Rationale March has been designated as National Youth Art Month since
1961. The purpose of Youth Art Month is to spotlight the importance of creative and innovative education of today’s
youth, in and through the arts. In Alvin ISD, we have a history
and reputation of offering rich fine arts programs thanks to our core belief in educating the whole child. Students in Alvin ISD
are better prepared as 21st century learners because of their
diverse experiences in quality fine arts programs throughout our district. On behalf of the greater learning community, the Alvin
ISD Visual Arts programs would like to thank the School Board
for your passionate support of the fine arts experiences we offer.
We know that you are committed to excellence in staffing, facility and resources, which are critical to thriving fine arts
programs. Under the direction of Lisa Savage, Assistant Director
of Fine Arts and facilitated by lead elementary art teacher, Jenny Koch, we have some students here to present each of you
with a calendar spanning through to the end of the 2018-19
school year which is populated with artwork from every campus in our district. In addition, photography students at all three
high schools and ASSETS, have gifted you a framed piece of
their artwork for you to enjoy as a reminder of your dedication

Student Commendations All State Choir
On Saturday, January 13th, selected Alvin ISD High School Choir students auditioned to be members of the Texas Music
Educators Association All State Choir. 4 students earned the
honor of being named a Texas All State musician. The All State Choir students performed at the Texas Music Educators
Association convention in San Antonio, Texas on Saturday,
February 17th.

Alvin High School State Academic Decathlon Eight students from Alvin High School went to State! They
competed in the Academic Decathlon Regional Competition
January 19-20. Competing in the Large School District
Division, they placed 29th in the state with a score of 41,470.8, and they earned a trip to the state competition in San Antonio,
February 23-25. The United States Academic Decathlon® is a
ten-event scholastic competition for teams of high school students. The theme for the 2017-18 year is Africa. The events
include an interview in front of judges, a written essay,
speeches, a written comprehensive exam in math, social science, economics, literature, art, music, and the Super Quiz.
Each high school enters a team of up to nine students who
represent different grade point divisions.

The Alvin ISD Child Nutrition department received a certificate
of recognition from the Texas Department of Agriculture for their efforts to support Texas agriculture and ensure a healthier
future for the Lone Star State by serving more Texas products
in school meals during the 2017 Local Products Challenge.

Policies and procedures have been established to provide for any and all Service Contract Proposals to be extended
monthly for board award due to the total aggregates in any given category being over the $50,000 threshold pursuant
of 44.031 (a) and 44.031(f). These are October submissions for award by the board at the March board meeting.
All proposals and agreements were extended by fax, email and mailed to various vendors meeting the specified
commodity code qualifications identified per contracts. The proposals and agreements were also made available on
the Alvin ISD Website as well as staff were informed of the proposal process and encouraged to contact vendors.
We are requesting all proposals to be awarded as NON-EXCLUSIVE contracts as one by which multiple vendors
may be designated as suppliers for the items covered under the terms of the contract for the duration of said contract.
Contracted Consultant Proposal (CCP)– #1803CS RFP
Under the guidance 44.031(a) (2), these contracts will be for a one (1) year term beginning the date the RFP is
awarded by the board, with the option to renew for an additional two (2) years should all parties be in agreement for
a NON-EXCLUSIVE AWARD.

Rationale Pursuant to Texas Education Code 44.031, contracts for the

SUBJ: Request for Award of Proposal #1803 GENERAL OPERATING EXPENSES (GOE) RFP
This proposal was established to qualify approved vendors under the State Purchasing Guidelines CH Legal and
Education Code 44.031(a) whereby school districts are required to utilize a competitive bidding method that
provides the best value for the district when making purchases valued at $50,000 or more in the aggregate for a 12-
month period. To satisfy this State Law, Alvin ISD extended this proposal.
The proposal was extended based on prior year’s usage, staff requests and vendor requests. Over 165 vendors were
extended packets by Ion Wave and email (15 from expiring proposal #1502 GOE; 150 invited from Ion Wave; 1
invitation was extended upon requests of end user departments.) There were 32 qualified responses. Additional
information on the proposal was extended through the legal notice in our county newspaper, emails to budget
managers as well as the District website to solicit participation in our bidding process. The proposal was monitored
through our Ion Wave Bidding Program for participation and evaluation.
The Total Annual Expenditures from the past vendors under previous contracts are as follows:

A non-exclusive award is requested to allow each participating vendor to supply discounts off catalog pricing and
company price quote requests to meet our campuses and departments classroom needs at the lowest practical price
and best value with the flexibility to purchase from a list of approved qualified vendors meeting the terms and
conditions established for this contract.
This proposal is requested for award under a one-year contract with a two (2) year renewal extension as long as both
parties agree to the terms of the contract for use on an as needed basis and funds are available for these
commodities. Renewal of this contract is not anticipated until March, 2021. Additional proposals of this nature may
be extended for vendor participation; however, this will not disqualify any vendors awarded under this contract, but
will allow for additional vendor participation in the future under these commodities.

This proposal was established to qualify approved vendors under the State Purchasing Guidelines CH Legal and
Education Code 44.031(a) whereby school districts are required to utilize a competitive bidding method that
provides the best value for the district when making purchases valued at $50,000 or more in the aggregate for a 12-
month period. To satisfy this State Law, Alvin ISD extended this proposal.
The proposal was extended based on prior year’s usage, staff requests and vendor requests. A total of 77 vendors
were extended bid pack by mail and email (16 from expired proposal #1501 INST/SPED/INST/ATH/LIB; 10 from
expired proposal #1503 INST/SPED/INST/ATH/LIB; 21 invitations were extended upon requests of end user
departments.) There were 45 qualified responses. Additional information on the proposal was extended through the
legal notice in our county newspaper, emails to budget managers as well as the District website to solicit
participation in our bidding process. The proposal was monitored through our Ion Wave Bidding Program for
participation and evaluation.
The Total Annual Expenditures from the past vendors under previous contracts are as follows:

A non-exclusive award is requested to allow each participating vendor to supply discounts off catalog pricing and
company price quote requests to meet our campuses and departments classroom needs at the lowest practical price
and best value with the flexibility to purchase from a list of approved qualified vendors meeting the terms and
conditions established for this contract.
This proposal is requested for award under a one-year contract with a two (2) year renewal extension as long as both
parties agree to the terms of the contract for use on an as needed basis and funds are available for these
commodities. Renewal of this contract is not anticipated until March, 2021. Additional proposals of this nature may
be extended for vendor participation; however, this will not disqualify any vendors awarded under this contract, but
will allow for additional vendor participation in the future under these commodities.

RE: Power Easement for Texas New-Mexico Power Company at Alvin High School
Texas New Mexico Power will be building and providing service for the new Performing Arts Center project at Alvin High School. To obtain electrical service, Alvin ISD must dedicate an approximate 18’ wide easement for the placement of overhead and/or underground service. Our feed for the site is located on the southeast corner of 2nd street and runs along the east side of the property for approximately 280’ and turns north to run for approximately 60’ to the pad-mounted transformer. An additional easement approximately 20’x15 is also required for the placement of the pad-mounted transformer. Attached for your review is a site plan indicating the approximate location of the proposed easement.
The Building Programs Department is requesting that the Alvin ISD Board of Trustees grant
the dedication of an easement and authorized AISD Administration to execute the final agreement once the area survey is finalized and the legal description is drafted.

Electricity Procurement Results
Alvin ISD has been in review with Energy Consultants for our future Energy Contract. To ensure Alvin ISD
receives the best possible rate the District’s Energy Department has been and will continue to instigate
cost savings measures for our new electricity rate.
TPEA has an Interlocal Participation Agreement with responsibilities to competitively solicit electricity
rates on behalf of their customers. TPEA will provide an “apples to apples” comparison of the rates
submitted so Alvin ISD can select a new contract that should provide savings of electrical cost for future
years. It is my recommendation that we join TPEA as a best value solution to Alvin ISD for our next
Energy Contract.

Texas State Law allows for five contract delivery methods that school districts can use for the procurement of major construction projects:
Design-Build
Construction Manager – At Risk

Competitive Bidding (design-bid-build)
Competitive Sealed Proposals State Law also requires that a board must, before advertising, determine which method provides the best value to the district whenever a method other than Competitive Bidding is used. Historically AISD has used the Competitive Sealed Proposal Method for the vast majority of our major construction projects. Only when a project has had varying factors, have we requested Board approval to use the Construction Manager-At Risk method:

Texas State Law requires that the Board adopt a general prevailing wage rate for typical crafts or types of worker needed for construction projects, exclusive of typical maintenance work.
Historically AISD Building Programs has surveyed general contractors, architect/engineering firms, and neighboring school districts once every three years to establish a market average for these craft and worker categories. These rates are then required to be part of the contract documents for each project in order to establish a minimum that a general contractor or sub-contractor must pay.
