Dear Reader,
World Water Day is observed on 22nd March every year – a decision taken by the UN General Assembly in 1992. The theme for 2019 celebrations was “leaving no one behind”, an adaptation of the central aim of the United Nations Sustainable Development Goals (SDG) 2030 which is sustainable development to benefit everyone. The day serves to bring greater awareness on conservation of water, promoting its equitable distribution and water hygiene. Goal 6 of SDG includes a target to ensure availability and sustainable management of water for all by 2030. In 2010, the UN recognised “the right to safe and clean drinking water and sanitation as a human right that is essential for the full enjoyment of life and all human rights” The WHO estimates that 2.1 billion people worldwide live without safe water at home. Around 37.7 million Indians are affected by water-borne diseases annually and over 70 million working days are lost due to water-borne diseases, resulting in an economic burden of USD 600 million annually.
AMAI launched a major awareness drive on the occasion of World Water Day 2019 by propagating the use of chlorine for water and wastewater treatment. The filtration of drinking water and the use of chlorine is considered to be among the most significant public health advancements of the millennium. The WHO recognises drinking water chlorination as one of the most significant advances in public health protection. AMAI has been conducting chlorine safety training programmes for educating users and transporters. As part of our renewed initiative, we propose to impart focussed training on chlorination and chlorine safety to water treatment personnel throughout the country as a service from the industry. We are sure this will contribute to improving access to safe drinking water for all Indians.
The Secretary, Department of Chemicals & Petrochemicals constituted an Expert Committee to develop guidelines for transportation of chlorine through pipelines in March 2018. The Committee submitted its report to the Secretary, DCPC on 1st March 2019. The guideline covers chlorine in gaseous form with defined geographies and distances. There are no guidelines for pipeline transportation of chemicals in India though pipeline transportation of petrochemicals is well-established and common. The guidelines for pipeline transportation of Chlorine will be published and enforced by the Petroleum and Explosives Safety Organisation. This makes chlorine the first chemical to have guidelines for transportation through pipelines, one more significant achievement for our industry.
AMAI organised a Seminar on “Automation & Controls to Optimise Operations & Safety in Chlor-alkali Industry” on 25-26 March 2019 at Bharuch. The one & a half day seminar also included a concurrent mini-exhibition and was followed by was visit to the chlor-alkali soda plant of GFL. The event attracted 170 participants from 72 companies. This issue includes a report on the proceedings of the seminar.

Undetected ball valve failure
Units 1 and 2 share a common line to the thermal oxidizer (TO). Calibration was due on several instruments on unit 2. A hand valve was closed and locked out, and a pressure transmitter (PIT) was removed for calibration.
Upon investigation, it was discovered the ball inside the valve was in the open position, even though the valve handle was in the closed position. (Note: When moved, the valve handle “felt” like a properly operating valve.) Fortunately, there were no injuries, but had this event happened on another system, injuries could have occurred
A day or two after unit 2 was locked out, unit 1 began venting toxic gas through the shared line to the thermal oxidizer. The material venting from unit 1 flowed through the vent line toward unit 2. However, the material exited through the valve where the pressure transmitter had been removed.

• Any valve can fail, and there are many ways it can fail!
• Valve handles may not always indicate the actual position of a valve. A failure of the handle, stem, ball, or seat can cause a problem
• What happens in one system can affect another and must be considered when altering a system, even temporarily.
What you can do
• Use blinds, plugs or caps when piping will be open, even temporarily.
• Use the line break/opening procedures for those operations, and if line break procedures are not accurate – get them corrected
• Consider the effects of interconnected systems and always ‘walk the line’ before transferring material.
