WEST SILOAM SPRINGS

• West Siloam Springs currently pays Siloam Springs, Arkansas ~$750,000 per year for water, sewer, and ambulance services.

• Not only is this figure an astronomical cost to the town, but with the amount of water they receive, West Siloam Springs can barely cover existing needs.

• If a fire broke out in West Siloam Springs, the town would have to shut down the Cherokee Casino due to a lack of water availability.

COLCORD

• Colcord’s water supply is currently irradiated and requires treatment before it can be dispensed.

• The schools in the Colcord area have to shut down several times per year due to a lack of clean water.

• Colcord has been fined by DEQ already. If their issues are not corrected, they will be fined again. We are currently working toward getting them the clean water they need, but we could use all the help we can get.

WHAT IS NEEDED FOR INDUSTRY TO THRIVE?

• With water, emergency services, and natural gas, industry can thrive. If we can manage to get these three things for District 3, we will see more jobs available for our residents.

• The population of District 3 has been on a steady decline for the past several decades. In the last census alone, we showed a 9% loss in overall population.

• Not only does this hurt already struggling businesses in the area, but it increases the size of the district, effectively reducing the amount of money that the highway department has available to spend maintaining roads.

• However, if these three things can be implemented and maintained in District 3, it will prove to bring industry back into the area. Industry brings jobs. Jobs bring population. Population further brings industry.

• If we want District 3 to thrive, we need to first acquire water, ambulance services, and natural gas.

• Right now, the Delaware County Highway Department receives income based on diesel fuel, unleaded fuel, special fuel (amounts to very little,) and car tags.

• If at all possible, we would like to see legislation passed that would allow each district to vote for or against its own enforced taxes.

• As the situation stands, the highway department in District 3 is barely scraping by.

• As you can see, the allotment from March was barely enough to cover our payroll and fuel expenses for the month. It’s situations like this that have constantly kept District 3 behind the curve when compared with the other two districts in the county.

• If we could pass legislation enacting a half penny sales tax earmarked specifically for roads and bridges, the highway department in District 3 would be able to immensely enhance its operating procedures and vastly improve the road quality in the area.

DELAWARE COUNTY BRIDGES

Delaware County currently has 101 operational bridges. 47 of those are in District 3 alone. As of January 2013, District 3 will have 53, meaning we will have more than the other two districts combined. This further taxes the already dire financial situation we are in.

ENGINEERING REQUIREMENTS

At this time, there are 19 out of a total 47 bridges in District 3 that have been flagged by Guy Engineering that need to be repaired. 4 of these 19 are in critical condition and Guy Engineering recommends we make repairs to these bridges within 90 days due to the dangerous condition they are in.
