A summary of the available services is provided in Table 5.

7.3 Accident Statistics

A review of the last 5 available years of accident data (June 2004 to June 2009) from the Vic Roads Crashstats website shows that seven (7) accidents occurred at the intersection of Mahoneys Road and Burwood Highway, 5 of which involved right turning vehicles from Burwood Highway to Mahoneys Road.

7.4 Existing Traffic Volumes

As part of the application report, O’Brien Traffic commissioned traffic volume counts at the intersection of Mahoneys Road and Burwood Highway on Thursday 5 June 2008. A summary of peak hour traffic counts which occurred 4:45pm – 5:45pm are provided in Figure 5.

Since the time of the traffic surveys, Eastlink has opened, and as such to validate the above data, traffic volumes were sourced from Vic Roads from June 2009. Then sourced volumes are of a similar magnitude to those recorded in June 2008.

7.5 Traffic Generation

It is expected that the most significant impact that the development will have on the surrounding road network will be during the afternoon commuter peak hour, when traffic generated by the proposed development combines with the existing commuter peak. In view of this, the assessment provided is based on those hours.

7.5.1 Aldi Supermarket

GTA consultants on behalf of ALDI undertook traffic surveys on Friday afternoons at a number of existing suburban ALDI supermarkets in 2006. Friday afternoons were selected as it is typically a busy time for supermarkets and coincides with the commuter peak periods. The results of these surveys are summarised in Table 6 and show that ALDI stores generated traffic during the commuter peak period for between 10.8 and 14.6 vehicle movements per 100 square metres, with an average traffic generation of 12.6 vehicle movements per 100 square metres.

Based on the above case study data, a rate of 13 vehicle movements per 100 square metres will be adopted resulting in a projected traffic generation of 203 vehicle movements with arrivals and departures evenly split.

7.5.2 Specialty Retail

It is expected that the specialty retail tenancies will draw a proportion of its trade from Aldi customers and as such is not expected to generate a significant level of traffic in their own right. Notwithstanding, it will be assumed that the specialty tenancies generate 5 vehicle movements per 100 square metres during the peak hours equating to a peak hour generation of 45 vehicle movements, evenly split between arrivals and departures.

7.5.3 Office

Case study data held by my firm indicates that car parks associated with office developments generally disperse up to 50% of the car park supply during the evening peak hour. For the purposes of this assessment, it will also be assumed that an additional 5% of the supply will fill during the evening peak hour.

As the office component of the development will be allocated a total of 142 spaces, it is projected that during the Friday afternoon peak hour a total of 78 vehicle movements will be generated, comprising 71 departures and 7 arrivals.

7.5.4 Total

It is projected that the proposed development will generate a total of 326 vehicle movements as summarised in Table 7.

7.6 Traffic Distribution

In consideration of the surrounding catchment and other existing and proposed Aldi stores, the following distribution will be assumed.

Arrivals will be split:-

o 35% from the east, 35% from the west and 30% from the north;

Departures will be split:-

o 60% to the south (left turn out to Burwood Highway), and 40% to the north.

Figure 6 has been prepared to illustrate the post development evening peak hour volumes.

7.7 Traffic Impact

7.7.1 Mahoneys Road / Burwood Highway

It is projected that the proposed development will generate an additional 46 right turn movements from the east and 46 left turn movements from the west on Burwood Highway to Mahoneys Road, which represents less than a single additional vehicle to each movement every minute. This level of traffic is expected to be suitably assimilated by the existing road network.

In relation to the left turn out manoeuvre from Mahoneys Road to Burwood Highway, the development is expected to generate an additional 117 vehicles to this movement, which represents approximately 2 additional vehicle movements every minute during the peak hours. There are suitable gaps in the traffic stream generated by the upstream signals (Sevenoaks) and general flow of traffic in the kerbside lane will provide for suitable gaps for left turning vehicles to enter the traffic stream.

7.7.2 Mahoneys Road

The majority of traffic generated by the development is expected to travel towards Burwood Highway due to the level of road network connections available, however a proportion of traffic will head north along Mahoneys Road. It is projected that 78 vehicles will undertake the left out manoeuvre from the site and continue north, while 39 vehicles are expected to turn right in to the development from the north. This level of traffic is expected to be easily assimilated by the road network and does not indicate a significant increase on existing traffic volumes.

Based on the foregoing discussion, it is considered that the traffic generated by the proposed development will be suitably accommodated by the surrounding road network.

8 Proposed Permit Conditions

I have reviewed the proposed Council permit conditions, and offer the following comments in relation to those in dispute concerning car parking or traffic.

Condition 1a – The proposed parking bays, circulation roadways, parking aisles are dimensioned and (sic) designed in accordance with Section 2.4 of AS2890.1

The car parking layout has been designed in accordance with the requirements of the Planning Scheme and consequently is considered to provide conveniently accessible spaces. To this end, it is my view that there is no need for condition 1a.

Condition 1d – All proposed columns location and spacing within the car park for the development be in accordance with Clause 5.2 of AS2890.1

Condition 1e – All blind aisles be in accordance with section 2.42 of AS2890.1

Condition 1f – All proposed parking bays abutting an obstruction such as a wall designed in accordance with section 2.4 of AS2890.1

It is my view that whilst the column and wall locations do not strictly meet the requirements of AS2890.1 for some car spaces, car spaces are still safely and conveniently accessible. To this end these conditions can be deleted.

9 Conclusions

Based on the preceding discussion, it is my opinion that:

The development will generate a peak car parking demand for 251 car spaces, which will be suitably accommodated by the proposed provision of 259 car spaces.

The layout of the car park has been designed to generally accord with the requirements of the Planning Scheme, and provides for conveniently accessible parking.

The development will generate in the order of 326 vehicle movements during the Friday commuter peak hour.

The level of traffic generated by the proposed development can be suitably accommodated by the surrounding road network.

The development proposes the provision of thirty-nine (39) bicycle parking spaces, which is in excess of the requirements of Clause 52.34 of the Planning Scheme.

Subject to the widening of the service road crossover to the east to comply with Condition 36 a) the loading area has been adequately designed to accommodate 19 metre semi-trailers.

Council proposed condition 1a, d, e, and f can be deleted.
