Mizoram is having 2nd highest literacy percentage in India, but this state has to go a long way in the field of Technical Education. The Technical Education in Mizoram is at initial stage at present as there are only two polytechnics in this state namely Mizoram Polytechnic, Lunglei at Lunglei and Women polytechnic, Aizawl at Aizawl which were established in 1981 & 1998 respectively. As per the central Government policy another four polytechnics at Kolasib, Mamit, Lawngtlai and Saiha are to be established in near future. One NIT has also been established at Aizawl, but that is also in the initial stage. There is a huge unemployment in the state in the lack of unavailability of big industries and to solve this giant problem and to produce skilled technical manpower requirement of the industries in the state and in its vicinity stares it is required to strengthen the quality of technical education and improve the quality management system to develop & improve the quality of Technical Education in Mizoram. ALL INDIA COUNCIL FOR TECHNICAL EDUCATION NORTH EAST QUALITY MPROVEMENT PROGRAMME (AICTE-TEQIP) of AICTE is going to strengthen the quality of technical education and improve the quality management system to develop & improve the quality of Technical Education in the Mizoram. The INSTITUTIONAL BASIC INFORMATION and Baseline data etc of Mizoram Polytechnic, Lunglei has been given in the beginning to highlight the institutional strengths to fulfill the requirements to be selected in this scheme.

Mizoram polytechnic, Lunglei is an ISO 9000:2008 certified Institute. Under this certification Mizoram polytechnic, Lunglei has been conducting timely audit of its departments and collecting feedback from students on regular basis for the improvements in quality of management & teaching –learning processes.

The Objectives of Project are: The Project will focus on the following objectives:

Strengthening institutions in terms of infrastructure. Strengthening institutions in terms of faculty competence and quality of

teaching, research and consultancy. Strengthening institutions in terms of academics to improve learning

outcomes and employability of students.

Strengthening institutions in terms of infrastructure, faculty competence and quality of teaching, research and consultancy, and academics to improve learning outcomes and employability of students are the main objectives of Institutional Development Proposal of Mizoram Polytechnic, Lunglei which will be improving the quality of Technical Education in Mizoram. All these objectives have been tried to be achieved during this project (AICTE-NEQIP) as: to Modernize laboratories and workshops of MPL to harness the passing out students to cope with the skilled manpower requirements of the present demand of industries in terms of knowledge, skill and attitude; and further by removing obsolete equipments and purchasing the latest equipments, it to provide sources of IRG through testing, calibration, continuing education, consultancy and production. Further, by modernization Classrooms with Smart Boards and Computers linked to LCD Projectors with screen would hold greater attention of the students than mere lecturing.

Continuous updating of Learning Resources (books, e-books, e-journals, CDs and professional software) and procuring the same is required as a part of the improvement to be brought about in the teaching learning

process. Course specific software to improve teaching learning process needs to be procured. The faculty will be encouraged and trained to use modern equipments and course-specific software.

Mizoram Polytechnic, Lunglei needs to construct & establish a Computer Centres to meet curricular and research requirements. It will be kept open for extended periods beyond working hours and on non-working days. Proper connectivity with Campus-wide Networking will also be considered. Up gradation of teaching and training facilities in the supporting Departments is considered to enhance their contribution in the academic improvements of the institute. The faculty and other staff belonging to these supporting Departments are being included under Faculty Development.

To promote self-learning and also to support the teaching learning processes libraries play an important role. There is required to keep the libraries open to the maximum extent before and after the usual working hours. Procurement of books & CDs and conversion to digital library will enhance the self- learning among the students.

It is proposed to construct a building for Library cum Drawing Hall and Central Computer Centre Mizoram polytechnic, Lunglei will take up a new original civil work. Construction of 2(two) storeyed R.C.C Library cum Drawing Hall & Computer Centre will help to accommodate all these easily. Expert faculty will be encouraged to take live problems of the industries to give solutions to their problems, and students to get directly involved in the industrial practices to reduce the gap between need of industries and the technical know-how of pass-out students.

To develop Human Resources to ensures the quality of teaching - learning process and for proper planning and implementation of curriculum it is required to have proper staff development cell. To ensure the quality of teaching – learning process, the staff development cell of MPL will take proper steps in a continuous process with the help of NITTTR, Kolkata frequently. The SDP cell of MPL will be arranging the training programmes and In-house programmes under this activity on regular basis for faculty; for the training of Laboratory Technicians and other technical staff in functional areas the institute will arrange trainings as per the needs of the staff.

The main objectives of the IIP Cell will be to reduce the gap between industries expectations and academic offerings by direct involvement of industries to attain a symbiosis. Industries will gain by way of availability of employable manpower pool and will increase their productivity. Faculty will gain by way of exposure to latest industry practices for more effective teaching – learning processes. Students will gain by way of hands-on-training, reduction of learning curve in industry practices. The society stands to gain by way of improved quality of goods and services.

To improve Managerial and Administrative ability of Head of Institute, IPC and HOD, a specifically designed training program will be arranged.

The institute will take curriculum revision, students’ evaluation on a continuous basis, evaluation of faculty appraisal by students, encourage faculty to continuing education; further, institute will try to get its all eligible

programmes accreditated by NBA. To improve the capacity of the Head of Institute and heads of the departments in terms of managerial autonomy, administrative autonomy and financial autonomy to enhance their functions to take quick decisions at the institute level as and when any situation arises.To improve the academic performance of SC/ST/OBC/ academically weak students through innovative methods MPL will be arranging different activities such as i) Counseling of students, collecting the point of difficulty level, arranging tutorials, evaluating their performance, providing feedback on their evaluation, ii) Developing soft skill through projects / seminars / group discussions and iii) Sending them for industrial visits etc. Mizoram Polytechnic, Lunglei will ensure to academically weak students to perform better during their academic years and acquire adequate skills at the completion of their courses.

To encourage Students to take operational skill development program of BSNL for enhancing their qualification, competence & employability. Students of Civil, Electrical & Comp. Sc will also be encourage to take trainings at Regional Telecom Training Centre,(RTTC ), Mysore .Students are also to be encouraged to take project which are ongoing in Mizoram such as Kolodyne Multi Model Transport Project, b) Rail Project and c) ONGC Project etc .Further , students will be attached to CIPET, Imphal & and Bhuwaneswar for CAD-CAM trainings and DECONE, Pune for enhancing soft skill & implant training on equipments. Development of soft skill through group discussion, seminars & power point presentation, and going on industrial visits are expected to increase their learning outcomes. With the help of Institutional Project Unit (IPU) with appropriate representation from academic officials of the Institute, faculty, senior administrative officers, technical and non-technical support staff and students to be headed by the Principal and assisted by Institutional Project Co-coordinator for coordinating the activities of the IDP, and to form different other committees such as, Procurement of goods, Civil works and Services, Financial Management, Implementation of Faculty and Staff Development activities programmes, Monitoring Project Implementation etc to contribute to IPU.

It is proposed to set up Production centre at institution to meet both production and training requirements of students, to take Job orders from industries, trade and commercial organizations, and executed at these production centre, and to involved students for a specific duration in the production centre for execution of job orders, and to establish four funds from the IRG generated from these activities.

IPU is set up with Institutional Project Coordinator (IPC). Other committees also have been set up for effective implementation and monitoring the project.

In order to execute & implement AICTE -Technical Education Quality Improvement Programme for North East (AICTE- TEQIP), various Institutional Level committees have been formed comprising of staff of this institute. These committees will be responsible for documentation & reporting, and perform its functions for effective Implementation to meet Objectives, Development of Strategic Action plans, Consolidations of Action Plans, Integration of Activities, Reporting Progress, Taking Corrective measures, maintaining records as per Management Information System, Form Advisory Committee for respective activities, Liaisoning with different agencies, documentation, Maintenance of Records and, Reimbursements etc

2.2 SWOT ANALYSIS

Details of SWOT analysisTeaching faculty, teaching support staff, administrative staff and student

representatives was first briefed about the AICTE – TEQIP and the HODs meeting with the Principal was held to discuss the SWOT analysis. Then, Principal convened HODs meeting and consequently, Department-wise meeting was then held under the under the chairmanship of respective HODs on topic of SWOT analysis. All the staffs were then made aware of the importance of SWOT analysis. After that gen staff meeting was again held on SWOT and the project as a whole. All were made to know about our present position in all respect and our future goals which could be attained under the umbrella of AICTE – TEQIP.

In the presence of a facilitator faculty, staff and students were asked to have the brainstorming session to bring out information, determine the most important strengths, weaknesses, opportunities and threats and prioritize the actions.

MODERNIZATION & STRENGTHENING OF EXISTING LABORATORIES Rationale: Limited funds are available from State Govt. to equip the existing laboratories and workshops with latest technology; and to cope with the fast changing and developing technologies it is needed to modernize the existing laboratories and workshops so as our pass outs must be equipped with the knowledge & skill required as per the needs of industries demands.

Rationale: The simply chalk & board has been used for a long time in classroom teaching –learning process, but to keep the students in classrooms physically and mentally and bring their attentions towards lectures have been a measure issue for the academic planners.

Objectives: Modernization of Classrooms with Smart Boards and Computers linked to LCD Projectors with screen would hold greater attention of the students than mere lecturing. Guest lecturers or class lectures organized through V-SAT, Video Conferencing and Audio-Conferencing can also be considered depending upon need and feasibility.

Rationale: Students has been demanding for a long time to have a computer centre in the campus as the Computer of Computer Science & Engineering Department’s computers are mostly engaged by Computer of Computer Science & Engineering students; and for students of other departments it becomes difficult to use computers even while working on their prpjects.

Rationale: Human Resources are the asset of an organization. Quality of Human Resources ensures the quality of teaching learning processes. For proper planning and implementation of curriculum it is required to have proper staff development cell. To ensure the quality of teaching – learning process, the staff development cell of Mizoram Polytechnic Lunglei has been taking proper steps in a continual process with the help of NITTTR, Kolkata frequently. ENHANCED INTERACTION WITH INDUSTRY (IIP CELL)

Rationale: It is envisaged that Mizoram Polytechnic Lunglei will be able to promote linkages with industries with its existing laboratories and workshop. It will aim to create an Industry Institute Partnership Cell (IIP Cell) to promote more interactions among faculty, students and industries.

Objectives: The main objectives of the IIP Cell will be to reduce the gap between industries expectations and academic offerings by direct involvement of industries to attain a symbiosis. Mizoram Polytechnic Lunglei gain by way of up to date curricula, sources of revenue generation by consultancy and R & D, sources of manpower for employment, societal relevance and most importantly acquisition of brand name or equity, Industries will gain by way of availability of employable manpower pool and will increase their productivity. Faculty will gain by way of exposure to latest industry practices for more effective teaching – learning processes. 5.0 IMPROVING SYSTEM MANAGEMENT AND MONITORING OF THE PROJECT BY INSTITUTIONAL PROJECT UNIT (IPU)

Rationale: This Component aims to build capacity of Technical Education Policy Planners, Administrators and implementers to effectively implement the institutional reforms and to introduce and sustain innovative systemic quality improvement practices.

It also aims to provide timely, sufficient, precise, and reliable information to improve and assess performance of the project institutions through effective Project Management.

Objective: To build capacity of Technical Education Policy Planners, Administrators

and Implementers for effective implementation of academic and non-academic reforms.

To introduce and sustain innovative systemic quality improvement practices.

To plan, organize and manage resources to bring about successful achievement of Project objectives.

To support innovations for improving Institutional level management and education practices.

To monitor and evaluate the performance of project institutions and to identify variance, if any, from the IDP and suggest remedial measures, as required.

To mentor the project institutions towards quality improvement and to audit the institutional performance in achieving their respective targets

To ensure effective implementation of the Project at all level and achievement of the Project objectives and deliverables under each component the following activities will be undertaken:Activities IPU is set up with Institutional Project Coordinator (IPC). Other committees also have been set up for effective implementation and monitoring the project with the aims such as:-

Implementation of project in integrated manner of all activities. Monitor & report the progresses made. Ensure achievement of targets. Desire impact and beneficiaries. To manage the project through Management Information System (MIS).
