M I N U T E S The Regular Meeting of the Board of Education of the Alvord Unified School District was called to order at 5:00 p.m. by President Perez, in the Board Room of the District Office.

A quorum was established with the following Board Members in attendance:

Hearing Session: President Pérez extended an invitation to the audience to present matters of concern related to Closed Session items. No one came forward. The Board adjourned to Closed Session at 5:02 p.m. and reconvened to Open Session at 7:00 p.m. in the Board Room of the District Office. The Pledge of Allegiance to the Flag of the United States of America was recited by those in attendance. 3. Approve Minutes: The Board unanimously approved the Minutes of the

Regular Board Meeting of August 9, 2012, upon a motion made by Ben Johnson and seconded by Carolyn Wilson.

4. Special Recognitions:

a. Student of the Month: Sabrina Valverde was selected to represent Norte Vista High School as the Alvord Unified School District Student of the Month for September 2012.

b. Certificated Employee of the Month: Bonnie Mitchell was selected to represent Norte Vista High School as the Alvord Unified School District Certificated Employee of the Month for September 2012.

c. Classified Employee of the Month: Madonna Nance was selected to represent Norte Vista High School as the Alvord Unified School District as the Classified Employee of the Month for September 2012.

d. Volunteer of the Month: Megan Lopez was selected to represent Norte Vista High School as the Alvord Unified School District Volunteer of the Month for September 2012.

e. United Way Presentation: Gail Ousley, United Way, presented the United Way’s Top 20 Campaign Award to Alvord Unified School District in recognition of the amount of money raised during the 2011-2012 school year. The Landmark Society recognition was presented to Froukje Schaafsma-Smith, Loma Vista Middle School Teacher, for her personal donation to the United Way.

5. Superintendent’s Report: Dr. Ferguson provided a brief report on the

following: Star Results – County Comparison: The District received the STAR

test results for 2012 and out of 23 districts in Riverside County, Alvord had the 3rd highest one-year growth and the 6th highest 9-year growth in English Language Arts.

Free Application for Federal Student Aid (FAFSA) Completion Pilot Project: The U.S. Department of Education has selected Alvord to participate in the FAFSA Completion Pilot Project. Only 100 school districts in the Nation were selected to participate in this project. As a part of this pilot project, Alvord will be able to track FAFSA Completion to provide support to students and parents that need assistance with the application completion. Many students don’t apply for college because they don’t feel they can pay for it. Participation in the FAFSA Completion Pilot Project will allow the District to help more Alvord students obtain the money to attend college.

YWCA Women of Achievement: Dr. Ferguson announced that Samantha Wilson, Executive Director of Child Leader Project has been selected as one of Riverside County’s YWCA Women of Achievement. She will be honored as an Emerging Leader at a special luncheon on Friday, September 21st at The Grove Community Church.

Hearing Session: President Pérez extended an invitation to the audience to present matters of concern to the Board.

The following individuals came forward: Linda Buchanan, Norte Vista High School Campus Supervisor,

expressed concerns related to the pay-cut she received when her Campus Supervisor III position was eliminated coupled with the salary reduction she feels she is receiving a double pay-cut.

Carmen Sexton Boykin, President of CSEA Chapter 339, clarified that Campus Supervisor III positions were reduced to Campus Supervisor II positions which resulted in a pay decrease.

6. Action Items: The following Consent Agenda items were presented for approval: a. Accept Gifts:

1) Cynthia Pettit donated $450.00 worth of primary books to Myra Linn Elementary School to use as students rewards.

2) Schools First Federal Credit Union donated $250.00 to the Alvord Unified School District to be used on the purchase of materials, refreshments and gift cards for the Management Summit.

3) Rosy Cabrera donated an elementary level children’s book entitled, Bully the Kid, a Lesson on Bullying valued at $6.99 to Alvord Unified School District’s Student Services division.

b. Ratify Purchase Order List Number 3-2012-2013

Mr. Pérez referred to Page 5, Purchase Order No. 20358852-6130 which reflects consultant services expenditures of $30,000.00 with Alvord listed as the vendor and requested clarification on who was paid. Mr. Calderon will review and report back to the Board. Mr. Pérez stated that his vote on this item is conditional, dependent upon the answer, following notification to the Board he may change his vote.

c. TABLED – Approve Contract Renewal for Legal Services – McCune &

Harber LLP d. Approve Revised Signature List for Various District Bank Accounts Mr. Pérez requested that revisions be highlighted to assist with

identifying the changes. e. Approve Deductive Change Order No. 01-37-01 for Prometheus

Construction – Hillcrest High School f. Approve Notice of Completion – Prometheus Construction g. PULLED for a Separate Vote – Approve Personnel Order No. 3-2012-

2013 h. Approve Addition of One Full-Time Special Day Class Teaching

i. Approve Addition of One Alternative Education Secretary Position – Alternative Education

Mr. Kaspereen asked if this item can be approved since the Board took action to eliminate this position last school year and suggested that staff review lowering the classification until the site generates more ADA.

Dr. Hasson clarified that the position is needed to provide additional support.

Mr. Pérez is concerned about what will happen to this position if the school does not generate sufficient ADA.

Dr. Hasson requested that the Board approve the item as presented and she will review some possible options with the Principal.

j. Approve Addition of One Campus Supervisor II Position – Alternative

Education k. Approve Addition of One Four-Hour Health Services Assistant for

Health Services

l. Approve Professional Services Agreement – KeyData Systems Mr. Pérez expressed concerns about hiring an outside firm to perform Special Projects functions and requested that staff keep track of the work and services provided. Leigh Hawkinson, President of AEA, expressed concerns about using unrestricted General Funds and stated that in years past this job was done by the Director of Special Projects. Mrs. Woods clarified how funds are determined and stated that the requirements have changed drastically from several years ago making it necessary to have outside assistance.

m. Approve Early Release Proposal n. Approve Revised Course Description Following discussion, the Board unanimously approved the Consent Agenda with Item 6.g. being pulled for a separate vote upon a motion made by Carolyn Wilson and seconded by Ben Johnson.

Separate Vote: 6.g. AS AMENDED – Approve Personnel Order No. 3-2012-2013

Amended on Page 11, Item 16, to reflect Seventh Period Buybacks – Norte Vista High School rather than Sixth Period Buybacks.

Mr. Pérez referred to Page 2, Items 4 and 5 and stated that he cannot vote in favor of administrators that he has not had the opportunity to interview and expressed concerns about bringing in an outside administrator to substitute for a Principal when there are qualified staff members within the District that deserve the growth opportunity. Leigh Hawkinson, President of AEA, referred to Page 2, Item 4 and stated that hiring an outside substitute administrator at the listed per diem is almost $22,000.00 charged to the unrestricted General Fund and stated that there are people within the District that can do this job. Mr. Kaspereen stated that he wishes that the District would listen to our people because they know the individuals and expressed frustration about not always selecting the best person for the job because we continue to refuse input.

Following discussion, the Board approved Personnel Order No. 3-2012-2013 as amended upon a motion made by Ben Johnson and seconded by Carolyn Wilson. The vote was: Ayes – 4 Noe – 1 (Pérez)

The vote was: Ayes – 5 Noe – 0 7. Approve Board Member Participation in Greater Riverside Chambers of

Commerce Leadership Riverside Program: Mrs. Wilson expressed concerns about approving this type of an item given the concessions we are asking from staff along with reductions in site budgets. Mrs. Wilson does not plan on attended the CSBA conference this year for the same reasons. Mr. Johnson stated that he asked in May about participating and was told that he could. He went through the application process and was accepted. Mr. Kraft stated that he has trouble spending $1,000.00 out of the General Fund and believes that participation in something like this should be paid for by the participant. Mr. Pérez feels that Board members need training; however, he would have appreciated knowing that a fellow Board member intended to participate in something like this representing the Board and he did not know anything about it.

Following discussion, the item died for lack of a motion. 8. Review Proposed Revisions to Board Policies and Administrative

Regulations: Following discussion, the Board unanimously approved waiving the second reading and adopted proposed revisions to Board Policies and Administrative Regulations upon a motion made by Art Kaspereen, Jr. and seconded by Ben Johnson.

9. Approve Renewal of Riverside County Superintendent of Schools

Contract No. IN-7074: Following discussion, the Board unanimously approved renewal of Riverside County Superintendent of Schools Contract No. IN-7074 upon a motion made by Carolyn Wilson and seconded by Art Kaspereen, Jr.

Discussion/Information Items: 11. Delivery of Supplies to School Sites:

Mr. Johnson expressed concerns related to the Purchasing/Warehouse and Mail Room and the burdens being placed on staff. Mr. Calderon reviewed the Just-In-Time program and plan for supervising the Purchasing/Warehouse department and stated that there is now a plan in place to cover the Mail Room. Mr. Kraft stated that he has concerns about people working out of their job specifications and getting injured. He is also is concerned about the costs the District will incur. Linde Cobb, Administrative Assistant to the Board of Education, expressed concerns with the directive given to school sites/departments that any Purchase Order under $500.00 be delivered directly to sites and stated that administrators never consulted with the Purchasing department or other staff about the pros and cons or additional burdens that this would place on staff. Just because the cost is $500.00 or less doesn’t mean the delivery will not contain may boxes or be very heavy items. Carmen Sexton Boykin, CSEA President Chapter 339, expressed concerns about mail being delivered by Child Nutrition Services and the burden placed on school secretaries and custodians who now have to pick-up the mail bags which are very heavy and will have to be carried long distances across campus. Mr. Pérez stated that he asked if it was legal to deliver mail through Child Nutrition Services and he has not received an answer. Mr. Johnson stated that he is worried about the pressures we are placing on staff and the injuries that may occur as a result. Leigh Hawkinson, President of AEA, stated that she has received calls related to the mail and is concerned about the lack of communication. AEA has already experienced delays in receiving important documents. Ms. Hawkinson requested that administrators talk to staff and make them a part of the decisions. Mr. Kaspereen referred to the recent Goal Setting Workshop and stated that a good part of the discussion was about communication, respect and dignity. Some of the best ideas come from staff and we need to listen to our people. Mr. Johnson stated that if we really value people we need to show them and include them in the decision making process.

The Board unanimously approved extending the Board meeting beyond 9:30 p.m. upon a motion made by Art Kaspereen, Jr. and seconded by Greg Kraft.

12. Review Proposed Draft of New Board Policy 3512 Entitled

“Responsibility for District Equipment”: Mr. Kraft expressed concern about how long it took to realize that an Administrative Regulation did exist and asked if it has been enforced and is there any history of an employee loosing property and paying to replace it? Dr. Ferguson will look into it and report back to the Board. Mrs. Wilson asked if employees should be signing the form. Dr. Ferguson responded yes they should. Mr. Johnson stated that Riverside Unified School District gives their employees the option of purchasing insurance for equipment. Mr. Pérez questioned the need for the direction in the proposed Board Policy to provide a write-up within 5-days and stated that the District just needs to charge the individual for the property. Mr. Pérez requested that staff add value replacement language.

13. Discuss Contingency Plan Update: Herb Calderon, Assistant

Superintendent, Business Services, provided a brief PowerPoint presentation on the status of the District’s contingency plan for the 2012-2013 Budget, clarified information and answered questions. Mr. Kaspereen requested a cost analysis related to when school started later in September compared to the last few years in August. Mr.Pérez requested that all three groups AEA, CSEA and AMACE be included in budget discussions, especially as it relates to cuts. Leigh Hawkinson, President of AEA, stated that the Budget Advisory Committee was a farce and that there is incongruity with these lists. Ms. Hawkinson stands by the commitment of additional furlough days. Mr. Johnson stated that one or two Board members should rotate on the Budget Advisory Committee. Mr. Johnson believes that there should be standing committees based on Board members individual priorities.

Board/Superintendent Comments:

Carolyn M. Wilson ~ Mrs. Wilson thanked the Associations and staff for all their hard work. Mrs. Wilson stated that you can see the frustration in the Board and Cabinet; however, it is not toward each other there is just so much to deal with. Mrs. Wilson apologized to Dr. Hasson regarding a phone call and thanked her for her patience.

Greg Kraft ~ Mr. Kraft is sorry he missed the District Goal Setting Workshop; however, he had long standing vacation plans. Mr. Kraft thanked Norte Vista High School’s Agriculture Department for the beautiful flowers. Mr. Kraft thanked staff for all the work they do.

José Luis Pérez ~ “Will Hillcrest High School have a student representative?” Linde: “Yes” José Luis Pérez: “Thank you. Please provide the Board with an update on the City of Riverside SRO Contract.”

Art Kaspereen, Jr. ~ Mr. Kaspereen stated that he will be a grandfather any day now and he is very excited and anxious. Mr. Kaspereen is very proud of La Sierra High School’s Business Academy, they are doing a great job. Mr. Kaspereen expressed frustration with some of the discussion tonight and stated that he is not sure he is happy about some of his decisions and votes tonight because he did not feel that he understood some of the actions requested. Mr. Kaspereen requested the following items be placed on the agenda for discussion: Board Policy for naming facilities, Needed upgrades at Hillcrest High School related to plans for restrooms

near the football field and access to water. 2013-2014 School Calendar

Ben Johnson ~ Mr. Johnson was invited to be a part of the Community Health Fair at not cost to the District. Mr. Johnson serves as a Fraternity Advisor and sadly a young man 20 years-old passed away. Mr. Johnson will now assist with a drug and alcohol training for young people who do not understand the dangers.
