Background • CMP Update (Reprioritized, November 2011)

• Why?

• Realign CMP project obligations to revised lowered revenue collections

• Realign CMP to account for new Charter school legislative obligations

• Realign CMP to account for increased costs to complete projects undertaken between 2006 to 2009 (peak of construction inflation)

• Strengthen and maintain financial processes

Background • Total impact 2010 to 2018 = $152.5 million

Decreased Revenues

• $47.1 million less than previously projected to be collected from tax payers from 2010 to 2016

• +$40 million will flow directly from County Assessor to Charter Schools between 2010 and 2018 and not to CMP/Construction

• +$18 million from 2010 HB33 election

• +22 million from 2013 SB-9 election

Increased Expenses

• $65.4 million to complete and make up for inflation obligation of projects from 2006-10 Strategy

Will be asking voters to approve a total of $368.4 million (No Tax Increase) $200 million in School General Obligation Bonds $168.4 million in the reauthorization of a 2 Mill Local property tax levy over the next six years

• Reduced approximately 10% due to economic downturn

• Anticipate $12 million in state match ($2 million / year)

SB-9 14–19 2 Mill levy & 2013 GO Bond

• CMP Obligations

• Maintenance of 14+ million square feet of educational facilities

• Additional 4 million square feet since 2005

• Decreased maintenance personnel due to operational budget reductions by the state

• Completion of the 2011-16 CMP capital strategy as reprioritized and approved in 2010 and 2011

• New statutory mandate that distributes a portion of the mill levy directly to charter schools ($20.2 million over 6 years)
