Bowing to nearly universal disapproval, the FCC, at its open meeting last week, decided against elim~nating the geographical restric- tions on assigning call letters beginning with K to stations west of the Mississippi River- and W to stations lo the east. Commissioner lames Quello offered h ~ s congratulations on "a reasonable response to a chaotic propos- al," and said he was "glad to see the docket closed "Commissioner Patric~a Dlaz Dennls concurred and said she was also "very pleased" to see an end to the matrer Cha~r- man Dennis Patrick saw an opponunity to defend the FCC from critics ofderegulation. "Al l those who think (his commission is dis- posed to deregulate just for the sake of dere- eulation." he said. "should note this item."

The only proposal in the rulemaking to succeed without compialnt was the stream- lining of call letter transfer when a station switches to a new frequency In the same market. Under the "first-come, first-served policy, when changing frequencies, owners had ro rel~nqulsh a call letter and then reap- ply for i t Now broadcasters wil l not have to risk los~ng long-held call leuers when chang- ing to new facilities.

The outcry over the FCC's call letter pro- posal was loud, wlth networks, trade associ- ations, group owners and rating services voicing opposition. Arbitron in panicular was vehemently opposed to the proposal. Its research indicated that a majority of vlewers used call leuers to identil'y stations and felt that any attempt to change the system would lead to confusion and distort ratings.

Natlonal Association of Broadcasters ra- dio board chairman and RKO Radio presi- dent, Jerry Lyman, sa~d the NAB was pleased the FCC chose to drop "a change we believe would have created unnecessary confusion.'' Lyman also said the modifica- tion of the f~rst-come, first-served policy will also benefit aud~ences in retaining iden- tification ofstations. Lyman said: "We con- crnue to believe the cornr~iission'sdecision to permit stattons. . t o use the samecall letters could create confusion. . .but ar least the cunlnll<?lon has decided to requlre consent ol the statlon holdlng (he original call slgn."

The FCC said it had proposed the change in K and W distinctions to increase the num- ber of call siens available, bur dec~ded agalnsl the change because "on funher re- nectlon the comm~ss~on found that such a change would not increase the pool of avail- able call stens, but only the areas where the ensting call sign pdssibilities could be 1 lg ~~,,h n i r d streel used." The commission also sa~d it "recog- P.O. More Daytimers Get Nighttime Hours

The exlinctlen of daytime-only brosd- cast stations drew cbser recently as the FCC gave the go-ahead for more dayiimers to operate at night on 14 for- eign clear channels. Previously. US stations within 650 mites of Canada and Mexico were prohibited from oper- ating at night on these channek. as stipulated by the North American Re- gional Broadcasting Agreement (NARBA). But the Commission report- ed that recent international talks deter- mined those protection levels "far ex- ceeded" requirements needed to avoid interference, so more US stations can operate on them.

Because the NARBA rules sHll apply to Mamian clear channels, only PMial nighttime operation on 1540 KHz was granted to US dayiimers withln 650 m~les of the Bahamas. However, the FCC Says the Bahamian government "intends to denounce NARBA and

stlck only to another international agreement with no such restrictive measures

Twentyone of the 41 dayiimers on the 1540 KHz frequency are now authorized lor nighttime broadcasting, although the Commission noted that some stations even outside of the 650.mile boundary will continue to have operations restricted until NARBA rules are scrapped.

Loacted 30 m i l e s west o f A t l a n t a , D a l l a s r e t a i n s t h e ambience o f a q u i e t a g r i c u l t u r a l c e n t e r - complete w i t h a town square. The r u r a l c h a r a c t e r o f t h e town i s s l o w l y changing, as t h e area i s becoming a bedroom f o r M a r i e t t a and A t l a n t a . Th is county seat comnunity of 2500 r e s i d e n t s , p l u s t h e r e s t o f Pau ld ing County, has been informed and e n t e r t a i n e d by WKRP s i n c e i t s a i r da te o f August 15, 1979.

A t 1500 khz, 1000 w a t t WKRP has opera ted from i t s i n c e p t i o n f rom a c o n t r o l room i n i t s smal l y e t comfor tab le g rey wooden b u i l d i n g a t 362 West Memorial Dr ive , j u s t o u t s i d e downtown Da l las . The s t a t i o n ' s d i r e c t i o n a l s i g n a l i s b roadcas t sou th f rom a two tower a r r a y a m i l e and a q u a r t e r n o r t h o f t h e town square. WKRP operates a t 500 w a t t s d u r i n g c r i t i c a l hours, and has no PSA.

Clear channel and 3330 kHz (CHU) being a Canadian c l e a r channel, a s wel l a s 225-240 mHz (FM2). The newly created bands, i f approved by t h e p r o p r a u t h o r i t i e s , should have a & p e r of 250 kW on 120 and 90 meters (25 t o 50 kW f o r W,MWH-2500 and CHU-3330, 1 kW on proposed local c l m e l s 2340, 2450, 3230, and 3240), and 316 kW f o r FN2. The s m in te r fe rence protect ion r u l e s f o r 530-1700 kHz should a l s o apply here , with a minimum power of 500 watts, and the Class I, 11, and I11 r u l e s a l s o should apply. Class 1's should have t h e 50 kW l i m i t , Class 11's 10 kw ~ i m u m , and Class 11's l imited t o 5 kW. A shortwave s igna l test was m d e using a Realistic DX-60 and a car antenna d r iv ing through downtown S t . Louis a t n igh t s h m that shortwave s i g n a l s s u f f e r from absolutely no mult ipath in t e r fe rence , unl ike FM s igna l s , and can penetra te through t a l l bui ldings , l i k e AM i n sane cases. Sound q u a l i t y is canparable t o FN, a s Elropean AM mcdulatlon standards are used. 125% modulation on AM is jus t tm much. On FM, maybe, but not on AM. Please wr i t e t o t h e FCC a t your earliest convenience, and while you're a t it, send a photcopy of your letter t o the ITU. Your letter w i l l m k e a dif ference.

Also, I must emphasize ownership ru le s . One ccmpany shouldn ' t own an AM, AM2, AM3, FM, and FM2 s t a t i o n i n t h e s m rrarket.
