formal system.

to make them functional literate person, who can communicate effectively, solve problems scientifically, work creatively, can use resources sustainably, for them to become productive citizen of
their community and for the nation as a whole.
HISTORY OF PALAUIG ALS CLCSome years ago before 1990, a yearly evaluation of reading centers started in the division level for the purpose of
selecting the most functional reading center in the division to compete with others in Region III. Unfortunately Palauig had only small space in classroom among the schools in Palauig. It was almost invisible as a reading center compared to those other district. Result of the past evaluation and the stand of Palauig was well accepted; no Palauig in the list. However, “ pass “ was never declared whenever succeeding evaluation came.
In the school year 1998-1999, the district of Palauig conceived at having a common District Reading Center. Thanks for the cooperation of Mayor Felicito M. Aranda who had a vacant house located at Purok Santan, East Poblacion of the town and upon the request of the District Staff and the Non-Formal Coordinator, Mayor Aranda gave permission to use the vacant house for this purpose. But it was too small that it could accommodate very few materials. Very few availed of the services of the said center too, because the house could not easily be reached as it is the center of the town.
With the above challenge, the District of Palauig, initiated by the Non-Formal Coordinator, staff and full support of the former Mayor Mr. Felicito M. Aranda, using his vacant home and lot, located at Purok Santan, East Poblacion of the town, a reading center was established. People learned about it and so it was, then visited, later clients increased in number so they targeted for a wider space and more materials for them. It served the purpose for two consecutive years of 2000-2002.
Not yet contented, wanting to reach the objective, the team scouted for an ideal place of arising CLC. The proposed building in the town plaza, that has a Municipal Multi-purpose building by Hon. Milagros “Rosie” Guatlo. This was maintained for two years, 2002-2004. Reading materials and users increased. Problems arose when influence seemed to be uncomfortable from other employees and some government agencies, located with same building, not to mention, the nearest, the big room at Trial Court.
The group realized the vast importance of the program. People, regardless of the status, visited the center, used the materials, the library had proven its worth to individuals. And this, motivated the Coordinator to pursue a more functional reading center to help the Out-of-School youths.
In 2004, the team decided to enjoin CLC for the search of the Most Functional CLC in the division level. The result of the evaluation, Palauig CLC ranked 4th . The Mayor was so glad to note that Palauig is working for higher achievements. She promised, “Kapag may pera at pagkakataon, magpatayo tayo ng sariling gusali, uunahin ko ngayon ang CLC.” With this, s fervent hope and prayer and actions were started to roam.
