As sure as they know that the buds

will come out on the trees in spring and

the birds will start to sing, the folks

who run Grapevine 7 know their cus-

tomers will start finding their way

back to their RV parks when the weath-

er warms up in May.

Grapevine 7, a family-owned compa-

ny with eight parks in Idaho, Oregon

and Arizona, is expanding this year

with a new property in McCall. Its own-

ers are banking on the idea that the

baby boomers are starting to retire,

and they’re ready to hit the road.

The company bought its McCall

park for $1.4 million in September.

That property includes a lodge and 12

The company that has owned and

operated the Lucky Friday silver mine in

the Coeur d’Alene Mining District has

offered to pay $263.4 million in cash and

stock to settle a long-running pollution

lawsuit with the state and federal gov-

ernments and the Coeur d’Alene Tribe. The parties

have until

April 15 to

inform the

Idaho Federal

District Court

if they’ll

accept the settlement, the Hecla Mining

Co. said in a notice to shareholders.

Neither the U.S. Environmental

Protection Agency, the U.S. Department

of Justice, nor the Coeur d’Alene Tribe

would comment on the proposed settle-

ment March 3. But Melanie Hennessey,

vice president for investor relations at

Hecla, said the strong silver market and

high production had put the company in

a good position to settle the lawsuit,

which was brought in the early 1990s.

The 119-year-old Hecla has owned and

operated the Lucky Friday silver, lead

and zinc mine since 1958 and owns about

25 square miles in the area. The north-

ern Idaho mining district was declared a

Superfund site in 1983 after decades of

mining activities polluted the area with

heavy metals. The government sued for

the cost of cleanup.

“Determining the financial terms of

any settlement of this long-standing liti-

gation is an important step forward in

finally resolving this dispute,” said

Hecla President Phil Baker in a message

to investors. “While the cost is signifi-

cant, we believe the terms are consistent

with both our current plans and adding

opportunities that will allow Hecla to

grow further. We hope a final settlement

can be achieved by the end of the second

quarter.”Hennessey said Hecla ended last year

with $284 million in cash, after generat-

ing cash flows of $190 million in 2010.

She said the company expects similar

revenues in the coming year.

“We have cash on hand to pay that

amount,” Hennessey said of the settle-

ment.Meanwhile, Hecla is continuing work

on a new shaft that is expected to cost

$200 million. The company has spent $50

million on that project so far, Hennessey

said. After it’s completed in 2014, Lucky

Friday production will increase from 3

million ounces of silver per year now to

5 million ounces in 2015, she said.

Valley Regional Transit is moving ahead with plans tobuild an $11.9 million transit hub in downtown Boise, withthe hope of beginning construction next year.“Right now, we are focused on the federally required envi-ronmental process,” said VRT Executive Director KelliFairless. “When the findings are available to us, then we cantalk to the property owners.”VRT must provide the Federal Transit Administrationwith an environmental assessment of two potential sites italong with City of Boise have identified for development, one near 11th and Idaho and another a block away at 12th

and Idaho. The agency could approve or deny those plans, said VRT Project Manager Rhonda Jalbert. If approved,VRT’s board would select one of the sites and begin negotia-tions with the property owner about its acquisition anddevelopment. Design review and permitting would beginimmediately after.“If everything stays on schedule, the entitlement processcould begin in January with construction starting in fall2012,” Jalbert said.Plans for the multimodal center include a staging area for12 buses, taxi area, parking garage, sales office, lobby, rest-rooms, bicycle racks and retail space. Valley Regional Transit Executive Director Kelli Fairless said building a multimodal center is part of a 30-year plan for

downtown Boise.

Not everyone is in agreement aboutwhere the proposed multimodal centershould be built. Private landownerRafanelli & Nahas owns the 4.5-acreBoise Plaza complex and surroundinglots adjacent to the proposed 11th andIdaho site, and has opposed it. If Valley Regional Transit selectssite H, as it’s known, Rafanelli &Nahas will alter its multi-millionplans to develop the Boise Plaza, saidDevelopment Director ScottSchoenherr.Rafanelli & Nahas plans a $13 mil-

lion remodel of the old Boise Cascadebuilding and construction of a park-ing garage. It also has plans for a hotel, offices and condos, and an urban park.“We need to know where it is going, because it will change our plans,”Schoenherr said. “We will not do anurban park across from (a transit) cen-ter.”Schoenherr met with Capital CityDevelopment Corporation officials,VRT Executive Director Kelli Fairless, and Mayor Dave Bieter after learningof the multimodal center’s options and

suggested the nearby Greyhound sta-tion and transit center be consolidatedinto a shared-use facility instead.“The idea is to get those surface lotscleaned up,” he said.He added VRT’s alternate 12th andIdaho site, known as site D, is also agood option for the center.“We continued to be a thorn ineveryone’s side about this, but toeveryone’s credit, [VRT and the City ofBoise] have tried to find another site,”he said.

A Russian-Chinese tax spat has driven

up log prices on the Pacific Northwest

coast, which means Idaho mills soon will

be squeezed with higher prices that may

force cutbacks in production.

Evergreen Forest Products Vice

President Rodney Krogh said he expects

prices to climb in the next two months.

The company operates a sawmill in New

Meadows, and a planing and shipping

center in Kooskia.

Mills that can’t find enough affordable

timber near the coast will head east and

south, he said.

“We’re going to have increased compe-

tition for the limited log supply we have in

the south (southern Idaho), so that will

drive log prices,” Krogh said. He expects

exporters to move into north Idaho to use

the Port of Lewiston to reach internation-

al markets. That would increase competi-

tion for logs in north Idaho, he said.

Idaho landowners who harvest their

timber may sell overseas, said Alan

Harper of Idaho Forest Group, a Coeur

d’Alene-based company that owns four

mills in Idaho. Companies that buy tim-

ber harvested on federal or Idaho lands

are prohibited from exporting logs, but

not lumber, he said.

Prices on Idaho logs are trending high-

er, Harper said. For competitive reasons,

he would not say by how much.

Harper has seen pressure from China

driving up log prices on the coast. “I sup-

pose some of that pressure will work its

way inland,” he added.

The Boise Cascade LLC plywood mill

in Medford, Ore., paid 35 percent to 40 per-

cent more for logs in the past eight to nine

months, said John Sahlberg, the Boise-

based company’s general counsel and

human resources vice president. China is

buying logs from the Oregon, Washington

and British Columbia coasts instead of

from Russia, which imposed an excise

tax.Prices for plywood have remained

steady but will rise if mills cut production

in response to the high price of logs, he

said.“For some of these sawmills going out

and buying logs on the open market now,

it’s hard for them to convert profitably,”

said Shawn Church, editor of Eugene,

Ore.-based Random Lengths. The compa-

ny publishes newsletters on softwood

lumber and structural-panel markets.

When Jason and Anne Kiester

bought their first home, they didn’t

know they might be able to take a tax

deduction for the interest they pay on

their mortgage.

“I wasn't familiar with that as being

an incentive,” Jason said. “We knew

about the interest rates and home

prices, but not the other.”

After moving from Idaho Falls to the

Treasure Valley in 2010, they started

looking for a house, and in August, they

found the one they wanted in Caldwell.

“Really, we wanted to buy because

homes were cheap and interest rates

were so low,” Jason said.

A national debate is under way

about eliminating or overhauling the

mortgage-interest deduction, known as

the MID. Real estate agents are

adamantly against a change, while

some economists say the policy is out-

dated, doesn’t promote home owner-

ship or benefit the majority of home

buyers.The National Commission on Fiscal

Responsibility and Reform in 2010 came

close to recommending adjusting the

mortgage-interest deduction as a way

to help dig the United States out of its

crushing debt.

Current federal tax laws would allow

the Kiesters to deduct interest paid on

their mortgage debt if they itemize

their deductions. The MID is permitted

for a principal residence and one addi-

tional residence of up to $1 million

combined allowable debt. Mortgage

interest may also be deducted for home

equity loans of up to $100,000.

“If the ability to deduct mortgage

interest is removed, it will erode home

ownership, and we will see a 15 percent

immediate drop in home values,” said

Miguel Legarreta, public policy direc-

tor for the Ada County Association of

Realtors.

The federal government is suing aNevada mining company in a bid torecover more than $7 million spent toclean up lead, arsenic and other haz-ardous materials that contaminated theenvironment at three mine sites inIdaho. The lawsuit filed by Idaho U.S.Attorney Wendy Olson names FederalResources Corp., which mined two loca-tions in Bonner County and another inBlaine County between from the 1950sthrough the 1970s.

The lawsuit, filed in U.S. DistrictCourt in Boise, claims the federal gov-ernment is owed another $7.4 millionfrom efforts between 2001 through 2007to remove and contain hazardous wastesblamed for contaminating soils and sur-face waters in and around the historicmine sites. The company mined silver and leadat the Conjecture Mine near Lakevillefrom 1956 to 1964 when it was known asthe Federal Uranium Corp., according tothe lawsuit. The company also operateda silver mine nearby called the IdahoLakeview Mine Site during the sameperiod. Both locations suffered environ-mental damage from the release ofarsenic, lead, manganese and zinc, according to the complaint.Federal officials are also trying torecover costs tied to environmentalremedies performed at the MinnieMoore Mine, located west of Bellevue incentral Idaho. The company owned andextracted silver from site from 1961through 1971, a period when materialssuch as arsenic, lead, manganese andcadmium were generated and releasedinto the environment, according to thelawsuit.

All three of the mines were activebefore being taken over by FederalResources, some dating back to the late1800s when miners began drilling anddigging tunnels into the mineral-ladenmountains. But federal officials claimactivities intensified significantly whenFederal Resources took ownership ofthose mines. The company is no longer activelymining, officials said. From Maurine CollinsAs we look to close the Leadership Boise chapter of our lives, it is hard to believe

that our time together has already come and gone. Almost two years ago, our class of 49 future leaders of Boise stood anxiously on a warm summer morning to board the buses to our opening Retreat. There were a lot of unknowns at that moment. We did not know each other or the planning team and did not know what they had in store for us. We also did not know that we were about to open an incredibly rewarding chapter of our lives together.

over the course of our two years together we supported the milestones and successes as our classmates opened new chapters in their own lives. We celebrated engagements, weddings, babies and new career opportunities together. But the one chapter that the 49 of us could only experience together was Leadership Boise.

Throughout our fi rst and second years we were challenged as both participants and planners as we expanded our knowledge and understanding of our amazing community. We embraced new opportunities to take on leadership roles in the community and offered a platform for those organizations looking for leaders to share their mission and purpose. We provided an opportunity for participants to meet and exchange ideas with each other and with community leaders. We used our creativity to solve problems. And through it all we were successful.

We are proud and excited to embark on another new chapter as Leadership Boise alumni. We look forward to working collaboratively with other alumni to continue to build this amazing community that we call home.

From Peter BartonCongratulations to this year’s nominees and winners of the Leadership Boise

Alumni Association Community Leadership Awards. Many accomplished and deserving people make a difference in our community and the Community Leadership Awards help put a spotlight on the best of them.

So many LB alumni are counted as leaders in the Treasure Valley. Among the ranks of our alumni are business leaders, political leaders, community leaders, and entrepreneurs who make their mark. Their accomplishments and efforts, both past and present, are a big part of why the Treasure Valley has become the place it is.

Congratulations to the newest class of Leadership Boise and I encourage you to stay active in the Alumni Association. The Alumni Association provides the natural next step on our path of leadership in the community. The Alumni Association provides outlets to lead, enjoy alumni relationships, enhance and sustain LB programs, and award and recognize outstanding leadership.

Leadership Boise (LB) has, and continues to seek, the best, brightest, most energetic and interested participants. As one of the longest running Chamber sponsored leadership programs in the United States, LB has graduated more than 1,400 business and civic leaders since its inception in 1976.

Through monthly day-long sessions, participants receive an intensive examination of the Boise area, how it has developed and how it works. New perspectives for creative leadership are developed with the goal of giving participants the foundation needed to expand their leadership roles in the community.

The purpose of Leadership Boise is to identify these new and potential leaders and to offer a comprehensive program that will:

• Enhance and develop knowledge and understanding of our community, its complexities and its potential.

• Motivate and encourage participants to assume leadership roles in the community.

• Provide an opportunity for participants to meet and exchange ideas with each other and with current community leaders.

Leadership Boise Volunteers Spend a Day Helping the Idaho Botanical Garden’sChildren’s Adventure Garden

As part of Leadership Boise’s Day of Service, members of Leadership Boise and Leadership Boise Academy, both programs of the Boise Metro Chamber of Commerce, lent their time and talent on April 26th to help the Idaho Botanical Garden. The Idaho Botanical Garden is a nonprofi t, community garden with a mission to provide a full garden experience for all ages that enhances community quality of life through plant collections, education programs, and entertainment, cultural and community events.

Specifi cally, the group concentrated their efforts on IBG’s Children’s Adventure Garden, designed for kids ages 2-10. The Garden, about an acre in size, is dedicated to enriching children’s imagination and sense of wonder in the natural world by providing an environment in sensory experiences and botanical diversity.

Alongside IBG staff, roughly 60 volunteers from both LB and LBA came out to improve and enhance existing garden elements through seven different projects. These projects included constructing a geology exhibit, installing instruments on the Percussion Trail, adding colorful and fun features to the Tree House, reconstructing a dilapidated retaining wall, rebuilding a fl owing water feature, planting trees and shrubs, and installing fencing around the perimeter of the Children’s Adventure Garden to distinguish it from the rest of the grounds.

In addition to contributing manual labor, the group also fundraised for IBG. After the day was complete, the planning team was able to present a check to the Idaho Botanical Garden.

For more information on the Idaho Botanical Garden, please visit idahobotanicalgarden.com.

I didn’t run for the offi ce of LBA VP – I didn’t know I wanted to be the LBA VP. Events, however, conspired to put me in one of the most rewarding roles I’ve had in years. It has been tremendous to spend time with some of the most amazing people I’ve ever had the pleasure of knowing. In all my self-importance, I often wondered if I’d ever get to retire given all the news about the youth of today, characterized by their generation. “They’re lazy,” “they don’t want to work hard,” “their priorities are out of whack.” I’ve never particularly ascribed to any of these generalizations and getting to know these future leaders has cemented my beliefs that the youth of today are getting a bum rap. This is what I now know about this year’s LBA class. These kids are already business owners – they care about the environment – they care about others – they value diversity – they are kind – they are smart – they are truly good people with aspirational goals. I am so blessed to have had the chance to hold this offi ce and to get to know these truly incredible people.

Look out retirement – this accidental VP may just get to you one day, knowing that the future is in good hands!

2014 Leadership Boise Alumni Directory 7leadershipboise.org

An important focus of the Leadership Boise Alumni Association is to recognize and highlight leadership excellence in the Boise Valley. We believe having an educated, socially responsible and actively engaged community of leaders is

critical to the ongoing success of Boise and our surrounding valley. As participants of Leadership Boise, we are exposed to numerous challenges and opportuni-

ties unique to our community. We spend time learning from each other and community leaders, better acquainting ourselves with how Boise works and learning how and where we can make a difference. In the end, Leadership Boise encourages us to become leaders. In the spirit of honoring these important lessons and to encouraging others to emulate outstanding community leadership, the LB Alumni Association is proud to recognize four individuals and one organization for leadership excellence.

The fi ve categories for the 2014 Community Leadership Awards included: Distinguished Alumni, Nonprofi t Excellence, Social Responsibility, Economic Impact and Legacy of Leadership. The diffi cult task of choosing only one winner for each of these fi ve categories was tasked to

a fi ve-person judging panel consisting of Mike Markley, Markley LLC, Heather Wheeler, CTAI, Bill Connors, Boise Metro Chamber of Commerce, Kâren Sander, Downtown Boise Association and Bryan

Wewers, Idaho Power Company. The judges were asked to review the pool of nominees and select the top candidate for each of the 2014 awards.

Leadership Boise alumni association presents: 2014 Community Leadership Awards

2014 Distinguished alumni award:Sharon L. Allen, retired Deloitte LLP

The Distinguished Alumni is presented to an alumnus of Leadership Boise who has emerged as a community leader, demonstrat-ed leadership excellence in his or her industry and has made a positive impact on our community. This individual is a model of what Leadership Boise encourages – actively engaged and educated citizens who have chosen to lead our community. This individual has become recognized as a leader among leaders in the Boise Valley.

Sharon Allen served as Chairman of the Board of Deloitte LLP from 2003-2011. Sharon spent the entirety of her career at Deloitte. With 38 years of audit and consulting experience, she oversaw the relationships with a number of major multinational clients.

Sharon’s career has been fi lled with many successes and “fi rsts.” She began her career in the Boise offi ce and while there she became the offi ce managing partner, Deloitte’s fi rst woman in that role. In 1994 she became the fi rst female board member in Deloitte’s history. She moved to Portland, oregon, to become that offi ce’s managing partner and then to Los Angeles to assume the role of regional managing partner for Deloitte’s Pacifi c Southwest practice. In that role she had overall marketplace responsibility for what was then the second largest region in the country.

In 2000 she was elected to serve a second term on the board and in 2003 Allen made history when she was elected the fi rst executive chairman of Deloitte LLP, the highest-ranking woman in the organization’s history and the fi rst and only woman ever to serve as chairman of a large, private U.S. professional services organization. Sharon has established a reputation as a thought leader and popular public speaker on topics ranging from governance and ethics to talent management and diversity. In 2007, she commissioned what became Deloitte’s annual Chairman’s Ethics & Workplace Survey, and has written articles that have appeared in such publications as Directors & Boards and Directorship and such online forums as Forbes.com and Busi-nessWeek.com.

Frequently honored for her contributions to business and community leadership, Sharon was named to Forbes’ list of “The 100 Most Powerful Women in the World” for four consecutive years. Crain’s New York Business cited her as one of the most powerful business women in New York, and she was named by Directorship as one of “The 100 Most Infl uential People in Corporate Governance” four years in a row.

2014 nonprofi t Excellence award: The Women's & Children's Alliance

2014 Social Responsibility award: Theresa McLeod, St. Luke's Health System

The Nonprofi t Excellence Award is presented to a nonprofi t organization in the Boise Valley that is making a signifi cant contribution to the community. This organization dramatically impacts a key area of need in the community and operates with integrity and nonprofi t excellence. This organiza-tion is known as a “difference maker” in the Boise Valley.

The Women’s & Children’s Alliance (WCA) has been a vital resource in the Boise valley since 1910 but most importantly since 1980 when the WCA opened the crisis center for women and children victimized by domestic abuse and sexual violence.

With a mission of “safety, healing and freedom from domestic abuse and sexual assault”, the WCA provides shelter, counseling, case management, two 24-hour crisis hotlines, court advocacy and a number of group and individual educational services including parenting classes and fi nancial literacy education. Success is measured by each individual and their ability to have the freedom to choose a life free from abuse and control.

Through its work the WCA strives to foster an environment in which individuals thrive in safe, healthy relationships. The core values of the organization provide staff, leadership, partners and supporters the clear foundation and direction necessary to make the greatest impact in the lives of those men, women and children who have been directly or indirectly affected by domestic abuse and sexual violence.

The Social Responsibility Award is presented to an individual whose extraordinary public service has made a positive impact on the community. This individual has chosen to give back to the community and serve others. The Boise Valley community is a better place because of the efforts of this individual.

Theresa E. McLeod was born and raised in Boise. After graduating from the University of Puget Sound with a bachelor’s degree in Business Administration and an emphasis in International Business, she worked for Sen. James A. McClure in Washington, D.C. Theresa returned to Boise and embarked on an 18-year business career working for The Terteling Company while dedicating herself to community engagement. In 2004, Theresa joined Mayor David H. Bieter’s administration. Her focus included mayoral and community initiatives including youth, seniors, business, neighbor-hood reinvestment and refugee resettlement. In July 2013, Theresa joined St. Luke’s Health System as the director of community relations. In this capacity, she oversees the annual Community Health Improvement Fund grant program and sponsorship programs. She serves as a liaison in connecting St. Luke’s resources with community needs and cultivating collaborations with area nonprofi ts including the Treasure Valley activation of St. Luke’s Community Health Needs Assessment and Implementation plan.

Along with her family, faith and friends, Theresa’s passion is serving her community. Refugee reset-tlement and service to victims of domestic violence are two areas of Theresa’s current focus. Inspired by resettled refugees and women and children whose spirit, tenacity and hopefulness allow them to create new lives in our community, Theresa is dedicated to supporting their efforts. She has spoken nationally on community based refugee resettlement efforts. Theresa is able to cultivate the resources needed to assist refugees and help domestic violence victims realize their dreams of employment and self-suffi ciency through her board engagement with Create Common Good and the Women and Children’s Alliance.

She serves on multiple boards of directors including St. Joseph School, Women and Children’s Alliance, Boise Schools Education Foundation, Idaho Shakespeare Festival, Create Common Good and Activate Treasure Valley. Theresa is a former board member of United Way of Treasure Valley, American Red Cross, Idaho Theater for Youth, St. John’s Stewardship Council and the University of Puget Sound Alumni Board. She is a lifelong Girl Scout and Junior League Sustaining member.

Theresa enjoys skiing, hiking and reading. She and her husband have two grown children.

Leadership Boise Class of 2012-2014

Class of 2010-2012“We cannot change what we are not aware of, and once we are aware, we

cannot help but change.” Sheryl Sandberg, Coo of Facebook.Participating in Leadership Boise allowed me to connect with a broad spectrum of

individuals who all had a common goal of making Boise and the Treasure Valley the best place to live. And while we didn’t all agree all the time on what it would take for this to happen, we all shared a common vision for Boise.

The program also gave me the opportunity to connect with a smaller group of individuals with whom I have stayed close to since graduation. Each one comes from different walks of life, different work backgrounds, yet still we are bonded through Leadership Boise.

Continuing to stay involved in the Alumni Association through the leadership team gives me the opportunity to give back and connect with former and future LB graduates. The LB Alumni leadership team looks to provide events and volunteer opportunities that allow LB graduates to grow and be informed on current issues in and around our community. – Hilarie Engle, Susan G. Komen for the Cure, executive director, class of 2012

Class of 2003-2005 Participating in Leadership Boise was an excellent experience for me on many

levels. First, I met a lot of great community leaders and formed lifelong friendships. Second, I learned a lot about the Boise community, even though I have lived in Boise since 1977. one of my biggest takeaway’s was that Leadership Boise helped me recognize the importance of giving back to the community you live in. After Leadership Boise, I became much more active in the nonprofi t sector serving on several boards over the last nine years and that motivation came from the exposure to the community that Leadership Boise provides.

Because Leadership Boise was such a great experience, I continue to stay connected through the LB Alumni group. I would recommend that all LB alumni stay active with the alumni group. You can benefi t by meeting new LB participants as well as keeping in touch with your classmates. It helps our community continue to thrive as we share our leadership experiences and take those experiences into our daily lives and help make a difference in the community we call home. – Hart Gilchrist, Intermountain Gas, director of operation services, Class of 2005

Class of 1989-1990Wow, what a ride! Leadership Boise is a two year experience that touches the

rest of your life! In the past, I had participated in many different self-development programs. But the one that stands out is Leadership Boise. We were told that the goal was to create community leaders. We immersed ourselves into the community of metro Boise. We started as little dried-up sponges that were waterlogged when we graduated.

Leadership Boise was a catalyst to focus on my passion and commitment for improving our community.

Another way that I’ve helped others reach excellence is through my ongoing commitment to Leadership Boise. Since my graduation in 1990, I have participated in every year’s class either as an interviewer, speaker or mentor. It gives me great pleasure to watch and to help each successive group advance in their careers and become valuable public servants.

In the twilight of my working career, Leadership Boise was the catalyst to having me add something to my “bucket list” – to serve or give back to our state that provided my livelihood. I am a commissioner for the Idaho State Tax Commission.

So, how would I sum up the experience of Leadership Boise?Apply, get involved, also become a sponge and come out waterlogged, then spend

the balance of your life being viable, involved and making an impact on your community! What a great, wonderful group of folks you have become a member of! – Richard W. Jackson, Idaho State Tax

Commission, Class of 1990
