Alex Brandon | APPresident Donald Trump points to a question as he speaks about the coronavirus during a press briefing in the Rose Garden of the White House, Monday, in Washington.

By Kevin Frekingand Bernard CondonAssociated Press

WASHINGTON — With deaths mounting at the nation’s nursing homes, the White House strongly recommended to governors Monday that all residents and staff at such facilities be tested for the coronavi-rus in the next two weeks.

Why the government is not ordering testing at the nation’s more than 15,000 nursing homes was unclear. Nor was it clear why it is being recommended now, more than two months after the nation’s first major outbreak at a nurs-ing home outside of Seattle that eventually killed 45 people.

Vice President Mike Pence, who leads the White House coronavirus task force, told governors on a video conference call that it’s the federal govern-ment’s strong recommen-dation that such testing be done.

“We really believe that all 1 million nursing home residents need to be tested

within next two weeks as well as the staff,” added Dr. Deborah Birx, the task force coordinator, accord-ing to a recording of the call obtained by The Asso-ciated Press.

President Trump has repeatedly said there have been plenty of testing kits and has shifted blame to governors for reacting too slowly on testing, a charge he repeated in a Rose Gar-den news conference later Monday.

“Frankly, some of the governors were very lax with respect to nursing homes. It was obvious right from the beginning,” Trump said, referring to the Washington state out-break.

Asked why testing was recommended, not ordered, Trump said: “I would certainly consider that. I will mandate it if you’d like.”

More than 27,000 resi-dents and staff have died from outbreaks of the virus at the nation’s nurs-ing homes and long-term care facilities, according to an AP tally based on

state health departments and media reports. That is about a third of all 80,000 deaths in the U.S. that have been attributed to the virus.

Nursing home opera-tors have said the lack of testing kits has left them nearly powerless to stop the virus from entering their facilities because they haven’t been able to iden-tity silent spreaders not showing symptoms.

The American Health Care Association, the main nursing home trade group, welcomed the new testing recommendation but said the federal government needed to do more to make that possible, includ-ing allocating billions of additional dollars to the effort.

Charlene Harrington, a professor emeritus of nurs-ing at the University of California, San Francisco, said nursing homes should have been prioritized from the start given their vul-nerable populations and questioned why the testing recommendation is only happening now.

White House recommends tests for all nursing home residents

TEHRAN, Iran (AP) — A missile fired during an Iranian military training exercise mistakenly struck a naval vessel instead of its intended target in waters near the strategic Strait of Hormuz, killing 19 sailors and wounding 15 others, Iranian authori-ties said Monday.

The bungled training exercises took place Sun-day and raised new ques-tions about the readiness of the Islamic Republic’s armed forces amid height-ened tensions with U.S., just months after they accidentally shot down a Ukrainian jetliner near Tehran, killing 176 pas-sengers.

It also comes soon after a tense naval encounter between Iranian and U.S. forces in the nearby Per-sian Gulf.

President Donald Trump withdrew the U.S. from Tehran’s nuclear deal with world powers two years ago, launch-ing a maximum pressure campaign against Iran that has pushed the archrivals to the verge of conflict repeatedly.

Analysts have warned regional tensions likely

will increase again. This week also marks the anni-versary of attacks on oil tankers near the strait that the U.S. blamed on Iran.

In Sunday’s friendly fire incident, a missile struck the Iranian navy vessel Konarak near the port of Jask, some 1,270 kilome-ters (790 miles) southeast of Tehran in the Gulf of Oman, the Iranian army said in a statement. Iran’s regular navy typically patrols those waters, while vessels from the paramili-tary Revolutionary Guard usually patrol the Persian Gulf.

The Konarak, a Hendi-jan-class support ship tak-ing part in the exercise, came too close to a target and the missile struck it, state TV said. Authori-ties did not identify the ship that fired the missile, though semiofficial media in Iran identified it as the Iranian destroyer Jama-ran.

The Konarak had been putting targets out for other ships to attack, state TV said.

Initially, officials said only one sailor had been killed. That number quickly changed to 19. A

hospital admitted 12 sail-ors and treated another three with slight wounds, the state-run IRNA news agency reported.

Iranian vessels towed the Konarak to its nearby namesake port of Konarak in Iran’s Sistan and Balu-chistan province after the strike, satellite photos released by Maxar Tech-nologies showed. The vessel appeared heavily damaged in the images.

Shah Mohammad Reza Pahlavi had bought the Dutch-made, 47-meter (155-foot) vessel just before being toppled in the 1979 Islamic Revolu-tion. The Konarak entered service in 1988 and crews later overhauled the ves-sel about 30 years later, making it able to launch sea and anti-ship missiles. Because of international sanctions, Iran still relies on weaponry purchased under the shah.

The boat typically car-ried a crew of 20. Authori-ties did not explain why it had 34 people aboard when the missile struck. The army identified those slain as officers and enlisted men, including a combat diver.

Iran says missile killed 19 sailors in training accident
