ALG Visayas Orientation

February 24, 2014, IBP Social Hall, Cebu City

RESPONSIVE LOCAL LEGISLATION

AND POLICY FORMULATION

Alvin Dizon

Councilor, Cebu City

1. Local legislation as POWER

2. Local legislation as PROCESS

LOCAL LEGISLATION AS POWER

Pursuant to the principle of separation

of powers among the 3 branches of

government, local legislation refers to

the power of a local legislative body to

make rules in the form of ordinances

and resolutions of local application that

have the force and effect of law.

LOCAL LEGISLATION AS A PROCESS

It involves the interaction of the

government with the people to ensure

that policies, ordinances and

resolutions formulated are strategic,

responsive to the felt-needs of the

citizens, promote the general welfare,

and contribute to the attainment of the

shared vision of the LGU and its

constituents.

How did we operationalize the concept

of local legislation as a governance tool

to promote citizen’s participation?

• Our legislative and policy

formulation process is always in

consultation with the basic sectors

• We encourage people’s initiative,

which means, the people

themselves may propose specific

policies, ordinances and resolutions

that concern their sectors and

submit these measures to our office

for sponsorship

How do we ensure that our legislations

and policies are development-focused,

responsive and contribute to the

meaningful development and the

improved quality of lives of our local

communities?

• Passage of progressive legislations

Cebu City Ordinances

• Ordinance No. 2254 - Adopting and

Approving the Cebu City Shelter Plan

Framework that will serve as Guidelines

for All Housing Programs and Projects

• Ordinance No. 2278 – Providing

Transfer Tax Exemption to all Socialized

Housing Beneficiaries

Cebu City Ordinances

• Ordinance No. 2339 – Prohibiting Discrimination in Cebu City on the basis of Disability, Age, Health Status, Sexual Orientation, Gender Identity, Ethnicity, and Religion.

Cebu City Ordinances

• Ordinance No. 2320 – Creating the Cebu City College for the Poor but Deserving Students.

Cebu City Ordinances

• Ordinance No. 2326 – Granting Free

Parking for PWDs and Senior Citizens

Cebu City Ordinances

• Ordinance No. 2365 –

Institutionalizing Weekly Weekend

Market in Cebu City Hall Grounds

Resolutions

• Filed and co -sponsored almost 800

resolutions.

• More than 500 resolutions were

directed at protecting and promoting

the rights and welfare of the

vulnerable sectors

Beyond policy making and reforms:

We have pursued other tracks and advocacy which aimed to make meaningful contributions to lives of our constituents.

• Gawad Kalinga housing project in Barangay Lorega

• Installation of Martial law victims memorial marker in Plaza Independencia

• Oplan Eskwela

GK Lorega Project

Martial Law Marker

Oplan Eskwela

Fund Allocation

We lobbied and facilitated for the allotment of the following budget to implement various development projects

• P75 million site development fund for relocation/resettlement sites (2012-2013 budget)

• P100 million lot acquisition fund (2013-2014 budget)

Effective and responsive local legislation and policy formulation are anchored on community work in order to bring governance at the doorsteps of our constituents.

• Regular meetings and consultations in the communities

• proposed ordinance to institutionalize the conduct of off-site regular session of the Cebu city council

The role of legislators is not only confined to

legislation and policy formulation.

Our mandate also requires us to become

constituency builder and genuine

representatives of our constituents —we are

their articulators and enablers.

Effective and responsive legislation and policy

formulation is not the exclusive domain of

government but a SHARED RESONSIBILITY.

• people becomes an integral part of the

process

• collective ownership is key for successful

law enforcement and in developing law-

abiding citizens

• While we have considerably achieved in

the areas of legislation and policy

formulation, our four years as local

legislator is not a “walk in the park”

• We have dealt with many challenges and

are prepared to deal with more.

The best way to inspire us to continue and

work even harder in our public service is

AFFIRMATIONS from our constituents

of how our work improved their plight

and positively affect their lives

“Alvin Dizon is young and hardworking lawmaker who helps restore the much needed trust of the citizens in our government. He has the passion for genuine public service. He listens to his constituents and act accordingly.”

"Councilor Alvin Dizon has been very supportive of the Persons with Disability (PWD) sector. He has and is making ordinances that benefit PWDs and the elderly. His staff are also very professional and courteous. I should know because we are working together on Barrier-Free Tourism. He deserves our support..”
