Q5b. Based on the activities I just mentioned in the previous two questions, which activities or areas of involvement do you think could have the most impact, in terms of shaping plans or decisions for the Aloha-Reedville area? Miscellaneous actions Community meetings (5) Youth activities (3) Community involvement (2) Government (2) Law enforcement / Policing (2) Library (2) Through the Boy Scouts / Scouts (2) Volunteering (2) A guy with a grant to improve the TV Hwy area A lot of church time Access to bus/transit and sidewalks and crosswalks, business code reforms to business friendly Aloha is so spread out, it’s hard to connect businesses and shopping in-pocket. There is no “heart

of the community;” so define a certain area and bring in key involvement; it’s hard to say where Aloha starts and ends, people don’t know. It seems a bit run down. A lot of areas look low class

Aloha reading Aloha teens in court or things that have to do with children programs like giving youth a chance Anything for kids, sports to help kids out Being involved in neighborhood associations and committees Being taxed to death Block party, but it was limited to only a few neighbors, so we couldn't have a real block party

since we were unincorporated. Utilizing the elderly more and making opportunity for them Church activities and voting in local issues Citizen organizations, NPOs Community Community events County alerts County level would be the most effective; this would be the only bureaucracy that might listen Daytime activities Didn't know about the business association, and as incorporated, nebulous Education Facebook Financing schools Following the activities of the Aloha-Reedville committee (not exact name) Getting more involved in the schools Getting to know candidates by volunteering Government-based customer service and agency

Q5b. Based on the activities I just mentioned in the previous two questions, which activities or areas of involvement do you think could have the most impact, in terms of shaping plans or decisions for the Aloha-Reedville area? (Continued) Miscellaneous actions (Continued) Graffiti in neighborhood Graffiti reduced, law enforcement Helping seniors I donate, that is the best way to put it; goods, money, food and clothing for children I would like to have some affordable retirement homes Keep people informed Kids; get activities for the kids Lack of sidewalks is a serious problem which interferes Lacking a sense of community and community involvement, not friendly area, no socializing

with neighbors Let's incorporate ASAP Letters to the media of any sort Library could be a great draw for the community, online community, sense of new community

has begun to start around here, which wasn't here 25 years ago Local advocacy groups, reading County mailings, which should be more often and more

comprehensive Local government and businesses Local housing associations or participating in residence associations Local paper Meals on wheels Medical system organizations Minor crimes and vandalism come to mind, nothing comes to mind on how to fix. Good training

in the schools More involvement in the schools More news about what’s happening in area More public awareness when things are going to happen, like using the media, newspaper, radio,

TV Neighborhood meetings Parks, community centers/recreation centers Participating in the Reedville study that's been going on for 3 years People need to get more educated about things that are happening. They need to take more of an

active role in their areas Planning Planning meeting commission Property taxes, keeping them lower would have a major impact. Community get-together, and

get a handle on it, taxes going up despite property values; keeps doubling every year it seems. No more cap like there use to be. Why does it keep going up? Can it have a limit

Q5b. Based on the activities I just mentioned in the previous two questions, which activities or areas of involvement do you think could have the most impact, in terms of shaping plans or decisions for the Aloha-Reedville area? (Continued) Miscellaneous actions (Continued) Protesting Publicizing the issues over radio and TV Recreation Recreation departments Religious activities in general Roadway improvements, roadways are very dangerous in this area, poor lighting on 198th, and

large number of dump trucks from quarry traffic on roadways Room and board, pay for school kids. Sponsors for schools School activities School board Schools Sending letters to representatives Senior services Serving on advisory boards through the county or city and serving on the planning commission Sidewalks Since Aloha is an unincorporated area, we get ripped off with taxes we pay, but not getting the

benefits. In 13 years, talking with the building department, no straight answers until 2 levels in; lower levels are not trained to get the correct answer. People out front will get you in big trouble. Sheriff, no code enforcement at all! Cranes/dump trucks in front of a house. Complaints are not anonymous; you have to get personally involved in a way that is not effective. Sheriff is not effective, just wants vote

Social media Sports Talking to local representatives Talking with citizens and finding out what they want Through papers and newscasts Veteran’s organizations Volunteering in the schools Voting and the media have a big impact Washington County Public Forum Wetlands - not develop them. Q12. Aloha-Reedville residents have several options to help plan for the future. If you were asked to vote for one of these four options, which one of the four would most likely get your vote? The options again are: No changes, incorporate and become a city, annex and join a neighboring city, or form one or more county service districts?

Why did you make that choice? Beaverton School District Residents No changes Fine the way it is / Like it the way it is (13) All you do is increase your taxes Aloha does a better job of providing services and infrastructure than I get in Lake Oswego Aloha is just a little thing on the map and I don't want it to be Beaverton or Hillsboro Already in some service districts that provides a number of needed services Already pay for enhanced services like police. We already pay for enhanced school districts.

Another layer of government that we do not need, like having Metro – 600 million a year without any benefits

Another layer of government that we do not need, not the most efficient way of doing something; allow the county to continue as is

Area is not that big. Mainly is my safety, and while there are police around, we get coverage from Beaverton, Hillsboro and Portland transit. Things are fine as is, no more taxes. Things are not great, but not bad, fine as they are right now

Beaverton has had plans for years and done nothing. I don’t want more taxes Because who wants to become a pawn of Beaverton Been this way for a long time, and I prefer it that way Changes cost money Chose where I bought my home and like it the way it is Collect the money before they get it for police or fire department; we don’t know where it goes

or for the highway it doesn’t really go for that; what happened to the money we gave you? That’s what I want to know

Current situation is reasonably good Current structure and services are pretty good, I like the slow and deliberate growth model not an

ardent need for change Do not want Aloha to become a part of either Beaverton or Hillsboro because of the increased

property taxes. I don't see that many benefits from it Do not want to vote for anything that is going to raise taxes, they are raised enough as it is,

everything is going up food and other living expenses, it is getting hard to keep up with everything

Do nothing, no more taxes Doesn't cost me anything and we're in a very good area. We don't need a lot of change and we

don't need to join Beaverton or Hillsboro. We don't need to make our own tax roll

The options again are: No changes, incorporate and become a city, annex and join a neighboring city, or form one or more county service districts?

Why did you make that choice? (Continued) Beaverton School District Residents (Continued) No changes (Continued) Doing just fine; we are in between things and we have things available that are fine so I think

we’re okay Don’t need to pay any more taxes Don’t want taxes going up anymore Don’t want to be associated with Hillsboro Don’t want to pay more taxes we have low paying jobs/no raises and need money and

Washington County always receives a lot of money Don't care right now at the moment Don't have a lot of interaction in society Don't have to pay more property taxes; I’m for smaller government and people taking

responsibility and making their own decisions Don't like changes, I think things are fine the way they are Don't pay attention to any of this Don't think trying to start something new to cause people’s taxes to increase would help, they

would not build morale. There are other ways, like targeting local business leaders who volunteer time to help develop a plan; maybe they would get a benefit. They could form a team of people that lead the way; leaders of parks and recreation that have made that presence known. Other leaders in the neighborhood like Phil Knight, people that have proven skills and who are inspired with a vision. Phil has donated to charities he can donate to the neighborhood also

Don't want any more taxes. That's why I’m living outside the city limits of Beaverton Don't want it to be added, no tax increase Don't want my property taxes to go up. It's sad enough that people have this idea that “I’m, a

homeowner, I own my home.” No you don't, not in Washington County. Let's do away with property taxes. I produce food for the Oregon Food Bank

Don't want to be annexed to another city Don't want to pay more taxes we are close to retirement Each city has their own rules and I like the rules in Aloha Either way property taxes go up Everything is going as well as it can go Fine at this time, maybe in the future as population grows move to most appropriate and

economic option and go with that

Why did you make that choice? (Continued) Beaverton School District Residents (Continued) No changes (continued) Fine the way it is, but Aloha shouldn't exist; half of Aloha should go to Beaverton and the other

half go to Hillsboro. Aloha is a non-entity If something's not broken we don't need to fix it If you hire a bunch of new people they will be so concerned about their new salary that nothing

gets done besides new positions. Hiring a bunch of stuffed shirts to run things, they will be so excited about getting paychecks that the city is usually the last thing on their minds. I think it's just a big smoke screen

Important subject because the economy is kind of bad Keep the taxes down, codes that we do not have to abide by Know the tax information (just moved back and I am living with family) and how city

government would be ran Laws against forming a city Less government and cheaper Like it being Aloha, and current system works well for me Like the way it is I don't want to be part of Hillsboro or Beaverton Live here not to be in a city Lived here for 50 years; would like to have code enforcements to improve the neighborhood Love how our city is. We're happy with the way our city is and we like to keep things the same Most things we discuss not that important to me No change. We have several expanded districts No changes would be fine too because if you make changes they cost money No definite amount that property taxes would go up and if property taxes continue to go up I will

not be able to stay in my home No more taxes going up Not a lot of problems with way things are currently run Not enough money to make a living, and if I have to pay taxes, I don't want to bring the tax

money from my family to survive, federal government whatever I get from my little job instead of giving it to the government. Unless you give us a break until economy comes back, otherwise the government is going to spend more for system

    Not firm reason for it

(Continued) Beaverton School District Residents (Continued) No changes (continued) Over taxed as it is; as it is we do have a number of watch dogs looking over our federal, state,

and local governments, and those are the ones I usually listen to. There are certain radio personalities who have talk shows to inform people on what the governments are doing. So, from what I hear, I am very concerned

Pay enough in taxes as it is Pay too many taxes as it is already. We should have a state sales tax, and the property tax is

going up way too fast. As long we are supporting these illegal aliens, we could be using our state and county money for other things. Then there are those other men and women using the methamphetamines who shouldn't be getting assistance from the state and county

Property taxes are already ridiculously high for the small house I have; almost $3,000 a year which is crazy. They go up every year which is frustrating as heck, and they never go down

Property taxes are sky high in this area; I don't think the services would be any better than they are now

Property taxes are too high already Property taxes wouldn't go up. I think we pay way too much in property taxes Re-election they’re raising taxes and causing more taxes. There are too many, I can support

some taxes such as education, library, and community center. The rest is no use to the counties Retiring soon and I don't want to be taxed out of my home Should not raise taxes Taxed to death and other options Taxed too much already and the other options would entail more taxes Taxes would go up on all the other options There isn't anything wrong This is a bedroom community and we do not have the monetary foundation to incorporate, and it

would be a mess to elect a city government, it would take a long time to work everything out This seems to be working relatively well. I know everything goes up and gets more complicated

as you get a new city. That's part of why we moved to Washington County and got out of the city. I could see a lot of complication there

This was the only option property taxes wouldn't go up Those guys got enough of our money, and they don't know how to spend it. Giving them more is

not going to make it better. The fact that government doesn't know how to spend money, I am not going to give them anymore of my money if I can help it. Go Ron Paul

Too many politics in Hillsboro and Beaverton

(Continued) Beaverton School District Residents (Continued) No changes (Continued) Too much bureaucracy; costs too much Tried to annex a number of years ago and I didn't want to. It would cause more taxes with no

benefits. I don't agree with where the city spends money. They spend it on things that don't benefit the population as a whole. They pick specific areas and spend it on things that benefit specific groups, like affordable housing. I can't believe it would be supported by tax money, and there's a lot of stuff that doesn't benefit me. The things that do seem to be the first place that they cut so I see no reason for tax without benefits

Voted for a 12 million dollar bond measure for the school district, so the school district would not have to lay off teachers, the bond passed. Not long after that the school district started laying off teachers and custodial workers, so why vote

We are doing okay for the most part We are getting covered well. We would get more taxes We can handle our own area and it would be okay to leave things how they are already We have some of the highest property taxes in the country and I cannot imagine paying more

property taxes, we have over $10,000 in taxes a year and I think that's enough We have voting control now; most things we can vote on now like fire, parks, water, sewer, and

sheriff; these things we have control of now Whole new layer of government and more taxes, and at my age taxes are high enough Won't be more taxes; I am totally against joining cities or becoming a city Won't have to pay any money -- we're being taxed to death here and the cost of living is high Works good right now, and other options are too complicated Wouldn’t affect me Incorporate Advantages of incorporation Aloha is off by itself, don't know where you belong, 3 different zip codes...kind of all by itself Aloha will be annexed into Beaverton or Hillsboro, we’ll no longer be in existence. Don't want

Aloha to disappear Aloha would be better on their own, we’re very separate and rural Already pay for utility and service taxes and that tax money gets divided by the state among

cities and since we aren't part of a city we aren't getting any benefit from those monies Annex; Beaverton has done a good job with schools, as well as the huge financial burden to start

from scratch Q12.

(Continued) Beaverton School District Residents (Continued) Incorporate (Continued) Area isn’t on one side or the other it is a bit left behind (to the side, ignored) Because being incorporated isn't a good thing for Aloha-Reedville; do not have enough public

transportation and we need more public transportation in the area. 209th is not accessible at all. TV Highway and Scholls Ferry Road has zero transportation and that needs to change

Been here a long time and it would be nice to be a city, we are in the boon docks Better for the community Better to have effort of own little city Challenging and think it could bring the people together and make them closer. The businesses

are not good at doing that, or building a community City would be able to combat crime Cool to become our own city and I’m sure taxes wouldn’t be too bad Do not want to be part of Beaverton, they are wacky! Traffic tickets are 5 times higher than

anywhere else Don’t think it will affect, but I think we need some center; we need more voice in improvements

and feel Don't like the way Beaverton Police Department treats people. I am a grandma; I got pulled over

right into the drive way of my own home. Officer pulled his gun on me and ordered me back into my car because of expired tags. My husband was arrested for taking medicine in an Excedrin bottle instead of the pharmacy bottle, the officer said they were drugs, car impounded and bailed him out of jail. The doctor just wrote a note and attorney said all we need is a note; never arrested before; very shocking treatment

Don't want to be annexed to Beaverton because of the city tax Don't want to go into Beaverton or Hillsboro -- I like the idea of our own city, with a bit of

country and the small-town feeling Don't want to pay more taxes than necessary Easier and cost our city less Electing new government is a great idea Get more revenue that way and have a larger tax base. Reedville deserves to have its own town Get the county services I want Aloha to remain Aloha Great move for the community Have a say in what was being done I know where I am, I get mail addressed to about three different places (some say to Beaverton,

    some say to Aloha)

Why did you make that choice? (Continued) Beaverton School District Residents (Continued) Incorporate (continued) If we are incorporated then we would get services If we don't incorporate will become Beaverton or Hillsboro Important to vote Like Aloha to be a city, we tried to several years ago but it did not go through Like how Aloha is our own town, and I don't like the way the city of Beaverton is run. We could

do what we needed to do, as it's such a small area Like to know more about it before voting about it Like to see it become its own entity, not part of Beaverton or Hillsboro Like to see us have our own police force and whatnot; I don't want to rely on Beaverton or

Hillsboro because we are outside their area; Aloha-Reedville would not be a high priority for them

Lived here all my life and I’d like it to become a city again Lived in Aloha for 20 years, we do not want to be part of Beaverton, we want our own city Lived in this area all my life and there never is anything for anybody, it is a dead area, forming a

city would bring in more jobs and business Maintain our own identity More reliable Most economically viable My tax money would go to my community and see my tax dollars at work Need a new council and new government. It's time for change around here Need an added layer of government Need more services; don't like to stand in line Need something to happen here, our area is awkward No extended new cities. More government and more people for nothing Not satisfied with Aloha at its current state. I want to join Beaverton; it would be a positive

move Pride of living in my own town; revenues portion out to those who live here and the city just lies

there Seems like the best option Serve the area far better than the current position. I believe it would be a better solution Should become our own independent city, so we can make our own choices So we’re not annexing Something has to be done to fix it Something must be done

(Continued) Beaverton School District Residents (Continued) Incorporate (continued) Sounds like the best option for us, but I would have to do some more research Taxing ourselves Things need to happen and change needs to be done. We are too big to join in another city This is where I grew up and it seems to be successful Time for some changes around here, however that happens Tired of the county To be part of Beaverton would be good for are community Tried a number times before I thought good community Unsure how big Aloha is, but we need to look at it We are big enough for our own city We could have our own city and do what we would like with it We could make our own city good We’re either going to pulled into Beaverton or Hillsboro, so I would rather have our own city

than pay more taxes for Beaverton or Hillsboro Would get more of a say-so in governance; gives us a voice in the county and the services we

get. Sometimes feels like we are the stepchild, and not top priority because we are not represented by the county and its interests

Would give us the most options, and the residents would have more say Annexation Simpler/Simplest (2) All around improvements Already established service Already in Beaverton area and we should be able to get the same roads and other things done as

well. It would be a lot easier to join them rather than get a whole new city up and running Already paying Beaverton taxes as it is; being in Aloha as we are; we are not getting any of the

benefits when we are not classified as a resident in Beaverton or Hillsboro. I am already being recognized as being in Beaverton through the postal system

Already paying service districts; would make sense to be part of the city, the cost of the special service districts would go down as the property tax went up, so it wouldn't be that much more compared to Beaverton or Hillsboro

(Continued) Beaverton School District Residents (Continued) Annexation (continued) Already set-up, all the services are in place, either city has the experience and base Already working to integrate services existing without the fundamental bureaucracies to support

them Annexation by Beaverton because I’ve been studying the Beaverton government and it's better

than the Hillsboro government. We are already getting coverage from the Beaverton police Annexing into Beaverton would mean less property tax Beaverton and Hillsboro already have things in place. Would go for staffing, could go for all the

other improvements that need to be done Beaverton has a lot to offer, and I am already in their school district Beaverton is a nice area Beaverton is being run pretty well. It's being served pretty well Beaverton: I think we might have more available.... Beaverton has more to offer than Hillsboro,

especially money Been threatening it, and it's not a bad idea Been to a meeting and they've got all of their infrastructure; they would just need to expand

coverage Best choice. There would have to be enough people that want it. I think starting a whole new city

would cost a whole lot. I think it is probably too expensive Best for the situation Best option, we have existing cities around us, so why start over Better since we are closer to the schools in our area Better than doing nothing Big proponent for the lack of duplicate process; Beaverton has all the processes in place, and

other benefits Both are very established, very nice to live in, and have a lot of services we don't Can’t totally support our area on own; don't think taxes should go up though because we already

pay high taxes that go to Beaverton, but we receive no real benefits Cheaper taxes and more likely to get work done Cheaper than to start from scratch Cities already have the infrastructure established Close to Beaverton and we're in the same school district, so it makes sense to annex to Beaverton Close to Beaverton; like the government in Beaverton more than Hillsboro

(Continued) Beaverton School District Residents (Continued) Annexation (continued) Consider myself to be part of Beaverton, and I don't imagine I’d be affected if Aloha

incorporates. I’d be paying more taxes. Beaverton is doing a pretty good job Considering I’ve been in this area for over 11 years, Beaverton and Aloha is pretty much the

same thing. They are right next to each other. With the economy the way it is right now, it's foolish to start over with multiple new ones (government) when we can reorganize the ones (governments) we already have

Cost efficient to form our own city Could get help getting our roads and a lot of other things we need done without spending a lot of

money we would not have to spend on getting new staff they are all ready there Could see a lot of benefits Could work better than any of the other options Counties are not meant to be in the urban business, cities are better at providing services and

already setup for it Do not need another small area incorporated because Reedville is close to Beaverton Don’t get to vote for Beaverton mayor. We're right at the boundary; I think we are too small to

do our own thing Don’t make another layer of government; we already have one Don’t need the expenses of another city just join one or the other Don't think the people here would vote for a whole new community and everything except we

are part of Beaverton. I think that would be the cheapest for everybody Don't want Aloha to incorporate and become more expensive Don't want any option that has taxes increase Easier and less expensive Easier to make use of structures that are already there instead of building new ones Economy would be better if we join another city Either that or incorporate, whichever has the least taxes Eliminate duplication of services Essentially the city would already have a fleet of service vehicles and the infrastructure is

already laid out: they have people who know how to do these things already Everyone seems to get them confused; flip-flop on what to put down for a city, we might as well

just merge and have one location Everything is already organized Existing programs, services, and infrastructure

The options again are: No changes, incorporate and become a city, annex and join a neighboring city, or form one or more county service districts?

Why did you make that choice? (Continued) Beaverton School District Residents (Continued) Annexation (continued) Felt that although it cost us more, I think we would benefit from some services that Beaverton

offer, better streets, street lighting, and they have a great library Fewer taxes than other options From the information I have, this seems like the best option Good, more amenities Help us and not raise taxes too much If we are annexed to be with Beaverton then we don't have to pay all the fees of getting staffing

to run the county. They are already in place. Then we can spend more money on getting the things fixed and things done

If we are annexed to join Beaverton we would have more money to fix the things that need to be fixed and get things done that have needed to be done a long time ago

If we fell into another boundary we would already be put into a county that has resources already available to us and a counsel that's already well-versed in running a city

If we join Beaverton then we can get more help for our communities, and get stuff done faster, we hope. Safer streets for our kids to ride their bikes, and to know we have a voice

If we joined Beaverton or Hillsboro we would not have to spend all that money that could go for streets and other stuff that needs to be done

If we were to join Beaverton or Hillsboro they already have council and staff in place; money that would go to be used for that would be more to get things that really need to be fixed

If you tried to form a new city you are starting and ground zero, but if you annex you will already be in one of the successful service it will

Join Beaverton because they are closer to 185th and that would be the smartest thing they have done in a long time

Joining an entity that exists and has its stuff together; would not have to go to the expense of reinventing the wheel

Know what they are doing Least painful; an existing city structure, for stability and predictability, people with a track

record that you could vote out Legal and most simple option Less expensive; wouldn't have to get the entire infrastructure ready on your own. It is already

there, and you would just join Like the communities in Beaverton, I like the shopping, and the transit service Like the sound of it, help from other places

Why did you make that choice? (Continued) Beaverton School District Residents (Continued) Annexation (continued) Like to incorporate however, the funding for incorporating is too great; this is the most probable

option Live closer to Beaverton and it works; we would have more support Makes more sense to me as there's already a local government Makes the most sense, most reasonable Making a new city would have more money to be spent Money More convenient way More efficient without a bunch of small cities grouped together More helpful to help the economy by providing more options More opportunities and more help as part of another city More the merrier, already has a base, when you add more people it should create a smaller

percentage of tax increase Need the help Beaverton and Hillsboro gets. I would rather be on the Beaverton side because

they seem to get things done faster than Hillsboro. Plus Hillsboro has more problems with crime and drugs

Need to be hard Needed services would be provided. We'd have a clear identity, and a belonging Nice to be a part of something instead of just that middle area Nice to have extra amenities provided No additional government layers needed No change is not the way to go; creating a new city means new governments, more taxes, more

bureaucracy; I like the idea of annexing because the city government is already in place and I can see the local city government already being affected

No need for another layer of government for our little area, we can just be absorbed up into the other cities

Not sure Not sure Aloha could be self supporting; I am not sure they could match Beaverton and

Hillsboro. I am not sure their tax base could provide quality services that they would have if they joined with the other cities

People can't afford all the extra taxes Seems as though we have a choice, it makes more sense to join an organized city than reinvent

The options again are: No changes, incorporate and become a city, annex and join a neighboring city, or form one or more county service districts?

Why did you make that choice? (Continued) Beaverton School District Residents (Continued) Annexation (continued) Seems easier to go with stuff already set in place Seems easiest and I think more people would go for it Seems like Beaverton and joining cities have a pretty good way of managing themselves; they

are not in much debt. The way they are running it seems good enough to me. To try to do your own would be resource consuming

Seems logical, the city structure for government already exists we can just join another city Services; fact we honestly are left hanging. Aloha has become no man's land. It's dirty. There are

beautiful neighborhoods, and then a block away we have abandoned houses and we have to constantly call and ask to get rid of the rats and overgrown grass. Get rid of some of this crap around us

Should be able to get the needed sidewalks, will be able to finish the community center. I am not happy about more taxes, but it would be worth it to get what is needed. Also the process would go smoother by using stuff already there by joining an established city

Should be as one anyway; we are in the Beaverton area, so we should get the same stuff Beaverton and Hillsboro get. Just because we are not, we have to choose where we belong to. It would be nice to join the Beaverton community they have a lot of things they get done

Smoothest transition; wouldn't raise taxes too much Some advantages to being incorporated; used to live in the Cedar Hills area which is also

unincorporated Sounds like the simplest approach, and I don't know that we need these three cities here Taxes are going to go up no matter what happens to the area, so we might as well pay the least

amount possible To know where we all stand in the Aloha Reedville area Value the services the city provides Want Hillsboro to annex us, Beaverton is not good; they give the world away to Nike; Nike

doesn’t have to pay taxes. Hillsboro has a better government We are all in it together We are part of Tualatin Hills Park and Recreation and Beaverton School District; very

supportive of the Beaverton Police Department. Since I am a writer, scientist and big supporter of Tualatin Park Services, I became the naturalist on staff at Park and Recreation after a period of volunteering with them. The options again are: No changes, incorporate and become a city, annex and join a neighboring city, or form one or more county service districts?

Why did you make that choice? (Continued) Beaverton School District Residents (Continued) Form districts Went through this a long time ago with half the citizens voting to join Beaverton and the other

half to join Hillsboro; didn't get a majority. They also tried to incorporate Aloha as a city, and that failed as well. This was 15-20 years ago. I don't think citizens would pay what would be called for to incorporate

We're right in the middle of these two cities. You can't tell we're unincorporated; our taxes are lower because we're not, or so I’ve heard. I can't really tell we're unincorporated because the sheriff or anyone else is here immediately when called. Aloha has a poor building code, so we'll have a lot of nice new homes. Hillsboro and Beaverton and Aloha are basically all just one big conjoined city now. That would be the easiest solution

Would not have to spend money we could go to improve roads, and other things that need to be fixed. Before spending money on getting a staff for a council that is already is in place

Add more government Advantages of county vs. city All of it is confusing, but this option sounds the best An option, more help from the county Because it’s the only one that I think is a better change Been looking at all four options and service district is lowest cost because so many are already in

place Cheaper and more efficient County services have been good Do not want to join local cities Don’t know enough to make decision Don’t want to become a part of either city and I think keeping the Aloha area, though I’m on the

northern boundaries, unincorporated would be a better option Don’t want to go to either city yet, either one will get us soon enough Don't approve of the existing city government and what they are doing. They are taking

advantage of the people and not doing what they should and taking a care of ‘we the people’ Don't need other city's problems; we don't want to become part of them. We're still a rural

community. As far as becoming our own little community I don't think there is much support to actually make this a city

Don't need to be a part of the city Beaverton, all they do is charge more money Don't think we need another incorporated city between Beaverton and Hillsboro; we already

receive some services from neighboring cities to some extent

Why did you make that choice? (Continued) Beaverton School District Residents (Continued) Form districts (continued) Don't want to be a step child to another city. I don't think it would help Aloha-Reedville and I

don't believe joining another city will be a good thing Don't want to be in Beaverton or Hillsboro Don't want to be incorporated to Beaverton, but I don't totally want to be unincorporated and

Beaverton limited bases Don't want to be part of a city Don't want to be part of Beaverton or Hillsboro and it would probably really increase taxes. I

believe this would be the most cost effective Don't want to be under cities thumb Don't want to incorporate and I don't want to pay the property taxes to incorporate separately.

From a practicality point of view the other cities don't want us and no one will vote to incorporate either. A service district would be specific and I like the idea of voting for the specific service

Don't want to join city Easier Everyone can work together would be great and help the Aloha-Reedville community and it

would also help it not be segregated. Segregation doesn't help any community Get the same help the other counties’ get and we need a little help in this area Have the chance to say what we would like to see in our community and get the help we need to

make are neighborhood safer Hoping it might work better than Beaverton's push to please the business community with tax

breaks and raising our property taxes all the time I don't know if we could incorporate. Also, neighborhood people have livestock and chickens,

and they might not be able to keep their animals In the community, people feel strongly about annexation to Beaverton. I would not want to be

part of that fight, and forming a new city would be most costly Keeping it unincorporated, but still brings its services Less government is better Less hands in the cookie jar Less intrusive in private affairs Like being small area and unincorporated Lived in Beaverton before and I wouldn't want Aloha to annex into Beaverton because when I

Most of the services I would like are already available to me Most viable and likely to work Need to look at the cost, but it seems like the best option Not enough information, maybe less taxes Not fond of neighboring cities and their municipalities Not sure how they work, but not in favor of incorporation or annexation. Something must be

done Possibly less tax Provide services without losing more local control Seems like most efficient way Seems more services are available Sounded good This might help and not be so much for us in the area To form a better community To stay out of Hillsboro and Beaverton Want to pay as minimal taxes as I can except for possibly the library. improve the area through private corporations, and volunteers like the Boy Scouts that cleared trees off my property, they need creative thinking to solve the problems, but most people just give up

Already paying high taxes; taxes are growing like a crop in a field. We don't need new taxes. The local government needs to work efficiently and be more creative. They need to be self efficient instead of constantly increasing the taxes

Beaverton makes up a whole bunch of rules that are restrictive, obnoxious. This is the least costly

Cost; very much inefficient government and very high property taxes; schools don't use money properly.

Create more government than more mess Do not want to pay more in taxes. The taxes are high enough already, and keep going higher. If

Washington County did a better job managing the money they have, I think it could go further. It seems that they have more money than ever, but nothing seems to get better, just more expensive

Don’t have the money to pay for stuff Don’t increase taxes Don’t like someone telling me what to do. that cities seem to want to improve that don't need improving, and other things that need the improvement don't get it. Increase in taxes wouldn't justify the increase in services. The cost benefit is not there

I am retired and I think we are growing efficiently and I think Aloha is active; don't see the need to increase those property taxes to get those services

Incur more taxes Just do something, but don't raise my taxes Less taxes, as the economy is kind of suck-y Like being unincorporated more freedom to do what we want on our property Like how we are right now and I don't want to pay more taxes just to create a new city or

become a part of another one Like the way it is now, don't want taxes to go up Lived here all my life and I see what is going on around here; want the area to stay the way it is,

unincorporated, and not annex to Hillsboro or Beaverton Love being unincorporated, I love the extended sheriffs protection. Don't want to deal with the

city mess. We choose to live in an unincorporated area it was a conscience decision to live here - not Beaverton or Hillsboro

Main reason is the property taxes would go up, and we have had excellent services from Washington County such as police and fire. I think community involvement without government would be able to address some of the other issues, like abandoned houses and clean up in different areas

Need more information No problems with how things are right now. Don't want to be part of either Beaverton or

Hillsboro; don't need to pay more taxes to provide nothing Nobody wants to pay more taxes Not real happy with wanting to join any city and incorporation doesn't seem feasible; they've

talked about it for years and there isn't the support. We're beholden to nobody and we look out for each other

Our area can handle this and then we wouldn't be as affected as far as taxes Our property taxes are already high enough, do not see benefit to incorporate or annex if taxes go

Beaverton and experiencing their taxes, so I don't want that Perfectly fine how it is right now; nothing needs to change Rather not pay more taxes. I think as a community we're taxed as much as we can manage Tax increase and I know it just wouldn't help. I have lived in the Beaverton area for 17 plus years

and it's always been incorporated and it's always been fine. There needs to be no changes made and if there was, I don't think it would help Aloha-Reedville

Tax situation - you can only get so much blood from a turnip They can't get the current situation working, either we got the wrong people there or we don't

know how to do it Things are fine the way they are, no need to fix something that isn't broken Too late When we moved here we knew it was unincorporated and that was appealing to us, and I’d like

to remain unincorporated- fewer taxes and fewer regulations World is corrupted already and changes are not good. The government should give the locals

time to adjust to a way the things are instead of making more changes Would raise property taxes Incorporate Sounds like the best option (2) Aloha needs to be a city, lived here nearly my whole life, and not fair to get rid of it or choose to

priority from that city. It would be better to start fresh with people elected within your own area and the increase in property taxes would benefit local residents and the local residents would get better services

Important to have more election Just whim Like Aloha to remain Aloha Like the idea of a fresh start Lived here a while I’ve seen it grow, we already have Aloha, we should preserve our unique

area. More control over our own distance Make me more in control of the decision Might be the better of the two options since we could use their resources and not have a huge

increase in taxes More say My father about 20 years ago tried to do that and I thought it was a good idea, but Metro didn't

allow us to do that and didn't allow the voters to vote on it Need to make some changes New government and council is a good idea Once you become a city it would make it better and we would get more sidewalks and better

amenities Population has grown enough to support this. It should include Copper Mountain along with the

Aloha region. This will hopefully save the agricultural area Right now Hillsboro and Beaverton just want us for our tax base, they don't care about housing

services To make the changes we had spoken about ex-road improvements To retain its individuality and history Voice from the start Want my own city Wanted to incorporate the last 25 years, but Beaverton, Hillsboro, and Portland would not allow

it to happen We are practically in Hillsboro Annexation Beaverton is a nice area and I would love to be a part of it (2) A new city, more input on running the city Aloha Reedville area isn't that big anyway and to form another government would be a pain in

the rear Already established government Already have all the services. Beaverton has community services we pay out of the district to get

to and I would just join with someone else Already have mayors and councils; expensive to do a start-up; living just across from Hillsboro

already. Why do we need more government, when we have existing people in place to manage city

Always associated with Hillsboro, we pay as non city residents Annex into Beaverton, not enough people to be an independent city Beaverton is a large city. Government is already in place Been for many years don't want to be Beaverton or Hillsboro Best way to go Change to Beaverton school district Cheapest way to go, if we incorporate it sounds like we would have to pay more taxes

(Continued) Hillsboro School District Residents (Continued) Annexation (Continued) Cities already have existing infrastructure Couldn't think of adding another city when the cost seem so extreme to create one and manage

one, we would have to fight to avoid a larger amount of corruption Don't want to make any decisions Easier and more economical to annex to existing city Established, if we had to start over, be mass confusion, and problem; with joining, all the

services are established and fewer problems could occur Established, trying to establish a new place is a disaster waiting to happen, doing nothing can't

happen because they'll eventually force us. Plus there are services we aren't getting that would be nice

Having extra amenities would be nice Hillsboro could support new services Hillsboro: I grew up in the heart of it If we joined a city than they could help pay for the raise in taxes Infrastructure already in place Infrastructure is there Involved with Hillsboro and Beaverton anyway with the schools, and we are taxed for park and

recreation, but receive no benefits for the taxes we pay Join Hillsboro; better shot at the things I mentioned important to me (safety-related) Joining someone else who is already organized makes more sense than starting anew and there's

less confusion Knowing the economic situation in Aloha it's kind of scary to incorporate Aloha as its own city Less complicated the infrastructure is already there, it would not be as expensive as starting a

new city Less expensive Like the services and we have representation Makes more sense to me than creating a whole new city Makes more sense; they already have a city government, shouldn't cost much more. We already

get all our roads fixed by the county. I guess it could go either way, but we already belong to the Hillsboro School District

Makes no sense to incorporate and very inefficient for such small area to incorporate when existing infrastructure is available

More efficient to use what already is there

The options again are: No changes, incorporate and become a city, annex and join a neighboring city, or form one or more county service districts?

Why did you make that choice? (Continued) Hillsboro School District Residents (Continued) Annexation (Continued) Most cost effective, as the infrastructure is already established Most efficient and cost effective and less disruptive No need to form another city when Hillsboro and Beaverton are so close No option, just liked idea Not seeing us, adding another bureaucracy Nothing there - it is a very small area, and if you give it to the city, they could do more with it.

Easier for postal people as well; more cost effective to have one of the cities have it to improve Paying revenue toward creating city councils is a waste of revenue and just easier to join

neighboring city People in Hillsboro are how I think and Beaverton is a little too elite for me Seems better, why start new Seems like not reinventing the wheel, take advantage now what is in place Seems to be the most reasonable of the choices Something that's been talked about for years; it feels it will most likely happen System is already in existing and less costly then forming new one and much easier Taxes wouldn’t go up much That's just the feeling I have that it would work out the best. It's hard to say, I want to keep it as

simple as possible, and I think annexation would be the simplest way to do it. We'd just have to change a few names

Trust me, they've already done that. I don't remember when that happens, but the part I live in is going to be part of Hillsboro

We are right on the border, and we would get all the amenities, recreation center and cops, nasty being unincorporated, no laws or enforcement

We could just be joined in with the other city and save a little money that way We could use some of the others cities things instead of wasting money and raising taxes We could use their resources We live right across from the Hillsboro city We should be part of Hillsboro Well we have something is working good, in Beaverton and Hillsboro everything is there, it is

easier to join a city than to build a city

The options again are: No changes, incorporate and become a city, annex and join a neighboring city, or form one or more county service districts?

Why did you make that choice? (Continued) Hillsboro School District Residents (Continued) Annexation (Continued) Would like to annex to Hillsboro because they already have a mayor and city government, and

that makes more sense. Hillsboro has its own park and recreation center, we are in no-man’s-land here, any time we want to take classes through Hillsboro or Tualatin Valley Parks and Recreation we have to pay extra fees because we are not part of that district

Would not have to form a new government, it would already be in place Would take more time to receive services You have a lot of politics in the forming of a new city, so I think would entail less taxes Form districts Already pay Hillsboro taxes for schools, so I don't know why they would go up Best option for area Better idea Don't know it seems like an easier way to go than to form a new city. I would have to study more

information to answer that question Don't like the do nothing, and that seems to be business as usual. Big supporter of expanded

patrol, service district would fill that kind of need. Don't need more government Don't like what's being done in Beaverton. I don't think incorporation here or with Hillsboro Don't think the benefits versus raising taxes would beneficial for options 2 and 3. The last option,

forming service districts, allows the voters more influence in the decision making Don't want to incorporate Aloha. It would cost too much money to do and nobody would be able

to afford the raise in taxes and cost of things Don't want to lose freedoms Each area has its own unique problems to deal with. This would be more responsive to the local

people and issues I’m older and don't know much Improvements without big brother Involve the fewest amounts of resources

    Why did you make that choice? (Continued) Hillsboro School District Residents (Continued) Form districts (continued) Joining Beaverton or Hillsboro is an argument about 35-40 years old; don't see that happening;

209th going west would get a lot from Hillsboro development. Hillsboro is very aggressive wanting a part of Aloha-Reedville; 198th was new 20 years ago, at the time though, my children would go to Beaverton schools as we were close, but with the school in Beaverton we had to go to Hillsboro/longer commute for the kids. A better decision on the school boundaries should be addressed first; get consensus. Kids in this neighborhood live less than a mile from Aloha High School, but are bused out to Hillsboro. Issue has not been resolved over the years. Hillsboro wants 209th west and beyond with new schools and fire department, but I can see it is for themselves. Will end up with a distribution problem; 209th is still unincorporated, TV Hwy and Farmington, now Hillsboro wants to take land. 209th would be a dividing street between old and new neighborhoods. I see Hillsboro growing and leaving the area east 209th with no improvement

Like the idea of extra services and amenities More responsive of the Aloha-Reedville residents and their concerns More targeting what we need where joining a city wouldn't; we'd still be the step child. I assume

it means you would pay for the specific things you want and get them, not competing for another city's priorities

Not familiar with Beaverton city council, nor am I with Hillsboro. Since I’m not familiar, I’m a little leery on both. I'd rather see something happen with the county first

Not thrilled with the city governments of Hillsboro or Beaverton; a new city founded brings a whole new level of bureaucracy

That would be good if it was central to here This might be a good option To have more Too many layers of government...city, county and state Want to keep separate from cities Want to stay in county and not join a city Washington County has done a great job providing the need in the area

Why did you make that choice? (Continued) Hillsboro School District Residents (Continued) Form districts (continued) We like being in unincorporated Aloha. Hillsboro and Beaverton have much higher taxes, and I

don't see that any of the amenities are worth what they are paying. Our zip code does not give us access to the Hillsboro or Beaverton Park and Recreation Districts and if that is all those residents get for higher taxes, it is not worth incorporation. Safety is our biggest concern. We live near 198th and pedestrians have been hit and killed along that stretch of road, even while waiting for the bus. We need our safety concerns addressed with sidewalks and cross-walks

Don't know / Refused Don't know (5) Don't have enough information to make a choice/decision (4) Don't know what would be best, but I don't want the taxes to be crazy high Haven't thought about what they should do and I would need to do more research I know property taxes go up, but not sure In support of no taxes Need more information; I know they are trying to evolve in Aloha. I just do not know, time will

tell Things are ok for now

Q13. What is your least favorite option? The options again are: No changes, incorporate and become a city, annex and join a neighboring city, or form one or more county service districts?

And why is that your least favorite option? Beaverton School District Residents No changes Changes are needed (10) Something has to be done (3) Don't know (2) Need improvements (2) No improvements (2) All of the other options seem better than keeping things how they are All stays the same Aloha -Reedville is behind the rest of the area Area is growing and we need to update things Area is growing too fast and not a lot of places for people to go around here. Plus some of the

people who are moving into this area are not good people. They need to have more police to be going up and down the streets, they do their job, but I do see them in parking lots just sitting there and talking to other cop car

Area is just too big and there are too many things we don't get to participate in because it's an incorporated area. We have a name, but we mean nothing. It needs to be changed

At the mercy of surrounding infrastructure and municipalities Beaverton on one side and Hillsboro on the other side, if we don't become a city would like to

stay the same Becoming a new city would cost way too much money Better to be proactive than reactive, to have something go wrong when you could've obviously

foreseen it and done something about it Change brings progress Change needs to be made. Long-term protecting quality of life and investment in our home Cities raise taxes Didn't sound as feasible Disaster because of the high population and traffic congestion; change has to happen to help

Aloha Do something, but do not raise our taxes because of it Doing nothing doesn't accomplish anything Doing nothing is just being ignorant of what our county needs Doing nothing isn't an option Don't like that idea, I’d like to be my own city Don't like things the way they are. We need to do something different

And why is that your least favorite option? (Continued) Beaverton School District Residents (Continued) No changes (continued) Feel like we are a large city and need to have our voice heard, someone else is making decisions

for the residents here and not in our best interests Forgot what the options are Gangs and stuff might takeover and it would be more of a problem; people get hit by cars out

here once in a while. We need the sidewalks and stuff Having no change would not be good because our community needs a lot of help If we stay the same they will go ahead and do what they what to do anyway. If we annex into

Beaverton or Hillsboro we would not have to spend money that could go to better things If you don't change anything you're not going anywhere or helping residents out in the

community Leaving it how it is isn't going to help anything. It would just prolong the suffering I think Left as is if we could not be part of Beaverton. Beaverton has a lower crime rate and drugs Like I said before it's just awkward Like it the way it is Like to see something different around here Lived here 25 years and I don't feel like there is a huge sense of community in the Aloha area Made the least sense Makes sense Might need to do something to help make the area better Might want to do something Most of the residents would not like more tax raises all the time and if we don't do something

taxes will keep going up Na Need for some improved services Need some changes, and it's gone on too long. Ignoring, the waiting, and not going anywhere Need something, but we need to know more before making a decision on what to do that’s

beneficial to the entire city. Need to know what exactly would happen Need things to get done around this area. I have been here going on 27 years and they are still

working on the roads; it gets monotonous Need to be moving forward and doing things Need to do something Need to make some changes, I am not happy with things the way they are Need to make some changes, things have been this way for too long and it's not good Needs we have now, we have to do something Neutral about the last three

And why is that your least favorite option? (Continued) Beaverton School District Residents (Continued) No changes (continued) New government is necessary for us No changes No changes to problems No changes to services No changes wouldn’t be a good idea we would just stay the way we are No improvement to the community No point complaining if you’re going to do nothing No-man’s land here and doing nothing means that nothing will change Not a good option because something has to be changed Not good to stagnate--something's got to happen Not helping the situation any Not sure; I have lived in the area for 35 years and they have advanced, but not to the level they

would like to. If they are unified with a city they would have greater success of meeting their goals

Nothing happening here we need the support of a city Nothing would change and no access to services Nothing would happen like needed improvements to the roads and sidewalks in particular Obviously, it's not doing very well Same issue will come up in the future Seems like the worst option based on the information Services are needed Should do something if we have to I guess Sitting here in limbo and it's getting bad. My whole family -- three households -- is considering

moving out of state because of the lack of community cleanup and not taking care of Aloha Some things I would like to see change, and nothing is going to change unless we make changes Something has to be done -- so much is lacking here Something has to be done to make it all come together Something has to be done, not sure what Something needs to happen; Aloha has become larger and needs better management Something should be done so we can choose what happens to us, like taxes, changes, etc Staying the same we would not get our streets and other things we really need fixed. I hope we

do annex to Beaverton area They are struggling Things are wrong with the area Time to do something different

And why is that your least favorite option? (Continued) Beaverton School District Residents (Continued) No changes (continued) To not get anything done at all; because even if we get our own community we still won’t get

anything done. We tell them all the time, but after a while you just give up We will keep degrading and have no say in what happens We'd be left out again and nothing ever gets done in this area Would not be heard like we are now; need to have some say on what we need in our community

and not be told we have no say. We need to get some work done in this area and we just get over looked. Because we are in the Aloha area we get the leftovers

Would not be moving ahead at all, the area would stay the same. Tigard has been trying to annex Bull Mountain for the taxes, but have not been successful

Would not get anything fixed; would stay the same and we need a lot of improvements done Would not have a lot of support Wouldn’t help the
