Financial Plan – Methodology
The MTP is required to fiscally constrained… don’t
plan what you can’t reasonable expect to pay for.
Methodology is:
– Simple , yet comprehensive for planning purposes
– Consistent with other capital programs (MOA & State)
– The same basic method applied to all projects, including Knik
Arm crossing
– Forecasting using past trends, state/national plans & programs
– Assumptions used for revenues, costs and timing
– Steps, 1) determined revenue sources; 2) estimate revenue
amounts; 3) Determine capital and operating cost in 2010
dollars; 4) apply inflation rates for revenue & cost; 5) apply
revenues to costs over a 30 yr. period… simple
