Alton Station to Town Centre Improvements
What this exhibition is about
Hampshire County Council, working with East Hampshire District Council
and Alton Town Council, has been developing a scheme of pedestrian, cycle
and landscape improvements, the ‘Alton Station to Town Centre
Improvements’ scheme. The proposals shown here today have been worked
up following the previous consultation held as well as earlier discussions with
key stakeholders including councillors from the three authorities, public
transport providers and community groups.
The scheme has been designed to improve the route for pedestrians and cyclists
between the town centre and the station. A key feature of the proposals is a second
extension to the town centre 20mph zone which will complement streetscape
improvements focussing on Normandy Street and Anstey Road. The scheme takes in
several paths and side road junctions and the start of the Hangers Way at the station.
The scheme is being funded in the main through developer contributions secured from
the Waitrose development for improved access between the store and the town centre.
The County Council is also making a contribution from the Quality of Place programme
for landscape and environmental improvements alongside the highway work.
Changes made after the March 2015
consultation
Residents were first consulted on plans for the scheme last March. Changes
to the scheme in the light of comments received include:
i) a second extension to the Town Centre 20mph zone (phase 2) from the Orchard
Lane/Normandy street roundabout eastwards along Anstey Road allowing cyclists to
remain on road
ii) the 20mph zone will also be extended down Paper Mill Lane to the railway bridge
iii) traffic management features to help reinforce the lower speed limit
iv) the two existing pelican crossings outside the school and health centre will be
enhanced with widened crossings and footways and raised tables
v) widened and improved footways outside the school and on the route to the station
vi) the pedestrian crossing points at the railway station will be enhanced through raised
tables and surface treatment

Your comments please
The proposals are shown here for information and to give members of the public an
opportunity to make comments on the detailed proposals.
Please use one of the paper comments forms and return in one of the pre-paid envelopes. You can
also email your comments to [email protected] with ‘Alton Town Centre scheme’ in the
subject line.
Alternatively you can go online www.hants.gov.uk/alton-improvements and look at the scheme
proposals.
The proposed 20mph zone extension and associated road humps require a formal public
advertisement for a fixed period of time (three weeks). You will see that we have included a section
on the comments form relating specifically to this element of the scheme.
The deadline for return of comments is 12th of February 2016.

on carriageway within the 20mph zone.
Footway improvements on main walking route
between the station and the town centre.
The end of the phase 1 extension to the 20mph

Anstey Road, from Paper Mill Lane to
Station Road: changes to the junction
geometry to address safety issues. A raised
table at Littlefield Road to reduce vehicle
speeds will incorporate raised crossing points
for pedestrians. Cyclists remain on road.
Station Road entrance: improved pedestrian
crossing at the top of Station Road and
enhancements to paved area on the corner.
Anstey Road, from Station Road to
Nursery Road: proposed improvements to
help slow vehicles and ease pedestrian crossing
on the desire line between the college and the
station. Cyclists remain on road.
Anstey Road, from Nursery Road to just
past the health centre: cyclists remain on
road. Existing controlled crossing improved and
gateway feature installed to mark extent of
20mph zone. To the east, with higher vehicle
speeds, cycle lanes are marked on carriageway.
20mph zone: within the extended 20mph
zone lower vehicle speeds will be encouraged
through road humps raised tables and use of

Normandy Street, from
Church Street to Orchard

improvements to tie in with
phase 1 extension to 20mph
zone and existing High Street
materials. Possible ‘greening’ at
end of Victoria Road with tree
and shrub planting.
Orchard Lane roundabout:
minor changes to layout enable
footway widening on north side
and improved crossing points for
pedestrians on all three arms of
the junction. Start of phase 2
extension to 20mph zone.
Normandy Street, from
Orchard Lane to Paper Mill
Lane: footways widened and
resurfaced as part of the
improved walking route between
the station and the town centre
using flag paving to match
existing on Normandy Street.
The Pelican crossing will be
raised and widened.
Paper Mill Lane: 20mph zone
south as far as the Lamports.
At the junction with Anstey
Road cyclists are already on
carriageway and the existing
right hand cycle lane will be
removed and the vehicle turning
lane shortened.
The approach to the station is
improved for pedestrians with
widened footways, street tree
planting, a new raised
uncontrolled crossing and
changes at the entrance to the
station forecourt.
Paper Mill Lane railway
bridge: priority working with
build-outs at the foot of the
station steps as a refuge for
those crossing the road and a
widening of the existing narrow
footway under the bridge.
Anstey Road, from Paper
Mill Lane to Station Road:
the existing central refuge to
the north of Paper Mill Lane will
be removed to reduce the pinch
point for cyclists. The junction
will be realigned for road safety
reasons. A raised table at
Littlefield Road to reduce
vehicle speeds will incorporate
crossing points for pedestrians.
Station Road entrance:
improved pedestrian crossing at
the top of Station Road and
paved area on the corner to be
repaved in buff flags with seating
and tree and shrub planting.
Anstey Road, from Station
Road to Nursery Road:
proposed improvements with
coloured surfacing on footways
and in carriageway to reduce
vehicle speeds and provide a
long crossing area on the route
between the station and the
college.
Anstey Road, from Nursery
Road to just past the health
centre- existing controlled
crossing improved and gateway
feature installed to mark extent
of 20mph zone.

What happens next?
What happens next?
Following this consultation, the scheme details will be finalised taking into account comments made and
the results of the formal public advertisement of the 20mph zone extension and the associated road
humps. Subject to necessary approvals the work will start on site in the autumn of this year. A detailed
programme of work has yet to be confirmed but the aim is for these works to follow on from the
completion of the phase 1 extension to the town centre 20mph zone.
Local residents and businesses directly affected by the works will be contacted before work starts to discuss particular
concerns relating to access and traffic management. Scheme details with key dates and traffic management arrangements
will be made available on line and updated as the works progress.
Thank you for visiting the exhibition today. We would like your comments back by the 12th of February 2016 but if
after that you have any further questions or comments please email [email protected]
