They have a huge say in whether or not there are kids in the classrooms to teach. No kids - no need to have all the adults there. So, what does everybody think of this idea? a triage-treatment clinic at Pierce College that treated all types of animals - cats, chickens, a swan, reptiles, a pig - injured in the fire.

When you drive on many roadways in the city of Los Angeles or neighboring communities in L.A. County, you will find countless homeless camps located in the street, on sidewalks, in parks, along freeways and in many other areas in both commercial and residential neighborhoods.

This situation has skyrocketed over the past few years with no short or long-term solution forthcoming from either Los Angeles City Hall or the L.A. County Board of Supervisors. Out of a concern for humanity and community pride, the formerly working and many now unemployed tax-paying public voted to increase taxes to address the homeless population tragedy that has spread far and wide throughout the region where many of us live, work and play.

Our special voter-approved tax dollars to address the homeless population have supported high -paid executives and staff with no visible impact on the human tragedy we witness daily when we venture into the community. Many of us have in fact become numb to the homeless situation and simply complain to our family, neighbors and friends and hope for improvements or a permanent remedy that is negatively impacting more and more people and neighborhoods each and every day.

We read about the homeless camps in the news and watch TV reports describing the tragic situation - people living in tents

on sidewalks and piles of trash scattered with rats and other insects running around. Channel 4 news has devoted many hours exploring the tragic story that is impacting more and more people as the months and years pass. The story continues with no effective solutions offered by those in political offices that have been elected to represent us and establish safe communities.

The situation is now over the boiling point with frequent confrontations between residents, business owners and homeless living on the streets. The United States Federal Court has now

entered the tragic situation to hopefully bring about some effective solutions to help those in need, and at the same time begin to clean up the city and return neighborhoods to a place of safety with clean sidewalks where people can walk and children can play and enjoy all the benefits of the unique communities that make up the various regions of Los Angeles City and County.

Due to the failures of city and county officials to remedy the crisis, U.S. District Judge David O. Carter has entered the arena to address the homeless population and is attempting to find an effective solution to the situation. Other than calling for increased taxes, little has actually been

County Board of Supervisors - lots of talk and spending of funds with little to no success in reducing the homeless population. Due to a lawsuit, Judge Carter has held hearings and is pressing the City and County to finally address the situation and come up with an effective remedy with some real teeth to impact the continuing and growing homeless population.

A recent public hearing was conducted by both Judge Carter and U.S. District Judge Andre Birotte, Jr. The Los Angeles City Attorney, and want-to-be next Mayor of Los Angeles Michael Feuer, represented the City of L.A. Feuer SKED , “Is it really appropriate for a court to substitute its judgement for elected officials when it comes to public policy in this city? My own view is that public officials should own that responsibility.”

This situation has skyrocketed over the past few years with no short or long-term solution.

As the City works to build new shelter, housing and services for homeless Angelenos, we face a number of complex and uncomfortable policy questions that arise when people leave the streets. How do we store or remove people’s possessions that remain on public property after they have moved into a shelter?

My district is finally on its way toward getting a fair share of help for its homeless population, in part thanks to federal Judge David O. Carter’s proceedings in the LA Alliance case. We’ve opened the Willows Bridge Housing in Canoga Park in partnership with Supervisor Sheila Kuehl, guaranteeing 15 years of County services, and purchased two hotels to convert into housing. Also we will open two tiny home cabin communities and a new Safe Parking lot.

at the farmer’s market and we’ve been checking in ever since. A long time Canoga Park resident, he attended Canoga Park High School over 30 years ago. For years he’s been living in the public right of way just blocks from the Willows.

His encampment was the largest on the block with bicycles stored on the curb and a lot of

stuff. Kevin is a talented artist/mechanic who built interesting custom bikes for people. Trained as a machinist, he treasures his custom tools.

I have been fighting to ensure that this new West Valley shelter actually houses people from our community, and Kevin was a perfect match. He was very excited and was literally the first

With tax season right around the corner, many are wondering how to make sense of their 2020 financials given changes in unemployment benefits and stimulus packages. What do you need to claim? How exactly should it be classified?

Stimulus checks: Any financial assistance that came directly from the IRS and government (i.e. stimulus checks) will not be subject to income tax because it is not classified as income but rather an advanced refundable tax credit. However, if your payments were never received (either one or all of the stimulus packages) you can claim them through the Recovery Rebate Credit on your 2020 form 1040 or 1040-SR (line 30).

Unemployment: Although unemployment was extended in the previous year, it is still considered taxable income and must be reported. While some chose to have the flat federal tax rate of 10% automatically withheld from their checks, others chose to have their full unemployment rate sent to them. If you fall in the latter category, you probably had to make quarterly payments to the IRS if you were expected to owe more than $1,000 in taxes when your return is filed. If this is not your

Rules vary from state to state so it is important to look up where your state stands on the issues.

Regardless of your status and returns, the IRS is encouraging everyone to file electronically this year and set up direct deposit to ensure speedier turnaround. It’s likely that the

IRS will take longer this year to filter everything through and to check IRS.gov for the latest tax information.

Street estimates for fourth quarter 2020, even though it reported that 80% of its restaurants are operating at limited capacity. The restaurant chain reported an adjusted new loss of $17 million down from $26 million for fourth quarter 2019. Revenue was $555 million, down from $694 million fourth quarter 2019.

CEO David Overton said that fourth quarter sales started strong, stating, “The sales trend softened given the impact of additional dining room closures and capacity restrictions in response to rising COVID-19 cases in a number of our markets. However, our strong position in the off-premise channel helped support the business during this period,” he added. “Looking ahead, given our sales results so far in the first quarter, we believe that our concepts are well-positioned for a recovery as dining restrictions ease.”

Now the dominant strain of COVID-19 in Britain, it has spread to more than 40 other countries and is fast paced to travel throughout the United States. U.K. scientists said early data suggests it also could be deadlier than the original version.

Simultaneously with the race to create vaccines to protect citizens of the world by testing antibody levels and other markers of immune system activity against the variant virus, researchers found the AstraZeneca vaccine, authorized and in use in Britain, to be effective against this alarming strain.

Preliminary studies from Pfizer and Moderna vaccines here in the U.S. are encouraging, as spokesmen for each pharmaceutical house stated reassurances for their products. In addition, vaccine makers say the technology behind COVID-19 vaccines should allow them to swiftly retool their production lines to produce shots targeted more precisely at new and emerging variants.

One vaccination center for LAUSD has opened, and it is currently limited to those that meet the state requirements. One site isn’t going to cover all of the teachers and all the other adults working in the school system. As of February 17th, the county has agreed to allow all teachers to be vaccinated starting on March 1, so we are still weeks away from those vaccinations, and that is just the first dose. A minimum of three weeks until the second dose and then two more weeks to allow

for the vaccination to really take effect and we’re in April already. That leaves all of May and part of June for the school year.

LAUSD doesn’t seem to want to take that long. They want the kids back in school now.

This isn’t an easy situation. Nothing related to Covid-19 has been easy. There are valid points on both sides. Parents, grandparents and legal guardians are faced with tough decisions about their children’s education. Let’s just hope they make the right one.

I’m still trying to figure out exactly what happened and why. Some of Kevin’s things were stored or thrown away. Kevin was understandably very upset and a number of activists took videos and protested. Some spread misinformation claiming that this was a special enforcement zone cleanup, which it wasn’t; claiming everything was thrown away including his tools and bicycles, which weren’t; some claimed that I was directly involved. None of that is true. But, they were correct that Kevin deserved to be treated better. Ideally he needed better communication, a chance to decide what he didn’t need and enough time to pack up.

Personal possessions on the street need a solution. Some think that leaving items in the public right of way is acceptable, even if the City/taxpayers are paying for a person to have shelter/housing. I disagree. As more housing opens, this will continue to come up. What to do with someone’s belongings on public property? We can’t and shouldn’t leave everything as a monument to a past encampment.

That unfortunately happened in some spots along the 101 freeway after 59 people got shelter working with Judge Carter last fall in our LAHSA pilot project. Most belongings were removed with consent when people took shelter. But piles of stuff remained in a few locations and attracted new people to set up there. I urged Sanitation to clean up these encampment vestiges, they were not legally allowed to remove

seemingly abandoned property.Our streets and sidewalks

must be clean and usable while preserving the rights of unsheltered people who have nowhere else to go. The courts have said if someone is unsheltered, their belongings should be left alone. Per the Boise v. Martin case, if a city offers shelter, it can regulate where people are allowed to sit, sleep, lie, or store belongings to allow clear public right of ways.

When people move into government subsidized shelter or housing, they might have to downsize. However, storage programs would make this easier and help prevent them from storing things in public spaces.

A few weeks ago, my team and I worked with “Pastor Don” to convince a chronically homeless man with mental health issues to accept housing. Pastor Don solved this problem by paying for a temporary storage unit. This was the help he needed that LA rarely provides.

As people take shelter we must have the tough discussion about what to do with belongings left on the streets. Can we build trust with unhoused people who have traditionally been let down by the system? We can’t let stuff sit on the streets and sidewalks forever. We need clear protocols so everyone understands the rules and how they are implemented.

Otherwise, many more people will be in Kevin’s position- with both housing and tents, preventing the City from being able to keep the sidewalks clear. Communities that say yes to more housing and services for the most vulnerable deserve better.

During these difficult times, many affected by the pandemic have not had easy access to food, water and other basic essentials.

The West Valley Food Pantry in W o o d l a n d Hills, a non profit organization located at 5700 Rudnick Ave., has been successfully d o n a t i n g food to local families with the aid of community generosity.

For the past eight weeks Warner Village, the condominium community off Marylee Street in Woodland Hills, has been collecting food through a

community food drive boxes in their common mail facility.

This was done at the request of the West Valley Food Pantry as well as the SOVA Food Pantry, who reached out to Warner V i l l a g e to donate every week to those in need.

Given its huge tracts of undeveloped land, its 300 days of sunshine each year, and its numerous film studios, you might have assumed that the drive-in movie would have been born in the San Fernando Valley.

You would have been wrong.The first true drive-in theater

opened on June 6, 1933, in a suburb of Camden, New Jersey. Called the Park-In Theaters, admission was 25 cents per car plus 25 cents per person. The feature film was Wives Beware, starring Adolphe Menjou.

The concept was an instant success. At their height of popularity in the late 1950s there were about 4,000 drive-ins in the U.S.; there are 321 left today.

California’s first drive-in theater opened at the intersection of Westwood and Pico Boulevards in Los Angeles on Sept. 9, 1934, on the former site of a bean field. Originally named simply Drive-In Theater, it was renamed the

environment to physically demonstrate their feelings to their companions.

More typical of the drive-in was the family of four with two restless kids in the rear seat dressed in their Dr. Denton’s. (For those under 50 years of age, Dr. Denton’s were fleece jammies that covered everything except the child’s face and hands.)

But whether it was teenagers steaming up the car windows or parents dealing with unruly youngsters, a between-the-features trip to the refreshment stand was almost imperative. As soon as the first of the two feature film’s credits began rolling, the mad dash to get an early place in the concession stand line began.

On sale were hot dogs and hamburgers, popcorn and drinks, and of course a wide range of candies. The most popular candy items were Tootsie Rolls, first sold in 1907; Milk Duds,

Pico Drive-In in 1943. The screen was 40 feet high and 60 feet wide, made of canvas-covered wood. The lot had a capacity of 487 cars. Its first presentation was Handy Andy, starring Will Rogers and an unknown named Robert Taylor in his first film.

In the film, the Para-mount Drive-In was the “stand-in” for the Van Nuys Drive-In.The Reseda Drive-In, below, at 18441 Vanowen Street, like many drive-ins, was operated by Pacific Theaters. When it opened it had one of the largest screens in the world, built at a cost of a then-whopping $250,000.

The reason the Federal Court has entered the controversy is that local elected officials have failed over and over to address the tragic situation that is completely out of control. Wake up City Attorney Michael Feuer and open your eyes to what has happened to the region under your leadership as the City Attorney. You have failed to represent the people of Los Angeles and that is why the Federal Judge is taking the rEins and control of the situation that you and other officials failed to handle!

As a sidenote, the FBI is currently conducting an investigation of the L.A. City Attorney’s office in connection with a DWP investigation. This investigation is in addition to other FBI investigations into alleged corruption at L.A. City Hall.

The fact is most, if not all, local city and county elected officials have failed to do their job in protecting the residents and homeless population throughout the region. When you fail in doing your job and the matter continues to be ignored by those in a position to do something about it, the court can intervene and establish a Consent

Decree that is monitored by the court to correct the situation.

Consent Decrees are very expensive to administer and do hold the specific agency responsible with strict monitoring and oversight by the federal authorities. Los Angeles has been under a Consent Decree in the past and they are used as a last resort when local officials fail to do their job for the public good. Judging by the current homeless population scattered throughout Los Angeles City and County, it is obvious that local officials have failed to do their job in providing housing and jobs and a quality of life for everyone in our region of Southern California.

introduced in 1928; M&Ms, first offered in 1941; and Junior Mints, available in 1949. But the first-ever branded candy was Good & Plenty, brought to market back in 1893.

The first drive-in in the San Fernando Valley was the San Val, opened by entrepreneur Seth Perkins in 1938; it lasted until the mid-‘70s.

At its height, there were 10 drive-ins in the Valley: the Canoga Park (1960-75), Laurel (early ‘50s-early ‘70s), Reseda (1949-late ‘70s), Pickwick (1949-89), San Val, Sepulveda (1955-89), Sunland (1950-1976), Van Nuys (1948-96), Victory (1949-77), and Winnetka (1975-96). Seven of the 10 opened in the decade following the end of World War II, when monies from the GI Bill fueled the home-building spurt that forever transformed the San Fernando Valley.

Most of the drive-ins in the Valley accommodated 400 to 1,200 cars; at 1,700 cars, the Laurel, on Prairie Avenue in Chatsworth, was the Valley’s

largest open-air theater.The litany of drive-in

openings and closings can be traced directly to the Valley’s post-World War II development; the land was just too valuable to remain undeveloped. Tract homes, big box stores, industrial parks, and retail businesses took the place of acres dotted with gray aluminum speakers that hooked inside the driver’s window, pre-screening kiddielands, and cars of every make and vintage.

The Sepulveda Drive-in opened with Richard Todd starring in in A Man Called Peter and Sterling Hayden in The Eternal Sea. But before that, it had been the ranch of movie star Montie Montana. Between 1932 and 1952, Montana starred in 20 films…but was better known for his unequalled 60 years of riding in the Tournament of Roses Parade, from 1935 to 1994.

In the early ‘50s, a young boy living in one of the homes near Montana’s ranch was diagnosed with polio. Nearby residents mistakenly believed that flies from the ranch were the cause of his polio. A hue and cry ensued, culminating in a petition to the L.A. City Council to condemn the ranch. Montana sold the property, which later became the Sepulveda Drive-In.

Burbank’s Pickwick Drive-In hosted the world premiere of

Blazing Saddles, on February 7, 1974. The film’s stars, Cleavon Little and Gene Wilder joined 250 invited guests who all watched the film on horseback.

When the Van Nuys Drive-In opened on July 30, 1948, with Joel McCrea in Buffalo Bill and Annabella in Wings of the Morning, its capacity was 891 cars. In 1983, its mural and

screen tower were torn down for a tri-plex drive-in. The last drive-in in the San Fernando Valley closed on September 2, 1996. Its marquee announced, “Closed for the season.”

There was no next season.Martin Cooper, President

The Victory Drive-In, above, located at 13037 Victory , in North Hollywood, opened on May 25, 1949. L.A. Mayor Fletcher Bowron and Doris Day were on hand. The Victory Plaza shopping center was built on the site. A newspaper advertisement from the mid-1930s for the first drive-in theater, right, near Camden, New Jersey. The attraction was the theater; there is no mention of what films were being screened.
