WelcomeWelcome to Central Elementary School.  We are excited about beginning a new school year.  In order to achieve a high level of success, we feel that it is important to clearly define goals for our students to reach and maintain.

School HandbookThis handbook is prepared for you, the Central Elementary School student.  It contains information about the academic curriculum, our school organizations and the school’s general regulations.  It will acquaint students and parents with CES policies. General procedures are also included; however, please be aware that situations arise from time to time that will be addressed on an individual basis.

 THE PHILOSOPHY OF

CENTRAL ELEMENTARY SCHOOL The faculty and staff of Central Elementary believe that all students are capable of learning.  The school’s goal is to meet the individual needs of each student.  The teachers, counselors, librarian, and administrative staff are committed to providing social, moral, emotional and intellectual growth for all students.  School attendance, appropriate behavior, and a positive attitude play an important role in the learning of each student.  Parents, teachers, and students must maintain an open, effective line of communication in order to succeed.  Through the collective efforts of every member of the school family, we will successfully establish a strong foundation for the future leaders in society – our students.

Instructional Focus “What we learn, what we know, thinking critically, is what we show.”

Visitors to the SchoolCentral Elementary School requires all visitors to obtain the principal’s permission prior to visiting the school’s grounds or its buildings.  Only those persons who have presented themselves to the school's office and received approval to visit may be considered authorized to visit other areas of the school.  While on campus, visitors must adhere to the rules and policies of the school. A search by use of a metal detector by the principal or his designee(s) may be conducted on reasonable suspicion.  The principal has the authority to contact law officials to remove unauthorized persons from the school campus.

Central Elementary utilizes the following method of visitor identification:

1. Visitors must register using the Webster Parish School Board visitor’s form.2. A visitor’s pass will be issued, which must be worn at all times while on campus.3. Visitors must return visitor’s pass and sign out on the WPSB visitor’s form prior to leaving

campus.Open Door Policy

The principal welcomes visits from students, parents, and community members.  Students wishing to speak with the principal must request permission to leave class from their teacher. Students should report immediately to the school office and request a meeting with the principal. If the principal is unavailable, students will be called to the office as soon as possible.  All requests will be honored as time permits. Parents and other community members are urged to call the school office and request a meeting with the principal if the need arises. Although Central Elementary School operates under an open door policy, there may be times when the principal is unavailable.  Make an appointment to meet with the principal to ensure that no one is inconvenienced since much of the principal’s time will be spent observing teachers and students in the classroom.

Guidance OfficeOur counseling service is available to all students.  Many problems concerning both school and personal life can be helped by talking to a person trained to help students deal with problems in a constructive manner. Our school counselor will be happy to help any student. Students wishing to speak with the counselor may do so during free time, if the counselor is available, or they may make an appointment.  Students must obtain permission from a teacher before coming to the office. The office will notify the counselor, who will call students as soon as possible.

The purpose of the guidance program is to help each individual student achieve the highest possible level of mental, emotional, and social growth.  This is achieved in several ways:

1. The guidance counselor helps new students feel at home in our school with new teachers and friends in a new setting.

2. The guidance counselor meets with students and/or parents whenever students, parents, teachers or the counselor deems it necessary.

3. The counselor conducts an annual state-mandated testing program designed to help students learn more about their progress and abilities.

4. The guidance counselor encourages those in need to take the opportunity to talk things over in a friendly, non-judgmental setting.  

Parent-Teacher ConferencesParents may request a conference with any or all teachers throughout the school year.  The faculty and staff of CES believe that communication between the school and the home is of the utmost importance.  Parents are asked to call the school office and make an appointment to meet with their child’s teacher(s).  Faculty members will be happy to meet with parents at a time convenient to all parties concerned.

Change of Address/TelephoneIf at any time during the school year, a student moves to a different address or has a change in phone numbers, the change must be reported to the office immediately. Please send a hand written letter signed by parents with other documentation needed to verify residence change.

TelephoneThe office telephone is used for school business and may be used by students only in cases of emergency and with the permission of office staff.  Students cannot be called to the phone. Only messages deemed urgent will be delivered.

Bus TransportationBus transportation is provided for students residing more than one mile from school.  Students who refuse to obey the bus driver or the teachers on duty, or who fail to follow bus rules and regulations may be suspended and/or lose transportation privileges. Please talk to your child about his/her behavior on the bus. Riding the bus is a privilege and not something we are required to provide, if behavior jeopardizes other students’ safety.

Bus Infractions1st Infraction-The student will receive a verbal warning, parents will be contacted, and the bus driver will send a formal referral to the office. 2nd Infraction-The student will receive some form of punishment (ex: no recess, no canteen, no PBIS, etc.) Parents will be contacted, and the bus driver will send a formal referral to the office. 3rd Infraction- The student will be suspended from the bus, parents will be contacted, and the bus driver will send a formal referral to the office. 4th Infraction-The student will be suspended from the bus for the remainder of the year. Parents will be responsible for getting the student to and from school in a timely manner. The bus driver will send a formal referral to the office.

NOTE: Fighting or any other major infraction will be immediate suspension from the bus.

Changes in TransportationParents must write a note to their children’s teacher if there will be a change in the way their child normally goes home. Parents must notify the school office by 1:00 P.M . if their child is to ride a bus other than their usual bus or if the child is to be a car rider instead of a bus rider.

School FeesThere will be a $10.00 school fee for every student at Central Elementary School.  The money will be used for the purchase of instructional aids, student supplies, and materials for reproducing student worksheets.  Students who owe the school for school fees or any other debts will not be eligible to go on field trips, PBIS activities, or participate in extracurricular activities.

Medical InformationThe Webster Parish School Board policy toward medication at school follows Louisiana state law.  NO STUDENT MAY TAKE OR USE ANY MEDICATION AT SCHOOL UNLESS A MEDICATION FORM IS COMPLETED AND SIGNED BY THE PRESCRIBING PHYSICIAN.                                                      

This form must include:                                                   (1) name of medication; (2) illness for which medication is prescribed; (3) dosage; (4) possible side effects; and (5) how many days medication is to be given.

If this form is not completed and submitted to the school office, the parent must come to the school to dispense medication.  All medications are to be turned in to the office.  Office staff will dispense them and keep a record.

Aspirin, Tylenol, cough drops, and other over the counter medications may not be taken at school, unless administered by child’s parent or guardian.  Possession of them at school by students is a violation of the Drug Free policy of Webster Parish Schools.

To avoid having medication at school, medication ordered twice daily may be given before school and in the evening, medication ordered three times daily may be given before and after school and at bedtime, and medication ordered four times daily may be given immediately before and after school, at suppertime and before bed.

AccidentsAny accident that occurs at the school or at any event sponsored by the school must be reported immediately to the faculty or staff member supervising at the time and to the school office. An accident form will then be completed by office staff and faxed to the Webster Parish School Board.

Disaster DrillsFire drill plans and tornado procedures are posted in each classroom.  Students should study both plans and be familiar with them. When these procedures are practiced or if a real emergency occurs, students should move quickly and quietly to assigned areas and remain quiet in order to receive further directions and/or information.

Assembly ProceduresDuring the school year, students are called together on various occasions for assemblies.  Most assemblies are held in the Gym. Good conduct is always expected of students during assemblies.

Good citizenship is shown through listening and showing support for persons conducting the programs. Guests are often present at assemblies.  Student behavior is a reflection of the entire school, and misbehavior will not be tolerated. We want to make a positive impression for visitors and guests.

1. Stay seated until assembly is over. 2. Stay quite during assembly. 3. Several minutes will be allotted for student pictures after assembly is over. Students will

then line up and go back to homeroom so that students report back to teachers. Parents will check out students at the front office after assembly to ensure the safety of all students.

Cafeteria Procedures1. All students are to exhibit good conduct in the cafeteria.2. Students must walk, not run, in the cafeteria, and are not to “cut” into the serving line.3. No carbonated beverages in cans or bottles are to be brought into the cafeteria.4. No food is to be taken out of the cafeteria. 5. Trash must be picked up and placed in the wastebaskets.  Students are responsible for

cleaning up spills. 6. Students must remain in the cafeteria until the duty teacher signals them to leave.7. Students are required to clean up their area, where they sit; including picking up napkins,

milk cartons, and food. 8. The voice levels in the cafeteria must be kept low at all times. 9. Food with restaurant labeled containers and wrappers are not allowed to be brought into the

cafeteria.

Serving TimesFor the 2019-2020 school year, the Webster Parish School Board has elected to utilize the Community Eligibility Provision (CEP) which allows students to eat free of charge.  ALL meals served in the CENTRAL ELEMENTARY cafeteria, Breakfast and Lunch, will be at no cost to parents. You do not have to complete a meal application for this school year.  If your child wishes to purchase extra items such as juice, you will need to send money for that.

Extra items for sale:Juice     $.50Milk      $.50Water   $.75

Breakfast will be served for Central Elementary School students and staff from 7:15 A.M.-7:45 A.M. daily.  Only students eating breakfast may come to the cafeteria. When students are finished eating breakfast they will walk directly to their classrooms.

Core CurriculumThe following outline of the elementary core curriculum shows the areas of study students pursue during their years at Central Elementary School.  The curriculum is the master plan for learning. Courses offered are those required by the Louisiana State Board of Elementary and Secondary Education (BESE) as well as those that are considered necessary for the intellectual

growth of our students.  Course content follows the benchmarks outlined in the state and parish content standards.

Progress ReportsProgress reports are sent home halfway through each nine week period.  These reports are designed to help parents or guardians monitor their child’s progress before official grades are assigned.  The student is responsible for showing this report to his/her parents or guardian. Progress reports are to be signed and returned to the school.  Progress may also be monitored online at the Webster Parish School Board website Parent Center.

Report Cards

Students receive a progress report and a report card each grading period as a means of communicating the successes of every child.  All report cards are given out on the Thursday following the end of the nine-week grading period.   The report card is to be signed by the parent or guardian and returned to the student’s homeroom teacher.  If there is a question or concern, parents are asked to contact the school and schedule a meeting with the student’s teacher(s).  Final report cards will be mailed to students’ homes in May.

The semester grade in any subject is determined by averaging the nine-week grades.  The final grade is determined by averaging the two semester grades.

Lost and FoundAll articles found on school grounds should be turned in to the proper places: library books should be turned in to the librarian, textbooks that are found should be turned in to the appropriate teacher.  Money and other valuables must be turned in to the school office.

Please label any item of clothing or other important articles with your child’s name using a permanent marker.  Lost articles that are not claimed within a reasonable period of time will be given to local charities.

CelebrationsParents are welcome to send wrapped cupcakes or snacks for their child’s birthday. Please make arrangements with your child’s teacher. Drop them off at the front office with child’s name on them, as well as, your child’s homeroom teacher’s name. Do not send balloons or gifts to the school.

Textbooks and Library BooksAll basic texts and library books are made available to students for their use during the school year.  The students will pay for workbooks and other supplies.

Textbooks are to be kept clean and handled carefully.  The school has only enough books for our students. Students must pay for damaged or lost textbooks and library books.

Honor RollAn honor roll listing will be published at the end of each nine-week grading period.  

Students receiving straight “A’s” in all subjects – (No grade lower than an A) will be listed on the Principal’s List.

Students with all “A’s” – (92.5 % and up) and no grade lower than a “B” will be listed on the “A” Honor Roll.

Students with all “A’s” and “B’s” –(84.5% - 92.49%) and no grade lower than a “C” will be listed on the “B” Honor Roll.

School Tardiness

Students arriving after 7:50 A.M. in the morning will be counted as tardy. Parents must come in to the school office and sign-in tardy students.   Our state mandates that unexcused or habitual tardiness will result in disciplinary action. Students who are habitually late will be turned over to truancy.

AttendanceStudents are expected to be in school.  It is state law that personal illness (as verified by a doctor), deaths in the family or extenuating circumstances (as agreed to by the principal) are the only basis for excusing an absence.  A student with 10 or more unexcused absences will not be promoted to the next grade.  

When a student is absent, a parent or guardian should notify the school office. When an absent child returns to school, a note or doctor/dentist excuse must be sent to school explaining the absence. In case of a communicable disease (mumps, measles, chicken pox, impetigo, etc.), a doctor’s certificate to return is required.  Students are responsible for completing work missed during their absence, having been given a sufficient period of time to do so.

Webster Parish policy requires that the names of students with five or more unexcused absences or incidents of tardiness be turned to the Bossier/Webster DA in for attendance investigations. Parents or guardians may be fined in the event their child is found to have excessive or habitual unexcused absences or tardies.

Student Dress CodeCentral Elementary School requires all students to follow a dress code.  Dress for boys consists of navy or khaki slacks or shorts with navy, white, or red polo shirts or white button up oxford cloth shirts. Dress for girls consists of navy or khaki skirts, jumpers, slacks, shorts, and navy, white, or red shirts or white Peter Pan collared blouses.  All shirts must be tucked in, and belts are to be worn by students in grades three through fifth grade.  Slacks may not have pockets, zippers or other ornamentation on the sides or lower portion of the garment (No cargo pants).  Shirts must have collars. White tee shirts may be worn under uniform shirts. Shoes are to be low topped athletic shoes.  Roller shoes, flip flops and strapless shoes are not permitted. During cold weather, long sleeved turtlenecks/solid color long sleeve tees may be worn under polos.  Coats and jackets-(solid white, red, navy, gray, or black) are not to have offensive language or logos on them. Coats are to button or zip up the front. The only outerwear that may be worn inside the school is the Central sweatshirt or a lightweight jacket.  Students will be required to remove all other outerwear while in the building.

Fridays have been designated as blue jeans optional days.  These must be plain blue jeans (boys and girls). No holes or the appearance of holes or elaborate decorations are permitted.  Jeans may be worn with any approved uniform shirt or any Central spirit shirt.  No other shirt may be

worn with jeans unless permission has been granted by school staff for a “dress code free day” or the like.  

In addition to the items mentioned previously, the following rules must be followed:

1. Clothing must be neat, clean, properly fitted and hemmed.  Slacks, shorts and skirts are to be worn at the waistline. (No “hip huggers” or “low riders.”)  “Sagging” is not allowed. Shirts/tops must be tucked in, and belts must be worn by students in grades 3-6.

2. In the event of a dress code free day, clothing may not display slogans or designs that are demeaning of character or promote the use of drugs, tobacco, alcohol, sex, etc.  Dress that may be perceived as gang related is strictly prohibited.

3. Clothing may not be form fitting, (too tight), or revealing.4. All caps and head coverings are prohibited on campus, with the exception of knit toboggans

to be worn outside on cold days.5. Dresses, skirts and shorts may be no shorter than 3” above the knee.6. Hair rollers and house shoes are prohibited.7. Males may not wear earrings.8. Grooming tools, (brushes, combs, picks, etc.) are to be left at home.9. Proper undergarments must be worn.10. Designs in head, Mohawks, brightly colored or unnatural colored hair, and hair that blocks

vision are prohibited. 11. Closed toe shoes must be properly fastened and worn at all times. Sandals may not be worn

at any time.

Students failing to comply with dress code rules will be subject to disciplinary action.  Repeated failure to comply with the dress code will result in a parent conference and/or suspension.

THE ADMINISTRATION RESERVES THE RIGHT TO MAKE CHANGES AND ALLOWANCES FOR ANY AND ALL RULES LISTED.

Rules and Regulations for Students

The following rules and regulations pertain to all students attending Central Elementary School:

1. Students must recognize the authority of teachers and school personnel at all times.2. Profanity, either in words or gestures, is strictly forbidden.  3. Possession and/or use of tobacco products, alcohol or other drugs is a violation of the drug

policy of the Webster Parish School Board.  The policy states: If anyone is caught with any drugs (selling, using or in possession of), parents will immediately be notified and automatic expulsion will follow.

4. Students may not leave the campus without permission, unless having checked out through the school office.

5. Students may not bring visitors to school.6. The office telephone is for school business and may be used by students in case of

emergency only, with permission of authorized personnel.7. Students are not to bring gum, toys, electronic devices, etc. to school.  These items are

subject to confiscation, and may not be returned if taken.

8. Students are to walk in all areas of the campus, with the exception of the playground.9. Students must respect other students’ rights and feelings at all times.  Students may not

tamper or use property of other students without permission by the owner.  Students must avoid statements or expressions (both verbal and non-verbal) that threaten or put others down.  Bullying will not be tolerated.

10. Students must attend to their own business.  If each student is spending time taking care of his or her own business, there will be no time for others.  Gossips and instigators of trouble will be punished.

11. Students may not push or play rough. No tackling or wrestling is allowed!  12. Students may not throw rocks, dirt or any other item.13. Students must keep their hands to themselves.  Any inappropriate touch will be reported to

the school office.  Fighting will result in severe consequences.14. Students must take pride in their school.  Students must not write on equipment or deface any

area of the school.15. All trash is to be placed in wastebaskets.  Littering shows disrespect for the school and will

not be tolerated.16. In the event that a student willfully damages or destroys school property, the student will be

held responsible for repair or replacement of that property.

Rules and regulations are developed to make the school as safe and comfortable as possible. Rules are necessary to ensure that each student is allowed to obtain the best education possible while at Central Elementary School.  Students are to be held in strict accountability for their actions. The basic rules of society are expected to be followed at Central Elementary School: respect for other individuals, their rights and their property is fundamental.

THE ADMINISTRATION RESERVES THE RIGHT TO MAKE CHANGES AND ALLOWANCES FOR ANY AND ALL RULES LISTED.

SuspensionsMandatory suspension or expulsion shall be the consequences faced by students committing specified infractions.  Other infractions may result in students facing a suspension, expulsion or being provided with alternative education opportunities as indicated under discretionary suspensions.  All students shall be held strictly accountable for their behavior.

Mandatory Suspensions

Mandatory suspensions will be imposed for the following offenses:

1. Striking a teacher or any other school personnel.2. Possessing weapons or using a tool or instrument to do bodily harm.3. Possessing or using fireworks or other explosives on school campus or at school-sponsored

events, or on the school bus.4. Possessing or using tobacco on school campus or on a school bus.5. Possessing or using narcotics or alcohol on school campus or on a school bus.6. Willfully initiating false fire alarms or any other false alarms.

Discretionary Suspensions

Discretionary suspensions may be imposed for the following offenses:

1. Initiating a fight or participating in a fight.2. Wearing of inappropriate clothing or any other unacceptable grooming that is in violation of

the dress code.3. Willful defacing of, the theft of, or the destruction of school or personal property.  The

student and/or his parent or guardian will be required to pay the cost of repairs or replacement of damaged property.

4. Threatening a teacher or any other school personnel.5. Using forged notes or forged official forms.6. Refusing to comply with any reasonable request of any teacher, or any other school

personnel while they are performing their official responsibilities.7. Committing an act of defiance, either in language or action, on any school campus or school

bus.8. Leaving class and/or campus without permission.9. Violating any publicized rule unique to Central Elementary School, provided the rule is not

in conflict with the policies of the local school board and the laws of the state of Louisiana.

Corporal PunishmentIt is the policy of Central ES to administer corporal punishment when deemed necessary. The “no paddling form” should be filled out and returned to the office if you wish your child to be placed on the no spanking list. Parents may be called to the school to assist with disciplining their child.  Students whose parents do not choose to assist with discipline may face suspension from school. No student with a 504 classification or that is in special education will be administered corporal punishment.

Discipline and the LawEach school principal shall exercise the proper disciplinary control of the school in which he is assigned through the authority granted him by the Webster Parish School Board and the Louisiana State Law RS 17:416.

Any student under suspension or expulsion shall not be allowed on Webster Parish School Board property.

Search and Seizure PolicyThe Webster Parish School Board is the exclusive owner of all public school buildings and all equipment within the building assigned to any student and any other area of any public school building or ground set aside specifically for the personal use of the students.

The teacher, principal, school security guard or administrator may search the person of a student or his personal effects when, based on the attendant circumstances at the time of the search, there are reasonable grounds to suspect that the search will reveal evidence that the student has violated the law, a school rule, or a school board policy.  Such a search shall be conducted in a manner that is reasonably related to the purpose of the search and not excessively intrusive in light of the age or sex of the student and the nature of the suspected offense.

Random searches with a metal detector of students or their personal effects may be conducted for health and safety purposes at any time, provided they are conducted without deliberate touching of the student.

Electronic Telecommunication DevicesCell Phones and Other Electronic Devices

No student, unless authorized by the school principal or his/her designee, shall use or operate any cellular telephone, personal computer, laptop electronic instrument, iPad, iPod, tablet device, e-reader, or similar devices during the normal school hours of operation in any Webster Parish school building, on the grounds thereof, or in any school bus.  Normal school hours can include detention: before, during or after school. Violation of this policy shall be grounds for disciplinary action by the school, including but not limited to suspension and/or expulsion from school. Student devices will at no time be permitted to connect to the Webster Parish School Board or school’s internal network.

If a student’s electronic device(s) is seen or heard during the normal school hours of operation, the device(s) will be confiscated and turned in to the appropriate administrator.  

First offense, the parents will be contacted and required to come to school to retrieve the device and sign contract to note the return of the phone.  

Upon subsequent offenses, student may only have phone returned by paying the designated fines:

Second Offense - $15.00 (The phone is kept until fine is paid and parent retrieves the phone from school administration.)

Third Offense - $25.00 (The phone is kept until fine is paid and the parent retrieves the phone from the school administration.)

Fourth Offense – Phone will remain in possession of school until the end of the year.

Refusal to relinquish a device shall constitute willful disobedience and shall be handled accordingly. The school or the Webster Parish School Board shall not be responsible for confiscated items if not picked up by parent within ten (10) days of the last day of school.  The school shall not be responsible for any electronic devices, including cell phones, which are stolen, lost or damaged while on school board property.

During standardized testing all electronic devices shall be strictly prohibited from the testing environment at all times. Any electronic device confiscated during the testing window and/or in a testing environment will be kept for the remainder of the school year.

A properly authorized medical device worn by a student shall not be considered to be a violation of this policy.

Central Elementary School OrganizationsThere are a lot of fun and interesting things to do at Central Elementary.  The following are sponsored and monitored by authorized administrators, faculty and volunteers.  All rules of conduct and dress code apply.

4-H ClubThe 4-H Club will accept any fourth through sixth grade student.  The club meets once a month and requires a membership fee which helps to pay for project books.  A student does not have to raise an animal for a project to be in 4-H. The club participates in several fundraisers and community projects during the year, a Kid’s Camp day in April, an awards banquet in May, as well as other related field trips.  Good behavior and participation are necessary to remain a member in good standing.

Quiz BowlQuiz Bowl Students selected by school staff on the basis of their academic achievements will compete with other schools in a tournament of academic knowledge and ability.

P.T.O. - Parents are encouraged to join our P.T.O. who helps with all fundraisers for the school. Your help is greatly appreciated and needed.

Field TripsField trips to off campus sites may be planned whenever a teacher and the principal feel that such a trip would be a valuable teaching tool as well as a PBIS incentive.  During field trips, all Central Elementary School rules and regulations apply. Students must follow the school dress code and conduct code. Students with pending disciplinary actions or owing school debts are not eligible to go on field trips. All students are required to by WPSB policy to ride the bus to a school-wide planned field trip. Parents may check out their “Child only” with their homeroom teacher when field trip is over.

DetentionRecess Detention for Minor Infractions will be held this year daily during recess time. Kindergarten, first, and second grade will be held 1:02 to 1:32 p.m. Third, fourth, and fifth grade will be held at 2:30 to 3:00 p.m.
